A SHORT SUMMARY

of the most important decisions of the

FIS Council Meetings in Antalya (TUR)

The main areas of the Meetings of the Council in Antalya were the review of the Congress Book of the 47 th International Ski Congress, discussion of the proposals of the National Ski Associations and Technical Committees, as well as the nomination of the various FIS Committees for the period 2010 - 2012.

The following “short summary of decisions” is limited to Council decisions not directly related to the Congress Agenda.

1. Members present

b) At the first Meeting of the newly-elected Council for the period 2010 – 2012 on 5th June 2010, the following Members were present:

Following the decision of the 43 rd International Ski Congress in 2002 that "the Congress shall elect 16 Council Members and the Council shall elect 4 Vice-Presidents at its first meeting after the closing of the respective Congress", the Council elected the following 4 Vice- Presidents of the International Ski Federation according to the agreed geographical representation:

Yoshiro Ito (JPN), Janez Kocijancic (SLO), Bill Marolt (USA), Sverre Seeberg (NOR)

2. Minutes from the Council Meeting in Zurich 2009

The minutes from the Council meeting in Zurich (SUI) on 14 th November 2009 were unanimously approved.

3. The FIS World Championships

3.1 Report on the 2010 FIS Skiflying World Championships

The Council expressed its sincere thanks to the Organising Committee and the Slovenian Ski Association for the organisation of the above event, which took place 19 th to 21 st March 2010 in Planica.

The Council Members from the respective nations reported on the following upcoming events, whilst the main presentations were delivered to the International Ski Congress:

The Council acknowledged the progress reports from the respective Council Members and Organising Committees and that all the various preparations appear to be going according to schedule.

Additionally, the Council confirmed the following starting times of the FIS World Ski Championships in the Alpine and Nordic Events in Garmisch- Partenkirchen and Oslo respectively have been established between the Organising Committee, FIS, the host broadcaster and the EBU with the television rights holders and the marketing partners:

On Thursday, 3rd June 2010, in accordance with the FIS Statutes, the Council elected the organisers of the following FIS World Championships:

4. The FIS Junior World Championships

4.1 Reports 2010 Championships

• FIS Alpine Junior World Ski Championships in the Mont-Blanc Region, 30 th January to 6 th February 2010

• FIS Nordic Junior World Ski Championships in Hinterzarten (GER), 24 th to 31 st January 2010: President of the German Ski Association Alfons Hoermann

The Council acknowledged the reports on each of the Championships and thanked the Organising Committees and their National Ski Associations for excellent events.

4.2 Future Championships

• FIS Freestyle and Snowboard Junior World Championships in Wanaka (NZE), 19 th to 31 st August 2010: Secretary General Sarah Lewis

• FIS Alpine Junior World Ski Championships 2011 in Crans-Montana (SUI), 30 th January to 6 th February: President Gian Franco Kasper

• FIS Nordic Junior World Ski Championships 2011 in Otepää (EST), 25 th to 31 st January: Council Member Jaakko Holkeri (newly elected Council Member Matti Sundberg)

• FIS Alpine Junior World Ski Championships 2012 in Roccaraso (ITA): Council Member Giovanni Morzenti

The Council acknowledged progress reports on behalf of the various Organising Committees and confirmed that it will be represented at the respective Championships by the Council Member from the host nation where possible.

4.3 Candidates for future FIS Junior World Championships

Furthermore, the Council appointed the following new Organisers of FIS Junior World Championships:

• Laajavuori Skicenter, Jyväskylä (FIN) as the Organiser of FIS Junior Freestyle World Championships 2011 in Moguls and Dual Moguls, 19 th to 20 th March

• Valmalenco (ITA) as the Organiser of FIS Junior Snowboard World Championships 2011, 28 th March to 3rd April

In the case of the candidacies for the Alpine Events 2013 in Jasna (SVK) and Le Massif (CAN), these are tabled subject to further technical reports. The application from La Molina (SPA) to host the Alpine Events in 2014 will be considered by the Council at its Meeting in the autumn.

Furthermore, on proposal of the Telemark Committee, the Council acknowledged that the Telemark Junior World Championships shall be carried out every year as is the case with other FIS disciplines.

5. The International Olympic Committee

FIS President Gian Franco Kasper reported in detail on the activities of the International Olympic Committee to the International Ski Congress and therefore no report was given during the Council Meetings.

5.1 Olympic Winter Games Vancouver 2010

The final report following the Vancouver Organising Committee, VANOC was presented by Tim Gayda, Vice President for Sport at the Congress.

5.2 Youth Olympic Winter Games 2012 in Innsbruck

The Council acknowledged that the IOC Executive Board has confirmed the Qualification Systems for the Youth Olympic Games 2012 in Innsbruck according to the principles communicated (Qualification Principles under Item 5.2 on pages 9 - 10 of the Short Summary of the Council Meeting, November 2009):

Athlete Eligibility

To be eligible for the 2012 Youth Olympic Games, athletes must have been born between 1 January 1994 and 31 December 1995. Athletes must also obtain the required FIS points, as stated in section B below.

B. Qualification System

B.1 The top seven (7) nations in the overall standings of the Marc Hodler Trophy standings for Cross-Country Skiing at the FIS Junior Nordic World Ski Championships 2011 and the host nation are entitled to a quota of two (2) men and two (2) women, totally eight (8) nations.

B.2 The following nations scoring points in the men's and/or women's standings in the Marc Hodler Trophy standings for Cross-Country Skiing are entitled to one (1) starting place of the respective gender, until the maximum quota of 50 men and 40 women is filled.

B.3 Any remaining places will be distributed with a maximum of one (1) male or female athlete per nation, amongst the nations not yet qualified according to B.1 and B.2 and applying for a quota place. The quota allocation for these places will be determined by the FIS in consideration of international representation throughout all FIS disciplines on the programme of the Youth Olympic Games.

B.4 The selection of athletes is at the discretion of each NOC, subject to the athlete being registered and having FIS points.

B.5 Athletes are selected by their NOC to participate in both events, there may be no exchange of team member(s).

B.6 Each team participating in the Cross-Country Biathlon team relay will be composed of one (1) male and (1) female cross-country skier and one (1) male and (1) female biathlete.

Host Country Representation

The host nation is entitled to a quota of two (2) men and two (2) women. The selection of athletes is at the discretion of the host NOC and subject to the above performance criteria. If the host nation is ranked in the top seven nations, then the eighth (8th) nation in the Marc Hodler Trophy standings is qualified.

C. Reallocation of unused quota places

Reallocation Procedure

Any allocated quota places that are not confirmed by the respective NOC will be reallocated with a maximum of one (1) male or female athlete per nation, amongst the nations applying for a quota place. The quota allocation for these places will be determined by FIS, in consultation with the IOC, in consideration of international representation throughout all FIS disciplines on the programme of the Youth Olympic Games.

B.1 The top ranked nations scoring points in the men's and/or women's standings in the Marc Hodler Trophy standings for Ski Jumping at the FIS Junior Nordic World Ski Championships 2011 are entitled to one (1) starting place of the respective gender, as is the host nation for both men and women.

B.2 Any remaining places up to a maximum of 25 men and 20 women will be distributed with a maximum of one (1) athlete per nation to the next ranked nations in the Ski Jumping individual event at the FIS Junior Nordic World Ski Championships 2011.

B.3 In the event that there are remaining places thereafter, the allocation for these places will be determined by FIS in consideration of international representation throughout all Skiing disciplines on the programme of the Youth Olympic Games, to NOCs not yet qualified according to B.1 and B.2 and applying for a quota place.

B.4 The selection of athletes is at the discretion of each NOC, subject to the athlete being registered and having participated in a FIS-level or Continental Cup competition.

B.5 Each team for the mixed team competition will be composed of one (1) male ski jumper, one (1) female ski jumper and one (1) Nordic Combined athlete.

The host nation is entitled to a quota of one (1) male and one (1) female athlete. In the event that the host nation did not classify through the rankings at the FIS Nordic World Ski Championships 2011, it will nevertheless be allocated one (1) quota spot each for men and women.

B.3 In the event that there are remaining places thereafter, the allocation for these places will be determined by the FIS in consideration of international representation throughout all FIS disciplines on the programme of the Youth Olympic Games to NOCs not yet qualified according to B.1 and B.2 and applying for a quota place.

B.4 The selection of athletes is at the discretion of each NOC, subject to the athlete being registered and having participated in a FIS-level or Continental Cup competition.

Host Country Representation

B.2 The following nations scoring points in the men's and/or women's standings in Marc Hodler Trophy standings are entitled to one (1) starting place of the respective gender, until the maximum quota of 60 men and 55 women is filled.

B.3 Any remaining places will be distributed with a maximum of one (1) male or female athlete per nation, amongst the nations not yet qualified according to B.1 and B.2 and applying for a quota place. The quota allocation for these places will be determined by FIS in consideration of international representation throughout all FIS disciplines on the programme of the Youth Olympic Games.

B.4 The selection of athletes is at the discretion of each NOC, subject to the following performance criteria: - for slalom and giant slalom, FIS points in any FIS alpine event - for super g, FIS points in downhill, super g or giant slalom B.5 Athletes are selected by their NOC to participate in all events, there may be no exchange of team member(s).

B.6. The parallel team event will be composed of two (2) men and (2) women.

Host Country Representation

The host nation is entitled to a quota of two (2) men and two (2) women. The selection of athletes is at the discretion of the host NOC and subject to the above performance criteria. If the host nation is ranked in the top seven nations, then the eighth (8th) nation in the Marc Hodler Trophy standings is qualified.

Any allocated quota places that are not confirmed by the respective NOC from the top twelve (ski cross) or top eight (ski half pipe) nations, will be reallocated to the next ranked nations, ninth (9th), tenth (10th), etc. Any distributed quota places that are not confirmed by the respective NOC will be reallocated to NOCs applying for a quota place by FIS, in consultation with the IOC, in consideration of international representation throughout all FIS disciplines on the programme of the Youth Olympic Games.

5.3 Olympic Winter Games Sochi 2014

The reports from the Vancouver 2010 and Sochi 2014 Organising Committees were presented at the International Ski Congress.

However the Council expressed its concern, about the lack of progress with the development of technical officials and underlined the importance of carrying out a European Cup competition in Sochi in the upcoming winter season prior to the planned FIS Alpine World Cup in 2011/12.

6. AIOWF

The General Assembly of the Association of International Olympic Winter Sports Federations (AIOWF) took place on 27 th April 2010 in Dubai (UAE) in connection with SportAccord, followed the next day by the annual joint meeting between the Association of International Olympic Winter Sports Federations and the IOC Executive Board. During the joint meeting the IOC

President confirmed the level of funds that will be paid out to the International Federations from the Vancouver 2010 Games.

7. SportAccord (formerly GAISF)

The 44 th GAISF General Assembly took place on Friday, 28 th April 2010 as part of SportAccord, which included the General Assemblies of AIOWF, ASOIF (Association of Summer Olympic International Federations), ARIFS (Association of Recognised International Federations) and the IOC Executive Board. The conference programme at SportAccord from 25 th to 30 th April 2010 included sessions on:

- The role of sport as an agent of social change - Sport in the Middle East - The changing geography of sport - Sport`s role as a leader in sustainable development - The autonomy of sport - The long-term sponsor relationship - making it work through thick and thin

SportAccord 2011 will take place from 3rd to 8 th April in London (GBR).

8. Financial Matters

8.1 Report of the Finance Commission

The Vice-Chairman of the FIS Finance Commission Carl-Eric Stålberg reported on the financial matters of the International Ski Federation in relation to the period 1st January 2008 – 31 st December 2009. He had kindly agreed to take over this task following the death of Chairman of the Finance Commission Fritz Wagnerberger on 23 rd March 2010, shortly after the meeting of the Finance Commission on 11 th March 2010.

The accounts of the International Ski Federation for the period 2008 – 2009 were audited by the external auditors, PriceWaterhouseCoopers from 23 rd to 26 th February and by the internal auditors Peter Mennel and Dario Bazzoni (ITA) on 9th April 2010.

On proposal of the Finance Commission, the Council approved the FIS-IKS, Internal Controlling System that has been worked out between FIS and WR Wirtschafts Revision AG, which is a mandatory legal requirement in Switzerland as part of the audit from the 2008 accounts.

Furthermore, the Council approved the accounts and decided to submit the proposal of the Finance Commission to the Congress in regard to support to the FIS member National Ski Associations. The purpose of the proposal to the FIS Congress 2010 is to make an exceptional contribution to the FIS member National Ski Associations that have been badly hit by the financial crisis of the past eighteen months, by adding funds from the FIS reserves. The proposal comprises the surplus from the operating result from the 2008 - 2009 financial period of CHF 12,3 million, with CHF 9,2 million from the FIS reserves and CHF 1,5 million from FIS Solidarity. Together with the budgeted financial support for 2010 - 2011 of CHF 10 million this amounts to CHF 33 million total financial support that will be paid out to the National Ski Associations in the 2010 - 2011 period:

8.2 Financial Support for Seminars

The Council approved a number of seminars and training courses for the Technical Committees’ various TD, judges, homologation, trainer seminars and courses.

8.3 FIS Solidarity

On proposal of the FIS Finance Commission, the Council decided to assist projects and requests for assistance from the National Ski Associations of Australia and Chile. Additionally, the Council approved the application for support of the FIS Junior World Ski Championships 2011, Nordic Events in Otepää to assist the upgrade of the level of the Championships with television coverage, as has been previously provided to the Organisers of the Championships in 2010.

The Council decided to table the proposal from the Slovenian Ski Association for support of the establishment of an international post- rehabilitation training centre at the Sprims Sports Institute in Kranjska Gora and Planica. In principle the Council agreed it would be ready to contribute to the start-up costs only.

8.4 Aid and Promotion Programme for Developing Ski Nations

At its Meeting in Antalya, the Council approved the written report on the programme “Aid and Promotion for developing ski nations” for 2009/2010 and the budget for the period 1 st May 2010 – 30 th April 2011.

The Council acknowledged the extensive opportunities provided to and used by the developing ski nations through the programme and the emergence of many new nations competing successfully in FIS events and achieving qualification for the Olympic Winter Games. Furthermore, the Council agreed that the activities should continue to be targeted at similar performance levels to present, which are designed to encourage activity and not to support competition participation for elite level athletes.

Since the programme is financed by the income generated from the registration fees of candidates for the FIS World Championships it is important to recognise that the amount of funding available for the programme can fluctuate from period to period.

8.5 The Marc Hodler Foundation

The Council as the Patronage Committee of the Marc Hodler Foundation acknowledged the report of Vice-President Carl Eric Stålberg on the

accounts per 31 st December 2009 and the budget for 2010 and agreed to submit the accounts to the Congress for information.

8.6 Invalidity Insurance for athletes

At its Meeting in Zurich in November 2009, on proposal of the FIS Athletes Commission, the Council decided to look into various insurance products caused by accidents in competition in the event of injuries suffered by athletes resulting in invalidity or death that may be available to supplement a national policy.

Following requests and/or negotiations with four different insurance companies, the best proposal was submitted by Allianz.

General An international insurance solution for FIS registered athletes occurring during ski/snowboard official training and competition at FIS Events. Coverage is for death and invalidity (see chart with grade of invalidity).

Insured persons All FIS registered active athletes are covered by this policy. This is necessary in order to obtain the low cost of the premium.

Insured risk Accidents during official training and competition at FIS Events are covered.

The Council proposed to the Congress that the cost of the insurance coverage is shared between FIS and the member National Ski Associations in order that the member Associations assume ownership. FIS would pay half of the total cost amounting to CHF 105'000 and the member National Ski Associations would pay CHF 3 per athlete additional on the FIS registration fee, which will therefore be CHF 33 per athlete registered by a National Ski Association to participate in all international FIS calendar events.

8.7 FIS Travel Service

The Council acknowledged that the financial situation of the company has improved and there is presently sufficient operational capital. In regard to the organisation of the FIS Congress and other FIS Meetings, the Council confirmed that the financial management will be handled by FIS. The mandate for tasks relating to accommodation and travel shall be issued in principle and subject to offer by FIS to FIS Travel .

FIS Alpine World Cup Data and timing service

The FIS Congresses in 2006 and 2008 decided that the organisation of timing and data services for the FIS Alpine World Cup and marketing of all advertising rights shall be carried out by FIS with distribution of the revenues to the Organising Committees and their National Ski Associations after deduction of the service costs, on proposal of the Norwegian and German Ski Associations in 2006 and the Croatian Ski Association in 2008.

Consequently following the Congress in Cape Town decision, negotiations with a number of different service providers took place. Finally, an agreement with Swiss Timing to carry out the service to include all the FIS disciplines on the programme of the Olympic Winter Games from 2010 to 2014 has been concluded. In the agreement, as far as the FIS Alpine World Cup is concerned, the Organising Committees will receive the timing and data services free of charge and additionally FIS may market a proportion of the data insert package to either one sponsor for the whole FIS World Cup or separately for the men's and ladies' circuits in accordance with the 2008 FIS Congress decision.

As a result of concluding the agreement in autumn 2009, Swiss Timing agreed to postpone the obligation to include all FIS Alpine World Cup races in the global timing and data service contract from 2009 to 2010 and permitted , Canada and Croatia to continue their existing arrangement with another service provider in the 2009/10 season only.

At its Meeting in Antalya, the Council discussed the proposal to the FIS Congress 2010 from the Austrian Ski Association in regard to the timing and data services for the FIS Alpine World Cup.

The President pointed out that if the Congress decided to support the Austrian proposal for each National Ski Association to manage the data and timing service and its marketing for the FIS Alpine World Cup competitions in their own nation, then the principle of this decision would have to automatically apply to all FIS disciplines. Each National Ski Association

would then have to organise the data and timing services and of course finance these.

9.2 Special Project “Bring Children to the

The Council approved the latest update report in regard to the activities and campaign. Additionally, the Council selected the top three winners of the FIS SnowKidz Award that were presented during the Congress in Antalya and confirmed the results of the jury that evaluated all applications:

Activating Snow Desire: International Communication Campaign

• The campaign website www.fis-snowkidz.com has been developed further and the toolkit for the National Ski Association is continuously growing. Since the launch of the website on 5 th May 2009 the website has had more than 10’000 individual visitors. • The campaign promotion video spot was distributed to the National Ski Associations for use during the 2009/2010 season. The campaign spot was shown at several World Cup events and at the FIS Ski Flying World Championships Planica 2010. • Promotional materials such as a SnowKidz tent, banners, roll-ups and beach flags have been produced and are available for use on request. • FIS SnowKidz Newsletter was launched in November 2009. • A campaign informational flyer was prepared and distributed. • 22 applications from 18 National Ski Associations were received for the first FIS SnowKidz Award; 9 applications are from Aid & Promotion developing ski nations. The first awards will be presented at the 2010 Congress. • The SnowKidz Awards jury has been defined and is tasked with selecting the Top 8 projects out of the 22 applications, for the FIS Council to then select the Top 3. The jury includes three members: - Satu Kalajainen (FIN), representing the FIS Youth & Children’s’ Coordination Group - Essar Gabriel (LEB), head of IOC Youth Olympic Games - Riet R Campell (SUI), President of International Ski Instructors’ Association • Initial discussions on how to cooperate with the first edition of the Winter Youth Olympic Games Innsbruck 2012 have taken place. • The 10 FIS Rules for Conduct are in the process of being integrated in the Bring Children to the Snow campaign. • Estimated 20 inquiries have been received about becoming a campaign partner.

Enabling Snow Experience: National Activity Campaign

• Ten National Ski Associations took advantage of the toolkit made available through the campaign website at www.fis-snowkidz.com which provides examples, templates, design files and an image gallery for local production and execution. An example of excellent national implementation is the programme by the Norwegian Ski Association which combined the FIS SnowKidz brand and ideology in the local children’s ski school programme with a campaign focused on the environment. • FIS SnowKidz meeting points were staged at a total of 25 FIS World Cup venues across all the six Olympic disciplines as well as the FIS Ski Flying World Championships, Planica 2010 during the 2009/2010 season. The meeting points involved estimated 6’000 children who were provided with enhanced one-on-one experiences with their stars, memories to take home and a closer connection with ski sport. • Because a common event platform not could be found, the planned promotional event in cooperation with Europa Park in Rust, could not be realised (i.e. problems with timing, ensured media coverage). • Only four out of 22 major Ski Resorts and Associations responded to the FIS SnowKidz Partner Resort survey. As a result the criteria for participation in the label program will be reviewed.

The rules will be provided in FIS SnowKidz non-textual design for global use.

9.3 FIS Marketing AG

The Council acknowledged the report of Vice-President Carl Eric Stålberg in his capacity as Chairman of the Board of FIS Marketing AG. The second meeting of the board of FIS Marketing AG took place on 10 th March 2010 in Garmisch-Partenkirchen with the third taking place on 2 nd June in Antalya.

The main activity at present is the marketing of the FIS Cross-Country World Cup in agreement with all nations on the calendar.

The presenting sponsor Viessman and other packages have already been signed up totalling 50% of the inventory. Other projects of the company include the marketing rights for the FIS Ski Flying World Championships 2012 in Vikersund (NOR) and the data and timing for the FIS Alpine World Cup.

The initial objective of the company is to focus on projects that can be successful in the immediate short-term to generate activity and capital. Thereafter further efforts will be made to secure sponsors for the disciplines that have proven difficult to do so, such as the Freestyle World Cup.

Due to the agreements already established with the marketing of the FIS Cross-Country World Cup, it will not be necessary for FIS Marketing AG to call on the shareholders loan of up to € 150’000 from FIS that was agreed by the Council in November 2009 for the time being, since there will no longer be a negative cash flow.

10. Anti-Doping

10.1 International Doping Cases

The Council acknowledged the report of the Chairman of the FIS Doping Panel, Patrick Smith.

Since the previous Meeting of the FIS Council, the FIS Doping Panel has rendered decision on four cases. The Panel found that Russian Cross- Country skiers Nina Rysina (RUS), Evgeni Dementiev (RUS), Natalia Matveeva and Yuliya Tchepalova have committed an anti-doping rule violation contrary to article 2.1 of the FIS Anti-Doping Rules. All four athletes tested positive for the use of the prohibited substance recombinant EPO, identified on the WADA Prohibited List 2009 in Class S2 Hormone and Related Substances and were sanctioned to two years ineligibility.

Additionally, the FIS Doping Panel found that the Russian cross-country skier Elena Vedeneeva committed an anti-doping rule violation contrary to article 2.3 of the FIS Anti-Doping Rules, refusal to undergo a WADA out-of- competition doping control on 28 th November 2009 after notification, and sanctioned the athlete to two year’s ineligibility.

Ineligibility, defined in article 10.10 of the FIS Anti-Doping Rules, means that in addition to ineligibility from competitions, an athlete cannot participate in a training camp, exhibition or practice organised by his or her

National Ski Association or a club which is a member of that National Ski Association. If an athlete violates this ineligibility status, the period of ineligibility which was originally imposed shall start over again as of the date of the violation. In this respect, in November 2009 the Court of Arbitration for Sport (CAS), based on an appeal of the athlete and the Czech Ski Association, confirmed a decision rendered by the FIS Doping Panel in the Case Ondrej Horyna (CZE), prolonging the period of ineligibility from 1 st April 2009 to 1 st April 2010 because of taking part in a team training, as well as sanctioning the National Ski Association of the Czech Republic for not taking effective measures.

Furthermore, on 1 st June 2010 the FIS Doping Panel adjudicated the case of Cross-Country athlete Kornelia Marek (POL) for the use of prohibited substance EPO, after the IOC delegated the case to FIS following a violation of the anti-doping rules during the Olympic Winter Games 2010 in Vancouver. The IOC decided that the athlete infringed the rules and disqualified all her results from the Olympic Winter Games and delegated the case to FIS for action within its competence. Thereafter the FIS Doping Panel adjudicated the case on 1 st June 2010 and decided that she had committed an anti-doping rule violation contrary to article 2.1 of the FIS Anti-Doping Rules and sanctioned her to two years ineligibility commencing from the date of the start of the provisional suspension by FIS on 16 th March 2010 until 16 th March 2012.

12.2 The Case of the Russian Ski Association

The Chairman of the FIS Doping Panel, Council Member Patrick Smith reported to the FIS Council about the serious concern of the FIS regarding the situation of the Russian Ski Association with the high number of doping cases and lack of adherence the FIS Anti-Doping Rules. These cases are summarised below:

Vice-President Leonid Tyagachev spoke of the sincere remorse of the Russian leadership for the situation that has occurred. He informed the FIS Council about the serious work that has been initiated at the very highest level in Russia.

The Council welcomed this important step that is underway in Russia, which it recognised in issuing sanctions. The objectives are as follows:

1. Firstly, as a retrospective measure to reflect Council’s strong disapproval to date;

2. Secondly, to prospectively encourage the Russian Ski Association to bring about the necessary, immediate and effective change within its organisation to enable it carry out its obligations a FIS partner in the important area of doping prevention and control;

3. To send a message to the Russian Ski Association, in particular, and to the world at large, that Council views anti-doping compliance seriously and will not hesitate to act appropriately where it is necessary to do so.

In order to accomplish the above objectives the Council decided:

• That the Russian Ski Association receives an immediate monetary sanction of half of the FIS financial support due to the Russian Ski Association in 2009 amounting to CHF 177’989. The same amount is suspended subject to the Council’s review of the measures taken by the Russian Ski Association at its next meeting in November 2010. • to strongly recommend the installation of a new group of officials and coaches that have not been associated within the athletes and programmes during the past years during which there have been multiple doping cases, in view of building up a new team for Sochi 2014 that rejects doping.

• to formally request that the following coach, official and trainers be removed indefinitely from their current positions and from any other position within the Association so that they are no longer involved in any position of responsibility and influence: Coach of Sergey Shiryaev and Juliya Tchepalova: Anatoly Tchepalov Coaches and medical personnel of the athletes Dementiev, Matveeva and Rysina.

The Council decided to suspend the passing of further sanctions subject to the Association providing to FIS, no later than November 1, 2010, a report on its anti-doping work programme including details on the professional management of the anti-doping programme, a comprehensive financial budget and timetable for the training and education of all officials and athletes within the Russian Ski Association. Such sanctions may include:

• a further monetary fine of the remaining 50% of the FIS financial support due to the Russian Ski Association in 2009 amounting to CHF 177’989

a) ARTICLE 12 SANCTIONS AND COSTS ASSESSED AGAINST NATIONAL ASSOCIATIONS

12.1 The FIS Council has the authority to withhold some or all funding or other non financial support to National Ski Associations that are not in compliance with these Anti-Doping Rules.

12.2 National Ski Associations shall be obligated to reimburse FIS for all costs (including but not limited to laboratory fees, hearing expenses and travel) related to a violation of these Anti-Doping Rules committed by an Athlete or other Person affiliated with that National Ski Association.

12.3 FIS may elect to take additional disciplinary action against National Ski Associations with respect to recognition, organisation of events, the eligibility of its officials and athletes to participate in International Events and fines based on the following:

12.3.1 Four or more violations of these Anti-Doping Rules (other than violations involving Articles 2.4 and 10.3) are committed by Athletes or other Persons affiliated with a National Ski Association within a 12-month period in testing conducted by FIS or Anti-Doping Organisations other than the National Ski Association or its National Anti-Doping Organisation. In such event the FIS may in its discretion elect to: (a) withdraw some or all FIS membership rights, including participation in all FIS calendar competitions, voting rights at the FIS Congress, ban all officials from that National Ski Association for participation in any FIS activities for a period of up to two years and/or (b) cancellation of the organisation of future FIS events in the disciplines concerned and/or (c) withdraw some or all FIS funding to the National Ski Association (For purposes of this Rule, any fine paid pursuant to Rule 12.3.2 shall be credited against any fine assessed.)

12.3.1.1 If four or more violations of these Anti-Doping Rules (other than violations involving Articles 2.4 and 10.3) are committed in addition to the violations described in Article 12.3.1 by Athletes or other Persons affiliated with a National Ski Association within a 12-month period in testing conducted by FIS or Anti-Doping Organisations other than the National Ski Association or its National Anti-Doping Organisation , then the FIS may suspend that National Ski Association’s membership for a period of up to 4 years.

12.3.2 More than one Athlete or other Person from a National Ski Association commits an Anti-Doping Rule violation during an International Event . In such event FIS may fine that National Ski Association in an amount up to CHF 50'000.--.

12.3.3 A National Ski Association has failed to make diligent efforts to keep FIS informed about an Athlete's whereabouts after receiving a request for that information from FIS. In such event FIS may fine the National Ski Association in an amount up to CHF 1000.-- per Athlete in addition to all of FIS costs incurred in Testing that National Ski Association's Athletes.

10.2 National Doping Cases

In accordance with the World Anti-Doping Code, FIS is not entitled to review and/or amend decisions of doping cases from tests that have been carried out by the National Anti-Doping Agencies, but both FIS and WADA may appeal any decisions to the Court of Arbitration for Sport (CAS) in the event that either organisations believe that an inappropriate decision has been taken (in accordance with the relevant rules and deadlines):

Concerning the FIS Cross-Country World Cup 2010/11, Council Member Giovanni Morzenti informed the Council about confusion surrounding the competitions that had been scheduled in Milan on 15th - 16 th January 2011 and ’s withdrawal of the competition followed by their request to reinstate it. In the meantime this weekend has been allocated to Liberec (CZE)

302.1.1 FIS appointed officials are - At Olympic Winter Games (OWG) and World Ski Championships (WSC): the Technical Delegate (TD), Assistant TD, Jury Members, FIS Race Director (RD) and FIS Race Director Assistant (RDA ) - At World Cup (WC): the TD, Assistant TD, and FIS Race Director Assistant (RDA) - At Junior World Ski Championships (JWSC): the TD, Assistant TD and one Jury member - At Continental Cups (COC) and FIS competitions: the TD

303.1.1 For all Olympic Winter Games (OWG) and World Ski Championships (WSC) the following will serve in the Jury - the TD, who is chair of the Jury (appointed by FIS) - the Assistant TD (appointed by FIS) - the Chief of Competition - two other foreign members (appointed by FIS). - FIS Race Director Assistant (appointed by FIS )

304.3.1 The TD must arrive at the site in due time before the competition so that a check can be made before the beginning of the official training, and that the correct preparations for training and competition are being carried out, and make any necessary improvements prior to the start of competition. At competitions where the FIS Race Director Assistant is not present the tasks of the RD become the responsibility of the TD see article 306.1.

304.3.2 Before the competition the TD is responsible for - being in touch with the FIS Race Director Assistant and the OC from the time of his appointment.

306 FIS Race Director (RD) and FIS Race Director Assistant (RDA)

These officials are nominated by the FIS for competitions of the highest category (see art. 302.1.1 and 302.1.2). The FIS Race Director and FIS Race Director Assistant (must possess a TD- License for Cross-Country.

306.2 The main duties of RDA are:

- To support the Jury work and the Organizing Committees in the technical organisation of Cross-Country World Cups, World Championships and the Olympic Winter Games

- Provide early on-site communication with the WC coaches, organisers and industry representatives. - Inform the TD and the TD Assistant of the key results from any inspection visits and collaborate with them for any required on- site follow up - Support the TD with the assignment of Jury duties, - To assist the FIS Race Director

311.3.2 At WSC a qualification competition will be scheduled for ladies with more than 120 FIS points and for men with more than 90 FIS points. If they achieve a top 10 ranking in this qualification competition they will be allowed to start in the WSC interval start competition as part of their Nations quota.

340.1.1 In all training and competition situations the athlete must act with due care taking into account the course conditions, visibility and competitor congestion .

340.1.3.1 When ski exchange boxes (pit boxes) are provided for long distance competitions, the competitor is permitted to change skis at any time they pass through the pit box area with the following limitations: - maximum 3 times on competitions up to 30 km - maximum 4 times on competitions longer than 30 km

340.1.3.2 The pit box area must be designed so that each competitor has a designated box marked by their bib number and an exit is provided that minimizes any chance for interference. A bypass corridor must be provided so that any competitors who do not enter the pit boxes will have the shortest skiing distance past this ski exchange area.

340.1. 4 In all competitions obstruction is defined as deliberately impeding, blocking (by not following best line), charging or pushing any competitor with any part of the body or ski equipment. When overtaking occurs, competitors must not cause any obstruction. In general it is the responsibility of the overtaking skier to avoid any obstruction.

342.1.1 Ski marking will not be used unless requested in advance by the sanctioning body of the competition. For purposes of control, both skis are marked immediately before the start. The competitor must come to the official marking place in person and in due time wearing his starting bib.

New Rules Multistage FIS Cross-Country World Cup (3 Days) 2010-2011

1. Basic Rules - Only entry for all FIS CROSS-COUNTRY MULTISTAGE WORLD CUP Stages is possible. Abandonment in one race will lead to exclusion from the rest of the FIS CROSS-COUNTRY MULTISTAGE WORLD CUP.

This also includes ICR 340.1.5 (overlapping). In an interval start, an athlete will be excluded from the rest of the FIS CROSS-COUNTRY MULTISTAGE WORLD CUP if he loses:

Interval start (> 5 km) - more than 18 % for Ladies and - more than 15 % for Men. Interval start (< 5 km) - more than 23 % for Ladies and - more than 20 % for Men Handicap Start counts like a Mass Start competition.

In special conditions the jury can adapt the percentages.

- The overall results for the FIS CROSS-COUNTRY MULTISTAGE WORLD CUP will be based on the overall time score in the three FIS CROSS-COUNTRY MULTISTAGE WORLD CUP Stages. Sprint competitions will count as well.

- There will be a bonus system for the top 30 in the Sprint race. The Sprint bonus seconds for the overall FIS CROSS- COUNTRY MULTISTAGE WORLD CUP ranking are as listed below. Bonus seconds are subtracted from the competitor’s actual race time before being added into the overall time score.

4. FIS CROSS-COUNTRY MULTISTAGE WORLD CUP Starting Order

Stage 1 (Sprint) For the individual Sprint qualification round the top 30 according the current Overall World Cup and the starting order within the group is drawn. Following the top 30 all other competitors will be assigned start positions according to the FIS Overall World Cup and FIS Sprint points Stage 2 (Interval start) All athletes registered to compete will start in reverse order as according to the current standings after the first stage. Stage 3 (Handicap Start) The starting bibs will be according to the current FIS CROSS- COUNTRY MULTISTAGE WORLD CUP standings after 2 Stages. To prevent too large start time differences, the Jury can decide upon the use of the "wave start".

5. Quotas FIS CROSS-COUNTRY MULTISTAGE WORLD CUP

The following table displays the suggested quotas for athletes and team staff members. There will be national quota of 5. The calculations are based on Distance quota (D Quota) plus 50 % of the Sprint quota (S Quota), rounded downward. Only the overall World Cup winner from 2009/10 and the winners or current leaders or winners of the COC 2008/08 get an additional spot.

7. Reimbursement

The organisers pay for the living costs (accommodation, food etc.) for the competitors on the current Red Group Lists (pay lists), 30 best Men and Ladies according to the current World Ranking Lists (Sprint and Distance), their coaches and officials as follows:

- For a maximum of one coach per nation and gender, if there are three or more athletes per gender in the Red Group Lists (Sprint and Distance lists).

Travel costs will be paid once by the organisers to the teams on the last stage. The Red Group List and their qualified coaches get free accommodation, for at least two nights before the first FIS CROSS- COUNTRY MULTISTAGE WORLD CUP competition until at least the morning after the last FIS CROSS-COUNTRY MULTISTAGE WORLD CUP competition.

8. Ceremony

The flower ceremony and prize giving ceremonies are standardised. Introduction with the FIS fanfare: - Ceremony - Ranking of the day 3-1 - Overall WC Leader - Official persons OC (1-2) & maid of honors.

9. Postponement/Substitution

In case of a postponement or substitution of an individual Stage at the FIS CROSS-COUNTRY MULTISTAGE WORLD CUP, the Race Management can decide to postpone a Stage by 24 hours.

Rules for Cross-Country FIS points for the Marathon Cup

- 2nd trial during season 2010/2011:

- The existing Rules and Guidelines for FIS points 2009/2010 are valid for this trial - Only the official main competition with a FIS Codex of each FIS Marathon Cup competition will be scored - The FIS Marathon Cup competition have the standard of a FIS competition - The Factor 1400 (F-Value) for competitions with Mass start is used - The race penalty is generated according to Art. 5.3 - The minimum penalty points is 15

Qualification Competition at the FIS Nordic World Ski Championships

After the trial of the qualification race at the WSC 2009 in Liberec the procedures are standardised. Qualification Races are scheduled on the WSC 2011 program on Feb 23, 2011:

- Ladies will do 5 km and Men 10 km. - The qualification race is only requested for the 10 km and 15 km, all other competitions at the WSC 2011 are regulated in the WSC rules. - If athletes would like to participate at the 10 km Ladies or 15 km Men, the following FIS Distance points must be achieved: - Ladies: 120 FIS distance points according to the last FIS point list before the WSC. - Men: 90 FIS distance points according to the last FIS point list before the WSC.

The Jumping Committee

International Competition Rules

401.2.4 The Chief of Forerunners has the responsibility, …will be used. The organiser is responsible for the arrangement of eight (8) qualified forejumpers on each day. These jumpers may not be part of the official competition but must be entered by their National Ski Association according to ICR art. 215.

413 Ski Flying Hills Particular rules apply to Ski Flying hills. The new building or reconstructtion of any current Ski Flying hill may be started only after plans have been approved by the FIS. The following restrictions and requirements must also be met:

454.3 Forejumpers The organiser is responsible for the arrangement of twelve (12) qualified forejumpers on each day. These jumpers may not be part of the official competition but must be entered by their National Ski Association . All of them must be capable to start from the starting point established by the Jury for the competition round. All forejumpers have to be at least 18 years old.

422 The Competition

422.1 The Jury shall decide the length of in-run (starting place) to be used. Once a majority decision has been reached on the start to be used, its length must remain the same for the entire round of jumps unless the round is stopped and restarted. No jumper is permitted to use a greater length of in-run (higher start) than that determined by the Jury.

At WCJ, WSC, SFWC and OWG the Jury is allowed to change the in-run gate within the same competition round. Such a decision must be based on a unanimous decision and only if the so called “wind- and gate compensation system” is used.

Following the successful development of the Continental Cup series for ladies, a World Cup series will be introduced from the season 2011 – 2012.

Rules for the Organisation of the FIS Nordic Junior World Ski Championships

- Introduction of a Ladies Ski Jumping Team event at JWSC Based on proposal of ITA the Sub-Committee proposes unanimously the introduction of a Team event for Ladies at JWSC beginning in competition season 2010-2011.

In conjunction with an additional Team event the quota for the participating nations has to be increased up to 5 per nations (currently 4).

- Introduction of a quota system for Ski Jumping Men at JWSC Event: Men individual, Normal Hill Athletes Quota: 80 (maximum quota) NSA Quota: 5 per NSA (4 athletes to be entered for the individual event) Qualification system Basic Quota: Each participating NSA is allowed to enter up to two athletes for Ski Jumping men.

Host Nation: The host nation is expected to enter (a) competitor(s) or team into all events.

Allocation of Quotas: The allocation of additional quotas per NSA is based on the COC Ranking List (CRL) from the past and current seasons. The allocation will be made by assigning one quota place per

competitor from the top of the standings downwards. Once a NSA has achieved the maximum number of five (5) quota places, the next eligible NSA on the CRL will be allocated a place until the total of 80 competitors is reached (including host nation).

Process and timeline: The quotas will be calculated and announced using the CRL and FIS Cup standings after the last full quota period prior to the JWSC.

Replacement: A replacement of the entered competitors by a NSA is possible until the Technical Meeting before the start of the event.

International Competition Rules

525.2.12 Position for a Competitor at the Start The competitor must have his feet behind in front of the start line and remain stationary before the starter gives his starting commands . The poles remain stationary and should be placed in front of behind the starting line.

525.2.13 Early Start for a Competitor Each competitor is responsible himself to start at the right starting time. A competitor who starts too early must come back and pass through the starting line again. In this case, his starting time will be the time on the start list. Competitors who do not re-cross the starting line after an early start must be disqualified. To cross the marked starting line with the tip of the first crossing shoe marks the beginning of the race. In order to get a clear presentation of evidence, adequate technical equipment must be installed in the starting area to cover the start procedure (video control).

On proposal of the Organising Committee and the Alpine Committee, at its Meeting in Zurich, the Council confirmed the format of the Nations Team Event as a Parallel Giant Slalom at the FIS Alpine World Cup Finals in Garmisch 2010. A detailed evaluation was carried out by a working group of the Alpine Executive Board following a lack of interest and negative feedback after the FIS Alpine World Cup Finals 2009. The new format was well received at the FIS Alpine World Cup Finals 2010 in Garmisch- Partenkirchen by the teams, experts and the media and the Alpine Committee undertook a thorough consultation and evaluation before presenting the following rules that were approved by the Council:

1. Type of Event - The race will be conducted as a parallel GS - GS gates and flags will be used

2.1 Registration Competitors are registered by using the FOU System on the FIS website via the Member Section, http://www.fis-ski.com/ . Change the status “ active O” to " inactive E" for all those competitors who should not be included on the FIS points list anymore. Competitors with the status " active O" will be considered as registered for the coming season. Special marks on the national output: O = aActive (in the FIS points list). The status " Oactive " remains also if athletes do not participate at a FIS event. Status changes from “ active O” to “ inactive E” can only done between 05.05 01.06. and 31.12. E = not In active (not in the FIS points list). Athletes with status "Inactive E" will automatically be changed to " Active O" by FIS as soon as they participate at a FIS event. The National Ski

4.2.3 No Result If during there is no valid result in the calculation period, no valid result exists, 5% will be added cumulatively to the competitor's current FIS points in each every one of the next 14 lists , assuming the competitor’s is registered up to November 1st . The Cup will consist in a maximum of 4 competitions to be held in Germany and Austria (2 per nation). Special quotas for the foreign NSA will be request at the autumn meeting. This will only be a test for the season 2010/2011.

International Competition Rules

New 611.3.2.2 A Photo Finish System may be used to determine a competitor´s finish time. In case of a failure of system “A” and “B”, and where the competition has been recorded by the Photo Finish System, this time must be used in place of hand-timing using a correction factor. The correction factor is the difference between the time taken by the Photo Finish System and the electronic times (where possible) of the 3 competitors before the missed time. The sum of the 3 (or less) time differences divided by 3 (or less) is applied to the photo finish time of the competitor without electronic time. The photo finish time is taken when any part of the competitor´s body first crosses the finish line. The photo finish results is only to be provided to the Jury.

3.2 Downhill / Super-G: Minimum requirements: Maximum 120 80 FIS points in the respective event according to the valid FIS points list (valid also for 500 points competitors and those qualified from Continental Cups). * valid as from season 2011/12

4.6.1 Ski rooms: The OC must make available heated working facilities (facilities in the hotels, containers, separated facilities in larger infrastructures) to prepare and store skis and other ski equipment. These facilities shall have a surface of minimum 15 m2 (reference surface for two workstations) with height of 2.40m. They shall be equipped with sufficient power and electricity sockets and be adequately ventilated. They shall be lockable. Such facilities can be requested only for team personnel specified as servicemen (servicemen code) on the entry form (4.4) or on the FIS approved SRS list.

8.2 Starting intervals The Chief Race Director determines the starting intervals, up to max. 2 minutes 30 seconds (for a small number of competitors only!) and TV breaks together with TV and OC (after considering TV transmission, length, most interesting parts of the course, TV sequences, etc.). On the competition day, decisions about eventual changes (weather conditions, etc.) are made by the Chief Race Director.

13.2 Winners of the events The winners of the events shall be honored as "Winner of the Downhill, Slalom, Giant Slalom, Super-G and Super Combined World Cup".

Starting Order

3.1.4 Validity of the Basic List After the second (EC, FEC, SAC, ANC), third (NAC in GS and SL events ) race in that event in the current season the basic list will be deleted. In NAC for DH, SG and SC only two events will be used before the basic list will be deleted. Only the Cup points gained in the current season count. Exception: Indoor races are not considered.

3.2.1 Special Group: 450 (EC ) 400 ( NAC, FEC) 200 (SAC, ANC) Cup points

Competitors who have accumulated at least 450 (EC ), 400 ( NAC, FEC), 200 (ANC, SAC) Cup points in the overall classification in the past or current season of that Continental Cup may start as number 16 in all events in that Cup only, unless they have a right to start in the first 15. If there is more than one competitor with 450 (EC ) 400 , (NAC, FEC) 200 (SAC, ANC) Cup points then they start in the order of their Cup points in that event, or FIS points if they have no Cup points. If due to injury a competitor cannot make use of this facilitation, he may use it at the first 3 races of the following season. This is valid for a maximum of 3 starts irrespective of the events.

Precisions WC Qualification

5.4.4 .1 Three from the same nation (European Cup only ) If top three competitors in one event, excluding the COC overall winner come from the same nation, only two may start in any one World Cup race , also if there are two or more competitors from the same nation ex aequo on third place. .

5.4.4.2 Two or three from the same nation ( NAC ) A maximum of two competitors of one nation, excluding the COC overall winner, may start in any one World Cup race, also if there

5.4.4.3 Two from the same nation (FEC, SAC, AN C) If two or more competitors of the same nation are ex aequo on 1st place, only one may start in any one World Cup race, excluding the COC overall winner.

South American Cup Quotas

SAC.2.3 Higher quotas Each nation ARG-BOL-BRA-CHI may enter up to 30 competitors (30 men and 30 ladies) in events organised in any one of the other nations. All competitors must have a valid FIS code and have no more than 160 FIS Points in SL and GS, 180 FIS Points in SG and DH as follows: - SL and GS: qualifying through any of the five events - DH: qualifying through DH or SG - SG: qualifying through DH, SG or GS - Super Combined (with DH ): qualifying through DH or SG - Super Combined (with SG ): qualifying through DH, SG or GS In any case each nation ARG-BOL-BRA-CHI has a basic quota of 4 competitors (4 ladies and 4 men) , the only requirement being that the competitors have a valid FIS Code (even if they are without FIS points) The organizing nation may double the basic quota to 8 competitors (8 ladies and 8 men)

SAC.2.3.1 Organising Nation

The organising nation may enter a quota of 50 competitors; in addition they are entitled to any of the 30 places the other nation (Chile in Argentina, Argentina in Chile) does not fill. All competitors must have a FIS code and fulfill the SAC 2.3 regulations. can participate (even if they are without FIS points).

SAC.2.3.3 Normal FIS quotas for visiting nations The organising nation has the right to allow a nation from other regions up to double their normal FIS quota. All competitors must appear on the valid FIS points list and have no more than 140 FIS points in SL and GS, 160 FIS points in SG and DH as follows: - SL and GS: qualifying through any of the five events - DH: qualifying through DH or SG - SG: qualifying through DH, SG or GS - Super Combined (with DH): qualifying through DH or SG - Super Combined (with SG): qualifying through DH, SG or GS

The Gate Panels to be used in the World Cup, as from the season 2010/11 must fulfil the following requirements:

Requirements and Tests:

1. Normal approach The panel must not release from the poles during normal gate approach. Test: A drop pendulum contacts the inside pole at a height of 70 cm above ground with a momentum of 110 Ns. This corresponds e.g. to the contact of the mass of 10 kg with a velocity of 40 km/h. The panel must not remove release from the poles during 30 repetitions. The test is conducted for poles of type A (29-32 mm) und B (25-28.9 mm) with a flex pole as the inside pole and a fix pole as the outside pole.

2. Release in case of collision The panel must release from the pole when athletes collide with the gate. Quasi-static test: The maximal pull force to release the panel along the poles upwards is determined. The maximal force must not exceed 50 N neither at room temperature nor -20° C. Dynamic test: The pendulum rod of a drop pendulum contacts the panel in the middle between the poles with a momentum of 70 Ns. This corresponds e.g. to the contact of the mass of 30 kg with a velocity of 8 km/h. For 5 repetitions the panel has to be released every time. The

3. Geometrical design and colours The panel must have the size of ca. 0.75 m wide x 0.50 m high (GS, SG, and DH). The panel area must be between 0.375 and 0.3 m². Commonly no colours other than red or blue are permitted (Exception see ICR 701.3.2 and 1104.2).

4. Wind permeability The panel must be made of wind-permeable material.

5. Advertising on panels Advertising on the panel must not affect the requirements 1 to 4. 6. Validity The FIS certification of release panels is valid for 2 years. Certified panels must have an imprint or an insert documenting the manufacturer and the year of homologation. 4511.4 Ski Suits (presented to the Equipment Committee) Ski suits must be two pieces; pants and a separate top. Suits worn in the Alpine events of Downhill (DH), Super-G (SG), Giant Slalom (GS), Slalom (SL), and Speed Skiing are not allowed. Suit base material shall be textile fabrics excluding rubber, plastic, neoprene, leather or vinyl like materials or fabrics. Patches of different material are allowed provided that textile fabrics shall remain, in any event, predominant.

World Cup Rules

3.2 Starting times and starting intervals

3.2.1 Starting times The fixed starting times have to be strictly observed. In case of postponements a decision is taken by the Race Director.

3.2.2 Starting intervals The Race Director determines the starting intervals, up to max. 2 minutes and TV breaks together with TV and OC (after considering TV transmission, length, most interesting parts of the course, TV sequences, etc.). On the competition day, decisions about eventual changes (weather conditions, etc.) are made by the Race Director.

9. Competition Procedures

In all International FIS authorized competitions, in all events, there will generally be:

- A Qualification Run / Time Trail (consisting of all competitors); - A Final Run

In the Finals, the qualifying competitors will start in reverse order, of their placing from the Qualification results. Results from the Qualifications do not carry over into results from the Finals.

- The Jury may alter this format to be only Finals in the following circumstances: - the number of competitors is equal to or less than the size of the normal Finals field for that event. - Inclement weather or snow conditions.

- Any other adverse conditions which may require a shortened program. - In the event of the interruption of a competition, the competition should be resumed when conditions warrant. The results completed before the interruption will remain valid if it is possible to complete the event or phase rounds on the same day. Otherwise, the results prior to the interruption will be cancelled except if the top 30 moguls, aerial and halfpipe competitor and 35 ski cross competitors in the Qualifications have been completed their runs . In that case, only the Finals will be postponed or re-run, but must be completed on the same competition site. If the Finals cannot be completed, the results of the Qualifications run or phase round will be final

11. FIS Freestyle World Cup Point System and World Cup Starting List

11.5 World Cup Starting List (WCSL)

11.5.1 The World Cup Starting List (WCSL) is a ranking list based upon a competitors past season World Cup points, as a Base, with those points being subtracted from the Base and then with the addition of the present seasons World Cup points.

11.5.5 The points that will be deleted after each race The sum of the WCSL points of the past season in the respective event will be divided by the number of WCSL competitions that shall be carried out in the respective event during the current season. If a cancelled competition will not be rescheduled, the deletion will follow after the respective Final competition. 11.5.6 WCSL points of the previous season In all cases the deletion of WCSL points of the previous season follows automatically during the current season according to art. 11.5.5 of the FIS World Cup rules, in order to keep the WCSL current.

13. Quotas Calculations

13.4.3 Ski Cross:

Minimum requirements: Minimum 50 20 – 100 40 FIS Freestyle points in Ski Cross on the valid Freestyle FIS points list or 50 100 FIS Alpine points or less on the valid Alpine FIS points list in any event.

13.5.3 Ski Cross: Maximum Team Size (Men’s plus Ladies Quota) is sixteen (10 16 ). Maximum eight (68) per gender. Minimum 100 40 Freestyle FIS Points in Ski Cross on the valid Freestyle FIS points list or 50 100 Alpine FIS points or less on the valid Alpine FIS points list in any event.

Other Matters – Additional information to demonstrate the cost implications of new events

Following the proposals by the Freestyle and Snowboard Committees to review the inclusion of new events that are in line with youth activity on the slopes in November 2009, the Council requested additional information to demonstrate the cost implications for organisers in terms of facilities, as well as for the National Ski Associations in establishing eventual new teams for the new events.

After research it has shown that ski halfpipe is growing. From 2004 until 2009 there is a growth visible in the amount of competitors, 55% in the men’s and 300% in the ladies inside of the FIS structure. There is significant grass root support from resorts, the ski industry, event organizers and some National Associations involved in Freestyle Skiing because of the relatively low infrastructural costs based upon the snowboard courses already being in place for halfpipe and slopestyle.

- Cost Implications for organisers One of the main reasons to include ski slopestyle as an event is that the resorts already have main parts of the infrastructure in place. Many resorts created so called “Terrain Parks” which are in use by recreational snowboarders and skiers. Therefore the costs for creating competition venues are relatively low with only small modifications required in order to create a competition venue appropriate for top-level skiers.

- Cost implications for National Associations

There is significant interest in these ski events at the local, regional and national level. The growth of participating competitor in ski halfpipe and ski slopestyle events is mainly caused by the initiative of the athletes themselves, with the support of the ski industry. In order to have some stable growth and reduce injuries and increase the number of members in clubs, ski associations are taking a greater interest. This has been marketing driven supported by national and international tours, a strong print media interest, a high level social networking, media companies and TV stations support. Since the 2002 various competitions have been organised at FIS, COC and WC level inside of the FIS and it is on the request of the National Associations to include Ski Slopestyle at the FIS Junior Freestyle World Championships.

- Interest of the Ski Industry and Media Driven by relatively high sales numbers in the past 5 years of freeride / freestyle skiing products such as skis and boots (15% to 30% their total products sold in and in ) the ski industry is highly interested in the development of new Freestyle Skiing events. The ski brands need to develop new marketing initiatives which relate to the younger skiing generations in order to continue to be profitable in the market place. There is a strong interest in youth oriented products and services to become associated with these activities, hence there is a media interest in developing these products.

- The Development of Ski Slopestyle The organisers in Wanaka NZE will host ski and snowboard slopestyle on the program of the 2010 FIS Junior Freestyle Skiing and Snowboard World Championships. The Freestyle Skiing and Snowboard disciplines will coordinate the development of these events with the further integration of ski slopestyle into the FIS Freestyle CoC competitions starting in season 2011 - 2012.

2504 The Courses

2504.3 The first gate in each course must be placed no less than 8 m and no more than 10 m from the start.

2604.4. Double-up Format ( For FIS and COC level competitions - only for Qualification) The Judges will be divided into two (2) different judging panels with one (1) Head Judge. Each of the two (2) panels will consist of 3 Judges. The Judges will judge the competition based upon an Overall Impression basis. The competition Format is the Heat System like described in 2604.7. Competitors of all Heats are training and competing at the same time. Judge Panel one scores both runs from Heat 1/3, Judge Panel 2 scores both runs from Head 2/4.

Qualifications : The starting field will be divided and grouped into two (2) heat sections for seeding.

Seeding will be done in the following manner: Competitors will be ranked according to their highest ranking on the current FIS Points List. Ties will be will be decided based upon a draw. Competitors will be ranked into two (2) heats, with even and odd ranking: Heat 1: Competitors ranked 1, 3 , 5, 7 etc. Heat 2: Competitors ranked 2, 4, 6, 8 etc. Competitors will receive two (2) runs and each Judging panel will judge all competitors once. The co mbined score from each Judges panel will determine a competitors’ total score. This total score will be used to rank all competitors in the qualific ation round. 2705.2 Finals (SBX)

2705.2.1 Finals are based on 48 men / 24 ladies / 6 riders per heat or 32 men / 16 ladies / 4 competitors per heat or such other numbers as determined by the Jury. I n special circumstances 64 men and/or 32 ladies are allowed.

2705.2.4 The competitors who do not advance in 1/8 finals heats will be grouped according to their placing in the heat and then ranked within that group according to their qualifying time. finished the heat 3 rd and 4 th will be ranked according t o their qualification times in the respective group . In any case a competitor wh oich has qualified for a certain group (1/8 final, 1/4 final, etc.) will

2710.1 Six Person Format Competitors 1 to 6 are ranked according to their place of finish in the final heat. Competitors 7-12 are ranked according to their place of finish in the consolation round. All remaining competitors’ are ranked according to the round they go out in (e.g. quarter finals). and their qualification times within that round (example: riders ranked 13 to 24 in the quarter final would be ranked according to their quali fication times). Within the round they are ranked first by their placing ( 4 th , 5 th , 6 th ) and then by their qualification times within that group (example: all 4 th place finishers in the quarter final would be ranked, according to their qualification times, ahead of all 5 th places finishers; and all 5 th place finishers would similarly be ranked ahead of all 6 th place finishers).

2710.2 Four Person Format Competitors 1 to 4 are ranked according to their place of finish in the final heat. Competitors 5 to 78 are ranked according to their place of finish in the consolation round. All remaining competitors’ are ranked according to the round they go out in (e.g. quarter finals) and their qualification times within that round. (example: competitors ranked 8 to 1 6 in the quarter final would be ranked ac cording to their qualification times). Within the round they are ranked first by their placing (3 rd , 4 th ) and then by their qualification times within that group (example: all 3 rd place finishers in the quarter final would be ranked, according to their qualification times, ahead of all 4 th place finishers).

2710.3 DNS, DSQ, DNF in SBX Finals If a competitor does not start in the round of 32 or the round of 16 they will be automatically ranked in the 32 nd or 16 th position. If two or more competitors do not start, the DNS competitors only will be ranked on 31/32 nd

(15/16 th ) place according to their qualification times and so on with 3 or more DNS competitors. Order of placing – DNF/DSQ (sports disqualification /sanct ions ) to be ranked 4th first place in the heat according the qualification time. If two competitors are DNF/DSQ, they will be ranked in the heat on 3 rd /4 th position according to the qualification time. , DSQ (intentional contact,

3002.2 Slopestyle course description The Slopestyle course shall contain a variety of type of features (table top jumps, fun boxes, quarter pipes, waves/jumps, rails and ridges, or other feature s types ). The course should have a minimum of three (3) different features types and a minimum of six four ( 64) features judged hits in total. The course should not favor regular or goofy foot competitors while providing the competitors the opportunity to display their freestyle skills and talents. The distance between the features should allow a smooth transition and performance. The course should be designed to require a minimum run time of 20+ seconds. The features and the overall course should be designed in such a manner so as to allow usage by both men and ladies competitors. The ideal Slopestyle course should be technically challenging, with a wide variety and balance of features in diverse combinations.

World Cup Rules

12. Awards

12.2.2 Formula – Overall: The overall winner s will be calculated as follows: The points from all World Cup Speed Results (Parallel , Halfpipe, and Snowboard Cross and Big Air ) will be added together to determine the Overall Champion in the speed disciplines . A maximum of 6 events are taken into consideration regardless of the event where the results are achieved. There are also throwaway results results if there are 7 or more competitions in one discipline. It is possible to start in one or more disciplines (e.g. with one discipline a competitor can win the Overall title). The points from all World Cup Freestyle Results (Halfpipe, Slopestyle and Big Air) will be added together to determine the overall champion in the freestyle disciplines. A max. of 6 events are taken into consideration regardless of the event where the results are achieved. Tie Breaking: The highest total of the best discipline decides - if still tied, the number of first rankings, if still tied the number of second rankings, etc. decides.

13. World Cup Courses

13.3 Halfpipe All World Cup Halfpipe must be within the approved specifications and must have a grooming machine specifically designed for Halfpipe preparation and approved by FIS for World Cup use. Training periods must be observed. A minimum of 2 days of training before the competition day are to be provided. If there is a separate Qualification and Final day one day of training is adequate. The Jury may reduce this period under special conditions. Failure to do so may have an influence on future scheduling decisions by FIS.

For future HP World Cup organisers a 22 Ft HP Grinder must be used. Current World Cup organisers (those mentioned in the long term calendar 2011-2014) using a 18 Ft HP Grinder can apply for future World Cups but the 22 Ft HP will be prioritised in defining the calendar.

Other Matters – Additional information to demonstrate the cost implications of new events

Since the 2005/2006 season various competitions have been organised at FIS, COC and WC level and it is on the request of the National Associations to include Snowboard Slopestyle at the FIS Snowboard World Championships. Of particular relevance is that that many Half Pipe and Big Air athletes also compete in Slopestyle which makes it easier to organise for the respective National Associations since no additional coaches are needed and training for Snowboard Slopestyle can easily be included in the existing national program.

- Interest of the Snowboard industry Driven by relatively high sales numbers of freeride/freestyle Snowboard products such as boards and boots (86% men and 91% women of their total products) the Snowboard industry is interested in the development of new Snowboard Freestyle events in general and Snowboard Slopestyle especially.

International Competition Rules

1232.5.2 Timing zone: red border markings. In addition, the end of the timing zone must be marked across its entire width by a red coloured line on the snow; this should be between 2m and 5m after the timing cells. This line must be at least 30 cm broad, and clearly visible from the competition track.

1233.5 Starting Order

1233.5.1 Competitions will run under FIS Point regulations. The starting order of competitors for their training runs is determined according to their current FIS points, with the best 15 competitors present being drawn.

1233.5.2 Men and women (S1, SDH and SDH(Jun)) will run in different categories, and as separate groups. The Jury will decide the order of departure of each group at the Team Captains’ Meeting according to anticipated conditions. No SDH(Jun) racer

may start from a higher position than the equivalent SDH racer, and no SDH racer may start at a higher point than that used for the equivalent S1 racer. 1233.5.3 Race numbers will be allocated to each competitor at the start of the competition, and these numbers will be retained for the duration of the competition. All training runs will be run in race number order, as will the first race run. Thereafter, the starting order for each group (by style and gender) will be determined by the best speed reached by each competitor in that group during all the previous runs of the race (i.e. excluding training runs), with competitors starting in increasing order of speed. decreasing order of speed apart from the 10 fastest racers where the order is inverted (i.e. the order is: 10 th fastest, 9 th , 8 th , 7 th …2 nd , 1 st then 11 th , 12 th , 13 th , 14 th etc ..).

1233.6.2 If there are no appointed forerunners, and onc e cuts start being made, the three best men and the best woman who did not qualify during the previous run are appointed as the forerunners, and go down in decreasing order of achieved speed. In the event that they refuse, or are unable to meet the requirement, the free places are taken by the following nonqualified racers. At this stage the speeds of the best forerunner in each category is taken into account for the results. The speeds of the following forerunners are not taken into account for the officia l results, but they are published as information with the results. For the second and subsequent runs, all racers will run in their categories (S1, SDH etc) in full bibo order of their last times (ie the slowest first, followed by the 2 nd slowest, with the fastest racer last). The first two male racers, and the first female racer to start in each run will also undertake forerunner duties, and are required to report to the Jury on the completion of their run; as competitors, their times will be recorded in the results. The possibility should exist for the organisers to invite fore-runners who are not competitors and who have in the past demonstrated the ability to perform with safety.

1234.1 Skis S1 class skis must be between 2.20 and 2.40 m in length. They must not weigh more than 15.0 kg for a pair, including all bindings and attachments, must be constructed for high speed running, and must not have any added aerodynamic appendages. SDH and SDH(Jun) class skis must be standard production downhill skis, as defined in the FIS Equipment Specifications, and no longer than 2.25 m. DH skis conforming to previous Specifications, between 2.15 and 2.25 m in length may also be used.

1234.4 Ski suit For the S1 category, clothing should be a plastified ski suit suitable for Speed Skiing (the plastified suit must be covered by effective slip-resistant clothing until the athlete has reached the waiting area). For the SDH and SDH(Jun) categories, clothing as well as all elements of the equipment must fulfill FIS rules for Alpine Downhill as defined in FIS Equipment Specifications, especially as regards air permeability (‘Plombing’). For all categories, it is compulsory to wear underclothing covering the body and at least ¾ of the arms and legs under the suit. In order to avoid severe burning, dorsal protection worn under the suit is mandatory (see Art 1234.9). No protective elements can be more than 4.5 cm thick. Athletes must wear gloves to protect their hands.

1236.2.1 For World Cup and World Championship races, based on winning S1 racers, there will be no Race Penalty to add. Where SDH skiers do not have any S1 skiers as a basis for race points, FIS will publish an appropriate Race Penalty; where SDH(Jun) skiers have neither S1 nor SDH competition, FIS will advise the SDH(Jun) specific penalty. Validity of points on any listing is in accordance with FIS practice as defined in the points listing of the FIS Classification Committee.

(For 2010/11 season, the WC race penalties are: S1 0 (zero) pts, SDH 100 pts, and SDH (Jun) 160 points).

Ski Jumping and Nordic Combined

1. Jumping Skis

4. Ski Jumping Suits The maximum tolerance in the size of the suit is 6 cm to over the body size at any part of the suit. Minimum: at least body size (non stretched).

It is not allowed to connect or attach the sleeves of the suit to the gloves.

Furthermore, the Council approved the installation of a group of experts within the Alpine Committee as a Working Group for Alpine Equipment (please see Item 13.2 on pages 91 – 92).

The Committee for Public Relations and Mass Media – Expert Group New Media Rights

The Expert Group appointed at the last FIS Congress to monitor ICR 208, Exploitation of Electronic Media Rights, during its initial trial period of two years has proposed a number of changes in the text to take account of developments in technology and their impact on distributing audiovisual material. The Council acknowledged the work to date of the Expert Group and decided to request the Congress to delegate it to go into the detail of the revised text, in consultation with the National Ski Associations, and decide about any eventual revisions to the ICR 208 articles:

Regulations for Commercial Markings

2.4 Clothing 2.4.1 Articles of clothing may carry commercial markings belonging to the manufacturer and/or to other sponsors (as defined in art. 2.6) 2.4.2 The total surface area of all commercial markings on the clothing of one person shall not exceed 350 cm2 400 cm2 The maximum surface area for a single marking is 100 cm2. Commercial markings of the same sponsor may not appear one above the other or one beside the other. The National Association may decide on the placing of commercial markings.

13.3 FIS Athletes Commission

At the Council Meeting in November 2009, the Council addressed three requests that were submitted by the Athletes Commission and followed up on these in Antalya:

- Installation of an independent arbitration board to protect the Athletes’ Rights - Athlete Representation in FIS Technical Committees - Support for Severely Injured Athletes

The Council appointed Council Member Patrick Smith to meet the Athletes Commission and discuss their proposals, notably an arbitration procedure for protecting athlete’s rights. Since the issues of concern for the athletes relate to national problems, such as team selection, coaches, support for programmes, etc. a national system involving an ombudsman to act as mediator that is already used by some National Olympic Committees appears to be the most suitable option.

Concerning the Athletes Commission request for support for severely injured athletes, the members welcomed the Council’s proposal to the Congress to take out a specific insurance to cover invalidity or death which would provide for such assistance (please see Item 8.6 on page 26 – which was subsequently unanimously approved).

14. Membership of FIS

The Council decided to propose to the FIS Congress 2010 to affiliate the Nepal Ski Association (associated member since 1998) and the Albania Ski Association (associated member since 2000) as full members, since they now fulfill all requirements to be full members with one vote. In the event of their election by the Congress as full members, they will be eligible to vote as from the International Ski Congress in 2012.

The Council acknowledged the situation with the Peruvian Winter Sports Federation and their relations with the authorities in Peru, including the National Olympic Committee which has lead to its suspension as the governing body for skiing. For the time being the NOC has taken over responsibility for the organisation of activities.

In January 2010, Snowsports GB (the National Ski Association for Great Britain) went into liquidation. The National Olympic Committee of Great Britain has taken over the running of the sport and set up an own entity for this purpose, British Skiing and Snowboarding. The President of the NOC, Lord Colin Moynihan has taken on this role for the time being and the organisation is undertaking a thorough consultation process before the election of a new board takes place in 12 months.

15. Future FIS Congress

15.1 FIS Congress 2012

The Council appointed Highone Resort, Kangwonland (KOR) with the organisation of the 48 th International Ski Congress in 2012 which will be held 20 th to 26 th May. Council Member Sung-Won Lee reported about the progress of the construction of the Highone Resort which is on schedule and will cater for all requirements of the FIS Congress.

15.2 FIS Congress 2014

The Council decided to invite all National Ski Associations to submit their candidacies according to the criteria for hosting a FIS Congress (please see details on the FIS Website) by 1 st September 2010. The Council will evaluate these at its Meeting in autumn 2010 and depending on the number of candidacies, it will either appoint the site or create a short list.

15.3 Organisation FIS Congress, Calendar Conference, FIS Autumn Meetings

The FIS Congress is the most important off-snow gathering of the FIS Family. The participants representing National Ski Associations as members of FIS Committees, as well as Organising Committee representatives are contributing to the organisation and development of the sport. Similarly FIS sponsors and partners play an active role in the promotion of the sport and the FIS Congress serves as opportunity to recognise their role. Other participants include marketing and television agencies that are interested in their own business activities. The social aspects of the FIS Congress are important for developing collaboration between Member Associations in the interest of the global organisation and development of the sport.

In November 2009, the Council requested a review of the organisation of the FIS Congress in order that the cost structure of the FIS Congress is transparent and recognises that the participants from the National Ski Associations are contributing to the development of the sport. The FIS Congress is not a commercial symposium where participants attend lectures from renowned experts who have to be paid for their services. It should be organised on a cost-recovery service where participants are paying for their own costs only.

Therefore, in regard to the organisation of the FIS Congress and other FIS Meetings, the Council confirmed that the organisation and financial management will be handled by FIS. The mandate for tasks relating to accommodation and travel shall be issued in principle and subject to offer by FIS to FIS Travel .

Where possible, a Congress registration fee that covers the coffee breaks, excursion and gala dinner should be eliminated at least for official delegates of National Ski Associations, Council and Committee Members, Organising Committee representatives, media representatives, invited guests, FIS staff and FIS Travel staff. All others (guests, accompanying persons and observers) have to pay a Congress Fee for the cost items (e.g. coffee breaks, excursion, gala dinner).

16. Ski Industry SRS

During the FIS Alpine World Cup Finals in Garmisch-Partenkirchen, a Working Group appointed by the FIS Council at its Meeting in Zurich, November 2009, chaired by Sverre Seeberg, with members Bill Marolt, and Eduardo Roldan, and National Ski Association representatives Stefan Krauss (GER), Urs Lehmann (SUI), Vedran Pavlek (CRO) and Yves Dimier (FRA) met with SRS’s members. The key objective is to address various issues of concern and try to find some measures that can help reduce the overall costs of organising the sport, as well as ways to develop and promote alpine ski racing.

Proposals and ideas of the group were discussed during the preparatory meeting for the FIS World Cup Sub-Committee in April 2010. Thereafter during the meetings in Antalya they have been integrated into the discussions and proposals of the Alpine Executive Board and several Sub- Committees.

17. Environmental activities

At the FIS Council Meeting in Vancouver in June 2008, the Council decided to review the FIS environmental policies together with Erwin Lauterwasser, . In Antalya, the Council acknowledged the report submitted and decided to request Erwin Lauterwasser to continue to lead the environmental activities on behalf of FIS and not to appoint an external consultant to deal with this subject. Furthermore, the Council approved the budget to support the development of a FIS best practice database for all matters related to Sustainability: FIS and sustainability of ski sports: Strategy

FIS represents the interest of ski sports on behalf of its 110 Member National Ski Associations. The organisation of ski and snowboard competitions according to the International Competition Rules under fair conditions for all athletes is one of their main tasks. Moreover, these events are staged according to the cultural and social values of the respective organising countries and with great care for use of resources and the environment, thereby contributing to the sustainability of snow sports. This provides the basis for the following strategic goals and tasks of FIS.

The following corresponds to the current development of the sport and its external conditions and presents a strategic direction to be followed:

FIS Goals for Sustainability

1. Adjusting to the impact of climatic changes FIS develops long-term strategies to counter the phenomenon of global warming. 2. Care for renewable resources Economic development has an impact on the environment yet protection of the environment carries a cost. A modest use of energy and other goods is thus imperative. FIS appreciates and seeks to apply this trade-off in its actions.

3. Proactive communication of sustainability FIS acts as a proactive promoter of sustainability for snow sports in all its activities, especially in the organisation of its competitions.

Strategic activities related to competition venues

1. Competition venues in conformity with the law Competition venues that are used for FIS international ski and snowboard competitions are built in a sustainable manner and the developers and managers of these competition venues make sure that the latest sporting rules and national legal regulations are applied.

2. Holistic homologation Planning of new and renovation of old competition venues is based not only on sports and economic factors but also considering ecological, economical and media-related aspects. This holistic approach is implemented early on in the homologation process. The onus for proving compliance with the homologation criteria is on the party requesting homologation.

3. Construction according to ecological best practice Each competition venue is built to blend into the surrounding nature and landscape in a manner that it meets the sustainability requirements of FIS and promotes general public acceptance. Ecological experts and international knowledge transfer are used to optimize planning of such projects, supported by a FIS internal database of information and case studies.

Strategic activities related to sustainable competition organisation

1. Competitions are organised with the greatest possible conformity with the FIS sustainability guidelines and related documentation. 2. Additional FIS sustainability documentation for event organisation provides clear direction for planning and execution of competitions. 3. Best Practice examples provide further options and promote creative solutions and FIS collects them in a FIS database. 4. Major event planning and preparations are monitored and proactively guided. Great attention is paid to carrying out the events in a sustainable manner.

Strategic activities related to sustainability in marketing and communications

The main pillars for promoting sustainability within FIS marketing and communications are

1. Communication of FIS engagement for sustainability 2. Management and further development of sponsor relationships promoting sustainability 3. Development of a `Sustainability in Snow Sports Information System´ (SSSIS) focused on: Climate change, technical and ecological knowledge, surveys and scientific studies, practical examples, talking points etc. 5. Maintenance of regular relations with non-governmental organisations (e.g. UNEP) and leading International Federations in matters related to sustainability and the environment 6. Evaluation and realization of partnership(s) with organisation(s) or development of a specific FIS-led project focused on sustainability 7. Evaluation of cooperation with Green Ski 8. Representation of FIS at international events, forums, symposia etc. related to the environment and sustainability

18. Any other Business

On proposal of the Nepal Ski Association, the Council agreed to support an expedition to plant the FIS flag on the top of Mount Everest during the centenary year of the International Ski Federation. Furthermore the Council proposed to the Congress to elect Milan Jirasek and Carl Eric Stålberg as Honorary Members of FIS.

19.2 Nomination of Committee Members

On proposal of the National Ski Associations the Council appointed the Committee Members for the period 2010 – 2012 (please see Appendix I). In accordance with the Council’s decision in 2008, only one representative per nation may be nominated to a Committee.

Due to the present issues with Nordic Combined, the Council decided to appoint Council Member Roman Kumpost as the intermediary Chairman of the Committee for Nordic Combined for a limited period of one to two years in order to re-organise the discipline.

The Council noted with pleasure the number of different nations submitting proposals for Committee membership in the four Sub-Committees for Youth and Children's Questions underlining the impact of efforts undertaken through the international, multi-year “FIS Bring Children to the Snow” campaign.

Additionally, the Council decided not to have a separate Sub-Committee for Carving but to retain a delegate for Carving in the Alpine Committee.
