South Africa as a nation, is looking forward to a successful and peaceful general elections on 08 May 2019 for the Sixth Parliament of the Republic. Since 1994 the nation has conducted provincial and national elections five times and those elections were certified to be free and fair to a larger extent. This is a clear demonstration of the growth of our young democracy.
In accordance with the provisions of the laws that govern the affairs of the municipality we have, following the five months of community protest, made means to partially embark upon a process of consultation with the local community with a view to present the IDP and Budget for the 2019/20 Financial year.
Chapter 4 of the Municipal Systems Act 32 of 2000 makes community participation in the affairs, programmes and activities of the municipality a legal obligation. This IDP is not yet the culmination of the required lengthy process of consultation with the local community, however that is to be the case before the final approval of 30th May 2019.
Accordingly, this IDP should carry the whole aspirations of the masses of our community which the 2019/20 Budget must seek to finance, hence this process is not yet finalised. Therefore, this IDP must be seen as a work in progress, a beacon of hope that will continue to guide us over the next financial year in our collective endeavors of building a better life for all our communities.
Critical to this is the question of compliance with the laws of the Republic. For an example, before the end of May 2019 we must have presented to Council the final IDP and budget for the forthcoming financial year. At the time we must have done the consultation to all stakeholders and the youth which protested holding the municipality at stand still for more than five months.
In this regard, section 24 of Municipal Finance Management Act 56 of 2003 prescribes that the final b dget m st be tabled 30 da s before the start of the b dget ear.
Given our experiences over the past five months we must remain committed to the realization of the Five National Key Performance Areas of municipalities, being the following:
