5:00:00 PM Below are some notes that were taken at a flood briefing at the Region SES office at 13:30 this date. Bill Harvey /Heinz Flood briefing at SES Region HQ – refer to BOM Water & Land web site for current information and predictions. The is a significant weather system to pass through NSW over the next 3 days. Expect flash flooding and riverine flooding. Expect 30 to 80mm today – possibly up to 100mm. Possibility of sever (embedded) storms up to 9am 29/2. From 29/2 falls will get heavier in northern areas, central west, southern tablelands and south coast. In – 150 to 200mm between 24:00 tonight and 24:00 on 29/2. Expecting between 300 to 400mm in the upper catchment in same time. On 1/3 expect a further 50mm in Eastern Riverina. Flood Watch has been issued by BOM. Minor to moderate flooding expected in Murrumbidgee catchment. Heavy rain is expected to continue through Friday, Saturday and Sunday. The greatest concern is for the next 72 hours in Wagga, , , , The Rock, Lockhart, , Adelong, , Temora, Brungle, / , Ladysmith, Book Book, and . There may be a pre-emptive release from Burrinjuck Dam today – waiting for advice. Blowering Dam is about 80% and Burrinjuck is 72% now. In this area 50-75mm is OK. Over 75mm could be a problem. The same if we get an unexpected dump out of a single storm.

Wagga Wagga EOC is on ‘Standby’ from now. Will open to act in Region EOC capacity from morning of 29/2. Peter Revell and I will open the EOC from tomorrow morning. We will maintain it for whatever is required by plan on 16 to 18 hours per day until we are stood down. There will be no need for assistance from Maree, Kate or Kylie in the initial stage. We will call on them when and if required.

12:50:00 PM Spoke to Tony Webber from State Water regarding the Burrinjuck Dam and the potential for storm releases over the next few days. Tony advised that no pre releases have been undertaken and based on the weather warnings and predictions, potential in-flows to Heinz Kausche the dam could be as much as 3 X what the dam can absorb. Potentially inflows could be in the order of 750GL of the next few days compared to a capacity of 260 -280GL. Costs to Council and NDRRA Funding • March 2010 $11M • October 2010 $20M • December 2010 $26M • March 2012 $26M • September 2016 $3M • 100 council staff work in 12 hour shifts to protect, monitor and repair infrastructure for the duration of the flood event • 200 roads were closed and reopened including Sturt and Olypmic Hwys, 50 floodgates opened and closed, 15km of levee walked and inspected 24 hours a day for two weeks and plugged in a couple of locations • The cleanup North Wagga involved 170 houses inundated with 1.5 to 2m of water. There was 1500 Tonnes of people’s lives sent to GWMC at no cost to resident but a cost of $160.00/tonne to Council and ratepayers just in waste fees • Initial cleanup was 96 hours straight to get water out of the village, electricity, sewer and gas back into village, roads cleaned, debris cleaned up and removed and the village made safe before the return of the residents to their houses • 8000 sandbags were sent to Narranderra and Griffith with the help of local transport companies because we didn’t need them Damage Incurred to Infrastructure – March 2012

Vehicle Tracking Levee Repairs

• WWCC conduct regular levee inspections approximately every 3 months utilising tablets with GPS and GIS

• Before the 2012 event there was a comprehensive program undertaken to repair some issues that had been discovered. One section of levee had four large ant nests (7-8m wide and 3m deep). These were removed and replaced with clay from our borrow pit

• During the 2012 event there were two sections that had leaked and required replacement, one a Telstra conduit, the other an old stormwater pipe that no-one knew existed

• We are currently adding approximately 900mm to the height of the levee through a combination of earthworks and sheet-piling to accommodate a revised 1 in a 100 flood, at a cost of approximately cost $20M.

Are we ready today?

• We monitor the river height and have SMS alarms set for when the river reaches a height of 4.2 (first gate closes at 4.8) • We are raising the height of the Main City Levee to provide 900mm freeboard for a 1%AEP • We are installing two spillways for floods greater than the 1% AEP • The Council is determining what to do with flood protection for North Wagga • We have practiced placing the flood barriers across Copland St • We are improving the 50 Floodgates and working towards automation of the floodgate system • We have a new digital two–way radio system with built in GPS so we have an independent communication system in an emergency • We are developing a quarry strategy to provide gravel for our roads for the next 40-50 years • We are completing a Major Overland Flow Study for Wagga and the major villages • We have placed a major pump (600mm) in the levee in town to supplement existing pump arrangements • We have a GIS/ Financial/ PMO system setup to manage NDRRA claims across the LGA
