RECEI!/E Premier of Saskatchewan ~E~ t 5 2019 Legislative Building Regina Canada 54S OB3 BOARD OF COMMISSION February 11, 2019 Darlene Brander, Chair Saskatoon Board of Police Commissioners 222 3rd Avenue N S~SICATOON SK S7K QJ5 Dear Ms. Brander: Thank you for your letter of January 7, 2019, regarding the Photo Speed Enforcement (PSE) program in Saskatchewan. Like you, our government and SGI are committed to making Saskatchewan roads and communities safer and PSE is an important tool in achieving that goal. The City of Saskatoon continues to receive a portion of PSE ticket revenue, while the other 50 per cent of net revenue is now allocated to a new provincial traffic safety fund. Communities throughout the province will be able to apply to the fund for traffic safety improvements, even if there is no photo speed enforcement in their community. This way, all communities may benefit from any net revenues from the program. If there is money left in the fund at the end of the year, municipalities with existing PSE sites may apply for additional funding. rZoney from the PSE pr~grain is not a budget li~1e item. We consider the program a success if there were zero tickets and zero revenue. While I commend the City of Saskatoon for wanting to implement additional traffic safety measures, the revenue to support these new initiatives will need to come from other sources, as was the case prior to the PSE program. pcu-regma Darlene Brander, Chair Page 2 February 11, 2019 To the end of 2018, the City of Saskatoon has received approximately $2.9 million in revenue from PSE tickets. In addition to this revenue, SGI has funded, and continues to fund, other programs for traffic law enforcement in Saskatoon as follows: • Apri12017 -December 2018 an additional $147,000 was provided to the Saskatoon Police Service for high visibility impaired driving check stops; • 2010 to date SGI provided Saskatoon Police Service $135,000 to purchase equipment like speed signs, laser digital crash reconstruction equipment and roadside alcohol screening devices; • SGI provided an additional $175,000 to outfit Saskatoon Police Service traffic unit vehicles with automatic licence plate readers, which we estimate has generated approximately $530,000 for the City in fine revenue; • Through the Combined Traffic Safety Services (CTSS) program, SGI has so far provided approximately $3.5 million dollars in funding for five additional law enforcement positions in the Saskatoon Police Service dedicated to traffic enforcement, and continues to provide annual funding of about $800,000 for this program; • SGI has also provided almost $60,000 for officer training for the Saskatoon Police Service in drug recognition and specialized collision reconstruction. I am proud to say SGI has contributed to and continues to fund programs aimed at the safety of Saskatoon residents. I trust the City will continue to find the $80,000 from its PSE revenue or other sources to fund the police service's enforcement overdrive program. Thank you for writing. Sincerely, . - /' ...~ Scott Moe Premier ...3 ~o~~ pcu-regina Darlene Brander, Chair Page 3 February 11, 2019 cc Honourable Joe Hargrave Minister Responsible for Saskatchewan Government Insurance Honourable Christine Tell Minister of Corrections and Policing Honourable Don Morgan, Q.C.
