A Brief History of the Umatilla National Forest
A BRIEFHISTORYOFTHE UMATILLA NATIONAL FOREST1 Compiled By David C. Powell June 2008 1804-1806 The Lewis and Clark Expedition ventured close to the north and west sides of the Umatilla National Forest as they traveled along the Snake and Columbia rivers. As the Lewis & Clark party drew closer to the Walla Walla River on their return trip in 1806, their journal entries note the absence of firewood, Indian use of shrubs for fuel, abundant roots for human consumption, and good availability of grass for horses. Writing some dis- tance up the Walla Walla River, William Clark noted that “great portions of these bottoms has been latterly burnt which has entirely destroyed the timbered growth” (Robbins 1997). 1810-1840 This 3-decade period was a period of exploration and use by trappers, missionaries, natu- ralists, and government scientists or explorers. William Price Hunt (fur trader), John Kirk Townsend (naturalist), Peter Skene Ogden (trap- per and guide), Thomas Nuttall (botanist), Reverend Samuel Parker (missionary), Marcus and Narcissa Whitman (missionaries), Henry and Eliza Spaulding (missionaries), Captain Benjamin Bonneville (military explorer), Captain John Charles Fremont (military scientist), Nathaniel J. Wyeth (fur trader), and Jason Lee (missionary) are just a few of the people who visited and described the Blue Mountains during this era. 1840-1859 During the 1840s and 1850s – the Oregon Trail era – much overland migration occurred as settlers passed through the Blue Mountains on their way to the Willamette Valley (the Oregon Trail continued to receive fairly heavy use until well into the late 1870s). The Ore- gon Trail traversed the Umatilla National Forest. -

The program is funded by the Bonneville Power Administration and administered by the United States Fish and Wildlife Service under the Lower Snake River Compensation Plan. INTRODUCTION AND BACKGROUND This paper provides background information, program development history, and assessment of early program performance of the Grande Ronde basin spring Chinook salmon Lower Snake River Compensation Plan (LSRCP) hatchery program. We cover the period from initiation of the program in the late 1970s through the late 1990s, when significant hatchery reform measures were implemented in response to ESA listing and other policy influences. Separate papers are presented that review the recent performance of the Upper Grande Ronde River, Catherine Creek and the Lostine River Spring Chinook hatchery programs. The Grande Ronde basin historically supported diverse and robust populations of Chinook salmon Oncorhynchus tshawytscha. Abundant runs supported tribal and recreational fisheries throughout the basin. The recreational fisheries closed in the mid-1970s due to the depressed status of the populations and limited tribal fishing occurred from the mid-1970s - 1990s. The Grande Ronde basin is located in Northeast Oregon, originating in the Wallowa and Blue mountains. The river flows 340 km from the headwaters to the confluence with the Snake River at rkm 271. -

An intensive study of spatial variations in bacterial water quality and recreational use was conducted at 15 stream and lake sampling sites on the East Fork of the Wallowa River between July 5 and September 3, 1979.Streamflow, precipitation, water temperatures, and fecal coliform bacteria counts were determined two or three times per week and during storm events.Levels and patterns of recreational use were also monitored during that period.Fecal coliform counts varied significantly (at the 0.001 p level) with geographic patterns of recreational use, but there was no significant relationship between levels of recreational use.Bacterial water quality also varied signi- ficantly (at the 0.001 p level) between -

The project is operated by PacifiCorp Energy (PacifiCorp), and occupies 12 acres of federal land within the Wallowa- Whitman National Forest administered by the U.S. Forest Service. The project has an authorized capacity of 1.1 megawatts (MW). A popular summer camping and hiking destination, the project’s affected rivers are also home federally listed Bull Trout. As such, the updated license contains many provisions to ensure that the species is protected from the dam’s continuing operations. These updated requirements are addressed in the pages that follow. 2015 Bull Trout Redd Monitoring in the Wallowa Mountains Prepared by: Gretchen Sausen U.S. Fish and Wildlife Service La Grande Field Office February 2016 2015 Bull Trout Redd Monitoring in the Wallowa Mountains Prepared by: Gretchen Sausen U.S. Fish and Wildlife Service La Grande Field Office February 2016 ABSTRACT Bull trout were listed as threatened under the Endangered Species Act in 1998 due to declining populations. The U. S. Fish and Wildlife Service (Service) recommends monitoring populations in subbasins where little is known, including the Grande Ronde and Imnaha subbasins. Spawning survey data is important for determining relative abundance and distribution trends in bull trout populations. Without adequate funding, it had been difficult to find sufficient numbers of experienced bull trout surveyors and packers for surveys in the back-country, and to obtain adequate supplies to get the work accomplished. Oregon Watershed Enhancement Board (OWEB) funding for Phase III of the project, supported the continued survey of bull trout spawning areas in years 2013 through 2015 in the Wallowa Mountains of Northeast Oregon. This report summarizes the 2015 bull trout spawning data collected in the Wallowa Mountains of NE Oregon and compares this with past years’ data. The report includes a comparison of OWEB Phase III project funded years (2013-2015) as well as previous years’ data. Bull trout spawning surveys have been conducted on similar index areas for selected Grande Ronde and Imnaha River streams from 1999 to 2015. These surveyed streams are located within the bull trout core areas of the Wallowa River/Minam River and Imnaha River bull trout core areas.
