This project evaluated the effects of enforcing safety belt (SB)/child safety seat (CSS) laws and providing public information and education (PI&E) about the laws and use and proper use of CSSs-without external funding. Project goals focused on increasing occupant restraint (OR) usage for all infants and young children, especially for toddlers, aged 1 to 5 years; extending the use of CSS's to the back seat; fostering proper use of CSSs for all trips; and increasing community. wide OR. use. An `administrative audit of the project was also performed. The project was implemented in two suburban communities of Philadelphian. A *do-nothing' town was chosen as a control. The project relied heavily on police as both enforcers and educators on use/proper use of CSSs. The percentage of OR enforcement contacts (citations and written warnings), given out in the two test communitities was 21 and 10 percent of the total moving (point) citations and 11 and 3 percent of the total citations during the intervention phase,•respectively. The use and proper use of restsainta on over 5,800 young children and over 4,500 drivers were observed. Drivers of these children were also interviewed. Results in the itwo test communities -showed an increase in toddler CSS use from a baseline of 71.8 percent and 60.9-percent to 78.8 percent and 71 .4 percent, respectively; and proper use from a baseline of 67. percent and 57.5 percent to 72.8 percent and 69.3 percent. respectively. Infint seat use remained very high at all three sites (over 90%) before and after intervention. No changes were noted in the control site. Community belt use increased by 9 and 6 perartage points in the two test sits and decreased. by 3 percentage points in the control site. Results showed that routine police enforcement of SB and CSS lawn combined with periodic 'blitaea',•and a comprehensive PIBa:E project can sigaificaatly improve SB and CSS use and increase proper use of CSSs. Effective OR enforcement projects require commitment, training, alive enforcement (citations and written warnings), management monitoring, and comprehensive PI&E, with emphasis on enforcement activities.   • Campy Color-Saturated Paintings of Baby Animals and Pop Stars, Mckinniss Walks the Line Between High and Low-Brow Culture
    In 2016, Brooklyn-based artist Sam McKinniss made waves in the art world with his sophomore solo shoe,show, AfricanEgyptian Violet, Violet which, which featured a memorable, moody portrait of the late musical phenomenon Prince. Known for his signature romantic and sometimes campy color-saturated paintings of baby animals and pop stars, McKinniss walks the line between high and low-brow culture. Thirty-one-year-old painter Sam McKinniss grew up in a small town in central Connecticut where, as he told me, “there’s an apple or- chard and a lot of golf courses and trees and lakes to jump in.” The now Brooklyn-based artist oscillates between sincere admiration for his subjects and a gleeful, ironic take on pop culture–blurring the lines between low and high cultural signs. Disney characters, B-level celebrities, ’80s pop stars, and true-crime characters filter into his work through careful brushstrokes and lush color palettes. In the studio, he listens to baroque opera and pop music (Rostam, SZA, St. Vincent), exclusively. McKinniss speaks with a sort of world-weary droll, but comes off as anything but–he is attentive to his subjects, and treats each portrait with measured thoughtfulness. On a balmy day in late September, I spoke with McKinniss about his collaboration with singer/song- writer Lorde, the far-reaching influence of late ’60s hippie subcultures, and his upcoming show Daisy Chain in Venice Beach. Gene celebrated on July 21 with a dinner party for his friends. Eugene “Gene” Downs was born in Chicago, Illinois. He was one of seven children. All of his brothers served in World War II; Eddie with the U.S. Army, Ray with the U.S. Marines, Dick with the U.S. Navy and Bob at the tail end of the war with the German Occupation with the U.S. Army. Eugene is the only one who made a career of 22 years in military service and he chose the U.S. Navy. He started with ten weeks basic training at Great Lakes, Ill., and followed up with OGU at Camp Pleasant, Calif. Eugene served aboard the USS Honolulu (CL-48) after the ship had been torpedoed and had lost 90 feet of her bow at Savo Island. After extensive repairs, it was off to support the war effort with various bombardment missions, including Bougainville, Guam, Saipan, Rota, Green and Georgia Islands and other islands. For recreation between missions, Eugene joined the Boxing team (he was in the flyweight class) and the team went undefeated for two years. In 1944, just off Mindoro, Eugene’s ship and several others, including three destroyers, were caught in a typhoon.
