GENERAL 1.1 Project Brief Yuanyang dike consolidation (100+800~124+700 and 142+400~148+350 sections on the left bank) is a Subproject (referred to as the “Yuanyang Subproject” hereinafter) of the ADB-loaned Yellow River Flood Management Sector Project, with a total length of 29.85 km. This part of dike consolidation is implemented by warping with a design width of 80 m. The Subproject was commenced March 2005 and taken over in November2007. The total budget approved by the State for this Subproject is 394.96 million RMB, including 78.17 million RMB for land acquisition and resettlement (including 71.87 million RMB direct resettlement costs). By the time of this PRE, an additional amount of 11.552 million has been approved, including 1.7604 million RMB as direct costs. The resultant sum of direct costs is 73.6304 million RMB, including 1.6362 million RMB included in the Implementation Scheme (referred to as the “IS” hereinafter) in addition to the approved budget. In letter No. [2007]90 issued by YRCC, an additional amount of 124,200 RMB is approved for temporary land use. The amount of direct costs paid is 73.6264 million RMB, taking up 99.9% of the total. In the Resettlement Plan (referred to as “RP” hereinafter), it was planned to acquire 3,672.38 mu (including 1,168.72 mu non-productive land) for permanent and 11,622.24 mu for temporary use, versus 3,392.01mu (including 877.76 mu non-productive land) and 12,515.42 mu in the IS. The Subproject doesn’t involve resettlement. As of the final acceptance, permanent land acquisition had been finished, with a total area of 2,521 mu (excluding non-productive land), involving 7 townships, 36 villages and an army farm. With land acquired, farmers have selected the mode of economic rehabilitation by themselves. The completed area for temporary use is 12,693.17 mu, involving 53 villages, Yuanyang Forestry Farm and Ecology Development Company, including 9,236.84 mu restored already. Compensation and replacement of special facilities (including road, power and optical cable) have been finished basically. Canal restoration was completed in March 2006, and inspected by Yuanyang Water Conservancy Bureau in July that year. 1.2 Post-resettlement Evaluation 1.2.1 Scope of Work In the “Supplementary Agreement on Resettlement M&E of the ADB-loaned Yellow River Flood Management Sector Project”, it is required to “conduct final resettlement evaluation of the whole project area one year after completion”. The scope of work includes: (1) Resettlement implementation framework, including Employer, Implementing Agency, Designer and affected people; 43 ADB-loaned Yellow River Flood Management Sector Project Yuanyang Dike Subproject Post-Resettlement Evaluation Report (2) Implementation of resettlement, including payment of compensations, rehabilitation of economy and restoration of housing conditions; (3) Restoration of livelihood, including income per capita, constitution of income, level of consumption, and comparison with the base year and the non-affected people in the neighborhood; (4) Impact on women and vulnerable groups. 1.2.2 Study Area The study area covers all affected areas. The PRE Team has conducted a focal survey of the people subject to major impacts as discussed in the Main Report, to have an understanding of their economic/livelihood reestablishment, including 21 households and 108 people from affected villages and 9 households and 46 people from non-affected villages. Comparison and analysis include: (1) vertical comparison before and after implementation, and horizontal comparison of affected and non-affected people, to evaluate the impact on family income and sustainable development by comparing and analyzing the income level, income makeup and consumption level before and after implementation of the Subproject. 2. RESETTLEMENT IMPLEMENTATION FRAMEWORK 2.1 Establishment of Organizations Management Agency: According to applicable project construction procedures, Xinxiang Yellow River Engineering Bureau has established a Project Management Office to take the responsible for managing the ADB-loaned Subproject in Xinxiang.
