1. SCOPE This Instruction establishes the standard procedure for communications between Head Office and managed ships in order to exchange messages (Telex, E-Mail, fax, phone calls) in a clear, complete and short manner.

2. RESPONSIBILITY Any person exchanging messages between the Head Office and the managed vessels is committed to strictly adhere to this procedure. Department Managers and vessel’s Master are responsible to take care of the implementation of the procedure.

3. GENERAL For the purpose of standardizing and receiving in a clear, complete and short manner telex, fax and any other message from the ships, they shall to be addressed as indicated below in accordance with the following instructions.

4. ACTION 4.2 Message by e-mail, fax, Telex It is not necessary to send message to the attention of any person office section. Usually a long message costs less than several short ones, therefore whenever possible several items should be concentrate in only one message. All ship’s messages should be signed with the family name of the Master only. All Company’s messages will be signed PREMUDA SpA, Dept. name and operator name with full contact details (as phone number, email, after office hour contact numbers, mobile phone). 4.2 Message group numbering Every telex/email message sent from the vessel will have to show the voy number and will begin with a group of numbers XX/YY where: XX: progressive number of telex sent by the vessel to the office starting on 1st Jan. each year. YY: Current year. E.g.: 24/04 , means: 24 24th message sent from the vessel 04 year 2004

4.3 Some definitions and conventions to be used on the message

Times All indications reporting time are to be local times. At sea this means the local time kept on board at the moment. In port this means the official local time applicable for the port at the particular date. Bunkers Bunker figures are those as mentioned on bunker from supplier and signed by the Master or Chief Engineer. Quantities Any quantity (, bunker, water, etc.) must be reported in metric tons. Cargo quantities as reported on specifying if metric or other measurement unit Reference Reference temperature as ascertained onboard if in Celsius or Fahrenheit temp.: All fast All fast means when vessel is completely and securely moored OBQ Quantity/volume of oil onboard in cargo tanks before loading. B/L Bill of Lading Blading figs. Cargo figures as mentioned on the bill of lading Ships figs. Cargo figures onboard according to the vessel ullage tables measurement VEF Vessel’s experience to be considered for the cargo in question (mostly based on average of last 10 cargoes) ROB Quantity/volume of cargo remaining onboard on completion of discharge. To be specified if volume is liquid or non liquid, and if or not pumpable, if or not reachable by vessel’s pumps. If when applied the wedge formula this must be specified. CP. Speed The speed within the charter party terms as instructed to maintain for this voyage by Charterers Project speed The speed on which your ETA calculation is based. Normally project speed and Charter Party speed should be the same. However on your ETA you are supposed to take into account prevailing weather conditions, you might have to adjust your ETA for several reasons, such as technical reasons or traffic reasons. If your project speed used for calculating ETA is different from the CP. speed you are supposed to state reasons in your report. Beaufort The governing weather conditions over the concerned period of reporting expressed in Beaufort scale. - Wind and sea with respective force/direction. Delay rep. Delay report are to be made for any delay encountered en route during the sea passage that is not to be considered under the vessel performance. There are two types of delays:  off hire delays: all delays are for owners account, such as stoppages for technical breakdown, etc.  on hire delays: all delays that remain for time charterers account, such as adjusting speed for traffic, bad weather, etc. Waypoint Important passing point of the vessel such as Gibraltar Strait, Ouessant, Dover, Messina Strait, Quoin Island, Singapore, Cape of Good Hope, etc. Dead freight Difference by max. intake of cargo according to governing zone (s) and actually loaded. Moreover to provide reasons for dead freight. NOR Notice of readiness : specify Local Time / GMT

5. VESSEL’S VOYAGE MESSAGES 5.1 Vessel’s positions messages See dedicated WIN-OPS-03. 5.2 Vessel’s arrival/departure messages See dedicated WIN-OPS-04, WIN-OPS-05, WIN-OPS-06. 5.3 Other Vessel’s voyage messages See dedicated WIN-OPS-07, WIN-OPS-08, WIN-OPS-09. 5.4 Communication for reporting message Technical/administrative/commercial/crewing/store/parts order etc. by e-mail/fax to Premuda Spa: a) Address the e-mail/fax to concerned Company b) Text of the message will be composed as follows: 1) E-mail/fax number as per instructions 2) ETA next port with name of the port 3) Description and information on the subject 4) Action taken by shipboard staff (whenever it is applicable) 5) Action required and/or suggested to the main office (whenever it is applicable) 6) Masters signature.

6. SPECIFIC COMMUNICATIONS FOR USA TRADING 6.1 OPA 90 - Notifications As mentioned by OPA 90, all vessels trading in the navigable waters of the U.S. are required to be in full compliance with their Vessel Response Plan. In this regard, it is imperative that “Notifications” are given as VRP – Notification Procedures, copying messages to Premuda SPA (Technical and SQE Dept.). 6.2 U.S.A. 96/24 Hours Advance Notice Of Arrival & Voyage Notification To ensure public safety and security and to ensure the uninterrupted flow of commerce the USCG is requiring for the vessels bound for US ports an advance notice period of 96 hrs and of 24 hrs prior to port entry. In order to avoid duplicate and to simplify the mailing of messages, the same messages required by USCG are accepted by QI in respect of OPA 90 notification (as per point 4). The format for 96 and 24 hrs advance notice is the one present in the collection of Company’s forms notwithstanding it is not a Company form but a USCG form. 6.3 NRC-(National Response Corporation) Authorization To Proceed In addition to the above Notification, whenever a vessel is fixed for a U.S. destination and Lightering operations are scheduled within 12 miles of shore the Master must notify the NRC and provide the dedicated Form. The reason to send to NRC this Form is an Authorization to proceed for the Average Most Probable Discharge (AMPD) coverage- A copy of this Notification shall be also provided to Premuda SpA.

7. OTHER MESSAGE 1. Fuel oil, MDO, RBO, and replenishment will be processed with communication between Ship and Ops Dept. according to routine messages a/o particular instructions messages. The above will apply for vessels directly controlled by the Company. For time chartered vessels FO and MDO replenishment instruction will be released by Charterer. 2. Lubricating oils, Rob and replenishment will be processed with communication between ship and Premuda SpA.

3. After major works on main engine (liner replacement/piston maintenance etc.) the performance data and indicator cards should be faxed to the office. 4. Crew manning communications: by e-mail or fax. 5 All communications concerning the crew must be addressed to Premuda SpA and to the pertaining manning agency. NOTES  All the messages transmitted from the ship to the offices shall be signed by the vessel Master with family name only.  Copy of all the messages in and out regarding technical management of the vessel, stores and spare parts, repairs, Class Certificates and visit as well as subjects regarding the Chief Engineer management, must be immediately handed to the Chief Engineer.  Chief Engineer will keep these messages in an appropriate file for action and reference.
