Ukrainian and Russian Waterways and the Development of European Transport Corridors
European Transport \ Trasporti Europei n. 30 (2005): 14-36 Ukrainian and Russian waterways and the development of European transport corridors Michael Doubrovsky1∗ 1Odessa National Maritime University, Odessa, Ukraine Abstract Four of the nine international transport corridors pass through the territory of Ukraine: №3, №5, №7, and №9. In recent years Ukraine conducted an active policy supporting the European initiatives on the international transport corridors and offered variants of corridors to the European community. In the field of a water transport it is planned to carry out the construction of new and reconstruction of existing infrastructure (regarding corridors № 9; TRACECA; Baltic - Black Sea) in the main Ukrainian ports. The paper considers the situation in the Ukrainian waterways as a part of the international transport corridors. It presents an analysis of the existing situation and some planning measures. In order to optimize and rationally development the inland waterways and seaports of the Black Sea – Azov Sea region it is necessary to speed up the working out and official approval of the regional transport ways network. Regarding Ukrainian seaports this task is carried out within the framework of program TRACECA, and also by Steering Committee of Black Sea PETRA and working group on transport of the Organization of the Black Sea Economic Cooperation. To connect the new members countries of EU two approaches are considered: (1) the use of the Danube River due to restoration of navigation in its Ukrainian part, providing an exit to the Black Sea; (2) the creation of new inland water-transport links providing a more rational and uniform distribution of freight traffics from the Central and Northern Europe (using the third largest river in Europe - Dnepr River running into the Black Sea). -

ALEXANDER LUKASHEVICH, PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1209th MEETING OF THE OSCE PERMANENT COUNCIL 13 December 2018 More on Ukraine’s military provocation in the Black Sea Mr. Chairperson, Over the past two weeks, we have heard many unfounded accusations against Russia in connection with the actions of Russian border guards in the Black Sea on 25 November in response to the provocation by the Ukrainian navy. Using these events as a pretext, the Ukrainian delegation frustrated the adoption at the Ministerial Council meeting in Milan of a document on the settlement of the internal Ukrainian crisis and a political declaration. The situation surrounding this recent incident requires a detailed analysis. We shall therefore set out in detail the chronology of events so that no one is left with any doubt as to the provocative nature of the Ukrainian navy’s actions. I might add that they posed a danger to the countless non-military vessels that were present at that time in the waters of the Kerch Strait. In parallel, we shall show you some slides indicating where and how this happened. So, at 11.37 hours on 24 November, the Russian State Border Service reported the movement of four Ukrainian navy ships in the Black Sea heading towards the Russian coast: two support vessels and two gunboats. At 16.40, two Ukrainian navy ships, the Horlivka support vessel and the Yany Kapu ocean-going tugboat, were identified in Russia’s exclusive economic zone 20 nautical miles from the border. -

COMBATING RUSSIAN DISINFORMATION IN UKRAINE: CASE STUDIES IN A MARKET FOR LOYALTIES Monroe E. Price* & Adam P. Barry** I. INTRODUCTION This essay takes an oblique approach to the discussion of “fake news.” The approach is oblique geographically because it is not a discourse about fake news that emerges from the more frequently invoked cases centered on the United States and Western Europe, but instead relates primarily to Ukraine. It concerns the geopolitics of propaganda and associated practices of manipulation, heightened persuasion, deception, and the use of available techniques. This essay is also oblique in its approach because it deviates from the largely definitional approach – what is and what is not fake news – to the structural approach. Here, we take a leaf from the work of the (not-so) “new institutionalists,” particularly those who have studied what might be called the sociology of decision-making concerning regulations.1 This essay hypothesizes that studying modes of organizing social policy discourse ultimately can reveal or predict a great deal about the resulting policy outcomes, certainly supplementing a legal or similar analysis. Developing this form of analysis may be particularly important as societies seek to come to grips with the phenomena lumped together under the broad rubric of fake news. The process by which stakeholders assemble to determine a collective position will likely have major consequences for the * Monroe E. Online journalists continued to face extralegal retaliation for their work. Cyberattacks remain a regular occurrence, affecting government and nongovernment targets alike. C1 1.00-6.00 pts0-6 pts Do the constitution or other laws fail to protect rights such as freedom of expression, access to 3.003 information, and press freedom, including on the internet, and are they enforced by a judiciary that 6.006 lacks independence? The right to free speech is granted to all citizens of Ukraine under Article 34 of the constitution, but the state may restrict this right in the interests of national security or public order, and it is sometimes restricted in practice. Article 15 of the constitution prohibits censorship.132 Ukrainian courts are hampered by corruption and political interference, and public trust in the judiciary remains low.133 Serious crimes against journalists often remain unresolved (see C7). President Zelenskyy’s administration has at times denied reporters access to information (see B5). The country is gradually developing the capacity of its state institutions and civil society to address the political and social consequences of Russian aggression. • Russia’s three main levers of influence in Ukraine include the ongoing armed conflict, corruption, and the poor quality of the political sphere. The Kremlin seeks to exploit these vulnerabilities to promote polarization and encourage a clash between Ukraine’s citizens and its governing elite by taking military action, manipulating the corruption narrative, supporting pro-Russia parties, and fuelling religious tensions through the Russian Orthodox Church (ROC). • The ramifications of the military operation in Donbas reverberate strongly across the country and domestic politics. The most prominent spillover effects include the circulation of firearms and the weakened capacity of authorities to reintegrate internally displaced people (IDPs) and war veterans. • With no clear way to end the armed conflict, there is a growing risk of societal polarization. This could have negative consequences for any prospective peace agreement. -
