Daimler North America LLC Recall Campaign May 2010 FL547A-C NHTSA #09V-128 THIRD REVISED NOTICE Subject: Condor Cab Tilt Brackets

Models Affected: Specific Freightliner and Sterling Condor model vehicles manufactured May 12, 2000, through December 14, 2005, with certain aluminum cab tilt brackets. In addition, on behalf of American LaFrance LLC, Daimler Trucks North America LLC is repairing certain American LaFrance Condor heavy-duty Class 8 Condor chassis-cabs shipped December 15, 2005, through August 31, 2007, with VIN number range N72314 through 000109.

General Information Daimler Trucks North America LLC (DTNA), on behalf of its Freightliner Trucks Division and its wholly owned subsidiary, Sterling Corporation, has decided that a defect that relates to motor vehicle safety exists on the vehicles mentioned above. In addition, on behalf of American LaFrance LLC, DTNA is repairing the American LaFrance vehicles mentioned above. DTNA, on behalf of American LaFrance LLC, is conducting the repairs for American LaFrance Recall ALF-0308, Condor Cab Tilt Brackets. See the American LaFrance recall notice at the end of this bulleitn for details. The additional vehicles are in FL547B and FL547C. There are approximately 4,400 vehicles involved in this campaign. The aluminum cab tilt bracket attached to the hydraulic cylinder, used to raise and lower the cab for maintenance, may wear. Worn brackets may provide inadequate restraint, allowing the cab to fall forward onto the ground or rearward onto the chassis, resulting in possible personal injury. The cab tilt bracket will be replaced with a more robust iron bracket. IMPORTANT: The ability to submit Recall claims for Freightliner Condor, Sterling Condor, and certain American LaFrance Condor model vehicles has been reinstated for FL547. Do not submit any other claims or claim types. REVISIONS: American LaFrance LLC has informed DTNA of changes to the vehicles involved in FL547BC. FL547A remains unchanged. To confirm involvement in FL547C, continue to refer to Table 3. Additional Repairs Dealers must complete all outstanding recall and field service campaigns prior to the sale or delivery of a vehicle. A Dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle. Owners may be liable for any progressive damage that results from its failure to complete campaigns within a reasonable time after receiving notification. • In the Labor field, first enter the appropriate SRT from the Labor Allowance Table. For administrative time, enter SRT 939-0010A for 0.3 hours. • Reimbursement for Prior Repairs. When a customer asks about reimbursement, please do the following. • Accept the documentation of the previous repair. • Make a brief check of the customer’s paperwork to see if the repair may be eligible for reimbursement. (See the "Copy of Owner Letter" section of this bulletin for reimbursement guidelines for this recall.) • Contact the Warranty Campaigns Department for a decision and authorization number. • Include the approved amount on your claim in sublet/outside purchases. • In the claim story, first note the authorization number and that the claim includes a reimbursement request. • Retain the documentation and provide it to Warranty Campaigns or Claims Processing if requested. • When your claim is paid, reimburse the customer the appropriate amount.

Claims for Credit– FL547C You will be reimbursed for your parts, labor, and handling by following the instructions below within 30 days of completing this campaign. Claim Instructions: • Submit a CampaignPreApproval inquiry including the VIN, FL547C, and attach the repair order (the repair order must be attached in order to receive payment). List the campaign kit and the five washers, if drilling was required, in the table for parts and the SRT used in the table for labor on the inquiry form. • If any additional repair expenses are being requested, describe what was needed and why and attach any photos. If you have already paid to have this recall condition corrected you may be eligible to receive reimbursement. Requests for reimbursement may include parts and labor. IMPORTANT: The ability to submit Recall claims for Freightliner Condor, Sterling Condor, and certain American LaFrance Condor model vehicles has been reinstated for FL547. To confirm involvement in FL547C, continue to refer to Table 3. Condor Cab Tilt Bracket Replacement 1. Check the base label (Form WAR259) for a completion sticker for FL547 (Form WAR260) indicating this work has been done. The base label is usually located on the passenger-side door about 12 inches (30 cm) below the door latch. If the sticker is present, no further work is needed. If a completion sticker is not present, proceed to the next step. 2. Shut down the engine and chock the tires. 3. Remove the dash vents and dash cover. There are three hidden fasteners behind the vents that hold the dash cover on. See Fig. 1. Do not remove any other dash components. 4. Remove all body builder-supplied controls necessary to lift the tunnel cover and gain access to the tilt bracket lockbolts. 5. Partially remove the tunnel cover. See Fig. 1 and Fig. 2. 6. Move any wires that cover the cab tilt bracket lockbolts out of the way. Clip any wire ties as necessary. Peel back any insulation that may be covering lockbolts. The cab tilt bracket is located on the passenger side of the vehicle. See Fig. 2 and Fig. 3. 7. Secure all loose articles in the cab and make sure the doors are securely latched. WARNING

Objects falling in the cab, or a door flying open, could cause severe personal injury or vehicle damage. 8. Tilt the cab. 9. Secure the cab with a 4 x 4 x 36 inch (10 x 10 x 90 cm) block of wood by positioning the block between the cab latch and the cab striker. See Fig. 4. Tightly secure the block with a ratchet strap. Doing so will prevent the cab from pivoting up or down. 10. Disconnect the tilt cylinder, located on the passenger side of the cab underbody. See Fig. 5. 10.1 Remove the cotter pin. 10.2 Remove the cylinder clevis pin. 10.3 Disconnect the tilt cylinder.

DANGER

Make sure that the cab is tilted and secure before working under the cab. Failure to read the warnings and and be aware of the dangers could result in serious injury or death. 11. Remove the nine lockbolts that secure cab tilt bracket to the cab. 11.1 Using locking pliers clamped perpendicular to the bracket, bend huckbolts back and forth until they break off. See Fig. 6. 11.2 Remove the bracket. NOTE: The holes in the new bracket may not line up with holes in the cab and the cab will need to be back drilled.

12. Position a new cab tilt bracket on the cab wall, and fasten the bracket with nine huckbolts. See Fig. 7. 12.1 If holes do not line up, locate the bracket by the four holes near the tilt cylinder mounting slot. 12.2 Back drill the remaining five upper holes through the cab using 1/4-inch (2.5 cm) drill and the bracket as a template. 12.3 Use five 1/4 X 5/8 inch (2.5 X 2 cm) washers (23-10900-025) on the inside of the cab to add support to the elongated holes. These washers may be claimed without additoinal authorization.

13. Connect the cab tilt cylinder. 13.1 Position the tilt cylinder on the tilt bracket. 13.2 Install the clevis pin. 13.3 Install the cotter pin. 14. Lower the cab. 15. Install cab insulation and use tie straps to secure cab wires. 16. Install tunnel cover and all body builder controls. See Fig. 1. 17. Install the dash cover and dash vents. 18. Clean a spot on the base label (Form WAR259) and attach a completion sticker for FL547 (Form WAR260) to the base label. 19. Remove the chocks from the tires.

Dear American LaFrance Truck Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. This notice is also sent in accordance with the Canadian Motor Vehicles Safety Act.

American LaFrance LLC has decided that a defect that relates to motor vehicle safety exists in certain heavy-duty Class 8 Condor chassis-cabs vehicles shipped December 15, 2005, through August 31, 2007, with VIN number range N72314 through 000109.

SAFETY DEFECT: Certain American LaFrance Condor chassis-cabs have been fitted with a hydraulic system to raise and lower the vehicle cab for maintenance activities. The cast aluminum bracket that attaches the hydraulic cylinder to the cab used to raise and lower the vehicle cab for maintenance activities may wear, providing inadequate restraint..

POTENTIAL RISK: Worn brackets may provide inadequate restraint, allowing the cab to fall forward onto the ground or rearward onto the chassis, resulting in possible personal injury or death to a person standing or working in the vicinity of the cab.

PRECAUTIONS YOU When raising or lowering the cab, ensure that no people or objects are in the CAN TAKE: travel path or vicinity of the cab.

REPAIR: Daimler Trucks North America LLC will be conducting remedy repairs on behalf of American LaFrance LLC. At no charge to you, regardless of your vehicle's age or mileage, a Daimler Trucks North America LLC dealer will replace the aluminum cab tilt bracket with a more robust iron bracket.

TIME REQUIRED The labor time required to repair your vehicle is approximately two and a half to FOR THE REPAIR: three hours.

The following documentation must be presented to the dealer for consideration for reimbursement.

• The name and address of the person who paid for the repair. • The Vehicle Identification Number (VIN) of the vehicle that was repaired. • What problem occurred, what repair was done, when the repair was done. • Who repaired the vehicle. • The total cost of the repair expense that is being claimed. • Proof of payment for the repair (such as the front and back of a cancelled check or a credit card receipt).

Reimbursement will be made by check from your Daimler Trucks North America LLC dealer. Please speak with your Daimler Trucks North America LLC authorized dealer concerning this matter.

OWNER The enclosed VIN sheet identifies your vehicle(s). If you do not own, or have INFORMATION: sold or have traded, a vehicle identified, please return the notification by completing and signing the sheet and returning it in the postage paid envelope with any information that will assist us in locating the present owner. If you are a Lessor of vehicles subject to this Notice, you have an obligation under Federal Law to provide a copy of this Notice to all Lessees within 10 days of your receipt of this Notice. If you are a subsequent stage manufacturer, Federal law requires you to forward this notice to your distributors and retail outlets within five working days.
