    IMPEL - French Ministry of Sustainable Development - DGPR / SRT / BARPI - DREAL Champagne-Ardenne N° 43784 Flooding strikes a solvent recycling factory Natural hazards 7 May 2014 Rising waters Flood Buchères (Aube) Response / Emergency France Safety (safe operating mode) Water damage THE FACILITIES INVOLVED The site: ARR operator Chemical plant specialised in producing alcohol and recycling solvents, located in Buchères (Aube-10) Installed approximately 500 metres from the SEINE River in Buchères within the Aude Department, 5 km southeast of the city of Troyes, the company was affiliated with a French sugar manufacturing group possessing several plants across France. The Buchères site was specialised in: producing agricultural alcohol, regenerating alcohols and solvents, distilling vineyard co-products, and drying sewage sludge. The company had been authorised to store over 22,000 tonnes of flammable liquids, 9,000 tonnes of untreated wastes (including 500 tonnes of methanol), and 13,500 tonnes of treated wastes, in addition to producing 95,000 tonnes/year of regenerated solvents. For this reason, the site, located in a zone primarily dedicated to industrial activities, was ascribed an upper-tier SEVESO classification. The distillery, which relied on sugar beets, began operations in 1946. An alcohol regeneration activity was set up in 1996 that included workshops for regenerating residual alcohol originating from the perfume industry, pharmaceutical applications and fine chemicals production, along with several dehydration stations. Following the company's 2000 buyout by a French sugar manufacturing group, its solvent regeneration capacity, which represents the site's most important current activity, was expanded. In 2012, the site invested in a 15 MW biomass boiler.

    Press release Epernay, 24 April 2015 The Champagne Region tourism destination agreement has been signed by the French Minister for Foreign Affairs and International Development. The “Champagne Region” tourism destination agreement will provide a boost to the competitiveness and attractiveness of wine tourism in this Region, which is close to Paris, by supporting a consistent and diversified offering that will showcase the landscapes, heritage, and warm welcome in the “Appellation d’Origine Contrôlée” Champagne Region throughout the world. This agreement binds a consortium of public and private operators (Departmental Tourism Committees for the Aisne, Aube, Haute-Marne, Marne, and Seine-et-Marne Departments, the Champagne-Ardenne Regional Tourism Committee, and the Champagne Committee), and sets out a shared wine tourism strategy based on the Champagne AOC for a period of three years. The operators' aim is to gather all the relevant tourism initiatives under the joint umbrella of the Champagne Region, a tourism destination with an international reach, and to support a high-class offering focused on international visitors while promoting that offering (primarily to four target destinations: Belgium, the United Kingdom, Japan, and China). This decision amounts to the international recognition of the “Champagne” tourism destination, and of its status of a destination of choice at the international level. As a result, some areas experienced a signi…cant change in the composition of the local elites whereas in others the pre-revolutionary social structure remained virtually intact. In this study, we trace the consequences of the émigrés’ ‡ight on economic performance at the local level. We instrument emigration intensity with local temperature shocks during an in‡ection point of the Revolution, the summer of 1792, marked by the abolition of the constitutional monarchy and bouts of local violence. Our …ndings suggest that émigrés have a non monotonic e¤ect on comparative development. During the 19th century, there is a signi…cant negative impact on income per capita, which becomes positive from the second half of the 20th century onward.
