This table contains all AOP aerodromes and a selection of Non-AOP aerodromes as listed in the tables MET 2A of ANP/FASID for each ICAO region. For safety reason, it is essential for airlines to have access to all available OPMET data. A limitation to OPMET data of AOP aerodromes only on the SADIS broadcast does not fulfil the needs of airlines. This paper outlines the changes to IATA requirements for OPMET data of Non-AOP aerodromes and additionally it proposes changes to the existing tables concerned as soon as the IATA requirements have been approved by responsible groups in the ICAO regions. IATA invites the WG-MOG to consider these requirements in advance. Action by the WG-MOG is in paragraph 3.1. (19 pages) METP-WG/MOG/1-WP/20 METP-WG/MOG/1-WP/20 - - 2 - - 1. INTRODUCTION 1.1 Since the satellite distribution system for information relating to air navigation (SADIS) became operational in the 1990's, it has evolved more and more into a reliable source of aeronautical meteorological information. In addition to the distribution of the world area forecast system (WAFS) forecast, it is used for broadcasting operational meteorological (OPMET) information. The basis for the data distribution via SADIS is the SADIS User Guide and, in particular, Annex 1 to the guide (now identical to the global FASID Table MET 2A). 1.2 SADIS has the task to provide all necessary or requested aeronautical meteorological information to aviation users so that SADIS can be considered as a single source of data. 1.3 SADIS is a dedicated International Civil Aviation Organization (ICAO) system, regulated and controlled under ICAO Standards and Recommended Practices. It forms part of the Aeronautical Fixed Services (AFS) to ensure that aviation data is distributed without conflict and with the appropriate priority. 2. DISCUSSION 2.1 Since the operational start of SADIS many airlines are linked (directly or indirectly) to SADIS as a primary and/or single source of OPMET information (METAR/SPECI, TAF, etc.) for aerodrome operational planning (AOP) and Non-AOP aerodromes. 2.2 Many airlines and states are using Non-AOP aerodromes internationally. Consequently OPMET information is issued and should be distributed on the international broadcast systems. 2.3 Non-AOP Aerodromes are widely used as en-route alternates, as emergency airports and for extended diversion time operations (EDTO). With regard to a safe flight operation OPMET information for non-AOP aerodromes is important and should be available to all airlines. The Long TAF (FT) with a validity period of 24H is the preferred forecast type. 2.4 Part I of the Appendix to this working paper, based on the non-AOP aerodromes listed in Annex 3 of the SADIS User Guide (FASID Table MET 2A) and the actual SADIS broadcast content, contains an amendment of IATA’s current requirements for OPMET information from non-AOP aerodromes. 2.5 Part II of the Appendix to this working paper, based on the non-AOP aerodromes listed in Annex 3 of the SADIS User Guide (FASID Table MET 2A) and the actual SADIS broadcast content, contains IATA’s new (additional) requirements for OPMET information from non-AOP aerodromes. - - 3 - - METP-WG/MOG/1-WP/20 2.6 Part III of the Appendix to this working paper presents non-AOP aerodromes which are to be deleted from Annex 3 of the SADIS User Guide (FASID Table MET 2A) in view of the fact that IATA no longer has a requirement for OPMET information from non-AOP aerodromes concerned. These deletions can be undertaken by the Secretariat without the need for consultation with States in the accordance with the Satellite Distribution System Operations Group (SADISOPSG) established procedures. 2.7 It is to be noted that all requirements for aerodromes (AOP and non-AOP) that are not listzed in the table in the Appendix to this working paper remain unchanged in Annex 1 of the SADIS User Guide (FASID Table MET 2A): 3. CONCLUSION 3.1 In view of the foregoing, the group is invitetd to formulate following conclusion: Conclusion 1/.... — Revision to Annex 1 of the SADIS User Guide (SUG) concerning OPMET information from non-AOP aerodromes That, the ICAO Secretariat a) Seek agreement from States concerned to provide OPMET information (METAR/SPECI and /or TAF) from the non-AOP aerodromes as presented in parts I and II of the Appendix … to this report Note 1. — States should indicate the availability (full or partial) of the OPMET information to be provided. Note 2. — States that have been consulted on the additional requirements for OPMET information from non-AOP aerodromes, and have indicated their reluctance to provide such information, will not be re- consulted during a three-year period following their refusal, in accordance with SADISOPSG Decision 16/6. Note 3.— Only non-AOP aerodromes for which location indicators are listed in Doc 7910, Location Indicators, will be considered in this context. Note 4. — States have the prerogative of not providing any OPMET information from non-AOP aerodromes, if considered not appropriate or desirable by them. b) upon completion of a) above where agreement from the States concerned has been obtained, amend Annex 1 to the SADIS User Guide (SUG) accordingly by 31 December 2014; and METP-WG/MOG/1-WP/20 - - 4 - - c) undertake the deletion of the non-AOP aerodromes depected in part II of the Appendix .. to this report in Annex 1 of the SUG in accordance with the WG-MOG established procedures by 31 December 2015. 4. ACTION BY THE SADISOPSG 4.1 The SADISOPSG is invited to: a) note the information contained in this paper; and b) decide on a draft conclusion or decision for the group’s consideration. - - 5 - - METP-WG/MOG/1-WP/20 APPENDIX PROPOSED AMENDMENT TO OPMET INFORMATION REQUIRED FROM NON-AOP AERODROMES IN ANNEX 1 OF THE SADIS USER GUIDE BASED ON IATA REQUIREMENTS Note 1. ― The nomenclature used in the following tables is based on the one provided by IATA and therefore does not reflect the official ICAO position in this regard. Note 2. ― Concerned States will be consulted only on those aerodromes for which an ICAO location indicator exists in Doc 7910 (ICAO Location Indicators) . I.
