NARRATIVE STATEMENT:

This engineering statement has been prepared in support of a counterproposal in MM Docket 02-124 which proposes the allotment of Channel 237A at Amboy, California. The purpose of this statement is to provide engineering in support of a counterproposal rule making petition to amend the FM Table of Allotments and when appropriate to modify the license of the station affected as follows:

* I. Creation of a new FM allotment at Desert Center, CA (MX with Amboy). Resulting in a 2nd local service.

Change city of license of KFLG to Pahrump, NV (new site, same channel) Resulting in a 3'd local service, proposal MX with KFLG license. 6. Change channel of Vacant allotment at Caliente, NV. 7. Change channel of KKBK CP at Baker, CA. 8. Downgrade to CO license of KSTJ at Boulder City, NV. 9. Channel change of KNYE at Pahrump, NV. *10. Change channel of RM for Mohave Valley, CA. II. Several of the proposed changes involve communities within 290 kilometers of the of a United States Border and, therefore, Mexican concurrence is required (*). Only the proposal for Parker, KFLG/Pahrump, KZKE & KLUK rely on a set of coordinates different from the license or FCC reference and all are with the concurrence of the licensee/permittee.

Technical Proposal Figures 1 to 13 are channel allocation studies for each of the proposals using whatever site is appropriate. The studies include the proposals contained in this counterproposal with a call sign of "KF-01 ... KF-13". Each of the proposals are close enough to their respective city of license to provide a city grade signal (all but four use existing site or existing reference point). The following specific comments are provided:

Figure 1 - Ch. 237A demonstrates that proposal in Doc 02-124 to allot Ch. 237A at Amboy, CA, is mutually exclusive with proposal to allot 237A to Desert Center, CA.

Figure 2 - Ch. 237A uses the city reference coordinates for Desert Center, CA (33-42-52 / 115-23-52). It demonstrates that the only problem preventing allotment of this new channel is the Amboy proposal. However, moving Amboy to Ch. 231A will solve the short spacing. This proposal results in a 2nd local service.

Figure 3 - Ch. 23lA uses the reference coordinates as published in the NPRM for Amboy, CA. It demonstrates that the only problem preventing allotment of this new channel is the operation of KMBX at Henderson, NV. However, moving KMBX to Ch. 230C will solve the short spacing. This

proposal results in a 1st local service.

Figure 4 - Ch. 230C uses the licensed coordinates of KMBX at Henderson, NV. It demonstrates that the only problems preventing allotment of this substitute channel is the proposal to ADD Ch. 229A at Mohave Valley, CA

and the CP to operate Ch. 230C3 at Parker, AZ (by Farmworkers). However, moving Mohave Valley to Ch. 232A and Parker to 252B1 will solve the short spacmgs.

Figure 5 - Ch. 252B1 uses special reference coordinates desired by Farmworkers for its Parker facility (34-18-00 / 114-15-00). It demonstrates that there are no spacing problems preventing allotment of this substitute channel. The RM reference point is 18.1 km north of the city and this is easily within the 23 km radius used for Class B1 allotments. Line of sight from the reference point to the city exists. The reference point is located in the State of California and thus, must be a B1 rather than a C3. The FCC routinely permits stations near the zone border to change from Class C to Class B and does not consider such changes to be an upgrade.

Farmworkers consent to the channel change is based upon allotment at these coordinates since Farmworkers is already negotiating a specific site.

Figure 6 - Ch. 234C uses special reference coordinates desired by KFLG (35-58-02/115-30-06) for Pahrump, NV. It demonstrates that four problems prevent immediate allotment of this change in city of license. The short spacing with KKBK CP at Baker, CA, can be solved by moving it to Ch.276BI. The short spacing with KMXB at Henderson, NV, can be solved by moving it to Ch. 230C. The short spacing with KNYE at Pahrump, NV, can be solved by moving it to Ch. 250A and using a special reference point. The short spacing with a Vacant allotment at Caliente, NV, can be solved by moving it to Ch. 232C 1. This proposal results in a 3'd local service.

The site proposed by KFLG will yield an HAAT of over 1100

meters. Line of sight from the reference point to the city of Pahrump exists. The city is located 54 kilometers away and this is easily within the 68 km radius used for Class C allotments. KFLG's consent to the change cities is based upon allotment at these coordinates since this is an established electronic site.

The site proposed by KFLG for Pahrump is located 174.7 km from its licensed site at Kingman. The required co-channel spacing is 290 km and, thus is short spaced with itself by 115 km. Therefore, the proposed mutually exclusive substitution is in accordance with Section 1.420(i).

The city of Kingman (population 20,069 persons) currently has three local services. Grant of the KFLG proposal will result in two local services remaining. The city of Pahrump (population 24,631 persons) currently has two local services. Grant of the KFLG proposal will result in three local services.

Based upon the coordinates proposed herein and maximum equivalent Class C facilities KFLG will encompass 1,376,380 persons within its 60 dBu contour. KFLG's licensed facility currently encompasses 151,430 persons within its 60 dBu contour. Thus, the Pahrump proposal serves 9 times more people that does the current license.

Figure 7 - Ch. 232CI uses the reference coordinates as contained in CDBS for the Vacant allotment at Caliente, NV. It demonstrates that one problem prevents immediate allotment of this substitute channel. The short spacing

with KMXB at Henderson, NV, can be solved by moving it to Ch. 230C.

Figure 8 - Ch. 276B I uses the license coordinates for KKBK CP at Baker, CA. It demonstrates that the only problem preventing allotment of this substitute channel is the operation of KSTJ on 274C at Boulder City, NV. However, downgrading KSTJ to 274CO will eliminate the short spacing.

Figure 9 - Ch. 274CO uses the license coordinates for KSTJ at Boulder City, NV. It demonstrates that there are no spacing problems preventing allotment of this downgraded channel.

Figure 10 - Ch. 250A uses the license coordinates for KNYE at Pahrump, NV. It demonstrates that the only problem preventing allotment of this substitute channel is the operation of KLUK on 250C 1 at Needles, CA. However, moving KLUK to a new site 1.1 km southeast will eliminate the short spacing.

Figure 11 - Ch. 232A uses reference coordinates as contained in CDBS for the RM at Mohave Valley, AZ. It demonstrates that two problems prevent immediate allotment of this substitute channel. The short spacing with KMXB at Henderson, NV, can be solved by moving it to Ch. 230C. The short spacing with KFLG at Kingman, AZ, can be solved by moving it to Pahrump, NV on Ch. 234C and using a special reference point.

Figure 12 - Ch. 234C2 uses a special reference coordinates desired by KZKE (35-17-37 / 112-52-33). It demonstrates that one problem prevent immediate allotment of this upgraded channel. The short spacing with KFLG at Kingman, AZ, can be solved by moving it to Pahrump, NY on Ch. 234C and using a special reference point. This upgrade is only possible if KFLG

is re-allotted to Pahrump.

The upgrade in facilities will permit KZKE to increase the persons encompassed within its 60 dBu contour from 1,142 to 3,812 persons or by a factor of3.3 times. The special reference point is located 4 km south of Seligman.

Figure 13 - Ch. 250C I uses a special reference coordinates desired by KLUK (35-01-43 I 114-21-36). It demonstrates that there are no spacing problems preventing allotment at this re-Iocated site of KLUK existing channel. The new reference location still provides line of sight into Needles, CA.

Cameron Broadcasting, Inc., believes that the proposed changes to the table of allotments will result in a preferential arrangement of allotments. The creation of one new allotment (Desert Center), the upgrade of an existing facility (KZKE Seligman) and the re-allotment to a new city of license (KFLG Kingman to Pahrump) will result in additional FM service to more than 1,227,000 persons and therefore, serves the public interest. If granted, Cameron/KFLG will quickly file an CP application for operation on 234C at Pahrump, NV and will see that other licensees similarly file as needed and will reimburse other non-consenting parties for reasonable expenses.
