On October 18, 1989 and November 14, 2000, they, therefore, adopted the following policy: 2 GST BOCES – Health & Safety Information Issue: SAVE Initial Date: 11/11/2000 Last Revision Date:6/2/2020 Revision #:10 "Advance planning for emergencies and disasters is essential to provide for the safety of students and staff should a threat to safety arise from fire of other causes; it also strengthens the morale of all concerned to know that preparedness plans exist and that students and staff have been trained to carry them out. Emergency action to adopt the proposed amendment is necessary for the preservation of the general welfare to insure that criteria for school safety plans are immediately established so that school districts and BOCES develop, adopt and implement school safety plans, consistent with the requirements of Chapter 181 of the laws of 2000, 2001 school year. The Superintendent shall develop an Emergency Management Plan in compliance with Commissioner of Education Regulation 155.17. The plan shall provide for sheltering, evacuation, early dismissal, written notification to students and staff, an annual drill, and coordination with local and county emergency preparedness administrators. The Emergency Management Planning Guide for BOCES will be the official guide for the BOCES in case of fire, civil emergencies, and natural disasters. Policies and procedures set forth in the guide will be followed by all personnel and students." The current requirement for school districts to develop and annually update a school emergency management plan will remain in effect until the adoption of the District-wide Safety Plan and Building-level Safety Plan, at which time it will be superseded by the School Safety Plan. 3 GST BOCES – Health & Safety Information Issue: SAVE Initial Date: 11/11/2000 Last Revision Date: 6/2/2020 Revision #: 10 LEGAL BASIS FOR PLAN This plan is developed in accordance with the Regulations of the Commissioner of Education, Section 155.17, a copy of which is attached, and in recognition of the legal responsibilities for actions during emergencies set forth in Article 2-B and in Chapter 181 of the laws of 2000. The current requirement for school districts to develop and annually update a school emergency management plan will remain in effect until the adoption of the district-wide safety plan and building- level safety plan, at which time it will be superceded by the school safety plan. STATEMENT OF PURPOSE The GST BOCES DWS Plan is intended to set forth the information required by all staff involved in a campus or regional emergency due to the occurrence of a natural or man-made disaster. This information includes use of warning and communication systems, operating procedures, individual responsibilities, authoritative structure, available resources, maps and blue prints, and specific guidelines for the various actions open to BOCES officials and school safety teams to protect life and property during and after an emergency. • Revitalization of the AM Radio Service ) ) ) )
Before the FEDERAL COMMUNICATIONS COMMISSION Washington, DC In the matter of: ) ) Revitalization of the AM Radio Service ) MB Docket 13-249 ) ) COMMENTS OF REC NETWORKS One of the primary goals of REC Networks (“REC”)1 is to assure a citizen’s access to the airwaves. Over the years, we have supported various aspects of non-commercial micro- broadcast efforts including Low Power FM (LPFM), proposals for a Low Power AM radio service as well as other creative concepts to use spectrum for one way communications. REC feels that as many organizations as possible should be able to enjoy spreading their message to their local community. It is our desire to see a diverse selection of voices on the dial spanning race, culture, language, sexual orientation and gender identity. This includes a mix of faith-based and secular voices. While REC lacks the technical knowledge to form an opinion on various aspects of AM broadcast engineering such as the “ratchet rule”, daytime and nighttime coverage standards and antenna efficiency, we will comment on various issues which are in the realm of citizen’s access to the airwaves and in the interests of listeners to AM broadcast band stations. REC supports a limited offering of translators to certain AM stations REC feels that there is a segment of “stand-alone” AM broadcast owners. These owners normally fall under the category of minority, women or GLBT/T2. These owners are likely to own a single AM station or a small group of AM stations and are most likely to only own stations with inferior nighttime service, such as Class-D stations.

We have elcom the unique opportunity to e see the future we’ve been working towards taking shape before our eyes which, in turn, inspires more positive change moving forward. The transformation of this community is impressive. Over two years, we watched the Elmira Corning Regional Airport undergo a $61.5 million renovation into a world-class gateway with a modern, yet timeless, design and 60% more floor space. The $14 million 100 West Water project in Elmira will open in early 2019, hosting both commercial tenants and 50 market-rate apartments overlooking the Chemung River. Additional housing projects include Housing Visions, Maple Avenue Apartments - A CDS Housing Community, Libertad, and Capriotti Properties, to name a few. And that isn’t where it stops. This year we’ll start to see the complete revitalization of Arnot Mall beginning with the addition of the Holiday Inn Express and other exciting concepts to modernize our regional shopping experience. We’ll welcome LECOM students into our community.
