INTRODUCTION

This District-wide Safety Plan (DWS) is intended for use by the School Safety Team members and employees of Schuyler, Chemung, Tioga, BOCES. It is designed to identify and respond to possible emergency conditions that may arise on these campuses. In the event of an emergency, it will serve as a reference for effective action. Recipients of this manual should become familiar with its contents and it should be maintained in an easily accessible location.

These plans have been reviewed and revised to conform with Section 155.17 of the regulations of the Commissioner of Education, as amended and effective November 14, 2000.

FOREWORD

This DWS Plan has been developed by members of the District-wide School Safety Team, has been shared with County and State authorities and shall be reviewed as required and/or at least annually.

DISTRICT WIDE SAFETY TEAM MEMBERS AND MEETINGS

DISTRICT WIDE SAFETY PLAN REVIEW AND PUBLIC COMMENT

The SCT BOCES’ DWS Plan was made available for review by SCT BOCES’ Board of Education on April 25, 2001 and for public comment on May 9, 2001 providing a public hearing for community members. The DWS has been revised in April 2002, and April 2003.

As of July 1, 2006, by order of the Commissioner of Education, SCT BOCES & SA BOCES integrated to become the Greater Southern Tier BOCES (GST BOCES). The individual DWS plans were combined to create this GST BOCES plan. The GST BOCES DWS plan was made available for review by the GST BOCES Board of Education, providing for a public hearing for community members.

AUTHORITY

The Board of Education of GST BOCES recognizes that natural disasters such as earthquakes, floods, tornadoes and winter storms, man-made disasters such as fires, chemical accidents, toxic spills, and civil disorders such as bomb threats and hostage situations are potential threats to the school and the community.

On October 18, 1989 and November 14, 2000, they, therefore, adopted the following policy:

"Advance planning for emergencies and disasters is essential to provide for the safety of students and staff should a threat to safety arise from fire of other causes; it also strengthens the morale of all concerned to know that preparedness plans exist and that students and staff have been trained to carry them out.

Emergency action to adopt the proposed amendment is necessary for the preservation of the general welfare to insure that criteria for school safety plans are immediately established so that school districts and BOCES develop, adopt and implement school safety plans, consistent with the requirements of Chapter 181 of the laws of 2000, 2001 school year.

The Superintendent shall develop an Emergency Management Plan in compliance with Commissioner of Education Regulation 155.17. The plan shall provide for sheltering, evacuation, early dismissal, written notification to students and staff, an annual drill, and coordination with local and county emergency preparedness administrators. The Emergency Management Planning Guide for BOCES will be the official guide for the BOCES in case of fire, civil emergencies, and natural disasters. Policies and procedures set forth in the guide will be followed by all personnel and students."

The current requirement for school districts to develop and annually update a school emergency management plan will remain in effect until the adoption of the District-wide Safety Plan and Building-level Safety Plan, at which time it will be superseded by the School Safety Plan.

LEGAL BASIS FOR PLAN

This plan is developed in accordance with the Regulations of the Commissioner of Education, Section 155.17, a copy of which is attached, and in recognition of the legal responsibilities for actions during emergencies set forth in Article 2-B and in Chapter 181 of the laws of 2000. The current requirement for school districts to develop and annually update a school emergency management plan will remain in effect until the adoption of the district-wide safety plan and building- level safety plan, at which time it will be superseded by the school safety plan.

STATEMENT OF PURPOSE

The GST BOCES DWS Plan is intended to set forth the information required by all staff involved in a campus or regional emergency due to the occurrence of a natural or man-made disaster.

This information includes use of warning and communication systems, operating procedures, individual responsibilities, authoritative structure, available resources, maps and blue prints, and specific guidelines for the various actions open to BOCES officials and school safety teams to protect life and property during and after an emergency.

KEY COMPONENTS OF THE REGULATION

Each school district and each BOCES prepared a school Emergency Response Plan as of October 1, 1990. Said plans have been reviewed and revised as required by Commissioner’s regulation 155.17, Chapter 181 of the Laws of 2000.

These plans shall be reviewed/updated annually and updated as required

The BOCES and the component school districts have submitted a DWS Plan to the State Education Department and all building-level safety plans have been submitted to local law enforcement, fire departments and state police. A copy of the DWS Plan is available in the Office of the Director of Facilities III of the BOCES.

The plan includes:

1. Policies and procedures for responding to implied or direct threats of violence by students, teachers, other school personnel and visitors to the school.

2. Identification of sites of potential emergencies.

3. Identification of appropriate responses to emergencies.

4. Description of arrangements for obtaining assistance from emergency services and government agencies (Article 2B, Executive Law).

5. Description of procedures to coordinate use of school district resources and manpower during emergencies.

6. Identification of district resources for use in emergencies.

7. A system of informing all educational agencies including private schools and pre- schools within the school district of an emergency.

8. Description of plans for dealing with school cancellations, early dismissal, evacuation and sheltering.

9. Information on school population, number of staff, transportation needs, and phone numbers of key officials.

10. Policies and procedures relating to school building security, including where appropriate the use of school safety officers and/or security device or procedures.

11. Policies and procedures for annual multi-hazard school safety training for staff and students.

12. Procedures for annual review and a conduct of drills and other exercises to teach components of the emergency response plan, including the use of tabletop exercises, in coordination with local and county responders and preparedness officials.

The BOCES District Superintendent will act as the chief communication liaison for all Local Educational Agencies between their respective districts and the County Emergency Management Offices within their territorial limits.

Each district must provide written information to all students and staff about emergency procedures by Sept. 1st of each year, starting in July .

Each district must conduct a test of its Emergency Management Plan for sheltering and early dismissal once a year.

ASSUMPTIONS

Although outside assistance will most likely be available in emergency situations affecting GST BOCES, it is still necessary for BOCES to plan for and be able to carry out immediate responses during the first stage of an emergency. The District must also be prepared to effectively coordinate resources with the community in the event of a more widespread emergency.

In keeping with the national and county strategy of developing an integrated emergency management system, this plan is concerned with all types of emergencies that may develop. It also plans for activities before, during, and after an emergency occurs. With the adoption of the New York State Homeland Security System for Schools document, in March 2003, the BOCES will follow the protocols as described within.

SITES OF POTENTIAL EMERGENCIES

Natural Disasters

Based on the geography of the area, the possibility of a landslide or hurricane is very unlikely. Analysis of weather patterns indicates that the highest likelihood for a natural disaster would be from a severe and sudden winter storm. Additionally, thunderstorms with high winds have also been known to cause significant damage in the area. A moderate likelihood exists for damage from an earthquake, hurricane path storms, or flooding. There is a low risk of damage from a tornado.

Manmade Disasters

The BUSH campus, located within one half mile of Route 17 (Future I-86), is at high risk of exposure to toxic fumes based on an accident involving a truck carrying toxic materials. There is also significant risk posed by a derailment on the Norfolk & Southern tracks which pass within a quarter mile of the campus.

The Elmira-Corning Regional Airport, located 2 miles from the campus handles thousands of flights per year. BOCES is not located in the landing glide path or take off corridors.

Located within one half mile of BOCES is one major industry which presents the possibility of releasing a significant amount of toxic fumes or vapors (MT Industries). There are also retail outlets of agricultural supplies which house a significant amount of toxics. Perhaps the greatest risk is posed by Suburban Propane, which is located near the boundary of the BOCES campus.

Nuclear disaster, while considered a low probability risk at any of the three campuses, is also addressed in this plan.

Costa’s Airport, located 1 mile from the campus handles many private plane flights per year. BOCES is not located in the landing glide path or take off corridors.

The Wildwood Campus, located within one mile of Route 17 (future I-86), is at high risk of exposure to toxic fumes based on an accident involving a truck carrying toxic materials. There is also significant risk posed by a derailment on the railroad tracks which pass within a quarter mile of the campus.

The Hornell Airport, located 2 miles from the campus handles many flights per year. BOCES is not located in the landing glide path or take off corridors.

Located within one mile of BOCES is one major industry which presents the possibility of releasing a significant amount of toxic fumes or vapors (Alstrom). There are also retail outlets of agricultural supplies which house a significant amount of toxics

Civil Disturbances

The BOCES campuses have as much likelihood of being attacked by a deranged sniper, by a hostage taker, or by bomb threats as any other institution which houses students from a variety of backgrounds. One of the greatest risks for a civil disturbance may be posed by the parents of children involved in child custody marital disputes.

Campus Disasters

Fire, explosion, heavy equipment failure, water line breaks or toxic substance release are possibilities that may occur on the BOCES campuses, as could a mass illness such as food poisoning. Therefore, these types of disasters are included in the Building-Level Safety (BLS) Plans.

HAZARD MITIGATION

Established safety procedures and regular safety inspections of school buildings and equipment on the BOCES campuses are conducted to minimize the hazards of equipment failure or toxic substance release. Regular emergency drills will be held to prepare staff and students to react quickly and appropriately in an emergency situation.

CONCEPT OF OPERATIONS

This plan is based on the concept that emergency activities for school personnel will generally parallel their normal day-to-day activities. It is generally true; however, that a disaster is a situation in which the usual way of doing things is no longer sufficient. It is necessary to maintain organizational continuity and assign familiar tasks to personnel. However, it may also be necessary to draw on people's special skills and ask them to assist in the areas of greatest need.

ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES

In an emergency it is vital that a command structure be adhered to. The District Superintendent has been appointed as the Emergency Response Coordinator for GST BOCES.

In order to ensure a quick response to any emergency, the Emergency Response Coordinator or his designee, the Manager of Management Services, the Director of Facilities III, the Assistant Superintendent for Instruction, the Assistant Superintendent for Financial & Administrative Services, and the Executive Director of Career & Technical Education, may declare a state of campus emergency, immediately implementing the Emergency Management Plan.

Depending on the location or the emergency, the following command posts will be put into service as quickly as possible: • For the BUSH Campus, a. Distance Learning Center or b. Building #11 Conference Room (Alternate Command Post) • For the Coopers Campus a. Building 8 or b. the Southern Tier Library • For Wildwood Campus a. Building 1 or b. Building 18 The Emergency Management Committee for each site will report to these locations.

The BOCES Emergency Response Coordinator or his designee will remain in charge of all campus activities, in consultation with the District Superintendent or the Assistant Superintendent for Instructional Services, as appropriate, until the conclusion of the emergency or until civil or local emergency authorities take control of the situation.

The District Emergency Response Coordinator is responsible to:

1. Take full control upon being notified of an emergency.

2. Make immediate decisions regarding emergency response.

3. Order activation of response.

4. Notify appropriate representatives of local, regional and state emergency response agencies and local law enforcement offices.

5. Be prepared to turn over control to appropriate outside agencies as required by law.

6. Submit post-emergency reports to the District Superintendent.

7. Perform testing of the District-wide Safety Plan on an annual basis.

8. Meet with local government and emergency service officials to develop procedures for advice and assistance to situations that exceed the expertise and/or resources of the district.

9. Determine when and which educational agencies within the school district shall be notified of an emergency and the action to be taken.

10. Develop and annually update the DWS Plan. The plan will include procedures to be followed for in-house and outside occurrences the plan will be reviewed by June 1st of each year.

11. Carry out any other activities deemed necessary by the District Superintendent. .

RESPONDING TO THREATS AND ACTS OF VIOLENCE

The BOCES DWS Plan follows regulatory requirements by having established policies and procedures for addressing implied or direct threats of violence.

Policies are found in the Board Policy Handbook and specific emergency response procedures are in the SWS Plans.

RESPONSE PROTOCOLS FOR SITUATIONAL INCIDENTS

Instructional and non-instructional staff have been informed of procedures to follow regarding emergency incidents. Building Administrator or supervisor is to be notified of the incident. Assessment of the incident is to be determined and proper action taken according to the building level safety plan. Depending on the type of emergency that is occurring staff is instructed to activate a 911or 8-911(based on phone system) call for assistance. Internal announcements are in place to provide information to all staff so they can heighten security and safety in their area of responsibility. Consideration to implement a lockdown or a lockout procedure will be evaluated and determined. Evacuation and alternative evacuation routes are planned out if needed. A system of providing information to media and contacting parents / guardians is in place. Accessing transportation is coordinated with the collaborative efforts of the local school districts that send students to the BOCES. A chain of command is listed in each building level plan for the decisions and actions to be taken. A post incident meeting will convene to discuss and review the actions and decisions made in handling the emergency. Adjustments in plans could be made to improve the response.

ARRANGEMENTS FOR OBTAINING EMERGENCY ASSISTANCE

The chain of command listed in this plan is responsible for contacting emergency assistance. The District Superintendent or designee is the lead individual for making these decisions. Agreements and protocols with local agencies have been established to provide assistance if needed.

PROCEDURES FOR OBTAINING ADVICE AND ASSISTANCE

Included in the DWS Plan is a listing of special services available as a resource in case of an emergency, they include but not limited to the Red Cross, County Emergency Management Office and County Health department. The District Superintendent or designee will contact emergency assistance if necessary.

USING THE PLAN

This plan is divided into four parts. The introductory section sets the stage for the plan's existence and provides guidance for its use. It is intended to help the general public, staff, and those who must implement the plan to understand the origin and legal basis for the plan.

The functional annexes describe the procedures for managing emergencies in terms of the specific functions which must be carried out in order for the plan to be effective. They may include communications, early dismissal, shelter-in-place, and employee training.

The appendices provide specific guidelines for actions to be taken in each type of emergency. They include notification requirements and responsibility for taking immediate action.

The fourth section outlines standard operating procedures and includes emergency telephone numbers.

The District Office, Principals' Office, Building Administrators’ Office and the Emergency Response Team shall maintain copies of the plan for immediate use.

PARENTAL NOTIFICATION

Parents of all students who are regularly on the BOCES campuses shall be notified annually regarding the availability of this plan and any drills, which involve early dismissal. This notification will be the responsibility of the student's home district, based on information provided to the district by BOCES.

STAFF AND FACULTY TRAINING

In order to implement this plan effectively, all faculty and staff will receive appropriate training in emergency procedures. Special emphasis will be placed on training for the safety teams, switchboard operators and backups and the facilities' staff.

GST BOCES Health and Safety Hygienists in conjunction with local county emergency management and local FBI staffs have provided training regarding bomb threats and anthrax awareness. Health and Safety Hygienists provide training related directly to bloodborne pathogen prevention, exposure control and other safety training as requested.

Staffs that play a critical role in responding to emergencies have been trained. The Building Maintenance Mechanics (BMM), the Director of Human Resources, the Director of Facilities III, and the SROs have been trained in the use and access of the campus security systems which is available on through the wide area network (WAN).

GST BOCES’ Safety Committee reviews safety concerns and accident reports and makes recommendations to the assistant superintendent of administrative services to take preventative or corrective action. The committee participates in tabletop exercises to evaluate current emergency plans.

The building principal or administrator assigns staff to monitor the halls. These duties are the responsibility of teachers and teacher aides dependent on program and academic needs. Some staff have been trained with proper techniques for restraining students.

The roles of these hall monitors are as follows: 1. Check student passes. 2. Monitor the number of students in the restrooms at any given time. 3. Direct students to return to their classrooms if they are wandering through the halls. 4. Monitor student movement throughout the building. 5. Assist students to the nurse’s office. 6. Assist and intervene with students who are having a problem / conflict with another student. 7. Direct and escort students to the Student Services Office. 8. Escort students to their proper rooms and areas if they are lost. 9. Provide emergency relief to classroom teachers if necessary. 10. Direct visitors to the main office and offer assistance to unfamiliar individuals.

IMPLEMENTATION OF SCHOOL SECURITY

School security devices are installed in key locations to monitor hallways, campus roads and office areas. Staff members are required to wear district identification badges, visitors are required to report to the main office to sign-in and obtain a visitor’s badge, school personnel periodically perform campus traffic duty to monitor student and visitor vehicles. Keyless entries systems are used for exterior doors to enhance building and staff safety. Building entry access is limited to school personnel within the confines of the normal workday. Entry is monitored and can be reviewed if the need to do so is warranted. Signage is posted on all entry doors indicating visitors to report to specified offices to sign-in, report their purpose and receive a visitor’s badge.

GST BOCES has a close partnership with local enforcement agencies to assist with school security concerns.

VITAL EDUCATIONAL AGENCY INFORMATION

This information should be contained in the local districts’ safety plans. Local districts are responsible for the educational agencies that reside and or operate within their district’s boundaries. As a BOCES we encompass a region of 21 school districts. The individual school districts closely work with these educational agencies.

EARLY DETECTION OF POTENTIALLY VIOLENT BEHAVIORS

GST BOCES will disseminate the information of materials regarding early detection of potentially violent behaviors through the Office of the District Superintendent or designee. GST BOCES has available the services of the Community Information Specialists (CIS) that will assist the District Superintendent in this effort. This can be done by written notice to parents, school board members, staff and the community at large. Media contact to local newspapers and television stations would be made if necessary. Coordination of this is the responsibility of CIS.

Within the individual building level emergency plans detail information is given regarding response to potential violent behaviors. The policy for student removal is contained in the Code of Conduct for the district. Staff that is responsible for dealing with potential violent behavior have been trained to carry out investigative procedures. After investigation information is provided, responses could include but not be limited to shelter in place, school lock down and evacuation procedures.

Staff members have been given specialized training to deal with students. This training includes but is not limited to how to confront students and de-escalate a situation as well as how to restrain students from either harming themselves or someone else. All staff is provided with the mandated SAVE training as required under the legislation (initial 2 hours) and yearly follow up training. .

PLAN MODIFICATION AND MAINTENANCE

The plan shall be evaluated and updated, if necessary, after each drill, and no later than July 1st of each year. All changes including those of personnel names and phone numbers shall be made directly to the Plan and date of revision will be listed on the Modifications Sheet. Replacement sheets or complete revised documents shall be forwarded to all team members and any other employees who may hold copies of the plan. A member of the safety team shall be designated to provide this service.

FUNCTIONAL ANNEXES

DIRECTION AND CONTROL

Upon receiving notice of an emergency in which the health and safety of students or staff is at risk, the District Superintendent or the Assistant Superintendent of Instruction, or the Director of Facilities, III, or designees of the Safety Team, shall implement the Emergency Plan.

The Emergency Response Coordinator shall be responsible for contacting the appropriate community emergency service agencies (see index for phone numbers) if they have not already been contacted by the "Responsible Person" at the immediate emergency site.

Members of the Emergency Response Committee shall report to the Command Post on the Bush campus (DL Room, Building 1 or Building #11), Building 8 or the Southern Tier Library on the Coopers campus and Building 1 or 18 on the Wildwood campus.

The Emergency Response Coordinator shall follow the procedures outlined in the appendix for the specific emergency.

Whenever an emergency encompasses a wider area than the BOCES campus, the Emergency Response Coordinator shall establish contact with the County Emergency Management Office (Jeff Gray – Bush; Tim Marshall – Coopers & Wildwood), and shall act in cooperation with the County Emergency Management Planner.

In the case of an emergency, which involves the use of fire or police resources, the Emergency Response Coordinator shall, when appropriate, yield command to the appropriate emergency authority, and shall work in cooperation with the Commander to ensure the best possible response by implementing NIMS protocol.

Whenever outside emergency services are called to the campus, the Operations and Maintenance office must be notified immediately so that maintenance and custodial staff can restrict traffic and direct emergency personnel and vehicles to the appropriate area until such time as relieved by civil authority.

Evening and Weekend Emergencies

The office of the Director of Facilities III will serve as the immediate Command Post. Both the Emergency Response Coordinator and Director of Facilities III will be notified immediately after the appropriate emergency services have been summoned. All maintenance and custodial personnel on campus will be instructed to report to that office and will act on the instructions of the designated Responsible Person present. Members of the Emergency Response Committee shall be called in as needed.

In the case of an evening or Saturday emergency when students are on campus, the Assistant Supervisor for Adult Industrial Education will be notified immediately and if he or she is on campus, he or she will assume responsibility for giving emergency instructions to students and faculty. In his or her absence the Night Working Foreperson will be responsible for announcing any necessary emergency instructions on the Public Address system and calling 8-911 to report the emergency.

In the case of a weekend emergency when no maintenance, custodial, or supervisory staff is on campus, the instructor or sponsor of any event being held shall act as the "Responsible Person," notify emergency services as needed, and notify the Director of Facilities III and the Emergency Response Coordinator as soon as possible. Their telephone numbers are included on the campus telephone directory.

Responsible Person

The responsible person is the staff, teacher or administrator who will call 8-911 or Operations and Maintenance for emergency situations.

WARNING SYSTEM The public address system, which can be activated from any telephone on campus, and is tied into the emergency generator, shall be used to alert all buildings on campus of a pending emergency by dialing 9701. After three rings, you will hear a “Ping tone”. Make the announcement after that tone. Proceed with the verbal alert information, which will begin with the words "alert, alert."

COMMUNICATION SYSTEM

Messages regarding school early dismissal, sheltering-in-place or evacuation of a school will be sent to the broadcast media by the BOCES.

Other Communications Equipment: 1. N.W.B. (National Weather Bureau) radios (2) with tone activated receiver. One of these will be monitored during working hours by employees: Bush: in the Central Admin office and Phoenix Academy Main Office (Building 1), Building 3, Building 5, and Building 9, Coopers: Building 8 – Main office & office of the District Superintendent Wildwood: Office of the Principal. and the Building 1 Main Office

2. Manually tuned, battery powered AM-FM commercial radio receiver at the Command Center, will be used to monitor emergency broadcast system announcements.

3. Radio receiver/transmitter capable of being set on school bus frequencies.

4. Scanner to monitor local emergency channels.

5. Hand-held radios used by Buildings and Grounds, Phoenix Academy, and CTE program.

6. Cell phones.

External Communications

The Community Information Specialist, in conjunction with the District Superintendent and the Emergency Response Coordinator shall issue all public communications, prepare news releases, and brief the media as appropriate, when necessary. The BOCES will coordinate news releases with the joint news center. No BOCES staff member will provide information to the media during or after an emergency unless specifically authorized to do so.

Communication Center

In the case of a major emergency occurring on campus, a media communications center shall be established on: The Bush Campus: The Bowling alley parking lot, or in the Ferrario parking lot off miracle mile. The Coopers Campus: Ames parking lot off rte. 17/86 The Wildwood Campus: County bldg. behind bowling alley.

A communications link will be established with the Command Center, either by telephone or radio. The Information Officer will brief the media every thirty minutes on the status of the emergency. The District Superintendent or his designee will make a statement to the media as soon as possible.

Family Notification

In the event of an injury or death of BOCES students or staff, family members shall be notified as soon as possible. Responsibility for notification:

BOCES District Superintendent Assistant Superintendents If a Student: Program Principal, guidance counselor, or Superintendent of home district If a Staff Member: Center Director Crisis Intervention Specialist (This person will accompany the District Superintendent and stay at the location, if necessary, as a facilitator.)

Media Announcements

Media will not be given information regarding injuries or deaths until next of kin have been notified and release of information has been authorized by the District Superintendent, a BOCES Assistant Superintendent, or the acting Emergency Response Coordinator.

Evacuation or Major Disaster Information

The County Red Cross number for disaster welfare inquiries will be utilized for evacuation or major disaster information. The Red Cross will be notified by the Office of Emergency Management.

PROTECTIVE ACTION OPTIONS

School Cancellation

Because GST BOCES provides instructional services for 21 school districts, school cancellations would have to be coordinated with these component districts. The decision to cancel school programs would be made by the District Superintendent. If instructional programs are cancelled, notification to staff, students and parents would be conveyed by the local radio and television stations. An internal staff phone tree would be activated to notify staff of such a cancellation. Situations that would warrant a school cancellation would include but not be limited to the following emergencies: Severe weather, Power outage, Natural disaster, other emergencies as described in the DWS Plan.

EARLY DISMISSAL

Because transportation systems of 21 districts are involved in transporting GST BOCES students, early dismissal may be considered as an option in the most unusual circumstances. A decision for early dismissal by the District Superintendent must take into account the need for coordination of a variety of transportation systems.

Early dismissal may be considered as an option in the following circumstances:

Flood warning Severe windstorm or snowstorm warning Fire Strategic alert Post disaster

Early dismissal should be used only if it is likely that all students will reach their homes safely and be reunited with a family member or other responsible person. If a community wide disaster is impending, it may be preferable to evacuate the students to a safe location where parents can pick them up.

In the event of implementing early dismissal, all BOCES staff licensed to drive school buses will be released to the appropriate transportation supervisors.

EVACUATION

Evacuation of a single building or buildings

It may be appropriate to evacuate a building on the campus in the event of fire, explosion, toxic chemical release, bomb threat, or after an earthquake. Under emergency conditions: evacuation will be communicated verbally or via PA system.

When this tone/announcement is made or sounded, all groups will evacuate their buildings as quickly as possible. Normal fire drill evacuation procedures, as practiced, should be followed.

Teachers will be required to have their class lists with them, assemble and count their students at the designated assembly area at least 75 feet away from the building. They will immediately notify the Command Center (Bush: Building #11 Conference Room if Building #1 is evacuated; Coopers: Bldg. 8 or the ST library; Wildwood: Bldg. 1 or Bldg. 18) of any missing students. Designated assembly areas are noted on the BOCES campus map. Staff and students’ accountability will be communicated to the Incident Command Center.

No one is to reenter the building until an all clear is given by an appropriate authority.

Evacuation of the BOCES Campus See BLS Plans. All staff and support will leave after all students have been evacuated. Safe areas and/or emergency sheltering locations can be found in the BLS Plans.

In the event of a campus-wide evacuation, designated O & M staff members shall serve as traffic controllers on the campus.

In the event of an evacuation, the clerical staff of the Technical program shall take class lists and parental/release forms to the evacuation site. The principals who are responsible for programs that occur on the GST BOCES campus shall be responsible for releasing students to their parents upon completion of the appropriate form. Health cards are located in the nurse’s office.

SHELTER IN PLACE (Students and Staff)

Certain emergencies in the community may make it advisable for students and staff to remain on campus beyond the end of the normal school day or when one particular building is not habitable. Building floor plans can be found in the BLS Plans.

In case of such emergency, the Emergency Response Coordinator shall give directions over the Public Address System or the phone system. Staff members who have students in their care shall take their class lists and accompany their students to the designated area. Instructional & Non- instructional staff will assist in control of the students. Staff will stay with the students until properly

As soon as it is projected that there may be an extended shelter situation, the Emergency Management office should be called to be on standby.

The BOCES Shelter Manager will then assume responsibility with the Red Cross, and will be responsible for maintaining order and handling logistics throughout the period during which shelter is needed.

SHELTER (Community)

When the Red Cross requests use of a BOCES building for a community shelter during an emergency, the Emergency Response Coordinator and as many members of the Emergency Management Committee as needed will staff the Command Center, to coordinate activities and assist in communication.

A Red Cross representative will tour the portion of the building to be used with the BOCES representative prior to occupancy to assess condition and inventory any equipment present.

The manager of the Cafeteria will be called in to supervise the use of the kitchen facilities. In the manager's absence, the staff member most familiar with the kitchen will be assigned this duty.

Members of the maintenance or custodial staff familiar with the building will be assigned around the clock to assist the Shelter Coordinator and volunteers in assuring appropriate maintenance of the facility.

DAMAGE ASSESSMENT

As soon as the immediate crisis is over, it shall be the responsibility of the Director of Facilities, III to begin damage assessment, working with architects and engineers as necessary. No building which may have been structurally damaged shall be reentered by students or other staff until clearance has been given by the Director of Facilities, III. The Director of Facilities, III shall report conditions of buildings to the Emergency Response Coordinator.

RECOVERY

After any emergency which has resulted in injury or death to students or staff, or which has been otherwise traumatic, all those affected by the event will have access to debriefing and counseling. BOCES counselors and qualified volunteers who have appropriate training in Post Trauma Debriefing will be assigned to debrief and counsel students and staff.

For critical situations that require the utilization of community mental health resources, the Emergency Response Coordinator will be responsible for contacting the appropriate county mental health agency.

POST EMERGENCY REPORT AND ASSESSMENT

The Emergency Response Committee shall meet as soon as feasible after an emergency to assess the response and the effectiveness of the plan. The plan shall be modified as necessary.

The Emergency Response Coordinator shall file a post emergency report with the BOCES District Superintendent within five days after the emergency. The Post Emergency Report Form is located in the Forms Section (see tab).

DRILLS

At least once every school year, GST BOCES will coordinate and conduct a test of the BOCES and component district's Emergency Plan for early dismissal. Transportation and communication procedures shall be included in the test. Parents or guardians shall be notified in writing at least one week prior to such drills.

SHELTERING DRILL

Upon notification of a drill, building principals or building supervisors shall direct pupils and staff to designated assembly areas or remain in classrooms as appropriate. Designated assembly areas are indicated on the maps. A report of the sheltering drill will be supplied to the Assistance Superintendent of Finance and Administration Services.

EARLY DISMISSAL DRILL

Pupils will be released to their assigned buses when such buses are announced as available. Normal bus schedules will be advanced fifteen (15) minutes for the early dismissal plan drill.

BLS Plans address all specific emergency situations.

STANDARD OPERATING PROCEDURES PROTECTIVE SHELTERING

Each BLS Plan addresses specific sheltering areas. Each building is required to hold an annual shelter in place drill. Shelter in place drill forms are included in the BLS Plans. After a drill is conducted a completed form should be forwarded to and filed in the office of the Emergency Coordinator.

DISTRICT RESOURCES AVAILABLE FOR USE IN AN EMERGENCY

The GST BOCES has the following resources available in case of emergencies as long as these emergencies do not hinder the ability to utilize these resources. Cafeteria and food service production, weather monitoring systems in three locations, fleet of vehicles for transportation, heavy construction equipment (backhoe, bulldozer etc.), variety of sites to evacuate and shelter in place. GST BOCES has a limited power backup supply with the use of a small generator to support the telephone system. Other resources include a number of communication devices as indicated in this Plan (i.e. cell phones, battery operated radios, two way radios, etc.)

PROCEDURES TO COORDINATE THE USE OF SCHOOL DISTRICT RESOURCES AND MANPOWER DURING EMERGENCIES

In the event of an emergency, the District Superintendent will convene the Emergency Response team to coordinate actions and decisions to address the emergency. An incident command post will be established and various sites are listed within the individual building level plans. The operation and maintenance staff is trained and will be assigned special duties related to various emergencies.

Watch Flash flood, flood, winter storm, tornado watches are issued by the National Oceanic and Atmospheric Administration through NOAA weather radio, and in cases of emergency to each county.

A watch indicates that the event is possible or likely to occur based on existing weather conditions

Warning A warning is issued when the weather event is imminent and it is recommended that persons within the zone take protective action

Alert A term often used interchangeably with warning, but sometimes used to indicate a stage preceding a watch. Not an official NOAA term.
