Cultivating donors, building the endowment and leading the community as a change agent are three important goals established by the Richland County in order to carry out its mission and vision statements. One is rarely afforded the opportunity to see an organization realize important long-standing goals, but we have been privileged to do so this year. In the pages ahead, we hope to demonstrate how your community foundation has endeavored to ensure our work will continue, “for good, for ever.”

At the end of a year-long process with a prospective donor in 2012, Richland County Foundation (RCF) was the recipient of an outstanding of $23.5M. With the addition of this conversion of assets of a private family foundation, RCF surpassed the $100M mark in charitable assets.

As a result our on-going work with donors of already-established funds, such as the Bee and Frank Ackard Memorial Scholarship Fund, we are continuing to build the endowment.

With the gift of another generous donor, MT Business Technologies, the Richland County Foundation will have the opportunity to act as a change agent through the relocation of its offices at 181 South Main Street address – the gateway to the southern entry to the City of Mansfield.

Cultivating Donors Over the course of a year, Foundation staff and members of the family of a well-known family foundation discussed the process of converting the assets of the Fran and Warren Rupp Foundation into the Fran and Warren Rupp Fund of Richland County Foundation. The Richland County Foundation’s 68-year history of integrity, its reputation for prudent financial management and recognition for informed grant making were deemed paramount as the family decided to move ahead. The Fran and Warren Rupp Fund catapulted our Richland County Foundation to the standing of 118th position of the over 700 community foundations in the United States and into 8th position of the 94 community foundations in the State of Ohio. This gift symbolizes the trust and confidence that the RCF epitomizes and will further expand the good work we already do. “This is the single largest gift to the Richland County Foundation bringing the asset base to over $100M and will increase the impact of philanthropy in our community,” stated Michael Bennett, Chair of the Board of Trustees. In Memorial—Douglas C. Freer Doug Freer will forever be recognized as a man of strong principles and high integrity. He brought those qualities to work with him every day of the over 18 years that he served as Vice-President of Finance and Operations at Richland County Foundation. His dedication to the values and goals of the Foundation were apparent in his humble and capable approach to the details of his job and to assisting his colleagues in serving donors and grantees alike. On the job he was organized, thorough, detailed and kind, always speaking highly of his fellow staff. Rising to any occasion, he offered steady and effective leadership. He played an important role in assisting in the process to bring the Fran and Warren Rupp Foundation back to Richland County and in the analysis of the permanent home for the Richland County Foundation in the William Ritter House. To those who shared his day, Doug was more than a fellow staff member, he was the kind of person everyone trusted, someone to be depended upon - always. His passing was unexpected and too soon. Douglas C. Freer truly upheld the principle for which the Richland County Foundation is known – For good. For ever.

5 Partnering Donor Funds and Unrestricted Funds For Community Projects…

Third Street Family Health Services – Crisis Averted

Due to an outdated and over-used computer system, Third Street Family Health Services faced a potential crisis – a computer meltdown that threatened to shut down services to thousands of dental clients, both children and adults.

Grants from two individual donors of advised funds at the Richland County Foundation joined forces with the Foundation’s unrestricted funds, avoiding the massive shutdown. This combination of funding fully covered the expense of replacing the entire hardware and software systems and replaced the necessary number of sensors to allow the dental clinic to resume in full capacity the thirteen operatories without interruption of services.

The Armored Vehicle Collection, open for public viewing in mid-May, will be displayed by country of origin and time period. Each vehicle will be individually signed with its own engraved nameplate.

Tom Weekley’s Armored Vehicle Collection This collection represents a comprehensive history of armored vehicles from WWI through Desert Storm. So authentic is the workmanship and detailing of this model collection, that the dirt on the tanks was imported from its country of origin. Mr. Weekley special ordered it! 6 For good. For ever.®

2012 Annual Report Partnering Donor Advised Funds with Unrestricted Funds…

Partnership Leverages State Dollars to replace North Lake Park Pedestrian Bridge

When the City of Mansfield approached Richland County Foundation with an opportunity to leverage $100,000 from the Ohio Department of Transportation for the replacement of the pedestrian bridge at North Lake Park, the Foundation listened, and shared the information with an interested donor.

The Bridge, which serves as the northern most entry to the B&O Bike Trail is more importantly the main pathway to school for over 80 middle and high school students at Mansfield Senior High School. Without replacement of the bridge this vital thoroughfare would be eliminated.

With the help of one donor through the advised fund at the Foundation, with unrestricted funds approved by the Board of Trustees, and dollars from the State of Ohio the project is on track for completion in the summer, 2013.

Museum to Display Armored Vehicle Collection

When Tom Weekley sold his long-time home in Butler, he didn’t know what to do with his prized collection of model armored vehicles. A fellow member of the Model Club, and docent at the Soldiers and Sailors Museum asked Scott Schaut, the museum curator, if he was interested. Schaut agreed to house the collection, not realizing that over a 37-year period, Mr. Weekley had built 648 models. A library archive reference was included with the collection so the models will displayed much the same as the Air National Guard display. The newly remodeled room will open for display in mid-May. Scott Schaut explains that the grants from RCF – both donor advised funds and from the community funds- have made it possible to build this beautiful display case. 7 Agencies as the Donor— Establishing Agency Funds…

Mansfield Cancer Foundation Endowment

Through the Mansfield Cancer Foundation Endowment Fund at Richland County Foundation, the Mansfield Cancer Foundation (MCF) which started in 1947 continues to offer services today. Its mission is simply to financially assist cancer patients living in Richland County. The mission has evolved over the years to include screening for early detection. As the endowment grows, the income grows with the annual distribution from the Fund allowing the Mansfield Cancer Foundation to continue to carry out their mission.

In addition to the screenings MCF will cover prescription costs, nutritional supplement costs, transportation (gas money) to get to Columbus or Cleveland for treatment and other expenses that the client needs and cannot receive from Pictured above: Patti Kastelic, Director of the any other service. Anyone with a passion for a cause can contribute to already existing funds at the Richland County Foundation. 2012 Annual Report Matching Donors with Community Needs Through the “Community Endowment”…

Through the far-sighted vision of donors who leave an unrestricted gift, our Board of Trustees has the flexibility to award grants for emerging needs or new opportunities.

Grant Leverages State Funding

The City of Mansfield was presented with just such a new opportunity: The State of Ohio, through the Attorney General’s “Moving Ohio Forward Grant,” presented the City the chance to draw down over $740,000 for reducing blighted areas in Mansfield and Richland County, with a local match. Richland County Foundation answered the challenge with a $50,000 grant in September.

The “Moving Ohio Forward Grant” is a reimbursement type grant, meaning that the City will not receive dollars to pay contractors until the work is completed – probably 60-90 days after the fact. The Richland County Foundation grant “primed the pump” to get the process started so that local contractors will be paid in a timely manner and be able to continue the demolition process while awaiting the funds to come in from the State.

On February 4, 2013 the State of Ohio’s Attorney General, Michael DeWine made it a priority to pick up a sledge hammer along with Mayor Tim Theaker, State Representative Mark Romanchuk, Richland County Foundation President Brady Groves and others to symbolically demolish the first house set for demolition around “Moving Ohio Forward Grant” dollars.

Angels on Wheels

The dedicated band of angels at the Butler Senior Citizen Nutrition Center prepares and delivers fresh hot meals to the elderly living in the Bellville and Butler areas. Every week of the year, Monday – Friday, these ladies load up the two vans - one paid for in part through a grant from RCF – and travel in tandem to deliver 32 meals each day over 34 miles in the Bellville area and 28 meals per day in the Butler area.

2012 The Connections Fund was launched by a bold group of young professionals Connections willing to take a risk to make a difference. The Connections Fund of Richland Grants County Foundation was established in 2004 and began awarding grants to nonprofit organizations in the community in 2005. Become a Donor—Later…

Bequests

A bequest through a donor’s will or trust may help to reduce the amount of the estate tax to be paid and at the same time permanently support your community. Charitable Gift Annuities (CGAs)

CGAs offer the donor a secure income while providing an immediate tax deduction for a portion of the gift. Charitable Lead Trusts

Charitable Lead Trusts may allow a donor to transfer appreciating assets to family members tax-free while making gifts to the Richland County Foundation in the interim. Charitable Remainder Trusts

Charitable Remainder Trusts pay the donor an income for life while offering an immediate tax deduction for a portion of the gift. Life Insurance

By naming the foundation as the beneficiary a donor can make a significant charitable impact at a minimal cost to the donor. By donating an existing policy, a donor can take an immediate tax deduction that is equal to the policy’s cash value. Retirement Plans

By naming the Richland County Foundation as the beneficiary of the donor’s retirement plan, he/she can avoid taxes, leave more money to the family members and preserve the assets to do good work in the community forever. If the donor is aged 70 ½ or older, he/she can donate up to $100,000 of their IRA to the Foundation without first counting it as income.

Donors may create a lasting legacy by making a gift through their estate plans, through a qualified retirement plan or IRA, through an insurance policy, remainder trust, Charitable Gift Annuity, or through some other planned gift.
