The city and county take their names from the Peorias, one of the most populous natives of the area. The Peorias were a peaceable and tractable people; many were converted to the Christian Faith by the French Missionaries of the day. The first Europeans to see the Peoria region were Louis Jolliet and Missionary Pere Jacques Marquette in the summer of 1673 during their expedition along the Wisconsin, Mississippi & Illinois Rivers. By 1691, the French settled in Peoria, making it the first European settlement in Illinois. Little changed over the next 100 plus years, even after the British regime in Illinois, which began in 1765 and ended with the conquest of George Rogers Clark in 1778. However, the French continued to hunt and trap game in the area. The first official residents of the area were Abner Eads, Josiah Fulton and five other persons who came from southern Illinois. Peoria County was established by an act of the state legislature on January 13, 1825. For the first several years, Peoria County extended all the way northeast to include what is now the City of Chicago. On March 8, 1825, the first county commissioners officially named the City of Peoria as the county seat. The first courthouse was a 20' X 20' log cabin that was rented by the county for a dollar per day. The current L-Shaped building was constructed at a cost of $4 million dollars and was dedicated by Lady Bird Johnson on September 22, 1965. Today the Peoria economy is very diverse. Probably the first major industry in Peoria was the manufacturing of agricultural implements, starting in 1837 with Tobey and Anderson Metal Plow. By 1909, Mr. Murray Baker helped to attract Pliny Holt to Peoria for the purpose of opening a tractor plant in the area. Thanks to Mr. Baker's efforts, the Holt's Tractor Company, later known as Caterpillar, became the area's largest employer and one of the nation's largest exporters. The world's firsts in Peoria are: In 1889 the Keystone Steel & Wire Company in Peoria County produced the first woven wire fence in the world; in 1941 the U.S. Agricultural Laboratory at Peoria developed a way to mass produce penicillin; and in 1892 Charles Duryea, a tinker and cycle maker, built the first gasoline-powered automobile in Peoria. Abraham Lincoln visited Peoria on seventeen different occasions. During Lincoln's "Great Debate" with Stephen A. Douglas in 1854, Lincoln's speech helped to establish his career and is considered a landmark regarding the issue of slavery. This great event is honored by a statue of Lincoln on the Main Street & Jefferson Street corner of the Peoria County Courthouse. In 1899 President 2 BRIEF HISTORY OF PEORIA COUNTY (Continued) William McKinley became the first sitting U.S. President to visit Peoria by attending the dedication of the Soldiers & Sailors Monument on the courthouse plaza. By the late 1980's, the need for an expansion of the current courthouse was addressed with an addition for the courts and Circuit Clerk's Office that nearly doubled the square footage of the courthouse. This addition was completed in 1990 and included 9 additional courtrooms, bringing the total to 14 courtrooms and offices for the circuit court clerk, court administration and probation. Today Peoria County has twenty townships, four cities and eleven villages. Peoria County covers an area of 629 square miles and has an estimated market value of real estate, excluding tax-exempt property, totaling over ten billion dollars. Peoria County's population totals 184,000. Finally, a visitor to Peoria cannot help but appreciate the scenic view from the bluffs along the Illinois River to the downtown city skyline. The county has been blessed with many assets. No wonder that in 1910, President Theodore Roosevelt, riding along Grandview Drive, called it "The World's Most Beautiful Drive". The Commission’s board is comprised of twelve legislators-split evenly between the House and Senate and between Democrats and Republicans. The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of analysts and researchers who analyze policy proposals, legislation, state revenues & expenditures, and benefit programs, and who provide research services to members and staff of the General Assembly. The Commission’s Revenue and Pension Units annually publish a number of statutorily mandated reports as well as on-demand reports in regard to Illinois’ financial and economic condition, the annual operating and capital budgets, public employee retirement systems, and other policy issues.

    Governor’s Rural Affairs Council (Executive Order 11-04) 2020 Annual Report Chaired by Illinois Lieutenant Governor Juliana Stratton Governor’s Rural Affairs Council Letter from Lieutenant Governor Juliana Stratton In my time as Lieutenant Governor, one of my greatest responsibilities and privileges has been championing the voices of Illinoisans. I have always believed the only path to enact real and sustainable change is one rooted in a pursuit of equity. Chairing the Governor’s Rural Affairs Council, and working on this report, was a charge I met with this in mind. But above all else, it was crucial that I took the time to listen and learn. Doing this gave me insight that I, growing up in the city of Chicago, may not have previously had. The well-being of each of our communities is tied to that of the others. Rural Illinois, in many ways, serves as the backbone for its suburban and urban counterparts. Agriculture and manufacturing jobs are at the root of the state’s economy, sustaining our growth and the livelihood of communities throughout Illinois. Illinoisans are also connected by the challenges they face, such as a need for better healthcare. The opioid crisis severely harms communities both rural and urban, with devastating impacts on families across the state. It is abundantly clear to me, now more than ever, that the concerns of rural Illinois are deeply entwined with the concerns of our state as a whole. What we must also remember is that the statistics and trends we have compiled in this report represent real people.

    22 | 2021-2022 ILLINOIS BLUE BOOK JULIANA STRATTON Lieutenant Governor Juliana Stratton (Democrat) is excited to serve Illinois as the state’s 48th Lieutenant Governor. As the first African American to hold this office, she is passionate about equity and putting passion into government policy making. In this role, her portfolio includes lead- ing the Justice, Equity, and Opportunity Initiative, and chairing the Illinois Council on Women and Girls, the Governor’s Rural Affairs Council, the Military Economic Development Council, the Rivers of Illinois Coordinating Council, and the Restore, Reinvest and Renew (R3) Board. She also co-chairs the Governor’s Opioid Overdose Prevention and Recovery Steering Committee. Stratton currently serves as treasurer on the Executive Committee of the National Lieutenant Governors Association. Previously, she represented the 5th District in the Illinois House of Representatives. Her first elected office was serving as Parent Representative and, subsequently, chair of the Kenwood Academy Local School Council. Lieutenant Governor Stratton’s entire career has focused on bringing people together, building consensus and solving problems. She started her own consulting firm focused on alternative dispute resolution and served as a mediator, arbitrator and administrative law judge for several government agencies. Stratton previously served as director of the Center for Public Safety and Justice at the University of Illinois at Chicago, as executive director of the Cook County Justice Advisory Council, and as a deputy hearing commissioner for the City of Chicago Department of Business Affairs and Consumer Protection — each of these positions held the common focus of improving public safety and building stronger communities.

    ALABAMA Lt. Governor Will Ainsworth Lieutenant Governor Will Ainsworth is a father, husband, and small business owner from Marshall County. Prior to entering public service, he worked as a youth pastor at Albertville’s Grace Fellowship Church and was a co-founder of Dream Ranch, one of the most recognized hunting and fishing lodges in the United States. He currently operates the annual Tennessee Valley Hunting and Fishing Expo, which draws more than 20,000 attendees each year. In 2014, Lt. Gov. Ainsworth felt the call to serve his community through elected office and won a seat in the Alabama House of Representatives, where he was a champion of public education, farming, and family values issues. Keeping a self-imposed legislative term limit promise, Ainsworth declared his candidacy for lieutenant governor in 2018 and received the most votes of any candidate for constitutional office on the general election ballot. Ainsworth, who is committed to providing quality public education to Alabama’s schoolchildren, is a strong supporter of the state’s nationally-recognized “First Class” prekindergarten program, which provides young learners with the skills and foundational knowledge necessary to excel in their K – 12 education. Focusing his efforts as lieutenant governor on improving workforce development so that Alabamians may fill and retain long-lasting, well-paying, 21st Century jobs, he also works to promote policies that allow both new and existing industries to expand in Alabama. Ainsworth was elected as national chairman of the Aerospace States Association and is a member of the Alabama Workforce Council. He also heads the Lieutenant Governor’s Small Business Commission and the Lieutenant Governor’s Commission on a 21st Century Workforce.
