The first question you ask on your submission form:

ROAD MAINTENANCE - page 13

I find this question very difficult to answer the reason being that there is not enough information. Why are options for these particular 24 “roads” separated out of the budgets for Roading and Roading Maintenance and made into a separate individual rate? What is the total Roading Budget for Maintenance? You need to identify where these 24 roads are located. Where they originally private roads that were vested into TCDC? Where they roads included in a development plan? How many properties do they service?

All of these questions have a bearing on the answer

If a choice is to be made at this time it would be the “structure only policy”

Your options go from nearly 4 million to nearly 17 million, a lot of money for 24 roads.

I have no doubt that Council takes roading as one of its core responsibilities maintaining roadways and the flow of traffic around the Coromandel. To replace the majority of the ONE WAY BRIDGES and or repair the main artery roads is probably the biggest budget item you face.

The only road to Ferry Landing, being an example, it is in a crisis state of being totally gone, it needs a solution now, yet it doesn’t appear in this 10 year plan.

You are building parking lots at and , 1000 or more spaces? they ALL have to transverse, twice, the Delmaney One Way Bridge, and that is just the tourists. The slightest weather change or king tide, it floods. It is getting to crisis stage.

Maybe a stop gap measure would be to dredge the stream?

SUB-REGIONAL AQUATIC FACILITY - page 12

I oppose all 3 options

I am not interested in spending 21million on a Sub-Regional Aquatics Facility that includes the Hauraki and the wider area at no cost to them. I would venture to say it would service more people, if it was placed in the Mercury Bay Area as it is the Western seaboard that trains all the life guards and has the fastest growth area on the Coromandel.

Maybe the Council Chambers should be moved to Whitianga, and that huge building and out buildings be utilised into a pool area for Thames along with an Educational Centre. A Culinary Training Facility, A Photography School, A Woodworking School, etc. etc.

The article Stephan Bowman wrote, editor to The Mercury Bay Informer, April 2nd 2018, I believe sums up the opinion of the majority of the people on the Western Sea Board. So the vote is NO

WENTWORTH VALLEY ROAD POTTERY LANE EXTENSION TOTARA VALLEY ROAD SERVICE EXTENSION

ALL roading projects again. Why are they all not listed together under the heading of ROADING? These projects seem to be the same as other areas are talking about...... to relieve congestion, open up an area for development and or commercial for a cycle and walk way path. Cost 3 to 4 million

What is the TOTAL ROADING BUDGET? $656. Or is the maintenance budget? What does this include?

SUBMISSION ADDRESSING MERCURY BAY PROJECTS

SOUTH MERCURY BAY

There are approximately 900 to 1000 permanent residence that live between Whenuekite and Ferry Landing. These communities are Whenuekite, Hot Water Beach, Hahei, Cooks Beach, Flaxmill Bay, Front Beach and Ferry Landing.

The three major issues that we all face, they are: Replacement of Delmaney Bridge, Flaxmill Bay Road repair and the erosion of Cooks Beach. Oh Hahei May think they have a congestion and parking problem, however ALL these little communities do.

DELMANEY BRIDGE

As stated above There are over a million people crossing over the Delmaney Bridge, a year, to reach Hot Water Beach and Cathedral Cove. We all know what happens when there is a “king tide” or a heavy rainfall, people, tourists are trapped until it subsides.

There is nothing addressing the rebuilding of this bridge in the 10 year plan. Maybe you could consider some dredging of the river......

It would also help if the road approaching the bridge from the west, was levelled. It now has a hump in it causing an optical illusion for on coming traffic, who are required to give way. It makes the traffic to appear much farther away, when in fact they are a short distance from the bridge.

This road also needs direction arrows painted on the road. Many tourists coming out of Cooks Beach on the Purangi road, turning towards the hiway end up on the wrong side of the road.

FLAXMILL BAY ROADING

We understand from the presentation made by staff of TCDC, on April 5th, that the Flaxmill Bay Road is now under some immediate study and hopefully some resolution will come before the worst of the winter weather. You state you have allocated $150K to study and consult on Coast Erosion over the next 3 years. Unfortunately “the tide waits for no man” and this piece of roading is an example.

COASTAL EROSION

You state that you are allocating $150K to study and consult on Coastal Erosion over the next three years.There is a massive problem of erosion, on the beach, where the monument to Captain Cook stands, located at the end of Cooks Beach, by the mouth of the Purangi River.

This is the place where he observed the Transit of Mercury, one of the most important sights in New Zealand’s history....and the area where his dairy states he placed the flag in the ground for the crown. It needs attention now, would certainly be an embarrassment if that is not fixed before the celebrations.

Has there been any investigation into how other countries have resolved this problem? Has anybody explored the knowledge that The United States Army Core of Engineers have about this problem.

UNDER DISTRICT TRANSPORTATION

HAHEI LEES ROAD CAR PARK AND IMPROVEMENTS. 139K 19/20. 3.246M 20/21

2/3/2018 A Code of Compliance issued to Ian Carter, dba Hahei Limousine Ltd, a consent to form a car park, walkway/with mountain terrain transport to the Cathedral Cove walkway, meeting up with the track at the top of Mares Leg Bay. This consent also includes a bike trail. It is to be a Recreational/Events and Tourist Facility, privately funded and owned.

Which now begs the question.

As TCDC will no longer be applying for a notifiable Resource Consent to build a car park, or collect any revenue for parking fees, why are ratepayers, through out the District, asked to fund this road? It would appear that if this proceeds you will be setting a precedent for other projects to demand roading to their venue. You still have to pass over the Delmaney Bridge to get to this 3.5 million dollar roading project....

If you take an over all look at this picture, under all these different headings you will see that this Lees Road Car Park, Hahei Car Parks and extensions, walks etc and money spent on consultations and planning it is now topping 7 million. This include the 2 lottery grants of $500K each, with another $330K coming from Trust Waikato. This $7M doesn’t include what has already been spent on other sections of this project.

THE LEES ROAD CAR PARK “WAS THE KEY TO THE GREAT WALK PROJECT” AND AT THE SAME TIME “ REMOVE THE TRAFFIC FROM HAHEI”, a community based demand.

Parking at Hahei and Hot Water Beach will never be resolved until there is a way to control the numbers entering the area. The fact the bus only ran from 10am to 4pm was not long enough hours. There should have been some way to utilise the 50 vacant car parks at the top. One person thought we were under a “terrorist attack” it was so over kill. Maybe the parking should be extended across the whole beach front, maybe they have to give up some of the unused reserve areas. Cooks Beach surrender a reserve area down at the Purangi so boaties could park their boat trailers after launching. Cooks Beach has no beach car park. The problem of parking for the “day trippers”, just going to the beach, is moving now from Hahei beach front to Cooks Beach, where they are parking in the dunes and on the streets. You are moving part of the problem from one beach to another.

UNDER TARGET RATES FOR MERCURY BAY

FLAXMILL BAY FOOT BRIDGE. $134K

This is a much needed foot bridge, as it is quite a dangerous area for pedestrians walking to and from Shakespeare Head lookout. I also believe it is probably part of the “walk project”

UNDER LOCAL ROADS AND PATHWAYS

HAHEI BEACH CAR PARK AND LANDSCAPING. 16K. 19/20. 190K 20/21 What exactly is this for? The front beach parking to install pay and display signs? How many car parks? I hope the locals get to bid on the landscaping, very expensive.

HOT WATER BEACH PARKING IMPROVEMENTS. 116K. 18/19. Probably needed, but once again, how many car parks can you make in such a confined area. You will have to start controlling the numbers, people not having a good experience now, just no room to dig.

UNDER PARKS AND RESERVES

COOKS BEACH HOGGIN PATH. - 10 YEARS 1 Million. Who dreamt up this idea? certainly no consultation with the Cooks Beach Community. Already have a Hoggin Pathway from Ferry Landing, around to Cooks Beach which is so overgrown it is down to single file and an absolute disgrace. Answer. Is a definite NO. Walk along the beautiful beach. Was this part of the “walk project” as well?

PURANGI UPPER HARBOUR WALK. First,it is not a Harbour it is a river and a very significant one at that. This is where Captain Cook spent 12 days, at the mouth of the Purangi. Observed and recorded the Transient of Mercury, and his diary states it is where he place the flag for the Crown. I do not believe that this will every be allowed to happen and believe this item should be removed from the schedule. It is, also, I assume part of the “Great Walk Scheme”. The vote is NO

HAHEI VILLAGE CAR PARK EXTENSION. 21K. 18/19. 172K 19/20. 77K 25/26. 432K. 26/27 There is already a car park there, on the redundant stormwater ponds of the sewage system. How many car parks does it have now and at what cost? That is a total of $702K on one car park for one Community. How many car spaces now? when you say you are building a 500 car park at the end of Lees Road. How many cars are you planning on parking? How many people are you going to allow into the Cathedral Cove area?

What will be the total spaces for parking in Hahei: Hahei Beach Car Park? Hahei Village Car Park? Top of Grange Road Car Park?

It would now appear that there needs to be a complete revaluation of this entire “ Walk Project”, including the cost breakdown and business plan. An open discussion with all the Communities involved, not just Hahei. This project impacts on the whole of South Mercury Bay. Where is the costing, business plan and the Resource Consent required for a TCDC built car park at the end of Lees Road.

I would also like to make a comment regarding “walking tracks”. After 13 years residing in Hahei and now 7 in Cooks Beach, all my guests only want to know, “the easiest way to Cathedral Cove and Hot Water Beach”. They DO NOT want to walk anywhere. I think The Water Taxi figures should help you with that statement.

I have just read all the questions The Hahei Beach Ratepayers requested answers to, before an additional special meeting, with the Deputy Mayor. All communities should have been invited?

These answers, prepared by TCDC staff, certainly answered a great number of questions I have asked in my submission. However this was not made available to all of South Mercury Bay communities, so I will leave my questions in place.

I do believe that there has been a much bigger effort to consult with the Communities for the 2018-2028 Long Term Plan and it certainly has been more “transparent” than in the past. It is a massive undertaking for such a diverse district.

As Einstein said “ not everything that counts can be counted and not everything counted really counts”
