The constitution vests legislative authority in the unicameral Assembly (parliament), which elects both the prime minister and the president. The prime minister heads the government, while the president has limited executive power. In June 2009 the country held parliamentary elections, which the Organization for Security and Cooperation in Europe (OSCE) Office for Democratic Institutions and Human Rights (ODIHR) described as marking progress over past elections, but not fully realizing OSCE commitments. While the opposition Socialist Party (SP) voted to certify the elections as legal and final, it began a boycott of the parliament in September 2009, calling for an investigation into alleged electoral fraud. The boycott continued at year's end. Security forces reported to civilian authorities. There were reports that police severely beat and mistreated suspects during interrogation and detention. Some cases of physical mistreatment were reported in prisons. Police corruption and impunity persisted. Government corruption remained a serious and unresolved problem. Discrimination against women, children, homosexual persons, and minorities were problems. Trafficking in persons also remained a problem. The Italian diplomacy policies regarding the problems caused by the confrontation of the illegal immigration phenomenon will be analyzed. This research intends to provide an overview of the political and social relations between the two countries. The problem is analyzed through a bibliographic search, treating the issues in a historical and political framework. The scientific contributions on the issue under consideration are mainly the Italian legislation, archival resources taken from the Ministry of Foreign Affairs archives, reports and strategies drawn up by the Italian government, in order to avoid social and economic problems. The study method used is qualitative. This author’s interest relates to the conviction that Italy has played an important role in confronting the Albanian emigrants even though most of the time it appears without a concrete plan and at the same time contradictory. While writing this paper we will review all factors and consequences that were derived in this phenomenon. Brunilda Duriçi Municipality of Bulqize Abstract Political transition of Albania is a phenomenon that started since the death of Enver Hoxha, the dictator of communist regime in Albania. A> er the death of Enver Hoxha on 11 April 1985, Ramiz Alia was appointed as his successor, who for 40 years had been at Enver Hoxha’s side as his most trusted man. He succeeded Hoxha for nearly 6 years believing that he would maintain the communist system. Ramiz Alia came on duty as the head of the Albanian state when the economic situation was very precarious. Political and economic legacy le by Hoxha was almost miserable. The country had the severest political system throughout the communist bloc. In a political point of view, the country’s new leader was elected precisely to continue the political legacy of former leader Hoxha. Ramiz Alia was forced to take immediate measures to change the degraded situation. He undertook several reforms to improve the situation in the country. Among other things, Alia expressed the equality of Albanian citizens, freedoms and human rights. Events were passing each other, marking a great historical importance. Among other things, Alia approved the political pluralism giving way to signifi cant social changes. Echoes of these events and the positive developments in the country do not remain outside the a ention of internationals. The arrival of political pluralism and the establishment of democratic party, the fi rst opposition party in the country and other political entities exposed the European dream of Albanians. -

The enormous new Orthodox church currently under construction in the centre of the city dwarfs all surrounding buildings and gives the impression that Orthodoxy is by far the largest representative religion, there being another fair sized Orthodox church nearby. In contrast, the Roman Catholic cathedral also in the city centre looks small by comparison, and unlike some other Albanian cities, Tirana does not have a large mosque, only several small mosques dotted throughout the city. -

The existence of political parties is vital for the functioning of democracy. Political parties remain the cornerstone of the systems of government, and without their presence and operation, it is impossible to talk about the system and democratic institutions. Governance in a democracy means to and through political parties. Political parties and competition between them create the political system. Political parties constitute the central object of political sciences and they are almost always the main protagonists in the political systems. They undoubtedly represent the political power and the motor of parliamentarianism. Through the parliamentary action, the political parties build and operate the entire state structure of a state, regarding the functioning of parliament, the government, the head of state, to the local government bodies and other political institutions. Political parties are the socially dynamic forces representing one of the most significant achievements of democracy. This is well-argued with their very central role and crucial importance of the parties. Keywords: political party, political system, pluralism, inner democracy. Introduction Politics is considered an organized process of living together in a society. In terms of democracy, every citizen can participate in this process through a free access to information, which deal with political issues, through the construction of expectations, proposals or requests, without fear of repression, through voting in elections, through an active engagement of civil society or political party or through democratic election candidacy. -
