On one side, antisemitism appears as a pressing contemporary problem, intimately connected to an intensification of hostility to Israel. Opposing accounts downplay the fact of antisemitism and tend to treat the charge as an instrumental attempt to de-legitimize criticism of Israel. I address the central relationship both conceptually and through a number of empirical case studies which lie in the disputed territory between criticism and demonization. The paper focuses on current debates in the British public sphere and in particular on the campaign to boycott Israeli academia. Sociologically the paper seeks to develop a cosmopolitan framework to confront the methodological nationalism of both Zionism and anti-Zionism. It does not assume that exaggerated hostility to Israel is caused by underlying antisemitism but it explores the possibility that antisemitism may be an effect even of some antiracist forms of anti- Zionism. -

EXECUTIVE SUMMARY HISTORICAL FINDINGS AND RECOMMENDATIONS HISTORICAL FINDINGS Statement of Fact and Responsibility The Holocaust was the state-sponsored systematic persecution and annihilation of European Jewry by Nazi Germany, its allies, and collaborators between 1933 and 1945. Not only Jews were victimized during this period. Persecution and mass arrests were perpetrated against ethnic groups such as Sinti and Roma, people with disabilities, political opponents, homosexuals, and others. A significant percentage of the Romanian Jewish community was destroyed during World War II. Systematic killing and deportation were perpetrated against the Jews of Bessarabia, Bukovina, and Dorohoi County. Transnistria, the part of occupied Ukraine under Romanian administration, served Romania as a giant killing field for Jews. The Commission concludes, together with the large majority of bona fide researchers in this field, that the Romanian authorities were the main perpetrators of this Holocaust, in both its planning and implementation. This encompasses the systematic deportation and extermination of nearly all the Jews of Bessarabia and Bukovina as well some Jews from other parts of Romania to Transnistria, the mass killings of Romanian and local Jews in Transnistria, the massive execution of Jews during the Iasi pogrom; the systematic discrimination and degradation applied to Romanian Jews during the Antonescu administration—including the expropriation of assets, dismissal from jobs, the forced evacuation from rural areas and concentration in district capitals and camps, and the massive utilization of Jews as forced laborers under the same administration. Jews were degraded solely on account of their Jewish origin, losing the protection of the state and becoming its victims. A portion of the Roma population of Romania was also subjected to deportation and death in Transnistria. -

The paper was written by two self-described foreign-policy “realists,” Professor Stephen Walt and Professor John Mearsheimer.3 It asserts that the Israel “Lobby” – a cabal whose “core” is “American Jews” – has a “stranglehold” on mainstream American media, think tanks, academia, and the government.4 The Lobby is led by the American-Israel Public Affairs Committee (“AIPAC”), which the authors characterize as a “de facto agent of a foreign government” that places the interests of that government ahead of the interests of the United States.5 Jewish political contributors use Jewish “money” to blackmail government officials, while “Jewish philanthropists” influence and “police” academic programs and shape public opinion.6 Jewish “congressional staffers” exploit their roles and betray the trust of their bosses by 1 Article citations reference John J. -

ZVI GITELMAN Reconstructing Jewish Communities and Jewish Identities in Post- Communist East Central Europe The communist era left the Jews of East Central Europe with a varied legacy, but what they have had in common since 1990 is the ability to choose whether and how to identify as Jews and to reconstruct public Jewish life. They do not do so in isolation, but are influenced both by the societies and states in which they live and by world Jewry and Israel. Ultimately, the choices are theirs, but they are shaped by these external actors. The major issues to be resolved are the nature of Jewish identity and its meaning; how to relate to the post- communist states, their neighbors, world Jewry and the State of Israel; how to deal with the communist past and those who shaped public Jewish life in that period; the restitution of public and private Jewish properties; and the seemingly perennial issue of anti-Semitism. In the course of half a century (1939–1989) the great majority of Jews in East Central Europe were murdered, and the majority of those who survived were deprived of their Judaism and Jewishness. Unlike the Nazis, the communists did not try to destroy Jews, but their policies of official atheism and forced acculturation seriously eroded Judaism and Jewish identity, though the latter was kept alive in most East Central European societies by social and governmental anti-Semitism. Unlike the Soviet state, communist states in Eastern Europe did not identify Jews officially as such on their internal passports, but they kept records which allowed them to identify Jews. -

“The Israel Lobby” John Mearsheimer, Stephen Walt 1 For the past several decades, and especially since the Six-Day War in 1967, the centrepiece of US Middle Eastern policy has been its relationship with Israel. The combination of unwavering support for Israel and the related effort to spread ‘demo- cracy’ throughout the region has inflamed Arab and Islamic opinion and jeopardised not only US security but that of much of the rest of the world. This situation has no equal in American political history. Why has the US been willing to set aside its own security and that of many of its allies in order to advance the interests of another state? One might assume that the bond between the two countries was based on shared strategic interests or compelling moral imperatives, but neither explanation can account for the remarkable level of material and diplomatic support that the US provides. Instead, the thrust of US policy in the region derives almost entirely from domestic politics, and especially the activities of the ‘Israel Lobby’. Other special- interest groups have managed to skew foreign policy, but no lobby has managed to divert it as far from what the national interest would suggest, while simultaneously convincing Americans that US interests and those of the other country – in this case, Israel – are essentially identical. Since the October War in 1973, Washington has provided Israel with a level of sup- port dwarfing that given to any other state. It has been the largest annual recipient of direct economic and military assistance since 1976, and is the largest recipient in total since World War Two, to the tune of well over $140 billion (in 2004 dollars). -

Operated by Islamic Republic of Iran Broadcasting (IRIB), a significant amount of Press TV programing provides a platform for American anti-Semites, conspiracy theorists and Holocaust deniers, who help amplify the Iranian regime's hateful messages. The station not only misleadingly presents these hatemongers as serious and credible “experts” or “analysts” on international economic and political issues, but also enables their bigoted perspectives to reach a significant new audience. Launched in 2007 and based in Tehran, the station is Press TV’s reporting on the 2015 shootings in Paris at Charlie Hebdo broadcast in North America, Europe, the Middle East, and a kosher market Asia and parts of Africa and Latin America via a number of satellite television providers. In addition to promoting classic anti-Semitic myths of global Jewish domination, Press TV presents a pervasively negative perspective on Western society, emphasizing what it views as the West's imperialism, faltering economies, lack of justice, political corruption and racial and class divisions. Its programs, interviews, and articles are available on the network's website and further distributed through social media, including on Facebook and Twitter.
