1. CALL TO ORDER. Treasurer Stewart King called the meeting to order at12:07 pm. President Russ Sheldon and Vice President Cindy Korstad not attending.

3. PRESENTATION.

SOLAR CITY - Buy the benefits of Solar, not the hassle, and take advantage of tax credits for your business or home. Presented by Scott Hutchins, Senior Energy Consultant.

Tesla and Space X are sister companies to Solar City. They are the only company that has solar at no cost.

Solar City pays for the whole thing. Resident pays nothing. They are responsible for the roof and system for the next two or three decades. They are the only company that says there is no lien or loan.

Solar City makes money from the 9 cents per kwh. PGE charges 11.2, with a 1% escalator. Solar power will allow you to control energy costs. Net metering – whatever power you don’t use, PGE gives back in a credit. Oregon is the only state providing tax credits. The $6,000 residential tax credit goes away in 2018.

Solar City has a referral program: $250 for each referral.

David Wild asked about outfitting an RV with solar. Solar City doesn’t have anything for that. He asked, does the state offer anything for tax credit for RV’s? Scott Hutchins said there is a tax incentive. You would need to go to an RV place to learn more.

We are trying to help people get away from dependency of coal. 28 different states, but in Oregon they are allowed to be in PGE, Salem, and Pacific Power. The utility grid must allow it. It takes 10 years for Solar City to make a profit off of a house.

Most other companies only give a 10-year warranty on the product while Solar City gives a 30- year warranty.

Tony Spiering asked how it compares with PGE. PGE charges 11.2 cents per kwh, based on the three service charges on the bill. Solar City is 9 cents. Whatever you don’t use, PGE buys back from you.

Even if the house looks good, it depends on the house structure in the attic. They also run into problems like trees. No cons to the program, none.

Tony asked how long the state will provide tax credits. Scott Hutchins said about 2018. Once you get into the program, you are guaranteed four years of state tax credit even if the program goes away. David Wild said the tax credit is $1500/year for four years.

Anapreet Kaur Gill asked if solar panels are connected to battery. Tesla has now provided batteries for when power goes out.

David Wild asked what type of solar technology is used. Scott Hutchins said right now they buy from 25 different countries and the engineers will provide what is needed. In the future, all of the technology will be coming from Buffalo, New York.

David Wild asked about when technology becomes more efficient. Will the panels be switched? Solar City reserves the right to change the panels. They will update if it needs to be done. After 20 years you can get the brand new technology.

Michelle Thomas asked what happens after 20 years. Solar City checks with you in 20 years, and you can extend 10 years. After 30 years the homeowner can decide to keep the equipment or have it taken off the roof. There is no house insurance increase for the homeowner. Solar City puts an insurance policy on the house.

Jon Thomas asked about the efficiency decrease over the years. Scott Hutchins said when it’s on your roof, it will perform the way Solar City says. Jon Thomas asked how they measure the productivity. Solar City has alarms in their office, and they are accessible to the homeowner in 30 minutes. If it’s not working, no one is making money. When the system goes down, we want to get on it.

David Wild asked if it is a contract agreement. The contract is for 20 years. There is a $75/mo charge to the homeowner only when tax credits are in effect. The tax credit follows the homeowner. They have master agreements with builders who will get paid.

Solar City investors get the federal tax credit. Michelle Thomas asked if their base is in Portland. Solar City office is by the airport. The main headquarters is San Mateo and second in Las Vegas.

Stewart King asked him to explain the major issues. Scott Hutchins said most homes in the 1980’s or before can be 50/50. The weight to the roof has to be checked to support the system. Sometimes Solar City will pay to reinforce the roof. Trees are an issue and the roof has to have 10 years left. Solar City will do a roof report.

Solar City will do large businesses in Oregon like Intel, but they need 70,000 sf or more on a business. They need 400 sq ft on a house, facing south.

Every person attending received a raffle ticket for the drawing. Anapreet Kaur Gill was the first ticket drawn and she could only use two tickets. Jon Thomas was the second winner of the remaining two tickets.

The Rice Northwest Museum of Rocks and Minerals is having their biggest event of the year. The 2015 Summer Festival is Saturday, August 1st and Sunday, August 2nd, 10:00 am to 5:00 pm. Detour to the Rise Museum: Groveland Drive was cut off from entry at Helvetia Road when construction began on the overpass. ODOT has started to reconnect Groveland Drive and Helvetia Road, but access will not happen for at least three months since a culvert will be replaced under Helvetia. Best directions: Highway 26 to Jackson School Road Exit #56. North on Jackson School Road to stop sign. Continue west on West Union turning right onto Groveland Road. Groveland Rd dead-ends into Groveland Drive. Turn right. Museum is on the right at the end of Groveland Drive.

Tony Montes announced that St. Edward Cemetery, just north of North Plains, is building a Columbarium for cremated remains. The first section will have 40 units and available by end of October. Chief Jim Stearns announced that the Fire District will soon be sending a message to Kick Off the PulsePoint Program. This is new phone app for people trained in CPR. The 911 dispatch system immediately alerts CPR-trained bystanders (within an 1/8-mile radius) about a nearby Sudden Cardiac Arrest event through the free PulsePoint Respond mobile app, and lets them know the location of the closest AED.

9. OLD BUSINESS. a. Final Report - Fourth of July Sponsorship Committee.

Cindy Hirst said the report in the packet is as of today before a meeting with Stewart King to verify the income and expenditures.

Total Cash Income is $7,175 and In-Kind Income is $6,280. Total Income is $13,455.

Expenses highlighted in green are in-kind expenses. The Committee wanted to capture all of the costs. The Wild West Celebration did not have any advertising planned, so the Fireworks Sponsorship Committee included the Celebration with the Fireworks advertising. The radio and print advertising costs were $2,005. We ended up getting double the radio exposure. The initial agreement was for 60 30-second commercials and KUIK gave us 60 60-second commercials plus two telephone interviews with the Mayor.

We were three members short of meeting the JT Roth Challenge as of July 4th, leaving $1,500 on the table.

The City will have to pay about $5,000 in addition to the $2,500 deposit.

The in-kind income at the top matches the in-kind expenses.

Tony Spiering said nobody likes to see red, but this is good for three months of work. Cindy Hirst said that initially the Committee focused on the money to pay for the fireworks and they ended up including all of the advertising, flyers, etc.

David Wild said it was actually less than three months because the project was on hold until the City made the decision to go forward. The city will need to make a decision early. One of the issues encountered with sponsors is that they put their budgets together before the end of the calendar year. Blake Boyles said he would be more involved this next year.

Chief Stearns said the launch site is not a great site for years like this year. They had some excitement that night with about 10 starts which were small. They had an engine at the launch site, a borrowed engine from Hillsboro at Highland Court and an engine at the Polygon development. The first engine got overwhelmed and the second engine was moved on site. They used a thermal-imaging camera after the show and they didn’t find any problems. They went back the next morning and found several hot spots. Unfortunately they had to cut the lock on the chain, but they did find there was some

damage to a loader and the additional hot spots. The potential exists for a major problem with the site at Recology. There isn’t any other location in North Plains that would work. He said they are glad they did go forward.

Cindy Hirst said she had stopped two of the trucks that night to thank them for working, but missed the other truck. She asked the Chief to pass along ‘thanks’ to them.

Jon Thomas said there was minor damage to the loader. A spark must have dropped onto the accumulation of debris on the arm and burned.

Cindy Hirst asked Jesse Baker from the Police Department how things were for them. He said that there were three cars on and there were no problems. Traffic was heavy when people left, but nothing major.

b. 4th of July Visitor Center.

Cindy Hirst said she was very grateful for the volunteers staying in the 90 degree weather. They had about 250 people stopping by and almost all of the give-away items were gone.

July 1st is the new year for the visitor center count, so we have only 750 to go.

10. NEW BUSINESS. a. Elephant Garlic Festival Visitor Center.

Cindy Hirst said this is the same type of tent that was at the 4th of July. She will be seeking volunteers over the three days for an hour or two any of the days. The tent will be outside the Jessie Mays building this year.

Blake Boyles asked how many events we need to attend. Cindy Hirst explained that in the year we have to have at least 1,000 visitors through the visitor center. We don’t plan to do any other events this year, but may do the Chili Cook-off.

11. REPORT FROM THE CITY.

There were 15 building permits in the last 30 days. JT Roth and a few on Sunset Ridge, plus infill on the small developments.

Discussed at the last Council meeting was one of the City goals-to beautify the downtown area. The City has talked with Van Dyke’s about their buildings on Commercial Street, and they are amenable to doing a mural on the corrugated buildings. There is a subcommittee meeting on July 22nd. One person from each civic group will be attending.

The City had asked Woofner Architects to look at the Commercial Street and Glencoe Road intersection makeover, and they backed off because it was out of their scope of work. The City

need to go back to the drawing board and find someone who is willing to come up with a concept.

Michelle Thomas said there are grants being offered for beautifying downtown areas. Contact Howard Sullivan at the Forest Grove Chamber.

Sharon Olmstead with Edward Jones Financial Services. She became Involved in the North Plains Chamber because of Teri Lenahan who started in her office in December. The office is in Forest Grove.

Edward Jones has seven million clients in the US and Canada. Their centralized office is in St. Louis, Missouri, and began in 1922. The goal of the founder was to bring services to people in the area outside of New York City. She started 11 years ago on the administrative side and found that for her own personal satisfaction she wanted to be working on the people side. They have sensible Investing brochures and when you are looking for financial advice, there is always a product that can be offered, but their focus is on the service. They collaborate with other people, attorneys and CPA’s, working with a three-prong approach to serve customers

Edward Jones takes a holistic, tailored approach to the individual investor, making sure you can stay on track to achieve your goals. They offer all types of products and services. If you can buy it on the market, you can buy it at Edward Jones.

She demonstrated the Edward Jones Retirement Calculator. If you had 2000 today, how can I make that work for me? Edward Jones helps you look at risk tolerance and how comfortable you are with the risk. The higher growth potential brings risk volatility.

The calculator shows a rate of return for your investment. The S&P average return is 9.2%; 4% would be municipal bonds; 2% would now be a 5-year CD. What does my end goal need to be? If you invest $250 a month at age 35, using an 8% return would be $375,000. The question you need to ask, “Is that enough? This is where Edward Jones becomes part of the conversation. We would look at your other assets and help you understand how that big picture comes together.

This is an unusual market, with 6 strong years. In 2008-2009, investors got skittish. The returns came back and the bull market in last 6 years is the second-longest up-market in history. Edward Jones helps you combine this with other factors creating a balance.

If all of the swings are moving in the same directions, the likelihood of tipping increases. We now have historically low interest rates. Money markets paid 4.5% and there were double-digit numbers for home mortgages. Long-term rates will be slower to raise. We help you look at what has this done in the past. Typical market cycles see “Up” for four years and “Down” one year. We are “Up” six years now so when is our “Down.”

Her job is to prepare people for that “Down” market. We have not had a “Down” market prior to a presidential election since 1939. Politically they want to end on a positive note by pushing toward lower unemployment and good numbers. Before a presidential election there has been a historically high market with low interest rates.

She ended with three tips 1: Use your 401K as it is the only guarantee to double your money if your company matches. 2: Dollar cost averaging - when the market goes down, it’s the best time to buy. 3: Look for consistently good investments, buy and hold, and have conviction behind what you’re doing.

5. APPROVAL OF MEETING MINUTES: a. Corrected Minutes for April 14, 2015. Cindy Hirst said she noticed an error in the financial report section of the April minutes. The Members approved the minutes in May, and she is bringing this correction back to the Members for their approval. On page 2, the Money Market Account balances listed were actually the balances of both the Money Market and Checking Account. The correction has been made in the minutes attached to the agenda. Stewart King said he had looked at the correction, and the change is correct.

6. BUSINESS ANNOUNCEMENTS.

Tony Montes announced that St. Edward Catholic Church will have a new pastor as of July 1st. Father Louis Urbanski is currently pastor at St. Elizabeth Ann Seton parish.

Julian Gray announced that the Rice Museum will have its Summer Festival on August 1st and 2nd from 10:00 am to 5:00 pm. He provided copies of the flyer.

Blake Boyles reminded everyone about the City’s next Envision North Plains Community Workshop on Thursday, June 11, 6-8 pm at the Jessie Mays Community Hall. All ages welcome. Refreshments and kids activities provided.

Cindy Hirst reminded everyone that the Firefighters Challenge for Be the Match will be this coming Friday and Saturday. Flyers are in the packet.

Cindy Hirst said Patti Burns is not able to attend the meeting today because she is helping to cook the congregate meals at the Senior Center. Many of you have heard about the changes at the Center in the past few weeks. For those who haven’t, Meals on Wheels rents the kitchen to provide congregate and delivered meals to seniors in our area. Their Food Preparation Manager is no longer with them, so Meals on Wheels is in the hiring process. It will take six to eight weeks to hire a new person. The delivered meals for our area are being provided by the Forest Grove Senior Center temporarily. Meals on Wheels was planning to close the Monday through Friday congregate meals, but the Senior Center Board decided to go ahead and prepare the meals using volunteers. During the past few months, the number of seniors visiting the Center for meals had dwindled to about 10. Yesterday, with the volunteer help, they served 67. The Center is asking for volunteers as they move through this transition. If you can spare a few hours a week to help prepare the meals and work in the dining room, or after lunch for clean-up, they would be very appreciative. If you have a food-handler’s permit, you can volunteer in the kitchen. The Senior Center is a great asset to the entire North Plains community and they need our ‘hands-on” support more than ever. 9. NEW BUSINESS. a. 4th of July Sponsorship Challenge from JT Roth Construction. Cindy Hirst explained that Tim Roth had asked about a ‘Challenge’ sponsorship several weeks ago. He came back with the ‘Challenge’ to all Chamber Members. When 75% of the Chamber Members donate for either the Fireworks or the Wild West Celebration, JT Roth Construction will

match up to $1,500. If 100% of Chamber Members participate, they will match another $500. The participation can be in cash or in-kind services and does not include the non- profit Members. The minimum cash contribution is $25.00 and does not include the contribution from Polygon Homes and the City of North Plains. At this point, there is 35% participation. Two Board Members will be following up with phone calls to Chamber members.

Blake Boyles asked if we had heard back from the property owner on West Union Road about parking for the fireworks. Cindy Hirst said that Blake Boyles has been instrumental in securing approval of the property owners for the lot behind McDonald’s and the parking lot for the Mall area. She said they have not heard back yet from the property owner on West Union. She has spoken to Polygon Homes about parking on the paved streets and they will rope off any unsafe construction areas. All of the food businesses will be open on Glencoe Road. Blake Boyles is still trying to get in touch with the property owner of the lot next to Subway.

Cindy Hirst said that Garbarino Disposal will be dropping off waste and recycle containers as points along Glencoe Road and West Union Road.

She asked that if anyone talks with another Chamber Member, please remind them of the match.

Russ Sheldon said the Chamber is on its way to meet the goals. The purpose of the GoFundMe site was to provide a place for individuals to donate.

Cindy Hirst thanked David Wild in working on the Facebook and GoFundMe sites.

b. The Jessie Mays Community Hall and Park Design Review. Russ Sheldon said the Chamber received communication from the City asking several groups in the City to insure participation. The meeting will be at the North Plains Senior Center on June 30th at 7:00 pm. He asked if there were any volunteers since they are asking for two or three people from each organization.

Russ Sheldon volunteered for the Chamber. Teri Lenahan is on the Parks Board and will be there. Stewart King will be attending as a Planning Commission member.

10. REPORT FROM THE CITY. Blake Boyles said there would be an Envision North Plains Community Workshop on Thursday, June 11th, 6pm to 8pm. This is the third envision workshop and is open to anyone and any ideas.

As of today there are 10 homes in McKay Fields on which the City has collected fees, five from Sunset Ridge. McKay Ridge on 307th will have 52 homes and breaking ground before fall.

Monday he had a meeting with PGE regarding franchise fees for 2015. The growth of North Plains in the last year has increased franchise fee by 10%. They are looking at capacity and

being ready for the growth. They are planning to install a new substation at West Union. With Hillsboro industrial expansion they know we are bedroom community and are planning for it.
