I am pleased and proud to announce that New York Thoroughbred Breeders has once again accomplished its most important piece of business in Albany for the year: seeing the “Fund Cap Extender” bill through the leg- islative process. The bill now awaits Gov. Andrew Cuomo’s signature...and one other important ratification.

To refresh your memory, the “Fund Cap Extender” bill is an important and necessary modification of the law that brought the New York Thorough- bred Breeding and Development Fund into being four decades ago. Originally, Breeding Fund law mandated a “cap” on breeders’ awards, permitting the Fund to distribute only (up to) 50% of its revenue in this category. Over time, as the Fund’s revenue from handle decreased and the amount of breeders’ awards earned increased and because of the stipulated cap, the Fund began to struggle to pay the awards at the advertised rates. For example, in 2008 there was a $1.6 million gap between breeders’ awards earned and the 50% threshold, which meant that the Fund was able to pay breeders only 80.89% of what their horses had earned in the program. The cap also meant that the money left over from unearned stallion owners’ and owners’ awards could not be diverted to breeders. In order to close the gap, in 2010 NYTB pushed the passage of a bill rais- ing the 50% cap on breeders’ awards to 65%. On the one hand, NYTB was successful in convincing lawmakers that the bill was essential, but lawmak- ers, for their part, stipulated that the provision would sunset after one year. Therefore, each year from 2010 to the present, NYTB has lobbied (success- fully) to have the “Fund Cap” increase extended. Each year lawmakers have resisted the idea of making the change permanent. Recently both houses of the legislature unanimously passed the 2014 Fund Cap Extender. The senate bill (S.7019), sponsored by Sen. John J. Bo- nacic, chair of the Senate Committee on Racing, Gaming and Wagering, passed May 28; the Assembly bill (A.9410) sponsored by Assemblyman J. Gary Pretlow, chair of the Assembly Racing & Wagering Committee, passed June 9. Gov. Cuomo is fully expected to sign the bill into law, but one additional process remains. In order for the Fund to disburse 65% of its revenue in breeders’ awards (rather than 50%), a two-thirds majority of the Fund Board (eight of 11 members) must vote in favor. Historically this has not been an issue, and, once again, we hope that when it meets next month, the Fund Board will put the definitive stamp on NYTB’s legislative achievement so that breeders can continue to be paid as promised by the program.

Sheila Rosenblum, On a Saturday afternOOn—the last day of May—at Belmont Park, Sheila Rosenblum stood in the clubhouse boxes. Tall, dark-haired, surrounded by people owner of La Verdad, sitting down, dressed completely in red, she stood out, her brightness prominent in the late afternoon shadows. A former dancer and model accustomed to being an sets out to conquer object of observation, she was oblivious to everything except her 4-year-old filly La Verdad, who was making her way to the starting gate for the Critical Eye Stakes on Thoroughbred racing Big Apple Showcase Day. La Verdad has won seven of her nine lifetime starts and was coming off a decisive win in her first graded stakes attempt, the April 19 Distaff Handicap (gr. II) at Aque- duct; she was returning to state-bred company, but she was also stretching out to a mile for the first time. As the race unfolded and La Verdad went to her customary place on the lead, Rosenblum watched, folding her arms, then standing arms akim- bo, finally sinking to sit on the steps and cover her face with her hands before daring to watch as her filly held off a late charge to win by a half-length over Hot Stones. “I was nervous as hell,” she admitted in the winner’s circle. “I’m petrified and I’m high-strung, anyway, and I want them to stay sound and come out of it well.” Watching her horses race seems to be about the only thing that can throw Rosenblum off her confident, self- possessed game. She has a knack for re-invention, for embarking on endeavors that would daunt the less enter- prising, and the latest world she has set out to conquer is Thoroughbred racing. Born in Switzerland, Rosenblum moved to Miami as a child, then left home as a teenager to study ballet, first in New York, then in London. Back in New York in her early 20s, she modeled for the high-profile Ford and Wilhelmina agencies; too short at 5’7” for runway work, she did magazine shoots, working in the name of Sheila Barcelle.
