CANNIZZO Next Stop: Fund Board Executive Director I AM PLEASED AND PROUD to announce that New York Thoroughbred Breeders has once again accomplished its most important piece of business in Albany for the year: seeing the “Fund Cap Extender” bill through the leg- islative process. The bill now awaits Gov. Andrew Cuomo’s signature...and one other important ratification. To refresh your memory, the “Fund Cap Extender” bill is an important and necessary modification of the law that brought the New York Thorough- bred Breeding and Development Fund into being four decades ago. Originally, Breeding Fund law mandated a “cap” on breeders’ awards, permitting the Fund to distribute only (up to) 50% of its revenue in this category. Over time, as the Fund’s revenue from handle decreased and the amount of breeders’ awards earned increased and because of the stipulated cap, the Fund began to struggle to pay the awards at the advertised rates. For example, in 2008 there was a $1.6 million gap between breeders’ awards earned and the 50% threshold, which meant that the Fund was able to pay breeders only 80.89% of what their horses had earned in the program. The cap also meant that the money left over from unearned stallion owners’ and owners’ awards could not be diverted to breeders. In order to close the gap, in 2010 NYTB pushed the passage of a bill rais- ing the 50% cap on breeders’ awards to 65%. On the one hand, NYTB was successful in convincing lawmakers that the bill was essential, but lawmak- ers, for their part, stipulated that the provision would sunset after one year. Therefore, each year from 2010 to the present, NYTB has lobbied (success- fully) to have the “Fund Cap” increase extended. Each year lawmakers have resisted the idea of making the change permanent. Recently both houses of the legislature unanimously passed the 2014 Fund Cap Extender. The senate bill (S.7019), sponsored by Sen. John J. Bo- nacic, chair of the Senate Committee on Racing, Gaming and Wagering, passed May 28; the Assembly bill (A.9410) sponsored by Assemblyman J. Gary Pretlow, chair of the Assembly Racing & Wagering Committee, passed June 9. Gov. Cuomo is fully expected to sign the bill into law, but one additional process remains. In order for the Fund to disburse 65% of its revenue in breeders’ awards (rather than 50%), a two-thirds majority of the Fund Board (eight of 11 members) must vote in favor. III) by a nose June 21 at Belmont Park. With the victory, the 4-year-old daughter of Bustin Stones gave her New York- based sire his first progeny stakes winner and her hot-handed jockey Irad Ortiz Jr. his fifth score on the card. Hot Stones, owned by Roddy Valente, Charles Casale, and Darlene Bilinski, is the first New York-bred to win the race since Rightly So in 2010.

LThe same words today could describe octogenarian Ron McAnally, John Henry’s Hall of Fame trainer and poster boy for the geriatric set. McAnally, who celebrated his 82nd birthday on July 11, ages gracefully while continuing to pump out Grade 1 stakes winners. Seated at a Clocker’s Corner table one morning in June near the end of the extended Santa Anita Park meet and looking forward to Del Mar, McAnally made only a few minor concessions to Father Time while continuing his lifelong love affair with his job. “As long as I’m alive, that’s all I know how to do,” said the soft-spoken trainer of the regimen that keeps him young: showing up at the track early every morning seven days a week. “I don’t play golf, tennis, or cards.” McAnally admitted that he does not move as smoothly as he did when he was 41, largely the John Henry’s trainer and Hall of Famer Ron McAnally has just turned 82 years old result of partial knee replacement surgery in 2012, but the anticipation of his next stakes win keeps a bounce in his step and a glint in his eye. “Dan Landers, my assistant since 1995, has Ron McAnally: been my right arm, especially since the knee surgery,” said McAnally, who conditions 15 horses at Santa Anita and another four at Pomona with Jose Miranda, an employee for 42 years.

Abbatiello’s love for horses has resulted in nearly 60 years dedicated to the horse racing industry. For 28 years, Mr. Abbatiello served the Standardbred Breeders and Owners Association of New Jersey, both as a Co-Founder and as President. Mr. Abbatiello’s previous titles included, Chairman of the Board for the United States Trotting Association, Director of the Standardbred Owners’ Association of New York, Chairman of the New Jersey Sire Stakes Board of Directors, Trustee Chairman of the Board of American Horse Council in Washington D.C. and Trustee of the Trotting Horse Museum in Goshen, New York. On July 2, 1995, Mr. Abbatiello was inducted into the Living Hall of Fame in Goshen, New York with his brother Carmine, a 1985 inductee. His induction resulted in the first brother tandem in the Hall of Fame. A decorated war veteran, Mr. Abbatiello served in the Korean War rising to the rank of Captain. Mr. Abbatiello demonstrated courage under fire, receiving numerous commendations including the Combat Infantry Badge, Silver Star, The Bronze Star with Valor, two Purple Hearts, the Presidential Unit Citation, Korean Campaign Ribbon with four Battle Stars and the Korean Service Medal. Manny Aponte Appointed 2011 Manny Aponte is First Vice President Investments of Aponte Waters Financial Consulting Group of Wells Fargo Advisors, LLC since 2006. From 1999 to 2006 he was a Financial Advisor with Morgan Stanley.
