I am pleased on one hand, and saddened on another, to tell the members of Chi Epsilon that I am retiring from the position of Executive Secretary at the end of December of this year. I have discussed my health situation with my children and they have told me to retire now, so that I can have more years to enjoy them and our eight grandchildren, not to mention future great-grandchildren, I hope. The last six and a half years in this position have been both challenging and interesting. I shall treasure all the friends I have made and the memories of students at both district conferences and Conclaves. I am pleased to leave the office in the very good hands of Susan, Sichan, and Michele, along with Glenn Goss who will be taking over for me. I am sure that the future of Chi Epsilon will continue to brighten as our society grows and faces new chal- lenges. I will always be proud to be a member of Chi Epsilon and having contributed what I could to our profession. Best Wishes to all, Tom Petry.

Introducing Dr. Glenn C. Goss

The Chi Epsilon National Council is pleased to announce the appointment of Dr. Glenn C. Goss as the next Executive Sec- retary. Dr. Goss will officially assume the position effective Janu- ary 1, 2013. Glenn received his BS (1975) and MS (1978) from Memphis State University (now the University of Memphis) and his PhD (1995) from the University of Texas at Arlington. He was initiated into Chi Epsilon while a graduate student at UTA. Glenn began his career working as an engineering techni- cian and later as a graduate engineer at Barrow-Agee Laboratories in Memphis. Following completion of his MS he moved to Arlington, Texas to begin working as a geotechnical engineer. He worked for three different geotechnical engi- neering firms between 1978 and 1992 - Rone, Trinity Engineering Testing Corpora- tion, and Baker-Shiflett Engineers - while serving as an engineer-in-training, project engineer, and senior project engineer. Along the way, he also served as the laboratory manager, drafting department manager, and radiation safety officer for several of the firms. He has worked on both commercial and residential projects of all sizes. Since 1992, Dr. Goss has been self-employed working as a consulting engineer serving the needs of several local engineering firms. He has also worked closely with a number of legal firms serving as an expert witness providing both deposition and trial testimony. Dr. Goss has been married to Jeannine for 32 years. They have two sons, Jonathan and Daniel, and two grandchildren, Lucas and Alexis. They currently reside in Arlington, Texas (home of the National Office).

Imad L. Al-Qadi, PE University of Illinois

Prof. Al-Qadi holds a B.S. (Yarmouk University 1984), and M.Eng. and Ph.D. degrees (Penn State University 1986 and 1990, respectively) in civil engineering. He joined the University of Illinois faculty in 2004. Since his arrival at the University of Illinois in August 2004, Prof. Al-Qadi has served as the Director of the Advanced Transportation Research and Engineering Lab (ATREL) and the Founding Director of the Illinois Center for Transportation (ICT), which has become one of the largest cen- ters at the University of Illinois within three years and one of the leading transportation centers in the world. Prof. Al-Qadi’s research has resulted in the authoring/coauthoring of more than 500 publications, of which more than 250 are refereed papers. He has delivered more than 425 presentations at international conferences and professional meetings including numerous keynote lectures. Prof. Al-Qadi established the pavement, bituminous, and nondestructive test- ing programs at Virginia Tech and led the efforts to secure the Virginia Tech-Associa- tion of the American Railroad Affiliated Laboratory, of which he was the director just before joining the University of Illinois. In addition, he and his students designed and instrumented the state-of-the-art, all-weather 1.6-mile Virginia Smart Road pavement testing facility. A registered professional engineer and ASCE fellow, Prof. Al-Qadi is an elect- ed Distinguished Member of the American Society of Civil Engineers (ASCE), “For his extraordinary research and technical contributions in pavement engineering, modeling, and rehabilitation technologies, pavement interlayer systems, and transportation infra- structure sensing such as ground penetrating radar, as well as his exemplary leadership in professional service and technology transfer.” This is an honor bestowed on less than 600 engineers since 1853. He is a member of TRB, AAPT, NAGS, RILEM, ISAP, IGS, ASNT, and ASTM. He is also an elected honorary member of the Societa Italiana Infrastructure Viarie. A member of more than 20 technical committees, task forces, and advisory boards, he is currently the Chair of the TRB Preservation and Maintenance Section, the Group Leader of the ISAP Technical Committee on Interlayer Systems, and the TRB subcommittee on Interlayer Systems to Control Reflective Cracking, that he founded. He also served as the ASCE Design, Construction, and Maintenance Executive Council Chair and currently a member of the Board of Governors of the ASCE Transportation and Development Institute. Prof. Al-Qadi served as the Chair/Co-Chair of many inter- national conferences including the 5th and 6th RILEM International Conference on Pavement Cracking, the 2006 International NDE Conference on Civil Engineering, the Advanced Characterization of Pavement and Soil Engineering Materials, and the first ASCE Transportation and Development Institute Congress. THE TRANSIT 3 fall 2012 Jeremy J. Clemmons, PE San Diego State University

The San Diego State University (SDSU) chapter is proud to announce Mr. Jeremy Clemmons as its 38th Chapter Honor Mem- ber, elevated to this membership level on March 10th, 2012. The ceremony was conducted by the National Council of Chi Epsilon at the 42nd National Conclave in Los Angeles, California. Jeremy was first initiated into Chi Epsilon by the SDSU Chapter as a civil engineering graduate student in May of 1998. Upon his original initiation, he has been dedicated to the well being of Chi Epsilon both at SDSU, as well the entire Pacific District. After graduating from SDSU in May 1999, he became involved in the San Diego Chi Epsilon Alumni Association, eventually serving as the President from 2002 to 2005. During this time period, he also became heavily involved in organizing the Pacific District conferences held annually each November throughout the California chapters. In 2006, Jeremy led a group of dedicated Chi Epsilon alumni and faculty advi- sors to develop a Pacific District Council, assisting with the betterment of the Califor- nia and Hawaii chapters. Since 2006, he has served as the Chair of the District Council. Over the last 14 years, Jeremy has supported the SDSU chapter by speaking at various chapter meetings and functions, identifying and providing names of potential Chapter Honor Member candidates, and assisting with fundraising from local engineering firms. Jeremy has also attended every National Conclave since 2002 as an alumni member of SDSU. As the late Dr. Arthur Chiu (past Chi Epsilon National President and Pacific District Councilor) once noted at the 2007 Pacific District Conference, Jeremy bleeds purple and white. Jeremy’s Chi Epsilon accomplishments are even more amazing as he has been able to perform this community service while working full-time as a Senior Project Manager for Atkins North America (formerly PBS&J). Originally starting as a junior engineer with the firm in San Diego, Jeremy rose through the rankings eventually man- aging the water and wastewater infrastructure groups in Nevada and Arizona. In 2005, Jeremy transferred to the Las Vegas, Nevada office where he currently resides. His expertise is in the design of water and wastewater conveyance facilities (pump stations, reservoir tanks, pipelines), including the Salt Creek Urban Runoff Treatment Facility in Dana Point which won the 2006 National APWA Project of the Year award. In his spare time away from work and Chi Epsilon, Jeremy is an avid sports fan, attempting to visit every major league baseball and national football league sta- dium in America. He has been to 31 MLB stadiums and 11 NFL stadiums. Addition- ally, he enjoys travelling, visiting National Parks and relatives all over the Country, and outdoor sports such as mountain biking, snowboarding and disc golf. The San Diego State University chapter is pleased to have a dedicated Chi Epsilon and civil engineer- ing role model as its newest Chapter Honor Member.

THE TRANSIT 4 fall 2012 Brian P. Dunnigan, PE University of Nebraska-Lincoln

Mr. Dunnigan received his BSCE from the University of Nebraska in 1981. He began his career as a civil engineer with the County of Los Angeles Department of Roads. He soon returned to Nebraska, however, and began working as a for the Nebraska Department of Roads, eventually being a hydraulics engineer. He is a registered Professional Engineer in Nebraska. In 1991 Mr. Dunnigan became Division Head of the Flood Plain Management Division of the Nebraska Natural Re- sources Commission, staying with that agency through to the present. Mr. Dunnigan is currently the Director for the Nebraska Department of Natural Resources. He has been employed as an engineer by the State of Nebraska since 1983 and has worked in the areas of bridge design, floodplain management, dam safety, and water administration. As the Director of the State of Nebraska Department of Natural Resources, a state agency with 106 employees and an annual budget of nearly $26 million, he is giv- en jurisdiction over all matters pertaining to water rights for irrigation, power, or other useful purposes. The Department serves as the official agency of the state in connec- tion with water resources development, soil and water conservation, flood prevention, watershed protection and flood control. The Director also serves as the Nebraska State Engineer on interstate decrees and compacts, assuring compliance with these com- pacts. In his position, he has the additional duties of Nebraska’s Representative to the North Platte Decree Committee, is Nebraska’s Commissioner of the Republican River Compact Administration and the Wyoming-Nebraska Compact on the Upper Niobrara River. He is an Ex officio member of the Kansas-Nebraska Big Blue River Compact Administration, the Western States Water Council, the Association of Western States Engineers, and the Nebraska Environmental Trust.

Dr. Lawrence F. Kahn, PE Georgia Tech University

Lawrence F. Kahn has been a Professor of Structural En- gineering at the Georgia Institute of Technology since 1976. He received his BS, MS and Ph.D. in Civil Engineering from Stan- ford University, University of Illinois (Champaign-Urbana), and the University of Michigan (Ann Arbor), respectively. Dr. Kahn worked for four years as a structural engineer for the U.S. Naval Civil Engineering Laboratory and for one year with Bechtel Cor- poration. He has conducted experimental and field research in the following areas: earthquake resistance of structural concrete and masonry, repair and strengthening of structural concrete and masonry, use of high- performance concretes for prestressed concrete bridges, and computer-aided structural THE TRANSIT 5 fall 2012 design. Dr. Kahn has been elected as a Fellow in the American Concrete Institute, American Society of Civil Engineers, and The Masonry Society. He was awarded the ASCE Raymond C. Reese Research Prize and The Masonry Society Presidents Award. Dr. Kahn received “best paper” awards from ASTM Journal of Testing and Evaluation (2010), The Masonry Society (2003 & 2006) and the Composites Institute (1994). At Georgia Tech, he was given the ANAK Institute Faculty Award for Teaching and the Institute’s Outstanding Professional Education Award He holds three patents and is a registered Professional Engineer in California, Georgia and Michigan.

Robert K. Law Purdue University

Robert “Bob” Law is chief estimator with Charles Pankow Builders. In his role as chief estimator, Mr. Law, and his Pankow team, incorporate new technologies as well as proven construction methods in the design and layout of the structural framework for hotels, multi-family residential complexes, park- ing structures, arenas, retail and office buildings. During Mr. Law’s 30+ years at Pankow, he has been a valued contributor to the company’s most prestigious projects, including: Metropolitan Transit Authority Headquarters and Metropolitan Water District Headquarters (both located at Union Station in Los Angeles), Paseo Colorado in Pasa- dena, and La Tour luxury condominiums on Wilshire Boulevard in West Los Angeles. The Laws have two sons, Dana and Keith (BSCE 2002 Civil Engineering). Mr. Law’s sister, Jeanette Kimball, is a Purdue alumnus (BS 1977 CFS). His father, the late C. Keith Law, also was a graduate of the University (BS 1947, ECE; MS 1948 ECE). C. Keith Law passed away in December 2006. Sara’s parents (both deceased) are graduates of Purdue, as is her brother, Gregory Baur (BS 1963 Science; MS 1966 Science, Ed, and Humanities) and Gregory’s daughter, Novice Buffo (BS 1987 Tech- nology). Mr. Law has served on Purdue’s CEM Advisory Board since 1999 and has served on the CE Advisory Board since 2001. In February 2004, Mr. Law was the recipient of Purdue University’s 2003 Civil Engineering Alumni Achievement Award.

Richard McCuen University of Maryland

The Chi Epsilon Chapter at the University of Maryland, College Park, is pleased to announce the elevation of Richard H. McCuen, Ph.D., to Chapter Honor Member. Dr. McCuen has made exceptional contributions to education and profession- alism in Civil Engineering.

THE TRANSIT 6 fall 2012 Dr. McCuen has been a professor at the University of Mary- land for 40 years. During this time, he has had a profound influence on students throughout the engineering school. He has founded and directed the Engineering Honors Program, to challenge academi- cally talented students and encourage undergraduates to pursue graduate school. In addition, he personally recommends graduate studies, professional licensure, and participation in professional and honor societies within the field of Civil Engineering to all of his students. While at the University of Maryland, Dr. McCuen has authored and co-au- thored several dozen books, and more than 150 journal publications in the fields of water resources and hydrology, education, and professional issues in engineering. He is currently the Associate Editor for the ASCE Journal of Hydrologic Engineering, Water Resources Impact, and a book Review Editor for the Journal of American Water Re- sources Association. He is the recipient the 1988 Icko Iben Award from the American Water Resources Association, the 1989 and 2008 Faculty Service Award from UMD’s College of Engineering, the 2007 Best Technical Note award from the ASCE Journal of Hydrologic Engineering, and many more awards. Dr. McCuen served as the faculty advisor for Chi Epsilon. He has pioneered outreach programs to local high schools and received the Outstanding Service to Schools Award from the University of Maryland in 1992.

Michael J. McEvilly, PE Missouri University of Science & Technology

Mike McEvilly received his BSCE from UMR in 1980 and an MS in Engineering Management in 1981, also from UMR. He has spent his career in the oil and gas industry in various posi- tions. He was first with Cities Service Oil & Gas Corporation, and then was Facilities and Construction Manager, Deepwater Worldwide with Anadarko Petroleum Corp. Following this, he became Vice-President of Capital Projects with Helix Energy So- lutions, and is currently Senior Executive Vice-President of Op- erations for Spitzer Industries, Inc. In this position, he principally oversees the design and fabrication operations of approximately 1000 employees in four facilities totaling 525,000 square feet, where they manufacture and process subsea equipment used in offshore oil and gas production operations. He is a member of several technical/professional societies and Advisory Boards. He was named the Young Engineer of the Year by the Sam Houston Chapter for the state of Texas. He received the Distinguished Achievement Award for Projects at the Offshore Technology Conference for the years 2007 and 2010. These were for the Marco Polo Tension-Leg Platform in 4,300 feet of water, and the Independence Hub Semi-Submersible in 8,000 feet of water respectively, both of which were record setting water depths at the time of installation. THE TRANSIT 7 fall 2012 Mike is a member of the Elks Lodge, Lions Club, Masonic Lodge, Scottish Rite, and Shriners. He has served as a Little League coach and umpire and in youth basketball and soccer as a coach and umpire. In his student days at UMR, Mike was the president of Chi Epsilon, Blue Key, and Intercollegiate Knights. He is a member of Tau Kappa Epsilon Fraternity, and was named a National Top Teke in 1980. He is a member of the Order of the Golden Shillelagh, and was inducted into the Academy of Engineering Management in April, 2012.

Dr. Ray E. Martin, PE Virginia Polytechnic Institute

Ray Martin, the Chief Executive Officer of Schnabel Engi- neering Associates since 1993, began his career as a junior engi- neer with the Baltimore & Ohio Railroad Company after earning his B.S. in Civil Engineering at Virginia Tech in 1964. After discovering that his love of trains and working for a railroad company were not one and the same, he returned to Vir- ginia Tech to earn a M.S. in Civil Engineering in 1968 and then attended West Virginia University, where he received a Ph.D. in 1972. At that time he was employed as a senior staff engineer with Joseph F. Ward Associates (currently Converse Consultants) in Caldwell, New Jersey. After completing his Ph.D., he began work for Schnabel as a project engineer in the Bethesda, Maryland office. Two years later he moved to Richmond to open the first branch office of Schnabel and was named an associate of the firm. In 1984, he be- came a principal with Schnabel and led the Richmond office until he became President of the firm in 1988. He currently works in the Corporate office in Ashland, Virginia. Dr. Martin’s primary engineering practice relates to design of new dams and rehabilitation of existing dams and consulting on building foundations. A Registered PE in nine states and the District of Columbia, Dr. Martin is a former President of the Virginia Society of Professional Engineers, which presented him with the Distinguished Service Award in 1982. He has been inducted into Tau Beta Pi and Chi Epsilon and is a member and a Fellow of the American Society of Civil Engineers. Dr. Martin taught Foundation Engineering at the University of Virginia as an adjunct faculty member for a number of years and is active in the College of Engi- neering at Virginia Tech. A long-time member of the college’s Committee of 100, he has served two terms as Chairman of the Advisory Board. He also served on the CEE Advisory Board from 1987 through 1993. In recognition of his service, the College of Engineering presented Ray Martin with the Distinguished Service Award in 1993. He is also a member of the Ut Prosim Society of Virginia Tech. Dr. Martin has been a member of Duncan Memorial United Methodist Church since 1974 and has been active as Finance Committee Chairman, Administrative Board Chairman and a Senior High Sunday School Teacher for a number of years. He also has served on numerous citizens committees for the Town of Ashland related to planning THE TRANSIT 8 fall 2012 and economic development.

Sheryl Nojima University of Hawaii

Dr. Sheryl Nojima is president of Gray, Hong, Nojima & Associates, the state’s only woman-owned small business civil engineering consulting firm. She received her BS, MBA, and PhD from University of Hawaii at Manoa (UHM), earned an MS in civil engineering from the University of California at Berkeley, and is a licensed professional engineer in two disciplines – civil engineering (Hawaii and Oregon) and environmental engineering (Oregon). Dr. Nojima has worked in both the private and public sectors in Hawaii, including M&E Pacific (AECOM), the City and County of Honolulu Department of Public Works, and the UHM College of Engi- neering, where she served as assistant dean from1995-2000. Dr. Nojima was a member of the Board of Directors of the American Council of Engineering Companies of Hawaii from 2004-2012 serving as president and past- president in her last two years. She also served as president of Hawaii Society of Pro- fessional Engineers (HSPE) from 2001-2003 and was instrumental in establishing the HSPE Educational Foundation. She is currently a member of the UHM College of Engineering Dean’s Council Executive Committee and the Department of Civil and Environmental Engineering’s Industrial Advisory Council. In 2011, Dr. Nojima was presented with the Engineer of the Year Award by the Hawaii Society of Professional Engineers.

Dr. Daryoush Razavian, P.E. University of Nebraska-Lincoln

Dr. Razavian is a senior program/project manager and en- gineer for multidisciplinary projects involving planning, analysis, and design of water resources systems. He is the only registered professional hydrologist in Nebraska. His expertise is in inves- tigations related to planning and design of water development projects, bridge/culvert hydraulics, floodplain management and flood control, watershed management planning, rural and urban hydrology, stream and reservoir restoration, wetland hydrology, engineering economy, erosion and sedimentation engineering, ag- ricultural nonpoint source pollution control, and applications of hydrologic and hydrau- lic computer simulation models. He has directed, managed, and conducted more than 2,000 projects involving water resources engineering and management. Dr. Razavian has extensive experience in utilizing water quantity and quality computer simulation models. He thoroughly THE TRANSIT 9 fall 2012 understands the capabilities and limitations of hydrologic and hydraulic computer mod- els such as AGNPS, ANSWERS, ENDOW, EUTROMOD, FER, HECFFA, HEC-RAS, HEC-1, HEC-2, HECWRC, HSP-F, HY-8, TR-20, and TR-55.

Dr. Jerry Stephens, P.E. Montana State University

Jerry Stephens is a professor in the Civil Engineering Department at Montana State University and Research Director at the Western Transportation Institute. Dr. Stephens has won sev- eral teaching awards and is recognized as one of the best teachers in the college of engineering. Dr. Stephens’ research thrust is in the area of . He has been instrumental in developing new snow loads for Montana which are used by en- gineers throughout the Pacific Northwest. He has done ground- breaking work in using fly ash as 100% replacement for Portland cement in concrete manufacture, and further explored using recycled and waste materi- als for all phases of concrete construction. At the Western Transportation Institute, Jerry has been researching transpor- tation issues for over 20 years, with a focus on the relationship between the damage sustained by the transportation infrastructure and the vehicles that use it. He is the author of numerous research reports and papers with his colleagues on a variety of engineering issues. In an effort to improve interdisciplinary education at MSU, Dr. Stephens has been involved in several joint projects with the Architecture Department. Many of these projects were community service oriented. The depth and breadth of Dr. Stephens’ impact on MSU and the surrounding community speaks for itself.

THE TRANSIT 10 fall 2012 RECOGNITION OF SCHOLARSHIP CONTRIBUTIONS The following Chi Epsilon members made a contribution to the Scholarship Fund for year 2012. These contributions and earnings on contributions from many years are used to fund ten (10) National Scholarships of $3500 each and as many as ten (10) District Scholarships of $2000 each. As of the 41st Conclave, Chi Epsilon now has two (2) Graduate Fellowships of $3500 each.
