5 Project Background The conflict in the northeast is already in its eleventh year, and recent months has seen an intensification of attacks by NSAG, leading to increased displacements and continued disruption of the livelihoods of individuals and communities. Aid agencies are currently facing serious access challenges due to threats along major supply/transportation routes, which has also worsened the humanitarian condition of IDPs living in deep-field LGAs. Recent attacks in several parts of Borno state, has also led to the reduction of footprints by humanitarian partners in LGAs like Dikwa, Kala-Balge, Damasak, etc. As it stands, five LGAs (Abadam, Marte, Guzamala, and Nganzai) are completely inaccessible, out of the 27 LGAs in Borno state. Other LGAs are experiencing varying degrees of access-related challenges. It is also expected that the growing influence of NSAGs in the northeast, will further give rise to more displacements and create the need for emergency responses in different locations. The IOM DTM Round 36, indicates a total displacement of 2,148,254 individuals in 447,628 in the northeast as at the end of February 2021. This figure is expected to continue rising due to new displacements linked to the upsurge of attacks and deterioration of living conditions, especially in garrison towns located at LGA headquarters and hosting majority of the displaced populations in access constrained locations. The DTM reports that humanitarian situation in most locations is currently approaching famine levels, characterized by high food insecurity, malnutrition, and exposure to disease outbreaks. Risks of widespread Cholera outbreaks persist, with cases of AWD already being reported in some parts of Borno, Adamawa and Yobe (BAY) states. The current security landscape in the northeast is fluid and largely unpredictable. In view of this, there is the expectation that the humanitarian community might be faced with the outbreak of emergencies resulting from sudden influx of large number of IDPs or the deterioration of the already dire situation of IDPs in access constrained locations due to upsurge of NSAG attacks. Situations such as this requires a coordinated approach to reduce the risk of further deterioration of food insecurity and exposure to diseases. The northeast Rapid Response Mechanism (RRM) is one of the existing mechanisms for such response, and is aimed at addressing the growing needs of displaced populations in various hotspots in Borno state, where partners are either not present, overstretched or lack the capacity to meet existing needs through regular programming resources. Depending on the level of access, other agency-specific interventions can also be used to respond to sudden-crisis situations.In line with the foregoing, UNICEF is saddled with the overarching responsibility of serving as the provider of last resort (POLR) in the northeast, targeting locations with limited partner presence and overstretched or no capacity for immediate response. Based on this mandate, it has become necessary to have in place partnership arrangements that will facilitate quick response to emergencies, through the deployment of lifesaving interventions to cover the needs of affected populations within a few days following the occurrence of an emergency. This takes into consideration the fact that needs, caseloads, and response modalities will vary in each instance, but will fall into any of the following category of programme sectors covered by UNICEF – WASH and Nutrition.

6 Expected Results This Contingency Programme Document serves as a part of UNICEF’s preparedness action plan for responding to sudden-crisis situations and can only be activated when such situations arise. It is expected that when activated, the project would be focused on delivering lifesaving results in WASH and Nutrition in any of the target locations. Selection for response would be dependent on partner presence, access capabilities and capacity for immediate responseProgramme Output 1 (WASH):The affected population have immediate and increased access to Water, Sanitation and Hygiene services within 48 hours and beyond on activation of the Humanitarian Programme Document (HPD), focusing on the following activities:• Carry out coordinated WASH response to ensure there are no duplication of activities from partners • Conduct Integrated Rapid Assessment of WASH situation within 72 hours of any suspected cases of Acute Watery Diarrhea (AWD) or flooding in an area • Provision of safe drinking water through water trucking to affected population to ensure 80% of the population have access to at least 25 liters of water/day within 72 hours and 100% after 3 days • Repair of available water sources and introduce batch / bucket chlorination to ensure Household (HH) drinking water is safe • Distribute WASH NFIs to cover 80% of the affected population with emphasis on the affected HH. • Ensure immediate chlorination of all drinking water sources, monitoring FRC and promoting HH water treatment with aquatabs. • Provide safe sanitation access to displaced population through construction of emergency latrine and rehabilitation of existing facilities. • Conduct hygiene promotion including hand hygiene in any population with suspected disease outbreak. • Build capacity of the beneficiaries to operate and maintain the WASH facilities that have been provided. Programme Output 2 (Nutrition): Girls and boys under age five and women have increased access to nutrition services for early detection, counselling, and treatment of severe acute malnutrition during the onset of emergency.• Conduct mass MUAC screening for all children 6-59 months for identification of children with severe acute malnutrition within 72 hours of the emergency• Capacity building of SPHCDA/Health workers in Nutrition in Emergencies interventions. • Provision of treatment of severe acute malnutrition (SAM) among children 0-59month without complications through the Outpatient therapeutic Programme (OTP)• Provision of treatment of severe acute malnutrition (SAM) with medical complications in Nutrition Stabilization Centres (SCs)• Referral/transfer of children with severe acute malnutrition (SAM) and medical complication who require advanced treatment to higher level medical facility• Promotion of appropriate Infant and Young Child Feeding (IYCF) practices in emergencies through counselling of primary care givers of infants 0-23 months and pregnant women• Provision of micronutrients tablets (IFA) to pregnant and lactating mothers• Distribution of MNP to children 6-23 months for enriching family foods to prevent micronutrients deficiencies, where WFP or its partner is not implementing BSFP.• Provide Vitamin A supplementation, deworming and prophylaxis to children 6-59 months • Build Capacity of SPHCDA/Health workers in Nutrition in Emergencies interventions. 7 Indicative Budget -
