Introduction In this report activities carried out towards the implementation of Resettlement Plan (RP), Indigenous People’s Pan (IPP) and other related Social Safeguards have been presented for the reporting period from January to June 2018. 1.2. Project Background Asian Development Bank (ADB) has approved the loan for South Asia Sub Regional Economic Cooperation (SASEC) Road Connectivity Investment Program (SRCIP). The SRCIP is a multi- tranche financing facility (MFF) that aims to improve about 500 km of priority road sections in North Bengal and Northeast of India, through an investment program set out in phases (tranches). The first tranche includes the package in the State of Manipur: Construction of Imphal-Kangchup-Tamenglong Road. Public Works Department (PWD), Manipur is the Executing Agency for the project. The project contracts is based on FIDIC documents, harmonized for multi-lateral banks, and is to be executed as item-rate, bill-of-quantities (BOQ) construction contracts. 1.3. Project Description 1.3.1. Imphal-Kangchup-Tamenglong Road The road construction package, i.e. Imphal-Kangchup-Tamenglong Road starts from Imphal and ends at Tamenglong. The instant road was originally proposed as part of Imphal- Tamenglong-Tousem-Haflong Road which would have become an important link of the SASEC Road Network/ Connectivity. The Imphal-Tamenglong road will provide direct and shortest connectivity to Tamenglong, District Headquarter. Subsequently when the further stretch from Tamenglong to Haflong is constructed, Imphal will get connected to the East West corridor at a distance of approximately 187.0 km against the existing 267.0 km, thus providing

A Village/Ward/ Gram Sabha (whichever applicable) Level Task Force will be constituted with 6-10 members. i. Villages in the remote areas with less than 150 houses should be clubbed together to forrn a Joint Task Force of about 200 households ii. The selection of the members and constitution of the Task Force will be notified by the Deputy Commissioner concerned after due consultation with the MLA of the-constituercy, reputed CSO/NGO active in the area and the local club(s). II. Assistance by Government. Task Force would be provided with PPE kit, sanitizers, masks etc. by the Health :Department through the Deputy Commissioners/ Chief Medical Officers i Each Task Force will be provided mobility support at the rate of Rupees 1000/- per day. Claims for the above amount are to be made through the Deputy Commissioner which wil be sanctioned by the Relief and Disaster Management Department.

No…………………………..: The Governor of Manipur is pleased to repeal the Manipur Health Service Rules, 1982 and its amendments so far made with immediate effect except in respects of things done or omitted to be done before such repeal. Further, in exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor hereby makes the following Rules regulating the method of recruitment and terms and conditions of the posts in the Manipur Health Service, namely:- 1. Short title and commencement:- (1) These Rules may be called the Manipur Health Service (Public Health & Medical) Rules, 2018. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions:- In these rules, unless the context otherwise requires – (a) “Basic Public Health & Medical Qualification” means a recognized public health/medical qualification specified in any of the Schedule to the Indian Medical Council Act, 1956 (102 of 1956); (b) “Category” means any of the categories of posts included in various Grades in Schedule-I; (c) “Commission” means the Manipur Public Service Commission; (d) “Controlling Authority” means the Government of Manipur in the Secretariat: Health and Family Welfare Department; (e) “Departmental Promotion Committee” means a Group ‘A’ Departmental Promotion Committee specified in Schedule IV for considering cases of promotion or confirmation in Group ‘A’ posts of the Service; (f) “Duty Post” means any post, whether permanent or temporary, specified in Schedule II; (g) “Government” means the Government of Manipur; (h) “Governor” means the Governor of Manipur; (i) “Grade” means any of the grades specified in Schedule I; (j) “Schedule” means a Schedule to these rules; (k) “Schedule Caste & Schedule Tribe” have the same meaning as in clauses (24) and (25) of Article 366 of the Constitution; (l) “Other Backward Classes” means the Other Backward Classes as defined vide Govt.
