Individuals from the corporate, labor, educational, and government sectors contributed articles to the areas of discussion. Section 1 includes 10 articles on the various perspectives of these different sectors towards developing international competencies for Pennsylvania, and howthat development will impact upon Pennsylvania education, trade, private industry, global views, and policy planning. Section 2 isa short history of the Pennsylvania Council for International Education, founded in 1971, and devoted to the development of international education through the public and private educational structurein Pennsylvania. Section 3 discusses the dimensions of the task of developing international competence. Section 4 includes six views representing the various sectors that make up the PPIC, and whateach sector can contribute to that partnership. Section 5 includes 30 articles discussing several initiatives andprograms that will contribute to the development of international competency in the areas of geography and life sciences, languages, history, basic education, higher education, basic/higher education collaborations, education/business networking, and education and communication/technology. A blueprint for the development ofan internationally competent Pennsylvania and a list of 12 additional resources conclude this collection. This book discusses internationaleducation and the emergence of Pennsylvania's Partner for International Competence, a partnership that has evolved toguarantee that Penn- sylvania remains a major actor in the worldeconomy. While the notion of partnership will provide the framework for materialin this book, the emphasis will beon the role of education in the partner- ship. Education is the means through whichAmerican citizens can gain international knowledgeknowledge that providesus with com- petencies for economic success. The world economicorder has shifted and continues to change; an understanding ofthese changes is essential if Pennsylvania is to remaina "Workshop for the World." As we examine international education in Pennsylvania,a series of questions comes to mind. What type of knowledgedo Pennsylva- nia businesses need to successfully compete? Certainly,this knowl- edge should include the language, history,

    PG-266661-19 African American Research Library and Cultural Center Special Collections Preservation Project What activity (or activities) would the grant support? The African American Research Library and Cultural Center (AARLCC) is seeking support for the development of a two stage preservation and outreach initiative. The first output area will employ an external consultant to create a comprehensive preservation assessment report. The purpose of this assessment is to provide a thorough actionable report of archival planning needs. The scope of the assessment will cover the collections and their institutional context - the physical building, storage environment, security, access, care, conservation repair, and exhibition. Collections at AARLCC are found in the following mediums: paper, photographic, book, art, framed art, manuscript and oversized materials. Besides identifying a hierarchy of preservation needs, the report will serve as documentation for further institutional budgeting. The second output will be the completion of two preservation and collections care workshops for the general public. AARLCC is located in one of the oldest historically black communities in Broward County, Florida. Located on Sistrunk Blvd, named for one of Broward County’s first black physicians, AARLCC opened in 2002, and has served as the repository of materials related to the local, national and international voices of the African diaspora. With time, and as the surrounding neighborhoods undergo a change in population, the risk of losing valuable information is evident. The average person is unaware that their personal papers have historical value. Often, records of a community’s history are lost or discarded. Of great importance is the need to collect and preserve the history of this and other historically Black communities in Broward.

Introduction How and why has regionalism changed in Latin America? This paper explores a variety of theories and empirical studies that seek to answer this question. It concentrates primarily on regional initiatives in these countries. In so doing, the paper focuses on literatures in international relations, international political economy and comparative politics given the vague distinction between the international and the national levels that have pervaded the regional literature (Tickner, 2008). The scholarship in question here is largely a product of the last more than 60 years. Still despite the long history of regional cooperation, theoretical analyses have remained minimal until the 1990s, when the study of regions and regionalism came to prominence. Whereas regional projects in Latin America date back to the late 1940s and economic cooperation gained momentum during the following two decades, as these were marred by problems and contradictions because of conflicting interests and expectations, these initiatives faced political deadlocks, did not get off the ground or even collapsed at an early 1 stage. The 1990s, by contrast, witnessed the resurgence of intraregional relations and cooperation. As regional activism deepened and broadened, scholars became interested in investigating and theorizing the conditions under which these new regional impetus had emerged and the extent to which it entailed or not a rupture with the past.

  • Pan-African History: Political Figures from Africa and The
    Pan-African History Pan-Africanism, the perception by people of African origins and descent that they have interests in common, has been an important by-product of colonialism and the enslavement of African peoples by Europeans. Though it has taken a variety of forms over the two centuries of its fight for equality and against economic exploitation, commonality has been a unifying theme for many Black people, resulting for example in the Back-to-Africa movement in the United States but also in nationalist beliefs such as an African ‘supra-nation’. Pan-African History brings together Pan-Africanist thinkers and activists from the Anglophone and Francophone worlds of the past two hundred years. Included are well-known figures such as Malcolm X, W.E.B. Du Bois, Frantz Fanon, Kwame Nkrumah, and Martin Delany, and the authors’ original research on lesser-known figures such as Constance Cummings-John and Dusé Mohamed Ali reveals exciting new aspects of Pan-Africanism. Hakim Adi is Senior Lecturer in African and Black British History at Middlesex University, London. He is a founder member and currently Chair of the Black and Asian Studies Association and is the author of West Africans in Britain 1900–1960: Nationalism, Pan-Africanism and Communism (1998) and (with M. Sherwood) The 1945 Manchester Pan-African Congress Revisited (1995). Marika Sherwood is a Senior Research Fellow at the Institute of Commonwealth Studies, University of London. She is a founder member and Secretary of the Black and Asian Studies Association; her most recent books are Claudia Jones: A Life in Exile (2000) and Kwame Nkrumah: The Years Abroad 1935–1947 (1996).

    © COPYRIGHT by Chandra Dunn 2016 ALL RIGHTS RESERVED AFRICA AND LIBERIA IN WORLD POLITICS BY Chandra Dunn ABSTRACT This dissertation analyzes Liberia’s puzzling shift from a reflexive allegiance to the United States (US) to a more autonomous, anti-colonial, and Africanist foreign policy during the early years of the Tolbert administration (1971-1975) with a focus on the role played by public rhetoric in shaping conceptions of the world which engendered the new policy. For the overarching purpose of understanding the Tolbert-era foreign-policy actions, this study traces the use of the discursive resources Africa and Liberia in three foreign policy debates: 1) the Hinterland Policy (1900-05), 2) the creation of the Organization for African Unity (OAU) (1957- 1963), and finally, 3) the Tolbert administration’s autonomous, anti-colonial foreign policy (1971-1975). The specifications of Liberia and Africa in the earlier debates are available for use in subsequent debates and ultimately play a role in the adoption of the more autonomous and anti-colonial foreign policy. Special attention is given to the legitimation process, that is, the regular and repeated way in which justifications are given for pursuing policy actions, in public discourse in the United States, Europe, Africa, and Liberia. The analysis highlights how political opponents’ justificatory arguments and rhetorical deployments drew on publicly available powerful discursive resources and in doing so attempted to define Liberia often in relation to Africa to allow for certain courses of action while prohibiting others. Political actors claimed Liberia’s membership to the purported supranational cultural community of Africa.

After a short period of eu- phoria at receiving our highest score on the Title VI National Resource Center (NRC) proposal ever, and receiving the highest funding from the US Department of Education (USDE) in our history, the results of the US Federal Budget negotiations in April 2011 cast our federal funding in doubt. CLAS receives funding from the USDE Title VI pro- grams: we have both Foreign Language and Area Studies Fellowship (FLASF) and NRC funding, and every few years we also apply for funding under the Fulbright-Hays Group Project Abroad program. The budget negotiations resulted in a 38 percent cut to Title VI programs. However, the FLASF grant award notices were sent prior to the cut, so we received the full amount of FLASF funding that we anticipated—which protect- ed these student fellowships. However, that meant that other programs had to be cut by more than 38 percent, and the NRC grant was reduced by 47 percent. In the end, while we had to deal with the loss of about $135,000 in our budget, we were able to protect our core programs. We are hoping that the Title VI budget will not be cut further, but as I write this everything is “up-in-the-air.” Fortunately, CLAS has a strong core of University support, endowment income, and other funds that will allow us to continue without much change through the end of 2011 and into the new year.

Sudarkasa was a gifted student who excelled at Dillard Elementary and Dillard High School; skipping several grades, she was a junior at the age of fourteen, and accepted early admission to Fisk University on a Ford Foundation Scholarship when she was just fifteen years old. In 1955, Sudarkasa University on a Ford Foundation Scholarship when she was just fifteen years old. In 1955, Sudarkasa transferred to Oberlin to complete her studies. Sudarkasa earned her A.B. degree in anthropology and English from Oberlin in 1957. In 1959, Sudarkasa received her M.A. degree in anthropology from Columbia University. In 1961, Sudarkasa traveled to London and Nigeria to complete doctoral research on Yoruba language and culture. While completing her PhD, Sudarkasa taught at Columbia, becoming the first African America woman to teach at the university; she earned her PhD from Columbia in 1964. Sudarkasa achieved another first when she became the first African American woman to be appointed assistant professor of anthropology at New York University in 1964. Sudarkasa was also the first African American to be appointed to the Department of Anthropology at the University of Michigan in 1969. While at Michigan, Sudarkasa became involved in civil rights and student issues; she quickly climbed the academic ladder at Michigan, ending her seventeen year tenure as associate vice president for academic affairs.
