SCOPE OF WORKS 1 DEFINITIONS, ABBREVIATIONS AND ACRONYMS 1.1 Define Terms 1.1.1 “Approved Supplier” means a supplier of goods and services for a product or service, who is neither the Authority nor the Contractor having being non- objected by the Engineer. 1.1.2 “Key Personnel” means those individuals identified in Schedule 1 [Framework Contract Specification] Part B [Authority’s Requirements]. 1.1.3 “Project” means any aspect of the repair, replacement, rehabilitation and/or maintenance of the Authority’s asset(s). 1.1.4 “Rodding Machine” means a truck or trailer mounted sewer jetting equipment using high pressure water jets for the cleaning of sewers and unblocking of sewage and materials from maintenance holes and wet wells. 1.1.5 “Scope of Works” means the Works as described within Schedule 1 [Framework Contract Specification] Part 1 [Scope of Works]. 1.1.6 “Sewer Inspection and Cleaning” means those requirements as identified in Schedule 1 [Framework Contract Specification]. 1.1.7 “Site” means all assets and associated Works assigned within the Work Order. 1.1.8 “Waste Products” means a usable substance or material produced during the treatment process such as sludge cake, sludge. 1.1.9 “Waste” means mud, sand, gravel, rocks, bricks, grease, broken pipe, roots and hardened debris, protruding taps and any other debris. 1.2 Abbreviations and Acronyms CD Compact Disk CCTV Closed Circuit Television DVD Digital Versatile Disc FS Foul Sewer GPS Global Positioning System KPI Key Performance Indicators OCR Optical Character Recognition PDF Portable Document Format PTZ Pan Tilt Zoom QA Quality Assurance QC Quality Control QCS Qatar Construction Standards SGW Surface Ground Water SW Storm Water SPM Sewer Pressure Mains NDT Non Destructive Tests AA-DOM 14/15 M 1646-4.07/G Page 1 of 33 SEWER INSPECTION AND CLEANING SERVICES FRAMEWORK April 2015 STATE OF QATAR FRAMEWORK CONTRACT ASHGHAL PART A - SCOPE OF WORKS 2 THE PROJECT 2.1 The title of this Project is: Sewer Inspection and Cleaning Services Framework 2.2 The Programme comprises of the regular routine and reactive, surveying, cleaning and report related activities to the Authority’s Foul Sewer (FS), Surface Ground Water (SGW) and Storm Water (SW) network assets and any emergency requirements necessary for the performance of the Scope of Works. 3 THE PROJECT OUTLINE 3.1 The Authority will established a Group from which the Framework Contractors shall be selected to undertake the inspection, surveying, cleaning and report related activities to the Authority’s FS, SGW and SW network assets and any emergency requirements necessary for the performance of the Scope of Works. 3.2 Framework Contractors shall assume a minimum cumulative value of Three Million Qatari Riyals (QAR 3,000,000.00) in awarded Work Orders. 3.3 The maximum duration of the Framework Contract shall be five (5) years with two (2), one-year (1) options (5+1+1) to extend the Framework Contract duration. 3.4 The existing network assets which are under outsourced contracts shall, upon expiry or termination of the Contract or otherwise, be transferred to the Scope of Works. 3.5 Scope of Works consists of: 3.5.1 Planned regular routine and reactive mechanical/manual cleaning, which includes, inspections, surveys, cleaning, re-inspection surveys and reporting on any Authority operated FS, SGW and SW network assets in the State of Qatar which include but not limited to the following: A. house connections; B. foul sewer pipelines; C. surface ground water pipelines; D. storm water pipelines; E. outfall pipes, structures and conduit; F. screens and screen wells; G. dry wells, wet wells, gullies and manhole chambers; H. storage tanks; I. rising mains; J. vehicle provision and/or management; K. specialist instruments; L. surveys, reports, and as-built drawings; M. other sewerage assets, services and supplies associated with the transportation of sewage; and N. Consultancy advice for surveyed asset conditions; 3.5.2 Any new assets added to the Authority’s FS, SGW and SW networks during the AA-DOM 14/15 M 1646-4.07/G Page 2 of 33 SEWER INSPECTION AND CLEANING SERVICES FRAMEWORK April 2015 STATE OF QATAR FRAMEWORK CONTRACT ASHGHAL PART A - SCOPE OF WORKS Framework Contract period; 3.5.3 The provision of all labour, supervision, tools, materials, consumables, equipment, supplies, spares, emergency equipment, Approved Supplier workshop(s) and testing, incidental engineering, and transportation necessary for the completion of the Works; 3.5.4 The performance of all work necessary to both gain access to, clean, inspect and record images of designated assets; 3.5.5 Initial condition assessment survey, topographical and geotechnical surveys including Global Positioning System (GPS) location of assets; 3.5.6 Reporting to the Authority, including asset conditions, quantities of foreign materials removed including the provision of GPS coordinates of designated assets; 3.5.7 In all cases securing any observed potential hazardous drainage network site even if it is not covered in the Contractor’s Work Order scope and shall co- ordinate with the Authority until the site is secured; either during the performance of works or while traveling to site and shall report to the Authority immediately; 3.5.8 The submission of the CCTV reports and related files (images, videos etc.) shall be submitted in a digital format as per the Authority’s requirements; 3.5.9 Removal of all types of blockages in the network; 3.5.10 Disposal of Waste and Waste Products; 3.5.11 Removal of intruding service connections; 3.5.12 Dewatering, bypass pumping and traffic management; 3.5.13 Recording all necessary information; 3.5.14 The completing of records and reports throughout the term of each Work Order which shall be available for the Authority’s computerized management system. 3.6 The initial Authority operated FS, SGW and SW network assets to be included in the Framework Contract are identified in Schedule 1 [Framework Contract Specification] Part C [Project Data]. 3.7 The Framework Contract Specification shall comprise all the documents listed below. The priority order of the Framework Contract Specification documents shall be: . Part A: Scope of Works; . Part B: Authority’s Requirements; . Part C: Project Data; . Part D: Applicable Codes and Standards; and . Part E: Authority’s Policies and Procedures. 4 OPERATION OF THE FRAMEWORK 4.1 The Framework Contracts provide an over-arching agreement between the Authority and the Framework Contractors to carry out works to any Authority operated FS, SGW and SW network assets.
