Briefing Paper of the City Manager, Major Projects and Infrastructure and the Assistant City Manager, Housing Strategy and Renewal

1. Purpose of the Paper and Summary

The purpose of this briefing paper is to update Members of Riverside Area Committee on the regeneration projects delivered by; Major Projects and Housing Strategy and Renewal.

2. Background

2.1 Housing regeneration activities across the city are focused in the Council’s priority renewal areas. These areas include Newington and St Andrew’s, the Holderness Road Corridor, Orchard Park and North .

2.2 This briefing paper outlines the progress made within the Riverside area, including an update on developments currently on site and new programmes being brought forward as a of successful funding bids. The report also summarises the approach being taken by the Housing Strategy and Renewal section to secure additional funding and build upon the progress made to date

3. Issues for Consideration

City Centre & Gateways

Albion Square

3.1 The asbestos removal is progressing on programme, with the square development currently the second largest asbestos removal scheme in the UK behind Drax power Station.

3.2 The Contractor for the demolition and construction process has been Identified after a highly successful competitive tender process and will be progressing with planning condition discharge. A63 Castle Street improvements – Bridge and Roger Millward Way

3.3 The Princes Quay Bridge works are progressing and the piling is complete on the south side with two piles left to complete on the north. The pre-fabricated bridge pieces began arriving at the site in August and will be assembled on site adjacent to the A63 before being lifted into place later in the year.

3.4 Roger Millward Way is anticipated to complete mid-September with some signals calibration finalised in September.

3.5 The Development Consent Order (DCO) process for the main scheme is ongoing and will conclude at the end of September. The Planning Inspector is expected to submit a report to the Secretary of State in December with determination anticipated in March 2020.

Cruise &

3.6 The OJEU procurement process to appoint a commercial partner is nearing conclusion of the Outline Solutions stage (early Sept 2019). This leads to the Detailed Solution stage which is due to conclude in mid -March 2020.

3.7 The noise and vibration impact research is progressing and will report initial findings in October 2019.

Hull: Yorkshire’s Maritime City

3.8 The Hull: Yorkshire Maritime Project has submitted planning applications for the alteration and refurbishment of the , Dock Office Chambers and North End Shipyard, the new home of the . These were due to be heard on 04 September.

3.9 The Round two National Lottery Heritage Fund £13.6m bid for this project was submitted on 24 May and we await the decision of the National Board in late September.

3.10 The team are focussing on the technical documentation to have the capital elements of the scheme ready to tender as soon as we have the decision. Meanwhile the project is running a “Get on board” back our bid campaign on social media as the bid is in competition with other schemes .

3.11 The project has had a presence at the major events in Hull over the summer and leading up to the decision date including an advertising campaign on the back of buses and bus stops. The team have attended :

Guildhall Greenwich Time Ball Hull

3.12 Following a successful Round two grant of £282,100, the Council has achieved “Permission to Start” from the National Lottery Heritage Fund for the Guildhall Time Ball which now allows work on the project to proceed in earnest. DarntonB3 (Principal Designer) and Smiths of Derby (Time ball mechanism designers/manufacturers) have been re-engaged for the delivery stage. JD’s for both the Paid Training Placement and the Schools Community Learning Officer have been evaluated, adverts will be ‘live’ imminently. A Principal Contractor will be engaged later 2019/early 2020 for works to start April/May.

Old Town Regeneration

Hull Old Town Heritage Action Zone (HAZ)

3.13 The Council has been successful in its LEP bid for the Humber High Street Challenge Fund project. £1.95m of Local Growth funding has now been secured to run a grant-based scheme across the sub-region, with £1m being allocated for investment in Whitefriargate. The project will formally launch later this year.

3.14 Following a successful Expression of Interest, the Council has been invited to submit a full application for the MHCLG’s Future High Street Fund for up to £22m to repurpose Whitefriargate. Development work is underway and further guidance on assessment criteria for this round is to be received from MHCLG shortly.

3.15 Under the Heritage Action Zone, HCC and Historic are establishing the feasibility of developing the South Blockhouse as a new visitor attraction that will act as a stepping stone between and the Old Town. Using a grant from Historic England, HCC has appointed Colliers International LLP to undertake a feasibility and options appraisal on the South Blockhouse (competitive open procurement process via YORtender to comply with grant conditions). Colliers are in the final stages of writing up their report which will outline options for the establishment of a low (sub £1m), medium and high value (up to £12m) visitor attraction on the site. The options have been informed through feasibility work involving research and workshop sessions with key stakeholders.

3.15.1 The Assistant Directors for Major Projects & Infrastructure and Planning & Economic Regeneration have provided strategic guidance to Colliers and the wider project team to ensure that the options for the South Blockhouse complement wider regeneration plans for the waterfront area of the city. Following the completion of the work being undertaken by Colliers, the Council will be equipped with the necessary data to develop business cases with a view to securing capital from funding organisations whose objectives align with the vision for the South Blockhouse.

3.15.2 The options within the report will reflect a ‘menu’ format which will allow the Council to tailor the scope of any proposed visitor attraction to suit the different levels of funding that are offered by funding organisations.

Fruit Market

3.16 The Fruit Market Limited Liability Partnership (FMLLP) continues to deliver the Regeneration of Humber Street as a digital, creative independent commercial area. The newly refurbished former Fruit building is nearing completion in phases; Label Worx has opened on the second floor and the new artist studios called ‘Juice’ will open in early November above the new music venue on the ground floor

3.17 The new Arco headquarters, multi-storey car park will start on site at the end of September 2019.

C4DI @ Fruit Market

3.18 Proposals for the additional two new 3-storey office buildings at C4DI have gained planning consent. The construction contract is out to tender with a start on site anticipated for mid-September 2019.

River Hull + ( Inlet project) 3.19 The Environment Agency is utilising its existing frameworks agreement to deliver the scheme. The Council is providing project management resource to the scheme and is acting as the financially responsible organisation for the ERDF.

3.20 Stage 3 detail designs are ongoing. Silt has been removed from both docks and planning permission has been granted for the concrete base slab.

3.21 The Arctic Corsair was successfully moved to its temporary berth on Sunday 04 August by the Council team and watched by many people despite the early start and long wait for the flood barrier to rise, with over 100,000 impressions on social media. This frees up the flow of water down the River Hull and achieves one of the aims of the project. The Arctic Corsair is in a temporary berth at Seimens Gamesa site within ABP at no cost until the HYMC project refurbishes her in 2020. Marine surveyors carried out checks on the ship each day for the first week to ensure the tow had not been detrimental to the structure and it is now inspected by staff and volunteers on a regular basis.

Public Realm Phase 3

3.22 Invitations to tender have recently been published and we hope to have a contractor mobilised and on site at the beginning of October 2019.

3.23 The scope of the public realm works is focussed in the main on pedestrian areas in Prospect Street between Storey St and Brook Street, the full length of Brook Street, Bond Street (northside) and Ferensway West side between St Stephens and Portland Place.

Newington & St Andrew’s – Hawthorn Avenue Regional Growth Fund

Acquisition Programme

3.24 All properties are now in Council ownership following acquisition by General Vesting Declaration.

Demolition Programme

3.25 The demolition of 27 properties commenced in September to complete by the end of year.

Local Labour 3.26 At the close of Q4 2018/19 at the Amy Johnson site the local labour rate from HU1-HU19 stands at 79% which is a decrease of 5% from the close of the previous quarter.

3.27 At the close of Q4 2018/19 at the Hawthorn Avenue East site the local labour rate from HU1 to HU19 stands at 90%.

3.28 Combining both sites shows that Keepmoat are achieving 82.9% HU based labour for the last quarter which is a 0.9% increase on the previous quarter. This performance is against a target of 80%.

3.29 We are working with the developer to monitor and analyse the orders placed with subcontractors by value as well as by locality to allow detailed understanding of the amount of value placed locally.

New Build Development

3.30 Riley College/Scholars Gate: The Developer Keepmoat Homes has now completed and sold all 348 new homes on this scheme. The remaining works include the junction improvements to Spring Bank which have received technical approval are underway.

3.31 Amy Johnson Phase 2 : Works on site are also progressing well with 304 of the 491 properties having now completed. The redesign of the Travellers site entrance on Newington Street is progressing.

3.32 Hawthorn Avenue East : The second phase has completed on site and saw a further 16 new 2 bed homes for Places for People. The 16 new homes saw modern methods of construction utilised in the form of off-site manufacturing processes. These properties have now handed over to Places for People and residents have moved in.

Retrofit and Priority Neighbourhoods

Empty Homes

3.33 KWL is the appointed contractor for the Homes England funded units and to date 29 properties have been purchased 27 have been completed and are now occupied, the remaining 2 are still in the process of being refurbished. All will be retained as Council housing. A further 18 properties have been leased and 6 properties have been acquired under Empty Dwelling Management Orders (EDMO).

3.34 The Right to Buy Replacement Programme Fund was launched May 2017 and applications were invited from all Registered Providers, Not for Profit organisations and Housing Organisations operating in Hull. Six partners have now been identified to join the development framework which will carry-out refurbishment works and new build projects using surplus Right to Buy receipts. To date applications have been received to build or refurbish 92 properties.

3.35 In June 2017 a Purchase and sale programme was launched and is working with a framework of 3 not for profit organisations. The Council purchases a property which is then refurbished by the framework partners and sold recovering all costs and recycling the Local Growth Fund (LGF) grant. Any loss will be covered by LGF grant but it is expected to be minimal. To date 4 properties are being refurbished and 4 more are being purchased to replace them once completed.

3.36 The programme will continue using a combination of HRA and Right to Buy receipts and additional grant funding has been granted by Homes England to acquire and refurbish an additional 15 properties all of which have been acquired and sent for works. A further 10 properties will be acquired due to encouragement from Homes England to submit further bids for grant. Priority Neighbourhoods – Frontage improvements 2015 - 2018

3.37 External solid wall insulation (ESWI) and frontage improvement completed in April 2018 for Granville and Walliker Streets. The few minor faults have been addressed. The mop-up scheme is expected to be incorporated into the Perry and Ruskin Street and Conway Close scheme (subject to the refurbishment of some empty properties).

Priority Neighbourhoods – Frontage improvements 2018 - 2021

3.38 Of the 34 priority streets agreed at cabinet, the 3 year programme of frontage improvement work would begin with the following 5 streets (and associated court terraces):

• Folkestone Street • Lane • Ruskin Street - including external solid wall insulation • Perry Street - including external solid wall insulation • Conway Close - including external solid wall insulation

3.39 Prior to start on site there will be a period of design, consultation, sign-up and procurement. The procurement for Perry and Ruskin Street / Conway Close launched summer 2019 and residents will be fully consulted prior to any start on site.

3.40 For Ruskin / Perry Street and Conway Close, in addition to the above works the installation of external solid wall insulation (or cladding) is expected subject to survey.

3.41 Information Events have been held for both sets of schemes and were well received by homeowners, landlords and tenants.

3.42 An information and sign up event will be held once designs are available with a start on site expected in October 2019 for Ruskin / Perry Street and Conway Close.

Great Thornton Street Garage Demolition s

3.43 The programme of post demolition works including new lighting; CCTV and fencing have now been completed. Other works are being undertaken to enhance the area and the gardens are being fenced off to allow community use

3.44 The openings for the former link bridges to the garages will be fully closed off and final finishes applied towards the end of the financial year.

4.0 Next steps

4.1 The Council remains committed to implementing the NASA AAP vision.

4.2 The report highlights the significant number of regeneration projects taking place across the Riverside Area supporting the delivery of new and improved homes alongside improving neighbourhoods and key city centre assets.
