Jaroslav Cuhra, PhD. Anotace Bakalářská práce nazvaná „Personální pnutí ve vedení KSČ v letech 1987-1989. Vliv přestavby na události v Československu na konci osmdesátých let.“ pojednává o situaci v nejvyšším vedení Komunistické strany Československa v letech 1987-1989 v závislosti na změně politické linie Sovětského svazu a nástupu Michaila Sergejeviče Gorbačova do funkce generálního tajemníka ÚV KSSS. Cílem práce je popsat postoj vrcholných komunistických politiků k přestavbě hospodářského a společenského mechanismu a vývoj s tím souvisejících rozporů uvnitř strany. Zabývá se personálními přesuny, srovnává přístupy politických křídel vedených Vasilem Biľakem, Gustávem Husákem a do procesu nově vstupujících politiků reprezentovaných Ladislavem Adamcem a Miroslavem Štěpánem. Studie zároveň zkoumá atmosféru v nejvyšším stranickém orgánu, předsednictvu KSČ a mocenské ambice jednotlivých osobností. Na základě vzpomínek aktérů doby se pokouší nastínit model politického rozložení sil, které na konci osmdesátých let v domácí politice nastalo a ve svém důsledku přispělo k pádu komunistického režimu. Annotation Thesis called "Personal tensions in the party leadership in the years 1987-1989. Effect of reconstruction of the events in Czechoslovakia in the late eighties "deals with the situation in the supreme leadership of the Communist Party of Czechoslovakia from 1987-1989, depending on the change of political line of the Soviet Union and the emergence of Mikhail Gorbachev to the position of the CPSU Central Committee General Secretary. The aim is to describe the position of top Communist politicians to transform the economic and social development mechanism and the related conflicts within the party. Deals with personnel moves, compares approaches to political wing 3 led by Vasil Biľak, Gustáv Husak, and new entrants into the process represented by politicians and Ladislav Adamec Miroslav Stepan. The study also examines the atmosphere in the party's highest authority, the Bureau of the CPC and the power ambitions of individual personalities. Based on the memories of players attempting to outline the time model of the distribution of political forces in the late eighties in domestic politics has occurred and ultimately contributed to the downfall of the communist regime. Zdůvodnění výběru tématu práce (5 řádek): Důvodem pro výběr tématu je zájem autora o zdokumentování doby, která je součástí jeho osobních vzpomínek. Pokouší se vyhledat, podchytit a pochopit mocenský status nejvyššího stranického a státního aparátu na konci osmdesátých let a postoje jednotlivých politiků k nutnosti společenské přestavby. Předpokládaný cíl (5 řádek): Podchytit skutečnosti, které vedly k pádu komunistického režimu v Československu v závislosti na demokratizačním procesu sovětského vůdce Michaila Gorbačova. Zjistit, zda je při hodnocení událostí prostor pro spekulativní teorie, či zda systém selhal přirozenou cestou neschopnosti obhájení vlastních ideálů a mocenských možností. Středem autorova zájmu je především elita československých komunistů a jejich postoj ke změně politické linie Moskvy.     TRANSITIONAL JUSTICE DYNAMICS IN SLOVAKIA: FROM SILENCE TO THE NATION’S MEMORY INSTITUTE By Martin Kovanic Submitted to Central European University Department of Political Science In partial fulfillment of the requirements for the degree of Master of Arts Supervisor: Professor Nenad Dimitrijevic CEU eTD Collection Budapest, Hungary (2012) Abstract The purpose of this thesis is to identify and explain the dynamics of transitional justice in Slovakia. Furthermore, it focuses on the Nation’s Memory Institute and its role in the process of dealing with the past. The dynamics are explained through the existence of constraints – the type of the regime change, the nature of the Communist regime and elite configuration. Transition process in Slovakia can be divided into three distinct phases, in which the interplay of the constraints allows for the application of various transitional justice mechanisms. Throughout the existence of the independent Slovakia, I argue that elite configuration is the constraint, which affects it the most. Favourable elite configuration allowed for the establishment of the institute in 2002, which can be considered a “breaking of the silence” when it comes to dealing with the past in Slovakia.     Veronika Pehe Socialism Remembered: Cultural Nostalgia, Retro, and the Politics of the Past in the Czech Republic, 1989-2014 UCL Thesis submitted for the degree of Doctor of Philosophy 2 I, Veronika Pehe, confirm that the work presented in this thesis is my own. Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 3 Abstract This thesis explores the political dimensions of representing history through literature, film, and television, offering a wide-ranging analysis of the cultural responses to the period of state socialism in the Czech Republic after the collapse of the former Eastern Bloc. Unlike in Germany, where the memory of the period from the end of the Second World War to the fall of the Berlin Wall has largely been discussed in terms of nostalgia, in the Czech case there is little evidence for nostalgia for either the utopian impulse of the socialist project or its everyday aspects. This research thus challenges nostalgia as one of the main paradigms for the remembrance of the socialist period in the former Eastern Bloc and demonstrates that in the Czech context, an aesthetic fascination with the past is not at odds with, but in fact reinforces an anti-communist rejection of the politics of socialism. My contention is that the object of remembrance in cultural production in the Czech Republic is not the period of state socialism itself, but rather a narrative of its overcoming through resistance and heroism. The retrospective handling of the past through cultural texts and practices hinges on a narrative of progress from the period of socialism to liberal democracy, which ultimately serves to legitimate the present political order.

    The Position of the Civic Forum and Public Against Violence Toward the Negotiations with Czechoslovak Prime Minister Ladislav Adamec Prague, 28 November 1989, 4 p.m. The CF believes that the negotiations with the prime minister of the federal government, Mr. Ladislav Adamec, and his associates authorizes it to provide the public with this information and these proposals: 1. The Prime Minister promised the delegation of the CF and PAV [Public Against Violence] that he would form a new government by 3 December 1989. 2. The Prime Minister announced to the delegation of the CF and PAV that tomorrow the CSSR government will present the Federal Assembly with a proposal for a constitutional law by which the articles legally establishing the leading role of the CPCz and Marxism-Leninism as the state ideology will be expunged. 3. The Prime Minister promised the CF and PAV delegation that he would immediately discuss with the Prague National Committee the issue of allotting the CF rooms, and discuss with other institutions the issue of giving the CF and PAV access to the media, including creating conditions for the publication of their own journals. 4. The Prime Minister informed the CF and PAV delegation that he had already submitted to the President of the republic a proposal for amnesty for political prisoners, [and] a list that the CF submitted to the Prime Minister during the previous meeting. The CF will challenge the president of the republic to accommodate this proposal at the latest by 10 December 1989, which is Human Right’s Day. The Civic Forum is receiving information that this list was not complete and therefore the CF and PAV are reserving the right to complete it.

But it must be something unquestionable, that all men can agree to worship communally. For the great concern of these miserable creatures is not that every individual should find something to worship that he personally considers worthy of worship, but that they should find something in which they can all believe and which they can all worship in common; it is essential that it should be in common. And it is precisely that requirement of shared worship that has been the principal source of suffering for individual man and the human race since the beginning of history. Here, by the way, is one of the most important differences between the post-totalitarian system and classical dictatorships, in which this line of conflict can still be drawn according to social class.     4. The Velvet Revolution: the causes and process 84 of the decline of communist power Signs of the approaching collapse of communist rule could be observed from the mid-1980s onwards. In July 1985, a large Catholic pilgrimage was organised in Velehrad, a place linked with the beginnings of Czech and Moravians Christianity. Although the communist establishment sought to prevent the pilgrimage or at least impose severe restrictions on it, they found they no longer had enough power and authority. The pilgrimage became the largest anti-regime gathering of the communist era, with nearly 200,000 people participating, almost two-thirds of them young. The presence of young people was particularly painful for the regime, as it flew in the face of communist descriptions of the Catholic Church as a concern only of a few old people (Cuhra 2001: 168-174, Halas 2004: 625-626). Less than a year later, in April 1986, the dysfunction of the channels of power and information was made evident in the regime’s inadequate response to the disaster at the nuclear power plant in Chernobyl. For ideological reasons, the KSČ absurdly refused to inform the public about the possible dangers, as by doing so it would admit that Soviet nuclear technology was imperfect. The party preferred to put Czechoslovak citizens at risk. At the same time in the Soviet Union, the perestroika reform movement, linked with the elevation of Mikhail Sergeyevich Gorbachev to the post of general secretary of the Communist Party of the Soviet Union in March 1985, was becoming increasingly vocal. Among other changes, perestroika reduced the pressure exerted on dissident circles.

Following an eventful history since 1918, Czechoslovakia changed in 1948 from a liberal democracy into a Communist regime. This had significant consequences for journalists and their national union and also for the International Organization of Journalists (IOJ), which had just established its head- quarters in Prague. The second historical event to shake the political system was the “Prague Spring” of 1968 and its aftermath among journalists and their unions. The third landmark was the “Velvet Revolution” of 1989, which played a significant part in the fall of Communism in Central and Eastern Europe and led to the closing of the old Union of Journalists in 1990, followed by the founding of a new Syndicate which refused to serve as the host of the IOJ. This led to a gradual disintegration and the closing down of what in the 1980s was the world’s largest non-governmental organization in the media field. Following an eventful history since 1918, Czechoslovakia changed in 1948 from a liberal democracy into a Communist regime. This had significant consequences for journalists and their national union and also for the International Organization of Journalists (IOJ), which had just established its head- quarters in Prague.

    The Games of the Velvet Revolution: An Integrative Approach to the Transition in Czechoslovakia 1989 Vit Simral Twelve years ago, in their influential article, James Mahoney and Richard Snyder (1999) reviewed contemporary research on regime change. They focused on problems of methodology and methods preference, and on the ‘chicken-egg’ controversy between the proponents of voluntarism on one side (Di Palma 1990; Przeworski 1991) and structuralism on the other (Luebbert 1991; Rueschmeyer et al. 1992) and argued that ‘laying the groundwork for the next generation of studies of regime change requires [...] integration of structural and voluntarist approaches’ (Mahoney and Snyder 1999, 4). This chapter seeks to combine structural and actor-oriented approaches in an analysis of the transition of Czechoslovakia in 1989. Such a combination promises to get around the rigid conditions of socio-historical macro-structures as well as the vague, non-explaining flexibility of games in political arenas. It aims to uncover how structural variables affect the possibilities of politicians and citizens during the process of democratic transition. In this chapter, game theory is employed as the actor-related framework for its analytical rigour and its theoretical potential to achieve a ‘prediction regarding the outcome of interaction among human beings using only data on the order of events, combined with a description of the players’ preferences over the feasible outcomes of the situation’ (Rubinstein 1991, 923). The game theoretical models make use of Joseph Colomer’s classification of regime change actors (Colomer, 1991), where actors are defined by their preference orderings. Four groupings in the classification – Reformists, Openists, Continuists, and Involutionists – constitute the ruling bloc, while the remaining two – Rupturists and Revolutionaries – represent the opposition (Figure 9.1).
