uring FY 2014, the Business Improvement District Association (WBIDA) continued to engage DGoodwill Industries of , Inc., Landscape Hawaii, Inc., and Block by Block, LLC to provide supplemental custodial, landscape maintenance, and hospitality and safety services within the District. Support of enhanced police patrols of the sidewalks and beach, and outreach services to the homeless in Waikiki was also maintained through respective donations to the Police Department and Waikiki Health.

Efforts this year focused on enhancing cleanliness of the District due to increases in the visitor population, as well as ongoing use of public spaces by homeless and transient individuals. Activities included: • Restoring custodial services to normal operating levels and purchasing additional equipment including: • A mechanical scrubber to supplement pressure washing of the sidewalks. • A system that produces a water-based ozone sanitizer/cleanser to clean and remove odors from the sidewalks, landscaped areas, and bus stops impacted by public urination and defecation activities of the homeless and transient individuals. The ozone cleanser is applied via the mechanical scrubber, a backpack sprayer, and spray bottles.

• Working with the City Administration to develop a supplemental custodial services program for Kuhio Beach Park and Kuhio Avenue bus stops commencing in FY 2015.

WBIDA also worked to improve the streetscape by: • Requesting the City Administration repair damaged publication racks

(Right) Updated Waikiki maps will be donated to the City to replace those located along Kalakaua Avenue. having just one style of publication rack, instead of the three designs currently in place. • Updating the ExploreWaikiki map and producing four maps to be donated to the City and County of Honolulu for installation on Kalakaua Avenue. (Note: The updated maps would replace the original maps installed by the City in October 2007.) • Providing input to the City Administration on landscape design issues for the two main thoroughfares in the District: • Landscape design for Phase II of the Kalakaua Avenue Sidewalk Improvements Project based on the experience of maintaining the landscape installed during Phase I. • Redesign of selected landscaped areas on Kuhio Avenue due to the adverse impacts of maturing trees on the irrigation system, and ongoing trampling of grass and plants by pedestrians and bicyclists illegally riding on the sidewalks.

Special Assessment Rate for FY 2015 In accordance with Section 36-3.2(a), Revised Ordinances of Honolulu (1990), at the WBIDA Annual Membership Meeting held on May 22, 2014, the WBIDA membership authorized a rate of 50 cents per $1,000 assessed value for properties in Precinct 1 for FY 2015. The following table summarizes the rate schedule approved by the WBIDA membership.
