Фонд поддержки политики тюркоязычных государств (ФППТГ) был создан в Бишкеке в 2003 году. Официально зарегистрирован в Министерстве юстиции Кыргызской Республики, Свидетельство о регистрации №58595-3301-ОФ от 25 сентября 2007 года. С момента основания президент ФППТГ Нусрет Муса-оглы Мамедов - известный в Кыргызстане деятель азербайджанской общины. В основании ФППТГ активно участвовали члены его Генерального Совета народный писатель Кыргызстана Чингиз Айтматов и народный артист СССР Болот Шамшиев. В числе членов Генсовета ФППТГ также Александр Тузов, Гиас Халилов и др. ФППТГ провел ряд крупных мероприятий международного значения. 23 июня 2007 года: I международная научно-практическая конференция “Роль лидеров в развитии тюркоязычных государств” в Бишкеке. 12 декабря 2007 года: II международная научно - практическая конференция “Роль лидеров в развитии тюркоязычных государств” в Алматы. 11 апреля 2008 года: III международная научно-практическая конференция “Роль лидеров в развитии тюркоязычных государств” в Баку. ФППТГ организовал поездку в Баку всемирно известного писателя Чингиза Айтматова с 24 февраля по 1 марта 2008 года. Благодаря постоянной поддержке этого важнейшего международного мероприятия Администрацией Президента Азербайджанской Республики, Президент Азербайджанской Республики Ильхам Алиев принял Чингиза Айтматова и президента ФППТГ Нусрета Мамедова 25 февраля 2008 года и наградил Чингиза Торекуловича орденом “Достлуг” (“Дружба”) номер 1. Тогда из уст великого писателя вес мир узнал о его поддержке проводимой Ильхамом Алиевым политики. В 2004-2008 годах ФППТГ проводил в Кыргызстане мероприятия, посвященные годовщинам со дня рождения Общенационального лидера азербайджанского народа Гейдара Алиева. В январе 2008 года ФППТГ организовал открытие Музея Общенационального лидера азербайджанского народа Гейдара Алиева на проспекте Дэн Сяопина в УДК 94 (47) И 0503020000-09 ББК 63.3 (2) ISBN № 978-9967-25-317-9 Мегамедиа 2009 2 Бишкеке. В мероприятии участвовали представители азербайджанской общины, аккредитованные в Кыргызстане азербайджанские дипломаты и народный писатель Кыргызстана, Чрезвычайный и Полномочный Посол Кыргызской Республики в Бельгии Чингиз Айтматов. В экспозиции Музея наряду с фотоматериалами о жизни и деятельности общенационального лидера Гейдара Алиева много места Фонд отвел и сегодняшнему Азербайджану, руководимому президентом Ильхамом Алиевым. 6-7 мая 2008 года в Бишкеке в Кыргызской национальной филармонии имени Токтогула Сатылганова Фонд поддержки политики тюркоязычных государств организовал крупное мероприятие в честь 85-летия со дня рождения Общенационального лидера азербайджанцев Гейдара Алиева и 100-летия со дня рождения известного ученого и писателя Мир Джалала. По просьбе Фонда и при поддержке президента Азербайджанской Республики Ильхама Алиева на мероприятие прибыла и участвовала в нем большая группа представителей государственных и общественных структур, ученых и мастеров искусств Азербайджана. Мероприятие стало огромным событием культурной жизни. На нем по приглашению Фонда присутствовал и выступил с приветственной речью Чингиз Айтматов - фактически последний раз в своей замечательной жизни. Вместе с Чингизом Торекуловичем Айтматовым в мероприятии участвовали всемирно известный кинорежиссер Болот Шамшиев, депутат Жогорку Кенеша КР Шарипа Садыбакасова и другие авторитетные кыргызстанцы. ФППТГ в рамках развития культурных и литературных связей между тюркоязычными государствами перевел и издал следующие книги: 1.Мир Жалал. Бир жаштын манифести. На кыргызском языке. 2.Рамиз Мехтиев. Определяя стратегию будущего: курс на модернизацию.- Реалии геноцида азербайджанцев,. На кыргызском и русском языках. 3 Айкөлдүгү Манас баба өңдөнүп. На кыргызском языке). 4. Агиль Ажыев. Кавказ темасы ХIХ кылымдын биринчи жарымындагы орус адабиятында. На Кыргызском языке. 5. Гафар Алиев. Основоположник, спаситель и созидатель современного Азербайджана. На русском языке. 6. Гафар Алиев. Эгемендүү Азербайжандын негиздөөчүсү, куткаруучусу. Жана куручусу. На кыргызском языке. 7. Гафар Алиев. Жаңа Азербайжанның негизин салушы əрі кұрушы жəне қутқарушысы. На казахском языке. В сборнике на документальной основе, архивных материалах, данных эпиграфики прослеживается стремление армян захватить азербайджанские земли и на этой территории создать свое государство. Для осуществления этой цели армяне использовали такие испытанные формы борьбы против азербайджанского народа как геноцид, террор, депортация. Важным инструментом армян в этой борьбе стали фальси- фикация истории, всякого рода диверсии. Настоящий сборник призван довести до мировой общественности акты вандализма, содеянные армянами на нашей земле на протяжении последнего столетия, раскрыть истоки армянского сепаратизма, доказать необоснованность территориальных притязаний армян на исторические земли Азербайджана. 4 In this collection Armenians’ crimes in Azerbaijan are exposed by means of concrete historical facts. In documents, archives, epigraphic data and respective articles there is unmasked Armenians’ urge towards occupying Azerbaijan lands and establishing at these territories own state. Armenians applied for implementing the purpose such tested methods of struggle against Azerbaijan people like genocide, terrorism and deportation. History falsifica- tion, various diversions were important remedy for Armenians in this fight. НАНА, доктор исторических наук, профессор, директор Института Истории Армяне, впавшие в смятение и обеспокоенные огромными успехами Азербайджана на международной арене, усилением нашего государства и возрождением тюркского мира в целом, еще более расширили пропаганду вымышленной «Великой Армении» и перенесли ее на новую плоскость. Очередное грязное намерение армянской пропагандистской машины – это нанести удар историческим связям братства и дружбы между тюркскими народами и государствами, любыми способами не допустить их сближения. Горько признавать, что армянским националистам иногда удается достичь своих замыслов, как, например, в случае с недавно изданным атласом «Туран», совместно подготовленным учеными Казахстана и Москвы (Алматы – Москва, 2008). Этот атлас c родным для всех тюрков мира названием Туран нанес крайне тяжелый и внезапный удар истории Азербайджана – составной части Тюркского мира. Другими словами, атлас «Туран» - ничто иное, как немыслимый антинаучный, преднамеренный выпад против Азербайджана, да и всего Турана. В этом атласе наши казахские братья не «нашли» места могущественным государствам Азербайджана, имеющего 5000-летнюю историю государственности и являющегося составной частью Турана. Тогда как карту вымышленной «Великой 6 Азербайджан (IV - VII в.в) Армении», в большинстве случаев не имеющую никакого отношения к сути дела, многократно, к тому же самым грубым образом искажая историческую хронологию, с невероятной «щедростью» включили в атлас «Туран» и тем самым «подарили» армянам исторические азербайджанские земли. В подготовке атласа «Туран» противившая «рука» настолько сильно «поработала» против Азербайджана, что даже в списке многочисленных организаций, которым редколлегия и авторы выразили свою «благодарность», не значатся названия ни одного научного учреждения нашей страны, вернее, в подготовке атласа

    Volume: 8 Issue: 2 Year: 2011 A Brief Overview on Karabakh History from Past to Today Ercan Karakoç Abstract After initiation of the glasnost (openness) and perestroika (restructuring) policies in the USSR by Mikhail Gorbachev, the Soviet Union started to crumble, and old, forgotten, suppressed problems especially regarding territorial claims between Azerbaijanis and Armenians reemerged. Although Mountainous (Nagorno) Karabakh is officially part of Azerbaijan Republic, after fierce and bloody clashes between Armenians and Azerbaijanis, the entire Nagorno Karabakh region and seven additional surrounding districts of Lachin, Kelbajar, Agdam, Jabrail, Fizuli, Khubadly and Zengilan, it means over 20 per cent of Azerbaijan, were occupied by Armenians, and because of serious war situations, many Azerbaijanis living in these areas had to migrate from their homeland to Azerbaijan and they have been living under miserable conditions since the early 1990s.     Second1 International Fact-Finding Mission to Baku-Tbilisi-Ceyhan Pipeline Azerbaijan Section Initial Summary Report 4 June 2003 Bank Information Center Friends of the Earth US Friends of the Earth Netherlands CEE Bankwatch Network Green Alternative National Ecological Centre of Ukraine PLATFORM From May 7 through 11, an international Fact Finding Mission (FFM) comprised of representatives from the seven international NGOs listed above visited Azerbaijan to assess the planning and implementation of the proposed Baku-Tbilisi-Ceyhan (BTC) oil pipeline. The FFM traveled along the pipeline route meeting with landowners, community members and local government.2 The FFM also met with NGOs in Baku and Ganja and company representatives at the Sangachal terminal and the workers’ camp near Aran. This report provides a brief overview of the findings. A full report will be issued in the near future with findings and recommendations for BP, the lead operator of the consortium, and for the public and private financial institutions being approached to finance the project. These public institutions include the World Bank Group, the European Bank for Reconstruction and Development (EBRD), and export credit agencies from several countries. This preliminary findings report for Azerbaijan (a parallel report for Georgia is prepared) serves as an initial report for the financial institutions that are being asked imminently to finance the pipeline. Resettlement and Land Compensation The FFM noted numerous concerns about the implementation of the land compensation process in Azerbaijan. • Land owners were not given the contract in advance. Approximately one year ago, land owners were required to sign a document stating that they would adhere to the compensation process.

While most would accept at this point the presence, if not decisiveness, of class antagonisms and conflicts in the central Russian cities -- with an in­ creasingly militant working class standing opposed to the propertied elements of Russian society -- when studying the national borderlands they generally dismiss the importance of class struggles and insist more often than not on the overwhelming significance of ethnic conflicts between different national­ ities, particularly those between the formerly-dominant Russians and the newly­ emerging minorities native to the periphery. While emphasizing the importance of nationalism and focusing almost exclusively on the political struggles be­ tween ethnic parties, the principal western writings on the national border­ lands have largely ignored investigation into the social structure of the minority communities. The contrast between the image of the revolution in Russia proper and in the borderlands has been drawn much too starkly to be convincing and clearly demands further investigation of the social basis of nationality conflicts and nationalism to see if class as well as ethnic fac­ tors played a part in the intensification of hostilities evident in 1917-1918.

The Resettlement Plan covers land acquisition and other resettlement aspects for the rehabilitation of the road segments from Yevlax to Ganja and from Gazax to the border with Georgia.
