Eisenhower School for National Security and Resource Strategy National Defense University Fort McNair, Washington, D.C. 20319-5062 i FINANCIAL SERVICES 2015 ABSTRACT: The Financial Services Industry plays a key role in our national security and prosperity by providing much needed credit and capital to the Defense Industrial Base and all aspects of the economy. Seven years after the worst financial crisis in recent history, regulations have increased transparency and raised liquidity, capital and leverage standards. By many measures the system is now safer, particularly in terms of stability. However, concerns remain that risk may be moving to unregulated areas and that post-crisis regulation designed to make the industry more stable is now potentially undermining its contribution to economic growth. Our recommendations focus on improving the balance between financial services sector stability and the necessary market liquidity to support a prospering US economy, as well as issues of political, transparency, cyber-security and ethical risks. Public Policy View Political Science Department website Public policy decisions touch nearly every aspect of daily life, although we often fail to recognize or understand their impact. Daily, we are exposed to the policy proposals and preferences of those in or seeking office and they are in turn influenced by the preferences of the public and the pressures of organized interest groups. Given the impact that policy choices can have on our lives, it is essential that we have an understanding of how policy choices are made and how we might evaluate those choices. Why do we need this knowledge? Policymakers are more responsive to the demands and interests of an active and informed public. The purpose of the public policy major is to equip students with sufficient competence in analytical skills supported by social science theory to prepare them for graduate or professional study. Majors should be sufficiently prepared to seek positions in organizations which deal with public policy issues: business firms, trade associations, lobbying organizations, and government agencies. The major provides students with the factual, analytical, practical, and theoretical skills necessary for contemporary policy design, implementation, and evaluation. Public policy is interdisciplinary in nature; it is affected by social and economic conditions; political as well as cultural values; and the structure of government. The study of public policy requires the integration of knowledge from multiple disciplines to understand and critically assess public problems and potential solutions. The public policy major draws upon the knowledge and experience usually available through separate majors such as anthropology, economics, sociology, and political science. -

Neoliberalism, Competitive Federalism, and the Enduring Fragmentation of the American Market Why do interstate barriers persist and proliferate in the US and go unnoticed by neoliberal policy-makers, while in other places, like the EU, they get systematically addressed? I challenge the common assumption that the EU is trying but failing to emulate the single market created in the US a long time ago. I show that in many ways, the EU has adopted more liberal rules for the exchange of goods and services across its members states than the US has in effect across its state borders. -

Richard Giragosian Mr. Richard Giragosian is the Founding Director of the Regional Studies Center (RSC), an independent “think tank” located in Yerevan, Armenia. He also serves as a Visiting Professor and as a Senior Expert at the YerevanStateUniversity’s Centre for European Studies (CES) and is a contributing analyst for Oxford Analytica, a London- based global analysis and advisory firm. Giragosian previously served from 2009-2011 as the Director of the ArmenianCenter for National and International Studies (ACNIS), another think tank in Armenia. It is therefore an objective fact and, at the same time, a matter of interpretation. Policy scholars tend to view this duality as a prob- lematic ontological issue and to categorize such policies as errors of commission or omission. This article builds on (i)the aforementioned duality and (ii)a recent conceptual turn whereby this concept is re-entering the policy lexicon as a type of deliberate policy choice. This may be motivated by, among other factors, political executives’ desire to pander to public opinion, ap- pear informed to voters, and signal extremity. -
