Carmarthenshire County Council Councillor's Annual Report 2018-2019 Carmarthenshire County Council Councillor’s Annual Report 2018-2019 This annual report outlines the activities of the Councillor named below for the period May 2018 to May 2019 (the Council’s Municipal Year). It is provided for the information of constituents, and for no other purpose. The views expressed in the report are those of the Councillor and do not necessarily reflect the views of Carmarthenshire County Council. Councillor: Handel Davies Electoral Division: Llandovery & Llanfairarybryn Section 1: Role & Responsibilities Council Committees: County Council Community Scrutiny Committee Policy & Resources Scrutiny Committee http://democracy.carmarthenshire.gov.wales/mgAttendance.aspx?UID=503 Section 2: Constituency Activities • Instrumental in bringing the National Urdd Eisteddfod to Llandovery for the first time in history (May 31st - June 6th 2021). • Instigated and secured the (£4.2 million) new Ysgol Rhys Prichard community primary school development relocation to the Ysgol Pantycelyn site (commencing June 2019). • Secured investment of internal & external refurbishment works at Llandovery Swimming Pool. • Secured investment for external refurbishment works to Llandovery Town Hall (July 2019). • Instigated and organised Llandovery’s first ever Blue Plaque project at Tŷ Ficer Prichard, unveiled by Adam Price AM (January 2019). • Submitted planning application for Llandovery’s 2nd Blue Plaque - ‘The Black Ox Bank’ project at the Kings Head Inn. • Co-ordinated completion of new ‘Ogof Twm Siȏn Cati’ brown tourism signage from Llandovery to Dinas, Rhandirmwyn, including formal opening of Information Board & footpath waymarkers by Jonathan Edwards MP (March 2019). • Lobbying for continuity and enhancement of care and medical services at Llandovery Hospital in response to Hywel Dda consultation ‘Our big NHS Change: Transformation and review of clinical services’ (in progress/ongoing). • Secured the establishment of regular Waste Amnesty Recycling Days in Llandovery (May/July/Oct/Feb). • Lobbying for a meaningful review of LDP (Local Development Plan) in relation to existing flooding issues affecting the availability of Housing/Industrial/Business Development land options in Llandovery (in progress/ongoing). • Facilitating discussions between Carmarthenshire County Council with local businesses to provide support and raise awareness of potential grant funding opportunities (in progress/ongoing). • Exploring options with Carmarthenshire County Council and private investors to increase the availability of business units for new/expanding small/medium enterprises (in progress/ongoing). • Secured completion of Bawddwr improvement & reconstruction works. • Secured SWTRA commitment for A40 resurfacing works through Llandovery Town Centre (June/July 2019). • Secured 250 hours free parking provision in Castle Car Park, Llandovery. • Secured provision of Electric Vehicle Charging Point at Llandovery Castle Car Park. • As trustee of Llandovery Heritage secured successful opening of ‘Y Gannwyll’ - Llandovery Museum & Visitor Gateway (April 2019). • Secured completion of lighting illumination of Llandovery Castle Walls and Llywelyn ap Gruffydd Fychan monument (August 2018). • Secured SWTRA commitment for double yellow lines at dangerous road junctions with A40 trunk road (July 2019). • Lobbying Welsh Government to secure funding to commemorate William Williams Pantycelyn (in progress/ongoing). • Discussions with SWTRA to extend 30mph speed restriction further along A40 at westward entry into town (in progress/ongoing). • Secured the provision of additional car parking facility at Maesglas, Llandovery (March 2019). • Instigated cycling tourism leaflet initiative to promote local cycling routes to coincide with the ‘Tour of Britain Cycle Race’ (televised in 125 countries worldwide), which came to Llandovery on Sunday, 2nd September 2018. • Facilitated the Llandovery Deep Place Study Community Consultation as part of Carmarthenshire County Council’s Ten Towns objective – ‘How to revitalise our rural towns’. Sustainable Development 1.1 The Carmarthenshire Well-being Assessment (March 2017) looked at the economic, social, environmental and cultural wellbeing in Carmarthenshire through different life stages and provides a summary of the key findings. The findings of this assessment form the basis of the objectives and actions identified in the Draft Well-being Plan for Carmarthenshire. The Assessment can be viewed via the following link: www.thecarmarthenshirewewant.wales 1.2 The Draft Carmarthenshire Well-being Plan represents an expression of the Public Service Board’s local objective for improving the economic, social, environmental and cultural well- being of the County and the steps it proposes to take to meet them. Although the first Well- being Plan is in draft and covers the period 2018-2023, the objectives and actions identified look at delivery on a longer term basis of up to 20-years. 1.3 The Draft Carmarthenshire Well-being Plan will focus on the delivery of four objectives: Healthy Habits People have a good quality of life, and make healthy choices about their lives and environment. Early Intervention To make sure that people have the right help at the right time; as and when they need it.     The 154th Annual Summer Meeting Carmarthen 2007 The summer meeting in 2007 was held at Trinity College Carmarthen from August 12th - 18th, a period which threatened appalling weather, but which in the event was showery and occasionally drizzly but also included periods of sunshine, providing fine views of the Towy valley, the river around which the programme for the meeting was woven. The meeting was conceived and organised by Gwilym Hughes and Marion Page of Cambria Archaeology, with the help of members of the Carmarthenshire Antiquarian Society and of Cambrian members from the area. The programme booklet, with full colour illustrations for the first time, was prepared by Marion Page who had also made all the day to day arrangements for the excursions. Nansi Mascetti had agreed to look after accommodation matters at Trinity College, a role which proved to be unexpectedly taxing because, despite the efficiency of the management of the Halliwell Centre where the dining and lecture rooms were, the plumbing in the accommodation blocks was frequently troublesome. Frances Llewellyn had taken care of recruitment and the meeting finances. Sunday August 12th. Members arrived in Carmarthen in the late afternoon and were joined for dinner by the winners of the G.T.Clark Prizes and the Blodwen Jerman prize, this year for the first time awarded for university dissertations. After dinner the prizes and cheques were given out by the President-elect Tom Lloyd (see separate report in this volume). This short ceremony was followed by informal introductions to the region by Gwilym Hughes and by Ken Day who illustrated his talk with some of the splendid photographs which graced his recent book Beloved Towy.

    n the Inventory for this, the largest, county in Wales, just issued by the Royal Commission on Ancient Monuments in Wales and Monmouthshire, are the following references to Friends' Meeting Houses and Burial Grounds, visited and reported upon by its Inspecting Officer, George Eyre Evans. FRIENDS' BURIAL GROUND, parish of Llandingat Within. (6in. Ord. Surv. sheet, Carm. 18 S.W. ; lat. 51° 59'39"; long. 3° 48' 10*.) A small site two perches in extent, now covered by railway premises, was formerly known as " Cae Quakers." The ground was acquired in 1689 by the Society of Friends for a Burial Ground, and interments continued to be made in it until the first few years of the nineteenth century. The space was enclosed by walls, and entered by an oaken door on which was the date 1752. The Friends decreased in numbers and influence, and the little burial place was neglected. The foundress of the system of circulating schools in Wales resided for many years in Laugharne, in a house that stood midway between the Town Hall and Cliff Chapel, and that was pulled down in the year 1859.
