Strategic Environmental Assessment (SEA) is a formal, systematic and comprehensive evaluation of the likely significant environmental effects of implementing major public undertakings such as Development Plans, before the decision is made to adopt it. Strategic Environmental Assessments can accommodate and if necessary, negate the cumulative environmental impacts which may arise from the implementation of a Development Plan. The process of preparing a Strategic Environmental Assessment runs in parallel to that of formulating a Development Plan and the same opportunities for comment afforded to the public through a Development Plan process are available for the SEA process.
