In commemoration of the Year of the Youth, 1985, the Gov­ ernment of decided to adopt the Youth Emblem above as the symbol for the youth of the country. The figures in the Emblem symbolise the urge in our youth for excellence, strength of character, determination, a will to surpass and yet a desire to work in unison and with a spirit of co-operation. The dove depicts peace only through which development depicted by the twig held in the beak of the dove, is possible. The circular design of the Emblem represents the universality and wholeness of life. The horizontal lines give a sense of motion to the youthful figures. 1

24 NATIONAL YOUTH POLICY

INTRODUCTION Yourti, in all ages, has been in the vanguard of progress and social change. Thirst for freedom, impatience for quicker pace of progress and a passion for innovation, coupled with idealism and creative fervour, saw the youth in the forefront of the freedom struggle in our own land. If our youth was inspired by the call of the Father of the Nation in the first half of this century, the youth of today face the challenge of economic development and technological progress with social justice. The'youth of India, representing a third of our population, constitute a vital and vibrant human resource. They have a right, os well as an obligation, to participate actively in notional development and in shaping the DESTINY OF THE NATION which is, in point of fact, their own destiny. Their problems ore many and varied and their ospirations naturally high, in a country with a great Post and greater promise fpr the future. The need, therefore, is to create increasing oppor­ tunities for them to develop their personality and their func­ tional capability and thus make them economically productive and socially useful. Such opportunities have to be created on a large scale, to cover a wide spectrum of areas of human endeavour; and they'have to be mode available to youth of all strata of society, particularly the disadvantaged. All notional program­ mes should be directed to enable the youth to become a pro­ ductive, self-confident and committed force for notional de­ velopment. These programmes must create adequate facilities for the all round development of youth and assist in their striving for excellence in all fields. This colls for on integral and inter-disciplinary approach, involving both government departments and organisations and sectors outside the Government such os the family, educators, leaders, voluntary agencies and youth organisa­ tions. The Central and State Governments hove to provide adequate mechanisms supportive of this process. It behoves the NATION, therefore, to assist youth in getting their due shore in the country's* iffe arud progress, wrhile equipping them to meet their obligations adequately. It is not on easy task, but it is a necessary task, in ¥i4tich not only the Government but the whdp nation, including individuals, in­ stitutions and organisations, have t^ be Wought together in a spirit of creative enterprise, as anWsaged In this NATIONAL YOUTH POLICY. OBJECTIVES The policy shall be directed towards the achievement of the following OBJECTIVES:- To instil in the youth a deep awareness of and respect for the principles and values enshrined in ovr Cdnstitution and a wit- lingness to further the ru|? of IgW, yvfth gn abiding commitment to notional integration, non-vfobnce, secularism and socialism; To promote among the y O iith ili|ld ^ r« n j^ s of our historical and cultural heritage ond ipfiU^ Hiwra with a sense of pride and notional identity, toge^h<^ with o deep coromitment towards their preservation, as well as the enrichment of the environment and ecology; To help develop in the youth qualities of discipline, self- reliance, justice and foir-ploy, a burning concern for public weal, sporting spirit and above all, a scientific temper in their modes of thinking and action wHich, inter alia, will enable them to combat supersition, obscurantism and the numerous social ills that beset the Notion; To provide the youth with maximum access to education which, in addition to developing their olround personality, imparts appropriate professional and vocational training, with a view to enabling them to avail of employment and self- employment opportunities towards the aim of BEKARI HATAO;and To moke the youth aware of international issues and involve them in promoting world peace, undierstonding and a just in­ ternational economic order.

PLAN OF ACTION The following shall represent the PLAN OF ACTION for the implementation of the NATIONAL YOUTH POLICY: Programmes aimed at inculcating knowledge of and respect for the CONSTITUTION OF INDIA, together with a sense of national integrity, cultural unity, democratic values and faith in socialism and secularism will form the core of all youth ac­ tivities. Programmes seeking to create a thorough awareness of our history, freedom struggle, national development, achieve­ ments of modern science and technology and their applica- blity in overcoming socio-economic constraints and achieving faster progress, without losing our cultural identity and spiritual strength, will be implemented.

Special efforts will be made to foster and develop contacts between youth from different parts of the country, with a view to inspire them to combat regionalism, communolism, linguis­ tic chauvinism and other divisive and fissiparous tendencies, through participation in the programme of ANTAR BHARATI

Meoningful programmes of mass education, formal and non- formal, will be undertaken, so that the bene* s of education reach all young men and women, including non-student rural youth, with particular emphasis on the dis-odvantaged sections of our society. Training programmes will be organised, aimed at imparting requisite skills to youth for self-employment, improving their employability and enhancing their productivity, while making them appreciate the dignity of labour. Programmes will be undertaken to offer opportunities to the youth for leadership training through personality develop­ ment and character building, and for motivating them to voluntary social and community service. Promotion of physical fitness through moss participation in yoga, indigenous games and modern sports wil be made an integral part of all youth programmes, together with adventure activities calculated to develop the spirit of risk taking, team work and endurance. Yourfg parents will be particularly sensitized to their respon­ sibilities and their own role as catalysts of social change, by being involved in movements against various social ills, harmful practices and superstitions, and by adopting the small family norm and appropriate family welfare measures. True to our great tradition of viewing the world as one family, programmes, enabling contacts and close links between the youth of India and their counterparts all over the world, will be expanded, to promote international understanding and strengthen world peace. Outstanding work done by young persons and voluntary agencies in various fields will be recognised and rewarded through a system of awards, scholarships and the like. IMPLEMENTATION

The MINISTRY OF HUMAN RESOURCE DEVELOPMENT, Government of Indio, through the DEPARTMENT OF YOUTH AFFAIRS AND SPORTS, wil be the NODAL AGENCY in the Government of Indio for the implementation of the NATIONAL YOUTH POLICY and providing such guidance and assistance os may be required.

Systematic and scientific monitoring end evaluation of the im­ plementation of the Policy will be done, to provide insights into the needs, and aspirations of the youth at different levels and to assess the impact of the programmes and the expendi­ ture thereon in relation to stated objectives. Monitoring and evaluation v/ould be built into the system on on on-going basis and necessary mid-term corrections applied.

Maximum participation by non-governmental institutions, public and private, will be encouraged, and in fact sought, in the mobilisation of youth in specific areas of national de­ velopment, Programmes of youth organisations will be en­ couraged through financial and organisational support.

COORDINATION

The most important component of the youth programme will be the removal of unemployment, both rural and urban, educated and non-educated. This sholl inform all program­ mes for youth undertaken by oil departments of Government, Central and. State, os well os non-Governmentol Agencies. This will be ensured by all these Agencies, working in unison and in mutual consultation and coordination. The DEPART­ MENT OF YOUTH AFFAIRS in the MINISTRY OF HUMAN RESOURCE DEVELOPMENT, Government of India, will make oil efforts to serve os a clearing house of data, information and ideas germane to process of coordination, while keeping intact the independent operational aspects of each of the Agencies.

The Central Government, State Governments and Voluntary Agencies will work in close coordination in the implementa­ tion of the NATIONAL YOUTH POLICY. Detailed exercises at the local level will be initiated in order to bring about maximum utilisation of the State and Central facilities and to ovoid duplication in oil the spheres of activity that the POLICY contemplates, and to evolve effective, responsive and respon­ sible mechanisms for these purposes. A COMMIHEE FOR NATIONAL YOUTH PROGRAMMES (CONYP) will be set up, bringing together representatives of the concerned Ministries, Departments end National Youth Organisations, to advise the DEPARTMENT OF YOUTH AFFAIRS AND SPORTS in discharging its duties in the effective implementation of the NATIONAL YOUTH POLICY. CONCLUSION It is significant that the National Youth Policy is being launched in the year of the birth centenary of Pt. Jav/aharlal Nehru. In the implementation of the policy, the nation and the Government v/ill be guided and inspired by the philosophy and vision of Pt. Nehru, who was not only the rallying point of youth during the struggle for Independence but also the man who became a symbol of resurgent youth in Independent India. With his world view of history and his modern, scientific temper working in unison with the traditions and heritage of this great country, Pt, Nehru was a great humanist who strove for the ideals of socialism, secularism and democracy. These cardinal principles and ideals enshrined in the Constitution of India will inform all programmes of action for implementation of this Policy, enabling the youth of India to march forward, with confidence in themselves and faith in the future, basing their convictions on our ancient heritage but utilising their skills, knowledge, energies and idealism to harness the fruits of science and appropriate technology in building a new and vibrant India.

29 NATIONAL SPORTS POLICY

The importance of participation in sports and physical education activities for good health, o high degree of physical fitness, increase in individual productivity and also its value as a means of beneficial recreation promoting social harmony and discipline is well established. The need of every citizen, irrespective of age and sex, to participate in and enjoy games, sports and recreational activities is, therefore, hereby recognized. The necessity of raising the national standards in games and sports so that our sportsmen and women acquit themselves creditably in international sports competitions is equally recognised. It is the duty of the Central and State Gov­ ernments, therefore, to accord to sports and physical education a very high priority in the process of all round de­ velopment. They should promote and develop traditional and modern games and sports, and also yoga, by providing the necessary facilities and infrastructure on a large scale and by inculcating sports consciousness among the masses, so that by their regular participation in sports and physical education activities, the nation is made healthy fit and strong. The Government of India are happy to note that the principles stated above and the policy statements which follow enjoy the support of the State Governments. The Government of Indio, accordingly, resolve that promotion of sports end physical education in the country be undertaken in the following monner:-

Infrastucture in Villages and Towns: No programme of promotion .of sports and physical education on a large scale con succeed unless the minimum sports facilities such os ployfields, indoor halls swimming pools etc., ore provided in the villages and towns, alike for the general public, industrial workers and in educational institutions. Such facilities should, therefore, be provided in a phased manner oo os to cover the entire country in course of time. Only then it would be possible to fulfil the be ic object of mass participation in sports and physical education activities. A timebound programme needs to be drawn up for this purpose by the Central and State Gov­ ernments.

30 Preservation of Piay-Fields and Open Spaces: The Central and State Governments should make efforts to ensure, if necessary by suitable legislation, that existing play-fields and stadia in rural and urban areas are preserved for sports purposes and progressively more existing open spaces ore made available for sports any physical education activities.

Nutrition: The need for imporving the level of nutrition of the population at large is already recognised. Efforts should be mode to ensure that the diet available to sportsmen and women has the nutritional value necessary to meet the specific requirements of different games and sports in v^hich they par­ ticipate.

Identification of Talent: Those concerned vy^ith the promoVion of sports shou\d make o\l efforts to identify sports talent at a young age and to nurture it so as to realise its full potential.

Sports and Physical Education in Educational In­ stitutions: Sports and physical education should be made an integral part of the curriculum as a regular subject in schools and other similar educational institutions. A great deal of emphasis should be laid on participation in sports ac­ tivities also in universities, colleges and other institutions awarding degrees and diplomas.

Sports Institutions: Steps whould be taken to establish in­ stitutions such as sports universities, colleges schools and hostels which lay special emphasis on identifying, nurturing and developing sports talent to its full potential. Normal education has to be an integral part of the curriculum of these institutions besides their special emphasis on sports and physical education.

Incentives: Adequate incentives should be provided to those who excel in sports.

Special consideration for employment: Special con­ sideration should be given to those who excel in sports in the matter of employment, including self-employment.

Voluntary Efforts: Voluntary effort has to ploy an important role in promotion of sports both in respect of com­ petitive sports and mass participation in sports actfvitles. It is necessary, therefore, that cooperation of voluntary bodies such as the Indian Olympic Association, the notional sports federation, sports clubs and other is enlisted in this en­ deavour.

______International Competitions: The Indian Olympic Associ­ ation and the national sports federations have a special re­ sponsibility with regard to competitive sports. They should present a unified and cohesive image in keeping with the dignity of the nation. Their responsibility is even greater where participation of national teams in international competitions is involved. Such federations should, therefore, be encour­ aged to regularly hold national competitions an^ implement effective plans for the preparation of national teams for par­ ticipation In international competition^ and ensure proper selection, physical fitness and coaching of players for this purpose. They should also resist any change in the rules of a game at the international level that seeks to change the original form of the game to the detriment of sporting ability or style of any particular nation or group of nations. international Exposure: National teams should sent abroad to take part in international competitions only when, by physical conditioning, coaching and practice, they have attained standards required for such competitions. Diploma* tic priorities of the country should be kept in view when con­ sidering international participation abroad or orgamsotion of international events within the country. ‘

Priority in Competitive Sports: While encouraging com­ petitive sports, priority should be accorded to: (a) Sports disciplines recognised for the Olympics, the Asian Gomes and the Commonwealth Gomes; and (b) those internationally recognised gomes for which a world federation exists and which, like chess, ore widely played in Indio.

Appropriate Equipment: Every effort should be mode to promote the sports goods industry in the country so that it is able to produce and moke available equipment of interna­ tionally accepted standards at reasonable cost for use in sports. Promotion of Sports and Physical EducaHon by Non-Governmental Institutions: Government alone cannot promote and develop sports and physical education on the scale r squired. Active participation and support from non-governmental institutions, whether public or private, in the matter of finance, infrastructure and organisation should be encouraged.

32 Research and Development: Research and development in tihe field of sports and physical education should be actively encouraged both in the private and public sectors. In this context, special attention needs to be paid to the development of suports sciences in the country.

Em|9loyment of Mass Media: The mass media should be effectively employed in spreading and sustaining sports con­ sciousness in the country. The implementation of this sports policy will need substantial additional financial outlays by the Central and States Govern­ ments. Investment in the promotion of sports and physical edu­ cation, being investment in health, fitness, productivity and social v/ell-being of the people, is really for upgradation of QHJX human resources for development. Such investment in sports and physical education should, therefore, be adeC|uately increased. The Government of India will review alongwith the State Gov­ ernments, every five years, the progress mode in the im­ plementation of this notional policy and suggest further course of action os may be necessary os a result of such reviev^.

33 YOUTH SCHEMES

60% 9I India's population is below 24 years of age, while 33% is in the age group of 15 to 35. The vita! and significant role that youth has to play in the development of the country is clear from this, since it is not only large in numbers abut is also the largest segment of our population which is open to new ideas, is responsive to changes and challenges end is vigorous, active and forward looking. While it is true that Government alone, without the active par­ ticipation of the youth and the community, cannot be succes- srul in foslering pTogrommes of yoxrth deveiopment. Deport­ ment of youth affairs & Sports have initiated several program­ mes and set up several Organisations which ploy a leading role in this behalf. The following gives a bird's eve-view, along with the Seventh Plan outlays ( the figures within bcac- ketsj:- NEHRU YUVA KENDRA SAN- GATHAN:- (Rs. 35 Crores.) A modest beginning was made in 1972 with the establishment of Nehru Yuva Kendras in some Districts, with a view to involve non-student and rural youth in constructive activities. The Nehru Yuva Kendra Sangathan was established in 1987 as an autonomous body to administer and expand the prog­ ramme. 350 Districts are already covered and all Districts in the country would be covered by the end of the Seventh Plan (1989-90). The activities cover cultural programmes, promotion of Youth Clubs, sports and games, leadership training and community service. NATIONAL SERVICE SCHEME::- (Rs. 15 Crores) Popularly known as NSS, the Scheme was launched in the Gandhi Centenary year 1969. Aimed at developing the per­ sonality through and promoting the role of the students in community service, NSS is a voluntary association of young people in Colleges and Universities. From a strength of 40,000 in 1969-70, NSS has 8,80,000 volunteers now. The number is expected to reach 1 million by the end of the Seventh plan. In operation in all the 135 Universities, deemed Universities and Institutes, NSS presently covers 4,500 Colleges. Regular and special comping programmes in the community seeks to awoken the social conscience of the young students.

TBe Department of Youth Affairs and Sports exends financial support to institutions, groups, individuals and Voluntary Or- gawisotions for activities like mountaineering, trekking, feiikit^g, nature exploration for collection of data, study of flora and founo and coastal sailing, os oJso for training of young people in these activities. The objective is to foster the spirit of adventure and teom-v^ork, promote effective reflexes to chal­ lenging situations and foster discipline and endurance. ^SISTANCE TO VOLUNTARY OR­ GANISATIONS:- JRs.1.00Crore)

Assistance is extended for the implementation of youth prog­ rammes, the involvement of youth in social reconstruction, promotion of research and experimentation in youth activities, troining of youth leaders, and organisation of inter-Stote exchanges of youth delegations. One of the significant areas o f achievement has been the imparting of vocational training in agriculture, dairy-forming, tailoring and embroidery and the like, to moke youth self-employed and better employed.

NATIONAL INTEGRATION CAMPS (Rsl 5.00 Crores)

The comprehension of the unity and integrity of the country, and the secular integration of the youth, is a pre-requisite for thair emerging as responsible citizens. Youth comps of this nature include inter-Stote Exchanges, Mass Festivals, Environ- imeiit Comps and Seminors/Festivals on notional/cultural programmes. 50% Railway concession is available for Notional Integration Comps approved by the Department.

_ _ _ _ _ 35 NATIONAL YOUTH AWARD:- (Rs. 0.30 Crore) Awards are conferred on youth who have demonstrably excelled in youth work in different fields of development ac­ tivities and social service. While considering candidates for the Youth Award, the leadership qualities displayed by them in successfully carrying out voluntary activities, would be #»e criterion. In the case of individuals, the Youth award comprises a medal, a scroll and Rs. 5,000/-. Voluntary Youth organisations receive Rs. TOO, 000/- besides a trophy and a scroll as the Award. 34 youth and 3 youth Organization have been awarded so for.

ASSISTANCE TO YOUTH CLUBS:- (Rs. 5.00 Crores) Youth Clubs are grass-root level organisations. Financial as­ sistance is emended to them for programmes like library and reading room facilities, sports activities, cultural programmes and the like. A newly registered Youth Club gets a non-time assistance of Rs. 2,000/- in the first year and Rs. 1,000/ m the following 2 years, by which time (t is expected to be self-suffi­ cient.

TRAINING OF YO U TH :- (Rs. 3.00 Crores) Financial assistance is extended under this Scheme for training in fields like animal husbandry, improved methods of agriculture, establishment of cooperatives, health education and management at local levels. This not only motivates the youth to equip themselves better but has the multiplier effect of disseminating such knowledge and awareness in the rural community. EXHIBITIONS FOR YOUTH:- (Rs. 0.75 Crores) Exhibitions on painting, art and crafts are funded under this scheme, as well as exhibitions of folk dance and music, cultural heritage, ecology and environment. This also enables the youth from different parts of the country to know o little more about the ways of life and cultural mores of other parts.

YOUTH HOSTELS:- (Rs. 20.00 Crores) With a view to promote youth travel within the country. Youth Hostels are being established os joint ventures of the Depart­ ment with the State Governments, with land being provided

36 free of cost by the latter. There is a local Management Com­ mittee, which over-sees the running of these hostels. 26 Youth Hostels in various States like Goa, Gujarat, Haryana, HirTKichal Pradesh, Assam, Orissa, Punjab, Rajasthan, Tamil- nodu, Uttar Pradesh, West Bengal, Pondicheery and Andiaman & Nicobor are already functioning and 38 more are in progress. The provision of inexpensive accommodation and wholesome food, along with recreation facilities, has proved to be a major catalyst in encouraging youth travel.

INTRERNATIONALISM:- The Department implements schjemes like Commonwealth Youfh Programme, UNV Programme and Cultural Exchanges thre^jigVi Cultural Exchange Programmes |CEPs) and Protocols with other countries, os well as Festivals of Youth abroad and Festivals of foreign youth in Indio. SPORTS SCHEMES

GRANTS TO STATE GOVERNMENT/ STATE SPORTS COUNCILS/ VOLUNTARY BODIES ETC. FOR SPORTS INFRASTRUCTURES EQUIPMENT AND COACHING. (Rs. 60.00 crores) 1. Grants are given for the creation of sports infrastructure on the basis of 50% of the cost of States, 75% for hilly areas and 100% to UTs. Ceiling for various types of infra-structure are specified. Grants are also given for equipment and coaching camps. Assistance upto Rs. 1 . lakh is also given to one selected nodal school in each Block for the creation of sports facilities. During the first three years of the Seventh Plan Rs. 31.91 hove been released under this Scheme. NATIONAL SPORTS ORGANISATION (UNIVERSITY SPORTS AND GAMES) (Rs. 16.82 Crores) 2.1 Grants are given to universities and college, through thie University Grants Commission, for creation of sports infra­ structure. Till 1987-88, an amount of Rs. 6.26 crores has been sanctioned under this Scheme. 2.2. Grants are also given to the Association of Indian Uni­ versities (AIU) for organising Inter-University Tournaments. Very recently, the scheme of Inter-University Touroments has been re-structured in order to encourage larger participation and to make them more purposeful. The level of expenditure from 1989-90 would be of the order of Rs. 28.20 lakhs, as against about Rs. 9 lakhs during the current year. 2.3 From 1988-89, a Prize Money Scheme has also been in­ troduced for the v/inning Universities, in each of 13 disciplines securing the first, second and third positions, at Rs. 50,000 Rs. 30,000 and Rs. 20,000 respectively. The prize money will be utilised for the creation and expansion of sports facilities in these Universities. 2.4 The Maulana Azad Trophy instituated in 1956-57 was so for only a Running Trophy given to the University rated as the best in overall performance in Unviersity tournaments. From 1988-89, cash prizes of Rs. 50^000 25,000 and 10,000 would

3 fl also be given to the Universities obtaining the first, second and third positions, based on an overall assessement of their performance in University tournaments. This is also intended to finance the creation and expansion of sports facilities in these Universities.

INCENTIVE SCHEME FOR PROMOTION OF SPORTS AND GAMES (Rs.13.18crores) 3.1 Cash prizes ranging from Rs. 50,000 to Rs. 5 lakhs are given to those who v\^in medals in Olympics, Commonwealth and and World Championships, as also to out­ standing world performers in Chess, Billiards and Snooker. 3.2 A cash prize of Rs. 10,000 is also given to Higher Secondary Schools winning District level tournaments in any of 9 identified disciplines (5 for boys and 4 for girls). 3.3 Till 1987-88, a sum of Rs. 4.19 crores has been spent under this Scheme.

SCHEME OF SYNTHETIC TRACKS AND ARTIFICIAL SURFACES (Rs. 13.00 crores) 4.1 This Scheme has been formulated to provide synthetic tracks, for athletics, a$ also artificial surfaces for Hockey, of international standard The expenditure till 1987-88 is Rs. 2.64 crores. 4.2 Under this Scheme, synthetic tracks/artificial surfaces have so for been sanctioned for Lucknow, Trivondurm, Gwalior, Bombay, Delhi, Amritsar, Ranchi, Hissar and Calcutta. 4.3 Besides the octvity under this Scheme, the Sports Authority of Indio hove also either laid or are in the process of laying tracks/surfaces at their own Centres at Patiala, Delhi, Bangalore, Calcutta aid Gandhinagar. PROMOTION OF SPORTS AMONG WOMEN 5.1 A scholarship of Es. 3,600 per annum is given to women securing first positionsin the Notional Championships in indi­ vidual events or for representing the country in approved In­ ternational competitiors. 5.2 National Sports Championship for Women is also organised at Block, District, State and National levels. Annual expenditure is now of the order of Rs. 58 lakhs. The scheme cet assistance has recently been liberalised. RURAL SPORTS TOURNAMENTS 2.6 Rural Tournaments are organised at Block, District, State and National levels. The expenditure is of the order of Rs. 5.0 lakhs per annum. SPORTS TALENT SEARCH SCHOLARSHIP SCHEME (R$. 5.00 crores) 7.1. Scholarships of Rs. 2700 ond Rs. 1800 per monlh are given to National and State level champions respectively. The annual number of scholarships for National level Champions is 12000, and for the State level 2095. 7.2 The schloraships awarded during the previous year are renewable in the following year. TRAVEL GRANT TO SPORTS SCHOLARS (Rs. 25 lakhs)

8. The Department meets to and for international travel cost of sports scholars and sportspersons attending international sports conferences and seminars. NATIONAL WELFARE FUND FOR SPORTSPERSONS 9. Financial assistance is provided to outstanding sportsper­ sons and their families in indigent circumstances, pension and medical assistance to such sportspersons, as well as assis­ tance for equipping outstanding sportspersons taking part in prestigious competitions. Presently, about 31.5 lakhs is available in the Fund. ' ASSISTANCE TO NATIONAL SPORTS FEDERATIONS (Rs. 15.00 crores) 10. Liberal assistance is given to National Sports Federa­ tions for training, coaching, holding National Championships for Sub-Juniors, Juniors and Seniors, as well os international events in India and for participation in international events abroad. Assistance is also given for purchase of equipment. /.n DRONACHARYAAND ARJUNA AWARDS 11.1 Government instituted the Arjuna Awards in 1961 as the highest recognition that the Nation confers on outstanding sportspersons. Till 1986, 366 sportspersons have received this Award. The Award carries a bronze statuette of Arjuna, a and a cash award now of Rs. 20,000/-. 11.2 Droncharya Award was instituted in 1985 to honour and convey the recognition of the Nation to coaches of eminence in the country. So for 5 coaches have received this Award, which consists of a plaque, a scroll and a cash award now of Rs. 40,000/-. EXCHANGE OF SPORTS AND PHYSICAL EDUCATION TEAMS/EXPERTS (Rs. 70 lakhs) 12. Under Cultural Exchange Programmes/Sports Protocols with other countries, experts and teams from foreign countries are invited to visit India, and vice versa. A big spurt in International cooperation in sports with the signing of Sports Protocols in 1987 with USSR, GDR, Cuba and Mauritius and in 1988 with Czechosovakia and Yugosla­ via and the the inclusion of Exchanges in Sports in CEPs/Joint Commissions with 46 countries. A Sports Protocoal with China is in the offing. NATIONAL INSTITUTE OF SPORTS, SAI, PATIALA 13. The premier Notional Institute for producing coaches, it organises various types of courses in coaching and sports science back-up. Clinics, workshops, and Conferences on Sports are also organised. It has also sports facilities for the training of elite sportspersons in various disciplines. So far the Institute has produced 8367 coaches, including 766 Women. LAKSHMIBAI NATIONAL COLLEGE OF PHYSICAL EDUCATION AND SPORTS SAI, GWALIOR AND TRIVANDRUM 14. LNCPE, Gwalior, is the premier institute for organising Physical Education Courses. LNCPE, Trivandrum has also now became operational. So far LNCPE Gwailor has produced 2934 physical education teaches.

41 ESTABLISHMENT OF REGIONAL CENTRES SAI (Rs. 31.45 crores) 15. Regional Centres have already become opeative at Ban­ galore, Calcutta, Ahmedabad and Imphol. Work has also been taken up at the sub-Centres c* Guwahqti and Auran­ gabad. SPECIAL PROJECTS 16. The High-Altitude Training Centre at Shilaru-Shimla, Water Sports Centre at Allepey () and Port Blair (Anadaman and Nicobar), Yachting Centre, Water Sports Complex at Ramgarh Lake and The Winter Sports Complex at Manali have also been either taken Qf WQUld be taken up in the near future.

SPOTTING AND NURTURNING SPORTS TALENT INCLUDING ADOPTING OF SCHOOLS (NSTC) (Rs. 14.10 crores)

17.1. Sports Authority of India organises sports talent contests in 10 identified disciplines for school children in the age-group of 9-12 years. The selected boys and girls are admitted to reputed schools which ore specially adopted, where, besides pursuing their academic courses they are also given top-class coaching in identifieddisciplines. 17.2 Under this scheme 5 coaches are deputed and upto Rs, 5 lakhs is given to each adopted school for the creation of sports infrastructure/facilities in specific disciplines and for providing them with training and coaching facilities. The total number of children selected so far is 1484 (937 boys and 547 girls) of whom (419 boys and 223 girls) have been admitted already.

SPECIAL AREA GAMES (Rs. 2.00crores) 18. Under this Scheme young talent is recruited from the North Eastern States and tribal, hilly and coastal oreas of the country for various sports disciplines like Archery, Judo, Boxing, Football, Hockey, Water Sports, Gymnaastics, Atheltics and the like, after intensive talent scouting.

42 COACHING CAMPS FOR JUNIORS (2.60 crores ) 19. Coaching facilities are provided to juniors at Block and Zonal levels.

SPDA (SPECIAL PROJECT DEVELOP­ MENT AREA SCHEME) 20. This is a new Scheme introduced from 1988-89, under which there would be oneProjectfor a group of 80-100 Blocks (roughly 4-5 districts) whsre adequate sports facilities would be created and training and coaching of talented yough un­ dertaken. The cer^tre and the States share the expenditure equally. The setting up of each SIDA is expected to cost Rs. 1 crore, CENTRAL POOLOF TECHNICAL SPORTS EQUIPMENT/CONSUMABLE SPORTS EQUIPMENT (Rs.4.64 crores) 21. SAI would build up a pool of sports equipment for the use of elite junior and senior sportspersons for preparing thenn for internationcl events.

ESTABLISHMENT OF SPORTS MEDICAL CENTRE AT J.N. STADIUM SAI, DELHI ( Rs. 98 lakhs) 22. To provide the necessary sports medical back-up, this centre is being established and is coming up fast. SPORTS SCIENCE RESEARCH SCHOLARSHIPS (Rs. 18 lakhs) 23. Scholarship are given to Sports Doctors and Sports Sci- entistics. The value of each scholarship is Rs. 20,000 per annum plus a contingency grant of Rs. 10,000. SPORTS HOSTELS (3.80 crores) 24. Under this Scheme so far 11 Sports Hostels have come up in the country, where selected sportspersons provided free board, lodging and coaching facilities in various sports dis­ ciplines.

______4X _ _ _ NATIONAL COACHING SCHEME (Rs.4.50crores) 25. The Scheme provides for establishment of Regional Coaching Centre, assistance to National Federations for preparing National teams conducting coaching camps clinics and refresher courses. PROMOTION OF INDIGENOUS GAMES AND MARTIAL ARTS (Rs. 1.00 crore) 26. The aim of this Scheme is to promote indigenous games and martials arts in rural and semi-urbon oreos. ESTABLISHMENT OF COMPUTERISED SPORTS DATABANK

27. The objective is to have comprehensive statics of the per­ formance of Indian sportspersons in major international/ national events. This is to help in planning and training sportspersons for the future. Note: The schemes SI. No. 13 to 27 are implemented by the Sports Authority of India.

44 ACHIEVEMENTS OF THE LAST FOUR YEARS HIGHLIGHTS

The emergence of youth, consisting of the third of the popula­ tion of Indio, as a crucial social group is one of the most vibrant characteristics of India today. With the creation in 1985 of a new Ministry for Human Resource Development and within the Ministry, of the new Department of Youth Affairs and Sports, youth and sports programmes have started receiving a substontial and positive thrust, backed by well thought out schemes and a massive infusion of funds. The focus has been on organising youth to take part in nation- building activities and in creating a national spectrum of in­ frastructure, coaching and training facilities for sports. KEY INDICATORS: The Seventh Plan outlay increased 13-fold, from the Sixth Plan outlay of Rs. 23.29 crores to Rs. 300 crores. Outlay in the first four years of the Plan has been Rs. 179.69 crores. Successful reciprocal participation of youth and sports teams in the Festivals of India and USSR. A big spurt in International cooperation in sports with the signing of Sports Protocols in 1987 with USSR, GDR, Cuba and Mauritius and in 1988 with Czechoslovakia and Yugos­ lavia and the inclusion of Exchanges in Sports in CEPs/Joint Commission with 46 countries. A Sports Protocol with China is in the offing. The amalgamation of the Society for the National Institutes of Physical Education and Sports (SNIPES) with the erstwhile Sports Authority of India (SAI) into a unified set-up for sports, gomes and physical education at the national level under the SAI, under the Presidentship of Prime Minister. Introduction of the " Pay and Ploy" Scheme in the stadia of SAI which has proved immensely popular. Inauguration of the Centre of Excellence in Sports at the Regional Centre of SAI, Bangalore. Establishment and development of 6 Regional Centres and 2 sub-centres of SAI on hand.

------45- - _-- _- -- ^ Water Sports Centres at Monroe Islands (Aileppey-Keraia) and Port Blair have been set up. Scouting and nurturing of young talent in sports and games through the National Sports Talent Contest Scheme Intro­ duced by SAI from 1985. To tap natural talent in selected sports and games from remote and tribal areas, the Special Area Games Scheme was launched in 1986-87. 28 archers were selected for long term training of which, 4 found a place in the Indian team for the Asian Archery Championships and won the first ever bronze for the country. A 10-month post MBBS Diploma Course in Sports Medicine introduced for the first time in India by the Netaji Subhash National Institute of Sports, Patiala in Gollabration with the Indian Medical Council. The first Notional Games held in Delhi in 1985 and the second in Kerala in 1987. The third is scheduled to take place in Punjab in 1989. Rs 2 crores hod been sanctioned to Kerala for creation of required infrastructure. The Third South Asia Federation Games held in Calcutta in November 1987 - Indio topped with 75 Gold, 41 Silver and 19 Bronze medals. Government of Indio sanctioned Rs. 10 crores for Salt lake Stadium, Calcutta to conduct the Games. Under the liberalised Scheme of grants for sports Infrastruc­ ture, Rs. 34.57 crores released to States/UTs. Seventh Plan outlay Rs. 60 crores. Introduction of Special Awards ranging from Rs. 50,000/- to Rs. 5 lakhs to individual sports-persons and from Rs. 75,000/- to Rs. 20 lakhs to teams, winning medals in international sports events of specified categories. Under the Notional Sports Organisation Scheme, Rs. 8.72 crores were released for creation of sports infrastructure in Universities and Colleges. Seventh Plan outlay: Rs. 16.32 crores. 51 Sports Field Stations ore functioning in the Universities. Introduction of the Scheme of cash prizes of Rs. 10,000/- in nine sports disciplines in each District of the country as incentive to schools winning District level tournaments. Expen­ diture so far: Rs. 4.05 crores. Setting up of 11 Sports Hostel Introduction of Cosh Prizes of Rs. 50,000/- Rs. 30,000/ and Rs. 20,000/- each year to the first 3 Universities in sports. Annual outlay Rs. 13 lakhs.

From 1988-89, cosh prize of Rs. 50,000/- Rs. 25,000/- and Rs. 10,000/- would also be given to the first, second and third position Universities. Inter-University Sports Tournaments Scheme - liberalised and systematised - operative from next year. Annual outlay Rs. 28,20 lakhs against the level of Rs. 9.17 lakhs in 1987. Laying of synthetic tracks/surfaces of the highest International standards completed at Lucknow, Calcutta, Gwalior, (2nd surface at Shivaji Stadium) and Trivandrum. Laying of synthetic surfaces/tracks at Calcutta, Bangalore and Gan­ dhinagar is in progress. Also sanctioned for Hissar, Amritsar, Ranchi and Bombay. Total Seventh Plan outlay Rs. 13 crores. Operation Excellence Programme (1988-90) formulated by Government in early 1988 to intensify and systematise efforts for ensuring improved performance of Indian sportspersons in major international competitions. Introduction of the element of objectivity in selection of National Coaches and sportspersons. In Asian Gomes, 1986 in , India won 37 medals (5 Gold, 9 Silver and 23 Bronze). In the Asian Roller Skating Cham­ pionship 1985 and 1987, India won 3 gold medals each. Shri Viswanothan Anond won the World Junior Chess Champions­ hip in 1987 and also became International Grandmaster. He is the first Indian to become a Grandmaster and is one of the four youngest persons of his age group to have achieved this distinction the world.Shri Geet Sethi won World Billiard Championship in 1987. In a Commonwealth Weightilifting Championship, 1988 at Malta, India won 7 Gold and 3 bronze medals. In the Seoul Olympiad 1988, the Indian Hockey Team improved its world ranking from the 11th to the 6th place. Mercy Kuttan and Shiny Abraham achieved the distinction of being the fastest Asian women in 400 meters and 800 metres, respectively. The Indian Women's team relay also improved its timing over its Asiad 1986 performance, and emerged as the best Asian team. 2 Indian Boxers had the distinction of reaching within the fifth positions in their respective weight ca­ tegories. Soma Dutto achieved the distinction of being the third best Asian in Women's shooting. The Indian Yachting Team came second in Asia. In weight-lifting, Shri Muthuswamy improved the Commonwealth record in his weight category and achieved the first position in Group B Finals. In the chess, Olympiad, 1988 the Indian Men's team reached 15th position in the world and the Women's team 11 th position

The Constitution (Sixtyfirst Amendment) Bill, 1988 was intro­ duced in the Rojya Sobha on Novemeber 24,1988 seeking the transfer of the subject "Sports" from the "State List" to the "Concurrent List" of the Constitution of India.

The Prevention of Apartheid in Sports Bill, 1988 introduced in Rajyo Sabha on December 7, 1988 to give effect to the Inter­ national Convention against Apartheid in Sports.

The National Youth Policy, evolved after extensive discussions and consultations, with the objective of conferring on the youth of the country meaningful and constructive oppor­ tunities as well as mobilising them in nationbuilding activities was tabled in the Rajya Sabha on November 30,1988 and in the Lok Sabha on December 1,1988.

All India University Youth Festivals at the Zonal level and at the National level are being held annually, having been revived in 1985 after a lapse of 15 years.

Nehru Yuva Kendra Sangathan an autonomous organisation was established to provide a new thrust to programmes in­ tended for rural youth. The number of Nehru Yuva Kendras in the country has gone up to 350. All the Districts would be covered by the end of the Seventh Plan.

National Youth Awards Instituted in 1985, to recognise out­ standing contributions of youth and Voluntary Organisations in the field of social service and national development. 21 awards have so far been given for 1985-87 - 19 individuals and 2 voluntary Youth Organisations. 16 Awards approved for 1987-88.

The strength of volunteers under the National Service Scheme has increased from 6.10 lakhs in 1985 to 8.87 lakhs in 1987- 88. the aim is to cover 10 lakh students by 1990. The Scheme has now become permanent. State level Cells for NSS for effective planning, liaison and expenditure of funds are being set up, with 100% Central assistance

In order to strengthen the quality and content, it has been decided to involve about 200 College NSS Units in the Health Extension programme in collaboration with UNICEF and Central Health Education Bureau.

48 40% of the NSS Volunteers enrolled are being involved in the Mass Programme for Functional Literacy (MPFL) of the National Literacy Mission during 1988-89. The strength of the National Service Volunters has reached 3000. I Scouts and Guides movement is being continuously strengthened. It is proposed to cover 1.80 million students under this movement by 1990. The present strength is 1.70 million. 8 more Youth Hostels have been completed and 28 hostels taken up so far in the Seventh Plan. Total number of hostels as of date: 26. A Scheme of assistance to Youth Clubs has been formulated in 1986-87 for strengthening the development of youth clubs at the grass-roots level. With the collaboration of National Cadet Corps (NCC) para- sailing training courses have been started during 1987-88. An exciting adventure programme on the river Yamuna from Delhi to Calcutta was organised on August 15, 1988 by Sea Explorers's Institute, Calcutta. A Freedom Forty Cycle Expedi­ tion in which 1600 cyclists from 65 Districts took part was organised in 1987-88. A similar programme for 1000 young persons is being organised at Bhopal in January 1989. Massive National Integration Camps involving more than 1000 youth each were organised at Gandhigram from June 4-12 at Panaji from October 25 to Novcember 3, and at Lucknow from November 7-16,1988.
