Scarborough Cricket Festival is a highlight in the cricketing calendar. Filey holds its Edwardian Festival and Steam Punk gathering. The Sci-Fi Festival and Coastival winter Arts extravagancer keep the coastal towns at the forefront as must visit events. Scarborough has reasonable road and rail links to the nearby towns and cities of Filey, Pickering Malton and York. There is a refurbished indoor market which also hosts varied programmed artistic events. Scarborough is home to the Alan Ayckbourns acclaimed SJT Theatre. Information from the 2011 UK Census shows that the population of the Greater Borough of Scarborough is 61000. Scarborough has an older population than the national average with 16% of the population in receipt of various benefits. The population demographics are: 0-15 14.8% 15-24 11.8%. 25-44 20.8% 45-64 29.3% 65+ 23.2% The social grades are: AB 15.33%. C1 27.83%. C2 25.50%. DE 31.34%. Scarborough and Filey unemployment averages 10.2% with a seasonal drop between March and October, average salary £19900.PA nearly £10000.below the national average, the area is identified as a social mobility “cold spot”. There are signs of an upturn with the new Coventry University Campus, Sports Village and the nearby £1.7bn development of a potash mine

Programmes and programme output: Definitions: Studio location: The studio from which the service will be broadcast should be located within the licensed area. Locally-produced: Locally-produced output is output made and broadcast from within the service’s licensed coverage area. (It is anticipated that most stations will produce the bulk of their output themselves, in the locality. However, for some target communities it may be appropriate for fairly high levels of output to originate from outside the licensed area.) Live output: is that which is produced by a presenter in the studio at the time of broadcast. (The amount of live output may vary between different services depending on the needs or expectations of the target community.) Original output: output that is first produced for and transmitted by the service, and excludes output that was transmitted elsewhere before. Original output can be live or voice-tracked. Repeat broadcasts of original output do not count towards the minimum requirement. Peak time: it may be helpful to state what material will be broadcast in ‘peak time’. What will the service sound like? Coast and County Radio already broadcasts 24hrs a day and provides information and entertainment which is a mixture of music and speech that is relevant to our local audience. The service can be heard www.coastandcountyradio.co.uk The music is varied and well known and the speech content is informative and diverse to encourage dialogue and gain a good, strong, loyal and local audience. We broadcast features such as, travel, weather and what’s on information together with chat and interviews with local people from the many local organisations that undertake great works in the area - groups which often go un- noticed. We intend every hour to be built in such a way that the audience will be able to predict when features are broadcast that will be of specific interest to them and their parishes, peppered with the occasional surprise! Coast and County Radio encourages the community to have pride in the local area. We promote the diversity of the varied local life around the borough. From the sounds of the busy seafront and harbour through the commercial heart of the town centre, the elongated suburban estates and the scattered villages ensuring we reflect the many events held throughout the year within the boundaries of the towns and villages. This could be as big an event as the Tour de Yorkshire, the local favourite of the Muston Scarecrow Weekend or the Filey Steampunk and Edwardian festival. We encourage local people to get involved and support all local organisations like The Street Projects, Wet Wheels, Scarborough Disability Action Group, Martin House Children’s Hospice. The areas very active Scouting and Guiding groups. We support and promote many appeals and projects “On Air”, St Leonard’s Hospice appeal for volunteers as an example via our media pages and with pre-event interviews and attendances with our Outside Broadcast stage unit at the actual events. We create and programme regular features that showcase and platform the work of the many Voluntary Action Services both large and small who champion and support the voluntary and community sector in the borough. Everyone living or working in the Scarborough Borough along the Coastal stretches and Rural enclaves have found something of interest for them on Coast and County Radio. Whatever our audience is involved in we want to bring that to life and be a pivotal part of the action. We want to hear and broadcast the real voices and the dialect that still prevails in the Scarborough district on Coast and County Radio – they could be an interviewee... or an interviewer. They maybe a presenter, a reporter, an on- air contributor, a researcher or a producer. We encourage everyone to join in, have a go and have their say. We reflect the life of the community, showcasing the accomplishments of local community groups and organisations. We support and encourage them to use Coast and County Radio as a tool to increase attendance and participation in their events and projects, informing listeners about, local services that are available to them. We have created a vibrant relationship and platform for the broadcast of young and older writers and musicians to be heard. We have regular discussions with many of them which is led by our Community Coordinator to establish the needs which may change throughout the year, to this end we have generated a strong contact base so we can provide the service needed and deserved.

We play a well-known mix of songs and popular artistes stretching back to the 1960’s to the present day. Where there is a demand and request we will meet that request and regularly promote the fact that our listeners can choose the music Coast and County Radio plays. We expect these kinds of shows to be broadcast during evenings or at the weekends as indicated above. What are the main speech elements of the service and how will the social gain/community benefits you propose be reflected on-air? We aim to achieve 20% of Coast and County Radio programming being speech items with a target of 25%. We expect this to be made up of - interviews with local organisations and individuals presenter links, street interviews and comments via phone ins and social media local information such as weather, “what’s on” and travel and outside broadcast events. What is the likely music to speech ratio? 80% music and aim to achieve 20% speech averaged over 7 days Will this vary at different times of the day or week (or year)? We aim to achieve our aspirations and intentions; however, we must be aware as a volunteer organisation that illness, or volunteer changes may temporally effect the service. Do you intend to broadcast live output? If so when and how much do you propose to do? We broadcast live output as much as possible – presently we broadcast a minimum of 8 hours per day and expect this to rise as the service develops. We also intend to make greater use of our fully equipped outside broadcast trailer and studio if we are awarded an FM Licence. This gets us to the heart of the districts and we cooperate with external agencies by providing a platform for advisors to be on hand and offer a leaflet information exchange. Will you broadcast in languages other than English (what languages and how much)? Coast and County Radio presently broadcasts in Polish 2 hours per week as we have identified a need for this service due to the fluctuating numbers of both resident and temporary Polish families and workers in the area, this is repeated on our night time service. Will your output be original i.e. specifically produced for your service? We expect all output to be original content except for national news. Will it be locally produced? We expect all our output will be produced locally but we may broadcast some content from other community stations in the area if it is relevant and of interest to our audience. We will be using the services provided by Radio News Hub to enhance our output and include news from across the country and around the world. Do you intend to repeat material? YES.

Coast and County Radio is here to promote local organizations and the work and services they offer as much as possible. We want as many people in our community to hear about these activities and so we will be repeating features to achieve this.

Stakeholders Coast and County Radio is focused on the local community with something relevant that they can relate to. Presented in a straightforward way thereby producing an informative and entertaining listen. We are versatile and flexible in how we showcase the area. It might be a simple as presenter read of a what’s on message promoting a production of the YMCA Musical Theatre. Local Credit Union may offer all of us advice and information on financial matters or we could join the Filey Edwardian Festival group. The varied urban and rural nature of the area we will be keeping in touch with the local farming community and business groups. We take a keen interest in the success of local farming, fishing industry and commerce highlighting the various key times of the year for them all. Local Sports We reflect the strong local amateur sporting interests in a variety of sports including Scarborough and District Football Leagues. Scarborough Boxing Club. Country League Cricket. There is a strong Music and Art Groups community which we actively promote, individual authors, musicians and unsigned bands on air promoted events and concerts. Local Features The experience of our members group who present and produce shows at other community radio stations suggests that although we are keen to get local people on the air there may well be, certainly initially, a reluctance to agree to participate in a live or recorded interviews. To overcome this, our team will offer local individuals and organisations the choice of either them coming into our studios for an interview for broadcast on the radio or Coast and County Radio will create, produce and present features of profile on their behalf. Local Voices We will broadcast interviews with people on the street from the towns and surrounding villages. There will be a mix of topics from the serious to the light. Our listeners will recognise their friends and neighbours talking about local organisations and services that they are involved in. Real local voices on real local radio. We encourage our listeners to interact via the various media platforms, Twitter, Facebook, Text or email or visit us on station which is town centre based to come in have a tea or coffee and tell us what they think about issues in the district.

Provision of Service

Coast and County Radio celebrates the great work being undertaken to enhance and improve life in Scarborough and the surrounding area, enhancing and participating in existing and planned projects designed to make the community a better place to live, work and play. Our aim is to give everyone an unbiased, independent and supportive opportunity to air their views, voice their opinion and to participate in the lifeblood of the community

We want Coast and County Radio to be used by the Scarborough community as one of the main ways to promote the great work that is carried out in the area. Our team is here to help make this a reality.

We aim to promote the hard work that many existing local individuals, charity and voluntary organisations and public agencies carry out around the Scarborough Borough area through interviews features and promotion.

There is a wealth of information available already in leaflets, posters and websites, however we want to get this information on the air so that those who would not at first glance be interested in reading it hear about it on Coast and County Radio. We can deliver this information simply, effectively and efficiently, complementing the event or campaign with interviews from the organisations involved or special features or outside broadcasts. This will enable agencies and the community to gain from genuine two-way communication and help to lead to the quicker delivery of groups and agency priorities and objectives. As an example, we already offer work experience placements to several disadvantaged groups such as YHT training and learning services, Scarborough and Whitby Disable action group, Schools and the Princes Trust and wish to further expand on the service we provide.

We are actively involved with other local community groups, local charities and other non- profit making organisations and help them to get their messages across to everyone in the area and to encourage them to become more involved and play an active role in the community.

We have held discussions with many organisations who broadcast useful and important information about the services they offer. For example, the Cava organization which is an enabler and umbrella organisation which supports many of local voluntary groups and charities across the Borough. We make available daily feature slots for them and their partner organisations to promote the great work undertaken by them and their members through interviews and profiles of specific projects.

We promote the services offered by Scarborough Town Council and the good work undertaken in the area by groups like Scarborough Rotary Club, Scarborough Lions, The Masons, Parish Councils and the much smaller not so well known groups.

Social isolation for a local resident is a major issue and we provide company in the way of a friendly voice but also encouraging those affected to get out and try some of the many local groups in their activities.

Discussion and Opinion

Coast and County Radio invite local health professionals in to our studios to talk about issues around Diabetes, Dementia and other similar health concerns. We would promote the many preventative services the local NHS Trust offers, encouraging local people to become more knowledgeable about looking after themselves and their families. This would be done through a series of interviews and features broadcast and possibly repeated regularly to spread the word to as many people as possible. These could focus on obesity, stop smoking, alcohol, drugs and teenage pregnancy and mental health issues as examples. We will use a variety of methods of communication to engage with the community. Social media sites such as Twitter, Facebook and our own website will be used to support the work we will be doing on air and promote what is happening in the community. It will also be used to encourage the involvement and participation of members of the community to talk about local issues that affects them. During programmed initiatives, we encourage participation and discussion this is undertaken in many ways pre-broadcast invitation to contribute by letter, email or text. Training and Education Provision

We make available work experience and training positions for organisations that find it challenging to place certain young people with a variety of needs, this is an area we are presently looking to expand along with our free media training sessions. We have a small targeted area so we can provide focused information about what is happening

We are actively involved with organisation that enable individuals of all ages and abilities to be part of what we do by offering placements and work experience, we have been successful in helping people on various scales of the spectrums in confidence building and communication skills, for confidential reasons we have not been specific to avoid individuals and said groups. These are the groups we are actively involved with and with the granting of a licence we will be able to promote these services to the benefit of the greater communities of Filey, Scarborough and the surrounding villages.

Our Broadcast and media training will deliver and develop both informal and accredited training in the following areas covering: -

Broadcast equipment. Audio production (including use of software & hardware).

Sound engineering. Website content management Radio programme creation.

Radio feature production. Training for trainers Supervisor training Technical support.

Broadcast assistant.

The Broadcasting Code (mandatory for all our presenters and content producers).

Understanding

Scarborough, Filey and the Villages have many complex issues and Coast and County Radio realises it cannot address them. What we can do is facilitate groups, organisations and individuals to get the messages and advice to the areas needed and when specific areas and issues are raised by external enablers, we understand their requirements and act accordingly. Filey for example has been underserved and neglected by services and has many social issues. We intend to build and create a studio and hub in the heart of Filey Town, thereby giving both a physical presence and a sense of belonging. Coast and County Radio champions the residents, organisations and community projects in Filey and its surrounding Villages. The rural enclaves need to feel they belong to the Borough and to this end we have found that having a visible presence with our mobile stage and broadcasting at country events and fairs and information exchanges brings a response of being acknowledged.

We strive to be involved and always seek advice to gain an in depth understanding from the respective organisations or groups of what they wish to achieve and how we can best serve the initiatives, this is exampled in the way we interact with the likes of; DAG, Scarborough and Whitby Disable Action Groups. The Rainbow Centre, Advice and resource centre for the homeless, benefit support advisers and Food Bank providers. CaVCA, Coast and Vale Community Action, an enabler, developer and a community empowering organisation that creates community agencies through cooperation and common goals of improving lives for all. Totally Socially is an arm of CaVCA which encourages dialogue and listening by finding out what makes communities tick. The Citizens Advice Bureau. Wet Wheels Yorkshire, from the outset of fund raising to the fruition of the building of the fully accessible boat for the disabled we were with them all the way. YT Training, we give on the job training, work experience and confidence building support for 16-25yr olds. Yorkshire MESMAC. Our Station Office are Centrally situated in the Town centre and is a Hub for all groups to have all their printed promotional material and advise leaflets available as we encourage “Drop-In” to get more information. All these groups have complex ways of operating and therefore we rely on them to give us in depth information to enable our understanding of need.

Objectives. Aims and Gains.

We encourage all our Volunteers to be objective in their approach to whatever task they undertake and be aspirational in maintaining an open mind as they integrate with all sections of the community and assist in being the voice of that community. Our aim is to give anybody the opportunity to be actively involved in Coast and County Radio in all we do, from being on air, driving the station vehicle and trailer, marketing and publicity, sales, reception and being a proud representative and ambassador of Coast and County Radio. We as a group gained a great deal of satisfaction during the past the two and half years we are proud to have been actively involved in the fund-raising promotion of “Wet Wheels” a charity that provides for severely disabled people of all abilities to get on board a boat and not only be taken for a ride but drive this high-powered boat, this is not a sedate ride bobbing 9 Coast and County Radio application

along, nor is it for the faint hearted. Coast and County Radio feels that with our involvement and small contribution of facilities and time was a gain for the volunteers that can only be measured by the delight and smiles of those who access this fabulous activity.

Any individual or organisation can be a member of Coast and County Radio. We encourage members to get involved in the running of the station by taking part in working and focus groups that will promote the development, fundraising, training, membership, programming and other aspects of the station. We have a team of regular volunteers of between 28 - 36 on a weekly basis with many dozens of local organisations participating on the air through regular features and interviews. This number will increase considerably as we encourage more local people to be heard on Coast and County Radio in interviews and programmed features that showcase their interest, group or organisation. Coast and County Radio will be filled with local voices every hour, every day. The granting of a FM licence will see our volunteer numbers increase substantially.

Quarterly open meetings inviting all listeners to give us direct feedback on the service they are hearing and from this we will adapt, adopt changes that the listener has brought to our attention. Coast and Count Radio Community Advisory Board Members of the Community Advisory Board will support the work that is necessary to operate the radio station on a day to day basis in an unpaid capacity. This will be a group of 7-10 people who are representative of the community. It operates independently from Coast and County Radio’s Board of Directors. It will serve as an important and vital liaison between Coast and County Radio and the community by providing input on policy and programming goals. It regularly evaluates whether the programming output, website information and other policies meet the needs of the community and it will hold four open meetings a year. Coast and County Radio Volunteers Volunteers play a vital role in the successful operation, whether they are answering phones during our shows and membership drives, assisting at special events or performing key administrative tasks. They will catch a fascinating behind-the-scenes glimpse of community radio at work. We will create ‘volunteer slots’ – a flexible way for any individual to give around three hours a week of their time on a regular basis. We anticipate these volunteer opportunities to be particularly attractive to those who have retired but as one of our objectives is to help to create jobs in our community we will be applying for grants for placements to be made available to train people in all of aspects of general office administration, giving those who need it the key skills to apply for real jobs in our community. Opportunities will be created to enable any students from the University, Collages and Schools to be actively involved. COAST AND COUNTY RADIO TRAINING GROUP Members of Coast and County Radio will be invited to join the training group – a practical way for local individuals and organisations to be trained in the media skills they will need to broadcast to their community, confidence building and enhanced social skills. We have established this and all our present team have participated and completed the courses. We are in the process of establishing different models and levels of training in anticipation of OFCOM granting us a license. All our trainers are DBS checked. In 2013 a small group of radio enthusiasts convened to start an internet community radio station with the main objective of getting local issues aired and giving the community an alternative of radio listening, variety and locally orientated product, a truly local voice which was sorely needed in the Filey, Scarborough and surrounding Village. We have a broad skill base of twenty-eight volunteers and applied for and were successful in securing a DAB licence on the North Yorkshire Multiplex and operated this for twenty-six months as a community station bringing groups and organisations together. Many of the original team are still in place and looking to carry the service forward on FM. Since 2013 we have built up a trusted relationship with many groups and statuary bodies who are solidly behind our application. We have built two studios on our premises both are live enabled and we have a studio dedicated to recording and training. We also have an off-station studio for training, recording and back up, plus we have purpose built six-metre trailer which we use for outside broadcasts and station attendances at events, Christmas Tree Lightings, Summer Fairs, Country Shows, Sports Days. This has been achieved through fund raising, event promotions, equipment hires and generous patron support.

Mike Hammond has many years’ radio experience both on air and in station management since the late seventies for major radio groups. David MacGregor has been involved in commercial radio and production since the late sixties and more recently station manager of Coast and County Radio both on DAB and an internet radio service. Gordon Tennent has vast experience in maintaining the digital integrity of the station a task he has undertaken since 2013. Jeremy Powell is a former BBC Radio Engineer and is our independent technical advisor. Tim Moon brings twenty-six years of community radio experience to us and holds a BA in Radio Production and lectures in radio production. We have a wealth of experience with presenters and an engineering team that brings (RSL. Internet and FM) experience from other stations both regional commercial and BBC services.

We will continue to hold these meetings with groups and build on our relationships until a licence to broadcast is issued, encouraging people and organisations to join us as a Coast and County Radio Member. We already deliver a very popular on line version of Coast and County Radio which has stimulated interest. This has been voiced by the many groups and organisations already actively involved and those we have spoken to about this application. we have received strong support from Town Councils of Scarborough and Filey and the Parish Councils in the surrounding villages. The many service providers and voluntary groups all believe the service will be well received in the area and already spread the word of the positive things happening in the proposed broadcast area.
