establishes an aggressive, integrated strategy to further reduce greenhouse gas emissions and to, for the first time, prepare state government and local communities for the climate challenges ahead - calls on Executive Office of Energy and Environmental Affairs and Executive Office of Public Safety and Security to use the best available climate change science and risk assessments to develop a State Hazard Mitigation and Climate Adaptation plan (released last Fall) -     CHAPTER 2 Progress Since the Last PMT The 2003 PMT outlined the actions needed to bring the MBTA transit system into a state of good repair (SGR). It evaluated and prioritized a number of specific enhancement and expansion projects proposed to improve the system and better serve the regional mobility needs of Commonwealth residents. In the inter- vening years, the MBTA has funded and implemented many of the 2003 PMT priorities. The transit improvements highlighted in this chapter have been accomplished in spite of the unsus- tainable condition of the Authority’s present financial structure. A 2009 report issued by the MBTA Advisory Board1 effectively summarized the Authority’s financial dilemma: For the past several years the MBTA has only balanced its budgets by restructuring debt liquidat- ing cash reserves, selling land, and other one-time actions. Today, with credit markets frozen, cash reserves depleted and the real estate market at a stand still, the MBTA has used up these options. This recession has laid bare the fact that the MBTA is mired in a structural, on-going deficit that threatens its viability. In 2000 the MBTA was re-born with the passage of the Forward Funding legislation.This legislation dedicated 20% of all sales taxes collected state-wide to the MBTA. It also transferred over $3.3 billion in Commonwealth debt from the State’s books to the T’s books. In essence, the MBTA was born broke. Throughout the 1990’s the Massachusetts sales tax grew at an average of 6.5% per year. This decade the sales tax has barely averaged 1% annual growth.

    MEPA Certificate for the I-90 Allston Interchange Project Environmental Notification Form ABC Summary January 12, 2015, revised February 25, 2015 On October 31, 2014, MassDOT filed a 172-page Environmental Notification Form (ENF) with the Environmental Policy Act (MEPA) Office for the I-90 Allston Interchange Project (Project). The MEPA Office is under the Executive Office of Energy and Environmental Affairs (EOEA), and the ENF is the first of what for large projects is often a three-stage environmental review process. The EOEA completed its review of that ENF and issued a (so-called) Secretary’s MEPA Certificate for the Project on December 24, 2014. The Secretary’s Certificate at 39 pages contains a wide range of findings and determinations, suggestions and requirements for MassDOT to consider as it takes the Project forward in the environmental review and final design process. A Better City has reviewed the Secretary’s Certificate and has prepared the attached Table of Contents and Summary. The Secretary determined that the project requires preparation of an Environmental Impact Report (EIR) because it exceeds the thresholds that trigger this requirement. The Certificate provides a project description, summarizes environmental impacts, describes jurisdiction and permitting requirements, reviews the ENF, outlines the scope required for the EIR, and lists the authors of comments received by the MEPA Office. The most critical part of the Certificate for future actions by MassDOT, the project proponent, is the scope for the EIR. Our summary of the scope follows the outline of the Certificate and is keyed to references in the Certificate that include the exact language of the Secretary’s letter.

Construction for the new platforms will begin in 2020, with a projected completion date of 2021, according to the MBTA. MBTA General Manager Steve Poftak said in a press release the consolidation will be advantageous to commuters in various ways, including more consistent timing, faster rides and increased accessibility. “While customers will be able to experience these benefits by the fall of 2021,” Poftak said, “these improvements also set the stage for the transformation of the Green Line as the new stations’ larger platforms will accommodate the new longer cars in procurement for the Green Line.” Stacy Thompson, director of transit advocacy group LiveableStreets Alliance, said she has been an advocate of this change for years.
