Subject: 2021 Constituent Society Delegate Apportionment

I am pleased to provide delegate apportionment figures for 2021. Last year our American Medical Association (AMA) again experienced membership growth, but the House of Delegates will be approximately the same size as it was in 2020. The 54 states and territories in the House of Delegates will be apportioned 306 delegates.

I should note at the outset that the data used to apportion delegates are not comparable to our AMA’s official membership figures. You will recall that delegate apportionment from 2020 through 2022 includes pending members, and while the number of such members at the end of 2019 grew the House considerably, the numbers at the end of 2020 did not, thus leaving the House of Delegates at more or less the same size it was last year.

Delegate apportionment for 2021 is based on official AMA membership records as of December 31, 2020. Those records include both members and pending members, individuals who are not members at the time they pay their dues to become members in the following year. Apportionment includes members who joined during calendar year 2020 (this would include renewing members), pending members for 2021, and those pending members from late-2019 who had renewed their memberships in the Association for 2021. This comports with Bylaw 2.1.1.1, which states, “The December 31 count will include pending members for purposes of apportionment; however, pending members shall not be recounted the following year absent membership renewal.” Stated differently, one must be a pending member in consecutive years to be counted for apportionment purposes.

Bylaws 2.1.1.2.1 and 2.1.1.2.1.1 also affected this year’s apportionment. The former determines Pennsylvania’s apportionment given its membership losses from 2019, and the latter—the “freeze” adopted at November’s meeting—proved to benefit Alabama, Arkansas, California, Colorado, District of Columbia, Florida, Hawaii, Illinois, Kansas, Massachusetts, Michigan, Minnesota, Missouri, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, South Dakota, Virginia, and Washington. The counting of pending members affected most of these states.

One delegate is apportioned for every 1,000, or fraction thereof, AMA members and eligible pending members. The attached table provides a state-by-state breakdown. Pending members who do not renew their memberships in 2021 (for 2022) will not be counted for apportionment purposes next year.

Those states that have endorsed regional medical student delegates or resident sectional delegates should be aware that these delegates are not reflected in the figures that appear in the constituent society apportionment table, but rather appear in separate tables. Regional medical student delegates and resident sectional delegates will be seated with their endorsing societies when meetings take place in person. You should note, however, that student and resident alternate delegates serving temporarily will be seated in the

2 space designated for the student or resident endorsed by your society even though they are likely to have been endorsed by another society; please be sure your delegation is aware of this situation. States are encouraged to include the students and residents they have endorsed in delegation activities and communications.

At this time, the format of June’s House of Delegates meeting has not been determined, as the pandemic is ongoing. Nevertheless, the credentialing process for that meeting will begin next month. Under AMA bylaws, delegates and alternate delegates must be certified before each meeting.

Please ensure that your delegates and alternate delegates have renewed their AMA memberships for 2021. AMA bylaws specify that all delegates (§2.0.1.1) and alternate delegates (§2.8.1) must be AMA members, and individuals who are not members will not be included on a delegation roster. Pursuant to American Medical Association Bylaws (§2.3 and subsections), medical student regional delegates and alternate delegates were elected utilizing a regional structure. The seven medical student regions are:

Region 1: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming. Region 2: Illinois, Iowa, Minnesota, Missouri, Nebraska, Wisconsin Region 3: Arkansas, Kansas, Louisiana, Mississippi, Oklahoma, Texas. Region 4: Alabama, Florida, Georgia, North Carolina, Puerto Rico, South Carolina, Tennessee. Region 5: Indiana, Kentucky, Michigan, Ohio, West Virginia. Region 6: Delaware, District of Columbia, Maryland, New Jersey, Pennsylvania, Virginia. Region 7: Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island, Vermont.

For 2021, regional student delegates were apportioned according to year-end 2019 AMA medical student membership figures within a region, with a delegate being apportioned for every 2,000 student members in the region and additional delegates apportioned per Bylaw 2.3.2.

Medical Student Section regional delegates are “seated with the constituent association representing the jurisdiction within which such delegate’s educational program is located” (Bylaw 2.10.8). Alternate delegates substituting for a delegate shall be seated in the place of the delegate being temporarily replaced.

For 2021, Resident and Fellow Section sectional delegates were apportioned according to year-end 2019 AMA resident and fellow membership figures, with a delegate being apportioned for every 2,000 members (AMA Bylaws, §2.4 and subsections).

Resident and fellow sectional delegates are to be seated with their endorsing society (Bylaw 2.10.9). Alternate delegates who are substituting for a delegate will sit with the society that endorsed the delegate for whom the alternate is substituting.

The apportionment is based on official AMA membership records and Policy G-600.027, “Designation of Specialty Societies for Representation in the House of Delegates.” Constituent societies have been apportioned 304 delegates for 2021 (not including two delegate slots for the speakers per bylaw 2.5). Consequently, 304 delegates were apportioned across the national medical specialty societies in the House. Several societies were adjusted upwards to maintain the parity called for in the bylaws.

Every society seated in the House of Delegates is entitled to one delegate, but the following 66 national specialty societies have more than one delegate (with a like number of alternate delegates):

Delegate apportionment figures for all specialty societies appear in the 2021 Specialty Society Delegate Apportionment table accompanying this memo.

Several specialty societies have endorsed resident and fellow sectional representatives (§2.4 of the bylaws) and are listed in a second table below. The delegate numbers above and in the Specialty Society Delegate Apportionment table do not include these resident and fellow sectional delegates, but allowance will be made to seat them with their endorsing societies when meetings take place in person. You should note, however, that resident sectional alternate delegates serving temporarily will be seated in the space designated for the resident endorsed by your society even though the alternate delegate is likely to have 3 been endorsed by another society; please be sure your delegation is aware of this situation. States are encouraged to include the residents they have endorsed in delegation activities and communications.

Traditionally, delegates for national medical specialty societies with a single delegate have been seated in the House with the delegate’s home state. Over the last few years, several specialty societies have indicated that they would like to be seated together, and these groupings will continue. Other specialty society delegations that would like to be seated together in the House should notify Roger Brown in writing no later than March 15, 2021. Again, this is dependent on holding the meeting in person.

For 2021, Resident and Fellow Section sectional delegates were apportioned according to year-end 2019 AMA resident and fellow membership figures, with a delegate being apportioned for every 2,000 members (AMA Bylaws, §2.4 and subsections).

Resident and fellow sectional delegates are to be seated with their endorsing society (Bylaw 2.10.9). Alternate delegates who are substituting for a delegate will sit with the society that endorsed the delegate for whom the alternate is substituting.

Subject: 2021 Delegate Apportionment

Under our American Medical Association (AMA) bylaws (§2.6), the federal services (Air Force, Army, Navy, Public Health Service and the VA), American Medical Women’s Association, American Osteopathic Association, National Medical Association, and professional interest medical associations are each allotted one delegate (and one alternate) as are AMA sections.

Please ensure that your delegates and alternate delegates have renewed their AMA memberships for 2021. AMA bylaws specify that all delegates (§2.0.1.1) and alternate delegates (§2.8.1) must be AMA members, and individuals who are not members will not be included on a delegation roster. You will be notified of any discrepancies. Delegation rosters can be viewed at https://www.ama-assn.org/house- delegates/hod-organization/delegation-certification-rosters.

At this time, the format of June’s House of Delegates meeting has not been determined, as the pandemic is ongoing. Nevertheless, the credentialing process for that meeting will begin next month. Under AMA bylaws, delegates and alternate delegates must be certified before each meeting.
