Implementation Status Overview The project is moving from the design of farm packages to the construction stage. Out of total 500+ farms to be financed under the project 273 farms have submitted detailed design reports and drawings. Of these, 233 have been approved to date, 39 have completedbidding and procurement, with 21 under construction. More importantly, the recent mission reconfirmed with the PPMO that the farm designs, especially, waste management systems and treatment facilities, followed the principles of the concept designs reviewed and Public Disclosure Copy approved by the Bank. Given the fact that a large number of these farms will be in operation in the foreseeable future it is critical to follow improved feed and waste management practices in order to reduce waste produced per unit of livestock product on the project farms. In parallel, trainings for cooperatives and project management were carried out. These are crucial to achieve the project objectives.

Key Decisions Regarding Implementation

Public Disclosure Copy Counties should provide more support and assistance to the farms with the design documents. In parallel, they should speed up project implementation with prompt yanshou (check and acceptance procedure) and submission of reimbursement applications, while maintaining technical quality and adherence to project procedures.

Focus on waste minimization, management and treatment must be considerably strengthened in all areas of the project. Farms should be well aware of the fact that they cannot pass checking and acceptance (yanshou) unless they have a functional waste treatment system and farm technicians and management have participated in project training courses on waste minimization, management and treatment. Therefore, there is now a strong need to focus on technical training and awareness raising of technical guidelines and project procedures for farm technicians and managers. Training for local officials and local technical staff is equally important to complement the on-going project management training and farmer technical training. Thus, training for local officials in environmental awareness raising of livestock production and for local technical staff and farm managers in feed quality control, optimal feed rations and mineral/nutrient accounting should begin in the first half of 2012 respectively.
