Market Commentary May 3, 2018 Vietnam’s equitization program gains momentum, but room for improvement remains The equitization1 of state-owned enterprises (SOEs) in Vietnam has long been a hot topic, particularly among international investors, and for good reason: SOEs have been the dominant part of the country’s economy, and some of the biggest companies are still state-owned, in whole or in part2. Although their hold on the economy is weakening as the private sector continues to expand, SOEs contribute approximately 30 percent of GDP3 and employ more than 1.5 million Vietnamese people4. In past years, the Vietnamese government would publish annual lists of companies to be equitized. After years of minimal activity and missed targets, the lists attracted fleeting attention from large investors; some companies appeared on these lists year after year, with little if any explanation as to why a planned equitization did not occur. Things began to change, however, in 2016 when the current government took office. Recognizing the need to raise capital for infrastructure and manage the budget deficit, the government made equitization a top priority. Spurred on by a very strong capital market, the government accelerated the pace of equitizations in 2017. Although it did not meet its overall – and some would say overly ambitious – target of completing 44 IPOs of SOEs, it did complete 38 which, combined with the secondary sale of shares in already equitized SOEs, raised approximately USD6 billion. Of note was the secondary sale of shares in Vinamilk in November, which raised USD616 million, and the long-anticipated sale of the government’s stake in brewer Sabeco, generating USD4.5 billion. -

This delegation included representatives from the different buddhist sectors of South, Central, and North Viet Nam. Two representatives were sent by the refugees. Among the twenty members, there were eight women (three Buddhist nuns} and twelve men (four Buddhist priests). Skinner, Advisor Danielle Fosler-Lussier Barry Shank 1 Copyrighted by Matthew Alan Campbell 2019 2 Abstract For members of the United States Armed Forces, communicating with one’s loved ones has taken many forms, employing every available medium from the telegraph to Twitter. My project examines one particular mode of exchange—“audio letters”—during one of the US military’s most trying and traumatic periods, the Vietnam War. By making possible the transmission of the embodied voice, experiential soundscapes, and personalized popular culture to zones generally restricted to purely written or typed correspondence, these recordings enabled forms of romantic, platonic, and familial intimacy beyond that of the written word. More specifically, I will examine the impact of war and its sustained separations on the creative and improvisational use of prosthetic culture, technologies that allow human beings to extend and manipulate aspects of their person beyond their own bodies. Reel-to-reel was part of a constellation of amateur recording technologies, including Super 8mm film, Polaroid photography, and the Kodak slide carousel, which, for the first time, allowed average Americans the ability to capture, reify, and share their life experiences in multiple modalities, resulting in the construction of a set of media-inflected subjectivities (at home) and intimate intersubjectivities developed across spatiotemporal divides. -

Elite Bargains and Political Deals Project: Vietnam Case Study Jeffrey H. Michaels Stabilisation Unit February 2018 This report has been produced by an independent expert. The views contained within do not necessarily reflect UK government policy. Author details The author is a Senior Lecturer, Defence Studies Department, Kings College London. This case study draws on a combination of primary and secondary sources. The primary sources are mainly limited to US Government documents, particularly those dealing with the internal deliberations of the Nixon administration as well as the minutes of meetings at the 1972-1973 Paris peace talks. The secondary sources used include a much wider range, such as general histories of the conflict, as well as more specific diplomatic histories that draw on primary source material from each of the key participants in the conflict (US, North Vietnam, South Vietnam, Provisional Revolutionary Government, USSR and China). Background to Elite Bargains and Political Deals Project This case study is one of a series commissioned to support the Stabilisation Unit’s (SU’s) development of an evidence base relating to elite bargains and political deals. The project explores how national and international interventions have and have not been effective in fostering and sustaining political deals and elite bargains; and whether or not these political deals and elite bargains have helped reduce violence, increased local, regional and national stability and contributed to the strengthening of the relevant political settlement. Drawing on the case studies, the SU has developed a series of summary papers that bring together the project’s key findings and will underpin the revision of the existing ‘UK Approach to Stabilisation’ (2014) paper. -

A growing number of PPP schemes, as of a contract arrangement between public and private sectors such as Build- Operate-Transfer (BOT) and Design-Build-Operate-Maintain (DBOM), have been formed and used worldwide to deliver public services. Within the broad spectrum of PPP arrangements, several variations of PPP schemes have been developed and are on the increase. A core team drawn from the Ministry of Construction and Ministry of Agriculture and Rural Development has been lead partners with the Water and Sanitation Program in this assessment sector. The authors acknowledge their valuable contribution as well as the information sharing and contributions during workshops by other sector stakeholders, including development partners. The Task Team Leader for the Service Delivery Assessment (SDA) in East Asia and the Pacific is Susanna Smets. C O L AND DISTANCE LEARNING AND DISTANCE PERSPECTIVES ON OPEN C O L PERSPECTIVES ON OPEN AND DISTANCE LEARNING PERSPECTIVES ON OPEN AND DISTANCE LEARNING OPEN EDUCATIONAL RESOURCES: AN ASIAN PERSPECTIVE Higher education has experienced phenomenal growth in all parts of Asia over the last two decades — from the Korean peninsula in the east to the western borders of Central Asia. This expansion, coupled with a diversity of delivery and technology options, has meant that more and more young Asians are experiencing tertiary education within their own countries. Open Educational Resources: An Asian Perspective Open Educational Resources: In South, South East and Far East Asia especially, universities, polytechnics, colleges and training institutes with a variety of forms, structures, academic programmes and funding provisions have been on an almost linear upward progression. Notwithstanding this massive expansion, equitable access is still a challenge for Asian countries. There is also concern that expansion will erode quality. The use of digital resources Open Educational is seen as one way of addressing the dual challenges of quality and equity. Open educational resources (OER), free of licensing encumbrances, hold the promise of equitable access to knowledge and learning. However, the full potential of OER is only realisable with greater Resources: An Asian knowledge about OER, skills to effectively use them and policy provisions to support their establishment in Asian higher education. This book, the result of an OER Asia research project hosted and implemented by the Wawasan Perspective Open University in Malaysia, with support from Canada’s International Development Research Centre, brings together ten country reports and ten case studies on OER in the Asian region that highlight typical situations in each context.
