FALL 2013 NEWSLETTER A message from San Duanmu, CCS Interim Director, 2012-13 Dear CCS Community, ast year, two major changes took place at the College and the International Institute, which have affected CCS in various ways. First, initiated by the Provost’s Office, Dennison is being transformed, from a heavily used but unattractive teaching building to an exemplar, modern, and multicultural learning center, to which all units of II are scheduled to move, including CCS. LThe final plan is still in the works. For example, we do not know how much space or what kind of space CCS will have. On the other hand, there are exciting new opportunities. For example, the combination of offices, classrooms, research events, and social space in the same building will be a great improvement from the current situation. In addition, space for visitors and study/meeting areas will likely promote interac- tions among faculty, students, and visitors. The other major change is prompted by budget cuts at various levels, in particular the continued decrease in Title IV funds from the Department of Education, which many II centers reply on. In response, the College decided to implement a new staff structure for II that is sustainable even without Title IV funds. In the new structure, each center is left with one full-time staff person (in the case of CCS, it is Ena Schlorff), and everyone else is moved to ‘shared services’. Under special circumstances, a center may request to hire additional staff, with the center’s own money. During the transition, CCS had to make some adjustments. -

China’s Search for a John Wilson Lewis Modern Air Force and Xue Litai For more than forty- eight years, the People’s Republic of China (PRC) has sought to build a combat-ready air force.1 First in the Korean War (1950–53) and then again in 1979, Beijing’s leaders gave precedence to this quest, but it was the Gulf War in 1991 coupled with growing concern over Taiwan that most alerted them to the global revolution in air warfare and prompted an accelerated buildup. This study brieºy reviews the history of China’s recurrent efforts to create a modern air force and addresses two principal questions. Why did those efforts, which repeatedly enjoyed a high priority, fail? What have the Chinese learned from these failures and how do they deªne and justify their current air force programs? The answers to the ªrst question highlight changing defense con- cerns in China’s national planning. Those to the second provide a more nu- anced understanding of current security goals, interservice relations, and the evolution of national defense strategies. With respect to the ªrst question, newly available Chinese military writings and interviews with People’s Liberation Army (PLA) ofªcers on the history of the air force suggest that the reasons for the recurrent failure varied markedly from period to period. That variation itself has prevented the military and political leaderships from forming a consensus about the lessons of the past and the policies that could work. In seeking to answer the second question, the article examines emerging air force and national defense policies and doctrines and sets forth Beijing’s ra- tionale for the air force programs in light of new security challenges, particu- larly those in the Taiwan Strait and the South China Sea. -

It claimed the lives of several million people and inflicted cruel and inhuman treatments on hundreds of million people. However, 40 years after it ended, the total number of victims of the Cultural Revolution and especially the death toll of mass killings still remain a mystery both in China and overseas. For the Chinese communist government, it is a highly classified state secret, although they do maintain statistics for the so-called abnormal death numbers all over China. Nevertheless, the government, realizing that the totalitarian regime and the endless power struggles in the CCP Central Committee (CCP CC) were the root cause of the Cultural Revolution, has consistently discounted the significance of looking back and reflecting on this important period of Chinese history. They even forbid Chinese scholars from studying it independently and discourage overseas scholars from undertaking research on this subject in China. Owing to difficulties that scholars in and outside China encounter in accessing state secrets, the exact figure of the abnormal death has become a recurring debate in the field of China studies. -

DEPARTMENT OF FINANCE AND ADMINISTRATION CORRESPONDENCE 1959-1962 RECORD GROUP 272 by Ted Guillaum Archival Technical Services Tennessee State Library & Archives Date Completed: September 28,1999 MICROFILM ONLY INTRODUCTION Record Group 272, Department of Finance and Administration, Correspondence, spans the years 1959 through 1962 with the majority of the records focusing on the years 1959 through 1961. The correspondence of two commissioners of the Department of Finance and Administration is represented in this collection. The commissioners were Edward J. Boling and Harlan Mathews. Edward J. Boling served from February, 1959 through August, 1961. Harlan Mathews was appointed commissioner in September of 1961. These records reflect the various activities connected with the administration of financial and budgetary matters of the Executive branch. Original order was maintained during processing. These records were transferred to the archives in good condition in 1983. The original size of the collection was about eight cubic feet but was reduced to seven cubic feet by the elimination of duplicate copies and extraneous material. The collection was microfilmed and all documents were destroyed. There are no restrictions to access. SCOPE AND CONTENT Record Group 272, Department of Finance and Administration, Correspondence, spans the period 1959 through 1962, although the bulk of the collection is concentrated within the period 1959 through 1961. The collection consists of seven cubic feet of material that has been microfilmed and the originals were destroyed. The original order of this collection was maintained during processing. The arrangement of this collection is chronological for the period of 1959 through 1960. The remainder of the collection is chronological, then alphabetical by topics. -

The Tibetan outreach to our Chinese brothers and sisters is an important effort on the part of His Holiness the Dalai Lama and the Central Ti- betan Administration (CTA) to persuade the Chinese public that the Tibetan people’s non-violent struggle is neither anti-China nor anti-Chinese people. This protracted struggle is waged against the wrong policies the Chinese Communist Party implements in Tibet. As a part of this effort to explain the nature of the Tibetan people’s struggle to the broader Chinese masses, CTA instituted many years ago a China Desk at the Department of Information and Interna- tional Relations (DIIR). The China Desk maintains a web site in the Chinese language, www.xizang-zhiye.org, to educate the Chinese public on the deteriorating conditions in Tibet, the just aspirations of the Tibetan people and a reasonable solution to the vexed issue of Tibet. The solution to this protracted issue is the Middle Way Approach which does not seek independence for Tibet but for all the Tibetan people to enjoy genuine autonomy as enshrined in the constitution of the People’s Republic of China.
