General Requirements: eligible for 1. G.O. Ms. No.94 I & CAD (PW-CAD) Dept.,Dt.01.07.2003 tendering 2. G.O.Ms.No.67 Water Resource (Reforms) Department dated 16-08-2019. 1) Individual/ Firm/ Company/J.V registered with valid registration in terms of CPWD or PWD codes in anywhere in the Country. 2) In case of J.V, lead member of the J.V group should have a valid registration with Central /any State Government and other partner should have applied for registration in relevant class as per their share in Joint Venture with the Central /any State Government as on the date of submission of bids. Evidence of their making applications with Central /any State Government will be sufficient to make them eligible for participation. In case the J.V. happens to be successful Contractor, the other J.V partners who have applied for registration should produce valid registration with Central /any State Government within 3 months after concluding Contract agreement. Failure to comply with this condition, contract shall be cancelled, duly forfeiting the Performance Security, security deposits and value of work done as on that date besides blacklisting the other J.V partners having valid registration with Central /any State Government. B) TECHNICAL REQUIREMENT: The Contractor should satisfy the following. 1) The Contractor should have executed Minimum quantities in a year during last Five Financial Years (2014-15 to 2018-19) 1 Earth Work excavation 12500 Cum 2 PCC/RCC/VRCC 8200 Cum 3 Stone/Brick Masonry 4500 Cum 4 Plastering 44500 Sqm 5 Flooring 9000 Sqm C. FINANCIAL REQUIREMENT: The Bidders /Firms /Joint Ventures /Contractors / Contracting firms should satisfy the following 1) The tenderer should have satisfactorily completed as a prime contractor, similar nature of building works of value not less than Rs.25.45 crores in the same name and style in any one year i.e. 2015-2016 to 2019-20 updated to 2020-21 price level. The similar works means, construction of buildings 2) Liquid assets or credit facilities or Solvency Certificate from Indian Nationalized or Scheduled Banks of value not less than Rs.12.72 crores 3) Assured available Bid capacity as per formula (2AN-B) shall be greater than ECV A = Maximum value of Civil Engineering works executed in any one year during last 5 (five) years (updated by giving 10% simple weightage per year to bring them to the Financial Year 2019-20 price level. (The certificates in support must be in State/Central Government Departments or State/Central Government undertakings only issued by the concerned Executive Engineer and counter signed by the Superintending Engineer) N = Number of years prescribed for completion of Works for which tenders are invited. B = Value at current price level of existing commitments, ongoing works and LOA issued and to be completed during the period of completion of works for which bids are invited. 4) Even though the Contractors meet the above Qualification Criteria, they are subject to be disqualified if they have: a) Record of poor performance such as abandoning the works, not properly completing or financial failures etc., in preceding 5 (five) financial years (2015-16 to 2019-20). b) Consistent history of litigation or arbitration awards against the Contractor in the preceding 5 (five) financial years (2014-15 to 2018-19). 5) Bids, which do not fulfill the Eligibility Criteria, will not be considered. 6) The bidder should properly labeled while up loading so as to identify the particular documents 9 Procedure for : a) Tender schedule can be downloaded from the web site: Bid Submission. https://tender.apeprocurement.gov.in b) The bidder shall submit the bid and all related correspondence in English language only. c) All bidders must fill out the pre-qualification checklist in the templates provided and sign on the self- declaration form stating their compliance with all the technical and financial pre-qualification criteria and up load the same. d) The bidder shall submit 1 % of the ECV i.e., for Rs.89.10 lakhs as EMD in the shape of B.G in favour of the Managing Director, APMSIDC, Mangalagiri with a validity of 6 months from the date of notification of tender. e) All bidders must upload all supporting documents in the e-Procurement portal validating their declarations and uploaded in the templates provided for the same under the technical and commercial pre-qualification criteria laid out in the checklist f) The bidders should quote their initial price offer at the prescribed field / place provided in the e- market place within the prescribed period. g) The quoted initial price offer cannot be in excess of 0% over the Estimate Contract Value(ECV) value provided by the Department h) The bidder shall sign on all the documents uploaded by him along with the self-declaration for fulfilling pre-qualification criteria set by the Department (on the checklist) owning responsibility for their correctness / authenticity and upload along with Tender. i) The system shall carry initially the evaluation based on the information furnished in the given templates with regard to both technical and commercial pre-qualification criteria and the declaration up loaded by the bidder. j) All bidders shall furnish the original hard copy of the BG/ Proof of online payment as per G.O.Ms.No.12 of Information Technology, Electronics & Communications Department dated 01.06.2016 for EMD as stipulated in the tender document. k) The price bids will be opened on the date and time fixed. l) If any bidder fails to submit the above original documents within the stipulated time, the Initial Price Offer of the respective bidder will not be opened and they shall not be carried forward into the reverse auction phase. m) The bidders shall furnish willingness in participating reverse tendering process and an undertaking shall be uploaded to that effect along with submission of initial price offer. n) After identification of the L-1 Initial Price Offer, eligible (those who have submitted original hard copies of the DD/ BG for EMD and willingness) bidders shall be transferred to the Reverse Auction Platform. o) The time and date will be displayed for reverse tendering process. p) Finally, the Department shall carry out the technical bid evaluation solely based on the uploaded certificates / documents, DD/BG towards EMD in the e-procurement system 11 Reverse : a) After identification of the L-1 Initial Price Offer, eligible (those who have submitted original hard Tendering copies of the BG for EMD) bidders shall be transferred to the Reverse Auction Platform Process b) The initial period of the Reverse tendering process will start on the date and time fixed and displayed, following which there will be auto extensions of time by 15 minutes in case of any reduction in bids recorded in the prior 15 minutes. c) Decrements made in each subsequent bid shall not be less than 0.5% of the IBM/ECV uploaded. d) Only the current L1 bid shall be visible to all bidders who may revise their bids until the end of the process. e) The L1 bid may be determined following a period of inactivity of more than 15 minutes of reverse bidding. f) If the number of bidders participated in initial tendering are more than five (05), 60% of the bidders participated in initial tendering (counting from the bidder who has quoted lowest initial price offer ) or five (05) whichever is more shall be allowed for reverse tendering, If the number of bidders participated are equal or less than five (05), all the bidders shall be allowed to participate in the reverse tendering as per G.O Ms No.271 MA & UD (UH) Department dated:16.10.2019. g) To conduct reverse tender process at least two bidders would be required. In only single responsive bidder available, Government have discretion to consider the single responsive bidder when price offer is substantially low i.e minimum 10% less than the estimated contract value dispensing with reverse auction. 12 Conclusion of : a) After conclusion of the reverse auction process, the pre-qualification criteria of all bidders shall be the Reverse verified along with additional field verification for the successful bidder.
