Research Objectives and Methodology In the context of "sustainable development," traditional resource use systems around the world have been gaining attention as practical ways to conserve natural resources today.1 With respect to Aboriginal peoples in Canada, some scholars have advocated that there is a strong hope for contemporary resource management practices to incorporate the Aboriginal knowledge that has sustained the living resource base over extended periods of time.2 However, these arguments tend to fol low only philosophical lines, ignoring the reality of Aboriginal people who have been subjected to the politics of assimilation and economic modernization. As a way to explore Aboriginal relationship to land against the reality of their life, it is worthwhile investigating de facto land use institutions evolving in an Aboriginal community. -

All rights reserved. i West Coast Environmental Law Design Basis for the Living Dike Concept EXECUTIVE SUMMARY Background West Coast Environmental Law (WCEL) is leading an initiative to explore the implementation of a coastal flood protection system that also protects and enhances existing and future coastal and aquatic ecosystems. The purpose of this document is to summarize available experience and provide an initial technical basis to define how this objective might be realized. This “Living Dike” concept is intended as a best practice measure to meet this balanced objective in response to rising sea levels in a changing climate. It is well known that coastal wetlands and marshes provide considerable protection against storm surge and related wave effects when hurricanes or severe storms come ashore. Studies have also shown that salt marshes in front of coastal sea dikes can reduce the nearshore wave heights by as much as 40 percent. This reduction of the sea state in front of a dike reduces the required crest elevation and volumes of material in the dike, potentially lowering the total cost of a suitable dike by approximately 30 percent. In most cases, existing investigations and studies consider the relative merits of wetlands and marshes for a more or less static sea level, which may include an allowance for future sea level rise. -

BACKGROUND Future Abbotsford-Mission water source planning has been an ongoing process for over 20-years (as summarized in Attachment A). Up until November 2011 , the AMWSC intended to develop Stave Lake as a new water source by 2016. However, following the public referendum outcome on November 19, 2011, all work on Stave Lake ceased. Both Abbotsford and Mission are growing. Even with a water conservation program and existing system improvements, a new water source will eventually be needed to meet future demands and provide water system redundancy. DISCUSSION Future Water Source Timing Staff propose to update water demand projections in 5-year increments between 2012 and 2037, along with those for 2062 and 2112 (i.e. 50-year and 100-year planning horizons). The timing for a new water source will be clarified from the projections compared against the known system capacity. This work will be completed in-house. Water demands are calculated by: Total Demand = Total Equivalent Population x Per Capita Consumption Where: "Total Equivalent Population" is the sum of the residential population plus a conversion of water needed by non-residential sectors into 'equivalent numbers of people'. -

Learning about our Earth, geological processes and features, and the relevance of it all to our lives is really best addressed outside of a classroom. Our entire province is the laboratory for geological studies. The landscape and rocks in the Fraser Valley record many natural Earth processes and reveal a large part of the geologic history of this part of BC – a unique part of the Canadian Cordillera. This professional development field trip for teachers looks at a selection of the bedrock and overlying surficial sediments in the Abbotsford area that evidence these geologic processes over time. The stops highlight key features that are part of the geological story - demonstrating surface processes, recording rock – forming processes, revealing the tectonic history, and evidence of glaciation. The important interplay of these phenomena and later human activity is highlighted along the way. It is designed to build your understanding of Earth Science and its relevance to our lives to support your teaching related topics in your classroom. Below Vedder Crossing, the river is actively building an alluvial fan by depos• iting its sediment load of gravel and sand. This deposi• tion has resulted in frequent channel shifts over the fan surface with the most recent migration occurring around 1894 when the river shifted down Vedder Creek. Over the last century the Vedder River has been undergoing very complex changes in response to changes in the incidence of severe floods, changes in sediment supply and interference from river training. -

I have used a community-based, participatory, and case study approach to conduct an in-depth study of conflict resolution between Sts’ailes, a Coast Salish First Nation located near Vancouver, and the British Columbia Ministry of Forests, Lands and Natural Resource Operations (hereinafter the Ministry of Forests). This study identifies the cultural uses of forest resources among Sts’ailes people and communication challenges central to the conflict, and suggests strategies that can help to achieve meaningful communication and collaboration between First Nations people and forestry staff. The ultimate purpose of this study is to explore cultural values related to forest management among the Sts’ailes Nation and to explore the dynamics of their communication process, focusing on Kweh-Kwuch-Hum, a sacred mountain located on Sts’ailes traditional land. This study asks how First Nations can make themselves heard when “speaking” about cultural values within the context of forest management. It describes Sts’ailes people’s ways of using and maintaining access to forestlands and resources. The cultural values of forest uses are important to the revitalization of the Sts’ailes way of life, cultural identity and well- being. -
