Virtual Public Hearing Workshop Virtual Public Hearing Workshop Delaware Transit Corporation (DTC) invites you to join a virtual Public Hearing Workshop via Zoom to provide input and comments on proposed changes to DART Statewide Bus Services to become effective September 12, 2021. Tuesday, June 22, 2021 4 PM to 6 PM The Zoom link to the virtual workshop, proposal summary, schedules and maps are available at DartFirstState.com or by scanning this QR code. The virtual workshop will begin with a presentation of the proposed service changes, followed by a question and answer period (approx. 30 minutes). The remainder of the workshop will be followed by public testimony for those wishing to provide public comments. All content for the virtual public hearing workshop will be recorded and posted to DartFirstState.com; public testimony will be transcribed by a hearing reporter. Summary of proposed changes (please visit DartFirstState.com to view route-specific schedules and maps): New Castle County The following routes would have schedule adjustments to improve on-time performance: Weekdays – 2, 5, 8, 10, 11, 13, 15, 18, 20, 25, 28, 31, 33, 35, 40, 42, 44, 51, 53, and 301. Weekends – 2, 5, 6, 8, 9, 10, 11, 13, 14, 15, 25, 28, 33, 40 and 55. Proposed Changes by Route include: Route 5 – Weeknight service frequencies would operate every 45 minutes. Route 9 – To accommodate weekday shift times at the new Amazon facility at Boxwood Road, the first two inbound trips would begin at Prices Corner. The first and last Saturday trips would begin and end at Prices Corner and Howard Young Correctional, respectively. Saturday time adjustments to meet Amazon shifts. Saturday service adjustments are proposed. Route 11 – The 12:30 PM trip from the Wilmington Transit Center would be extended to Arden, and the 1:00 PM trip from Lea Blvd at Ruskin Rd would depart from Forwood Manor at 12:42 PM. Saturday schedule adjustments are proposed. -more- Route 13 – Weekday service frequencies would operate every 25 minutes. Route 15 - Outbound trips would no longer use AAA Blvd to reach DE 7 South. The route would continue on Churchmans Road to DE 7 South. Weekday service frequencies would operate every 60 minutes. Route 25 - The new Amazon facility near Tybouts Corner will be open. The route would be changed to serve the facility on site. Service into Tybouts Corner Park & Ride is proposed to be discontinued. On weeknights, after 7 PM no trips would serve Amazon (Tybouts Corner) or the New Castle County Logistics Center. Except for two Amazon shifts, most Saturday trips would skip the New Castle County Logistics Center. Route 28 - Probation & Parole and Nemours Clinic would not be served after 6 PM on weeknights. Route 31 - Weekday service frequencies would operate every 45 minutes. Route 33 - Some weekday trips would no longer serve Fairplay Station. Weekday service frequencies would operate every 30 minutes. Route 35 - Weekday service frequencies would operate every 45 minutes. Route 40 - Weekday service frequencies would operate every 25 minutes. Route 44 - The St. Georges “detour” outbound routing will continue as DelDOT has not completed the streetscape project along Broad Street. The route would serve the New Castle County Logistics Center on weekdays so that riders could transfer to/from other bus routes at Christiana Mall. Saturday service would not serve the New Castle County Logistics Center. Route 47X - The 47X designation would be changed to Route 37. Route 51 - Weekday service frequencies would operate every 50 minutes. Route 61 - Improve connectivity with SEPTA train service at Claymont Station. Route 62 - The route would be altered to serve Del Tech, Christiana Hospital and White Clay Center. The alternate routing via Christiana and Harmony Roads would be discontinued. Bus service would be reduced to match the reduction of SEPTA train service, and service would connect with SEPTA trains in the morning from Philadelphia and to Philadelphia in the afternoon. Route 64 - Would discontinue service along Scotland Drive and Porter Road and reroute all trips to use US 40. Kent County Minor schedule adjustments are proposed to improve on-time performance. Route 101 - Minor time adjustments to meet Dover High School class times. Sussex County - no proposed changes. Intercounty - no proposed changes. Holiday Service would be offered in New Castle County on Routes 2, 4, 5, 6, 8, 9, 10, 11, 13, 14, 15, 25, 28, 31, 33, 40, 44, 46, 47, 54, 55, 64 and 301 operating its Saturday schedule, on Christmas Eve, Friday, December 24 and New Year’s Eve, Friday, December 31. Routes 18, 20, 35, 37, 42, 43, 51, 52, 53, 63, and 302 would not operate. In Kent County, all routes would be operating its Saturday schedule, on December 24 and December 31. All trips in New Castle and Kent Counties would end around 8:00 PM. .

To promote the use of contactless, cashless fare payments using the DART Pass mobile payment app, DART is offering further discounts on Daily, 7-Day and 30-Day passes on the app. For customers not using the app, DARTCard and Pass Sales will resume at the following DART locations: Wilmington Transit Center, Amtrak Station, DART Administration Buildings in Wilmington and Dover, 718 N. Market Street in Wilmington, Rehoboth Park & Ride, and Lewes Transit Center. See Ticket Sales for other locations. Paratransit fares will be charged; however, there will be no cash or tickets accepted or handled by the Operator. Customers are encouraged to use DART Pass to pay their fare. Those choosing not to use the fare payment app will be billed for their trips. The safety and well-being of our customers and employees is our top priority. We know the importance of connecting people to their destinations, safely, and efficiently. DART continues to limit the number of passengers allowed on each bus at any given time, based on bus seating capacity. Riders must wear face coverings when riding any DART bus, fixed route or paratransit. Those not wearing face coverings will not be allowed to board the bus.

With your help, we made significant progress in 2019 toward implementing many of the recommendations approved by the Phase 1 Working Group. Ten of the 78 recommendations were completed. In addition to continuing work on recommendations that had already been in progress as part of existing projects and initiatives, DelDOT and Sussex County began work on 15 recommendations. In 2020 the goal is to continue implementing projects and initiatives generated by the recommendations from Phase 1. We are confident that, by following these recommendations, DelDOT and Sussex County can continue to make meaningful strides toward improving mobility and safety, maintaining quality of life, and providing opportunities for economic development in the Five Points area.
