Eastern Waste Management is pleased to provide each household in the Eastern Region with this important service package. This booklet provides you with important information on waste management services in your area, as well as updated collection calendars for your area; a Recycle-It magnet for your fridge as a reminder of how to sort your recycling; and a sample blue bag for recycling. I also encourage residents to continue to visit easternwaste.ca for more information.

As 2012 draws to an end and we enter the holiday season, I’d also like to take a moment to recognize the important strides that the Eastern Waste Management, communities and residents have made in waste management practices and waste diversion this year.

We have completed the closure of 35 of the 42 landfills in the Eastern Region, where waste is now deposited at the Regional Integrated Waste Management Facility at Robin Hood Bay. In addition, the following important milestones have been met:

• Weekly curbside/roadside waste collection services to 18,000 households and businesses across the region with 87% of these receiving bi-weekly collection of recyclables

• Working alongside local fire departments 14 mobile household hazardous waste collection days took place across the region in June – an expanded effort that allowed collection services to communities that didn’t previously have this service offered

A part of Eastern Waste Management’s role is also to ensure the delivery of services is cost efficient for users. In order to protect unnecessary costs to communities, this year Eastern Waste Management began to pursue in Small Claims Court more than $159,000 in delinquent accounts belonging to individuals who refused to pay for service. As these cases progress through the Court, the outcome has been the collection of outstanding fees, and ultimately the protection from increased costs to communities due to those who fail to pay.

The role of the Eastern Regional Services Board (ERSB) is to ensure the efficient delivery of modern waste management services throughout communities in the Eastern Region of . ERSB has closed 35 of the 42 landfills in the Eastern Region and redirected waste to the Regional Integrated Waste Management Facility located at Robin Hood Bay. Additionally, the board is responsible for the management of services delivered in the Eastern Region including curbside/roadside collection of garbage and recyclables, waste recovery facilities, bulk item pick-up, and household hazardous waste events.

Eastern Waste Management and its board is committed to achieving 50 percent waste diversion for communities in the Eastern Region. As we continue to develop a better understanding of communities, businesses and people within the region, and further develop a sustainable plan that benefits the environment, expanded services like curbside recycling have become available. In conjunction with government departments and the Multi Materials Stewardship Board (MMSB), we will be diligent in educating the public on the importance of waste diversion and encouraging everyone to become actively engaged.

The Eastern Regional Services Board meets regularly to review programs and policies, service delivery, and other matters. Minutes from their meetings, along with other important information can be found at easternwaste.ca 2013 User Fees

Eastern Regional Services Board (Eastern Waste Management) has adopted its 2013 budget for the delivery of waste management services and the user fee structure that will be in effect from April 1, 2013 to March 31, 2014 at the Regional Integrated Waste Management Facility located at Robin Hood Bay, where:

• Landfill-bound materials will cost $67.60 per metric ton

• Recyclable materials will cost $20.00 per metric ton

In future, users of the regional system can expect that fees will be adjusted as a result of the application of the annual change in the Consumer Price Index (CPI). Any changes in the services offered across the regional system will also impact the user fees.

Residents do not pay fees at Waste Recovery Facilities, Residential Drop-Off sites, or Household Hazardous Waste sites/collection events. These facilities and services are free as long as residents comply with the requirements for these facilities/ services. No commercial waste is accepted at the Residential Drop-Off sites and Waste Recovery Facilities.

For the convenience of residents, Waste Recovery Facilities have been constructed in Placentia, St. Joseph’s, Bay Bulls, Renews-Cappahayden, and Sunnyside. Additional Waste Recovery Facilities are proposed in the following locations:

• Whitbourne area • Cavendish – former landfill site • – former incinerator site • Clarenville Transfer Station site

The Residential Drop-Off sites and Waste Recovery Facilities are open to any resident of the Eastern Region. The Residential Drop-Off site at Robin Hood Bay is open Tuesday to Saturday 8 a.m. to 4 p.m. The Waste Recovery Facilities are open Tuesday and Thursday from 12 noon until 4 p.m., except the Renews-Cappahayden facility which is open Tuesday and Thursday from 1 p.m. until 5 p.m., and all WRF sites are open Saturday from 9 a.m. to 5 p.m.

Communities may collect Household Hazardous Waste materials and bring these to the Household Hazardous Waste facility at the Regional Integrated Waste Management Facility at Robin Hood Bay for proper disposal. Please check our website starting May, 2013 for a list of HHW mobile events that will take place in communities across the Eastern Region. Recycle-It: A Guide to Recycling Bi-weekly curbside/roadside recycling services have been phased in across the Eastern Region. We encourage residents to take advantage of the service and do their part to manage their waste in an environmentally responsible way. The following is intended to provide you with a guide to recycling - while it may take some effort to adjust to the routine, it will soon become second nature.

Preparing your recyclables for collection: 1 Sort recyclables into two groups: Paper products and Containers TISSUE

2 Place all paper products together in clear blue recycling bags (separate from containers)

3 Ensure all containers are rinsed then placed together in clear blue recycling bags (separate from paper products) Items ACCEPTED through curbside recycling service: Containers Aluminum l Plastic bottles COLA Plastic containers l Tin cans BLEACH Gable tops l Tetra paks juice

Not all items that contain the recycling symbol on it are recyclable at the Regional Integrated Waste Management Facility at Robin Hood Bay. The recycling symbol could mean that it is made with recyclable content but may not be accepted for recycling at the regional facility.

* Glass drink containers are accepted at all Green Depots. To find the nearest Green Depot location visit www.mmsb.nl.ca or call 1-800-901-MMSB.

Important reminders for curbside recycling collection: • Use only transparent blue recycling bags – sample has been provided in this package. These blue recycling bags are widely available at grocery stores • Rinse out containers before sorting recycling materials • Paper products and containers must not be mixed together. Please place paper products and containers in separate clear blue bags. (If materials are mixed, they cannot be recycled.) Waste Recovery Facilities Waste Recovery Facilities operational information:

Location: Bay Bulls, Old Perlican, Placentia, St. Joseph’s and Sunnyside

Hours of Operation: Tuesdays and Thursdays, noon – 4 p.m., and Saturdays 9 a.m. – 5 p.m.

Location: Renews-Cappahayden

Hours of Operation: Tuesdays and Thursdays 1 p.m. – 5 p.m., and Saturdays 9 a.m. – 5 p.m.

New Waste Recovery Facilities in 2013

Three additional Waste Recovery Facilities are expected to be open to residents in 2013 in Cavendish, Harbour Grace, and Whitbourne. These sites are for residential drop off for any item that cannot be brought to the curb for regular weekly collection. This may include appliances, furniture, mattresses, hot water tanks, electronics, metals, propane tanks, car and truck tires (rims removed), ATV tires, construction and demolition material, shingles, brush, etc. We will not take anything that is recyclable or materials that decompose, including cardboard, clothing, food items, and grass clippings. These sites will not process materials from contractors or businesses. Bulk Item Pick-Up

Bulk items must be placed at the curbside/roadside by 7 a.m. on the day of bulk collection. Please keep in mind that it may take a number of days for bulk items to be collected from all residents. Collectors will not return for items placed at the curbside/roadside after 7 a.m. A limit of 500 lbs/226 kgs or one pick up load (whichever is the lessor) will be collected from each household.

Items ACCEPTED for bulk item pickup:

l Sofas, tables, chairs & furniture l Children’s toys l TVs, computers, desks and bookshelves l Fridges, stoves, washers, dryers & additional household appliances l Box springs and mattresses l Dressers, bathroom fixtures l Carpet and flooring tied in rolls less than 1.5 m or 4 ft, less than 22 kg or 50 lbs l Tree limbs tied in bundles less than 1.5 m or 4 ft, less than 22 kg or 50 lbs l Doors, window boxes – glass must be removed l Glass, securely packaged & marked as BROKEN GLASS l Iron & removable car parts less than 22 kg or 50 lb; all fluids such as oil, lubricants & antifreezes must be removed by resident prior to collection l Other bulk items normally associated with a household l All bulk items must be properly bundled. All loose items must be boxed. No scattered items please.

Shingles & construction materials l Regular household garbage l Vehicle parts greater than 22 kg or 50 lbs l Tires l Fish nets l Car wrecks, car chassis & frame l Animal carcasses & special wastes l Household Hazardous Waste (HHW) such as motor oils, solvents, propane tanks, paints – oil and latex, paint stripper, pesticides, glues, etc. l Brick & concrete l Earthen materials including stumps & large trees l Cardboard or paper products l Excrement & liquid waste Household Hazardous Waste Program

Household Hazardous Waste (HHW) is leftover household products that contain corrosive, toxic, ignitable or reactive ingredients. Products such as paints, cleaners, oils, batteries, antifreeze, and pesticides require special care when disposed. Proper disposal protects our health and our environment.

In June of last year, we collected 5,000 litres of paint products, and 7,038 litres of various products including aerosol, propane, oil, helium, fluorescent bulbs, pesticides and cleaners, and 170 kg of batteries and toxic pharmaceuticals during our Household Hazardous Waste mobile collection events.

This year we were able to reach 14 communities in June with mobile Household Hazardous Waste collection events. With the assistance of local fire departments, we were able to expand this year’s events with great success and we hope to work with additional local fire departments in 2013 to expand the number of events to at least 30 with locations from Clarenville to St. Shott’s. We will approach fire departments in your area to help in this effort. These events are organized so that Eastern Waste Management assumes responsibility for the advertising of event schedules.

Annual Household Hazardous Waste collection events are free to residents. Materials from contractors and businesses will not be accepted.

Garbage Collection Along with our other service lines, Eastern Waste Management continues to provide weekly curbside/roadside garbage collection to communities. Residents are asked to ensure they adhere to their local bag limit, and keep the following reminders in mind when preparing your garbage material for collection: l Garbage must be in a garbage bag, not supermarket-sized bags l Each garbage bag should weigh no more than 50 lbs l Broken glass and sharps must be placed in puncture-proof packaging and marked as “broken glass” or “sharps” l Bundled materials must be less than 4 feet in length l Household Hazardous Waste should not be amongst your garbage l Syringes must be in puncture-proof packaging to go out with regular waste
