1 PM Trudeau Apologizes Again in Parliament After Elbow (1.02/2) Prime Minister Justin Trudeau apologized before the Canadian Parliament for a third time Thursday, saying he expects better behavior of himself after elbowing a female lawmaker in the chest and grabbing another lawmaker. Trudeau, a boxer and former bar bouncer, said he should not have made physical contact with the one lawmaker and said he accidentally bumped into the female lawmaker. "I made a mistake. I regret it and I'm looking to make amends," Trudeau said. "I expect better behavior of myself. " Opposition lawmaker Ruth Ellen Brosseau said she had to leave the House of Commons chamber after being elbowed. TV footage shows Trudeau hurriedly wading into a clutch of lawmakers who were blocking a lawmaker from getting to his seat as Trudeau's Liberals tried to get a vote in on time. The video shows Trudeau pulling the lawmaker in order to get a vote started on limiting debate on the government's euthanasia legislation. As Trudeau turned around to pull the lawmaker, Brosseau can be seen grimacing in pain. Lawmakers said the prime minister used an expletive. The kerfuffle comes as a blow to Trudeau's image as a modern, feminist leader who has talked about bringing "sunny ways" to politics and threatens to end his honeymoon after October's election. He apologized before Parliament twice on Wednesday and again Thursday. "I ask Canadians' understanding and forgiveness," Trudeau said. Geoff Regan, the House of Commons speaker and a member of Trudeau's Liberal party, admonished him on Wednesday, saying "it is not appropriate to manhandle other members. 2 2 US Military Base Worker on Okinawa Arrested in Murder Case (1.02/2) Japanese police have arrested an American working on a U. S. military base in Okinawa on suspicion of abandoning the body of a woman who had been missing since last month. The arrest Thursday sparked outrage on Okinawa, where anti-U. S. military sentiment is already high because of the heavy American troop presence. The relocation of a U. S. air station on the southern Japanese island was recently stalled because of large protests. Police said Kenneth Shinzato, 32, was arrested after he was questioned and investigators found the body at a location he provided. Investigators determined that the body, found in a forest in central Okinawa, is that of a 20-year-old woman missing since April 28, when she messaged her boyfriend that she was going for a walk. Police said they suspect Shinzato was also responsible for the death of the woman. He has not been formally charged. They said the suspect works at Kadena Air Base and is believed to be former U. 6 The Latest: US says pipe operator failed to detect oil spill (0.01/2) LOS ANGELES (AP) - The Latest on the federal investigation into an oil spill on the California coast a year ago (all times local): 12:01 p.m. Federal regulators say a company responsible for a massive oil spill on the California coast a year ago didn’t do enough to prevent pipeline corrosion and its operators didn’t detect the spill quickly enough. The Pipeline and Hazardous Materials Safety Administration said in its final investigation report Thursday that Plains All American Pipeline also didn’t have adequate systems to detect the leak that spilled more than 120,000 gallons. The report was issued on the one-year anniversary of a pipeline rupture that closed scenic Santa Barbara County beaches and is blamed for killing wildlife. The agency previously said severe corrosion was the cause of the spill, but the new report goes into greater depth about failures to detect and prevent that corrosion and also operator error in detecting the leak. But the data just stops and 37000 feet. Which suggests some sort of a catastrophic event which is why investigators are thinking first priority is to look for bomb. And terrorism. Possibly connected to the bomb that and that's because if something went wrong with the aircraft and engine. The pilot might have had time to actually do a mating call there was no mayday call there's no distress call the airplane didn't move it was just under 11 heading at one altitude and all the sudden. Nothing that we have reports from the Greeks. That they've actually seen some debris. The data gives us a pretty good idea of where to look for this aircraft is very important find this aircraft what answers will. The wreckage in the black boxes revealed so couple things normally we're gonna look for the black boxes because that'll give us not only cockpit voice recorder will give us all the data on the airplane. And I think it'll be pretty clear that will have an answer to this mystery within the next weeks now months. As somebody who's involved in the aviation community the intelligence community is well. What does. What happened to this aircraft tell you. It's quite concerning from perspective of we don't know which part of crisis is is operating here if it is ices. Is it terrorism that's Coke focused mostly on the Middle East or is it the terrorism in Western Europe that we've seen in Belgium and France that's been so devastating so. Figuring out what their intent was going to be part of the clues of putting together who did it. I think people wanted to hear something different. It’s a phenomenon that he made,” she told a news conference. “He being a lawyer, I know he will observe the rule of law,” Morales said. But the usually tough-talking Morales sounded rather tame when replying to questions about Duterte who, she admitted, was related to her through her brother, Davao Regional Trial Court Judge Lucas Carpio. Lucas Carpio is the father-in-law of Duterte’s daughter, Sara Duterte- Carpio, who was elected as mayor of Davao City. Morales, a retired Supreme Court justice, surmised that Duterte’s controversial statements, which raised not a few eyebrows during the campaign, “attracted people who voted for him.” “But whether he would actually implement them remains to be seen,” Morales said. The country’s top graft buster also sought to assure the public that the Ombudsman would pursue its investigation on the plunder case filed by Sen. Antonio Trillanes IV, a losing vice presidential candidate, against Duterte regarding his alleged hiring of “ghost” employees. 11 Jaclyn Jose’s red carpet moment On her first trip down Cannes’ glitzy red carpet in 2008, actress Jaclyn Jose couldn’t help feeling like “royalty.” “I walked slowly, like I was Queen Elizabeth,” she recalled. “It was the longest red carpet I’ve ever seen in my life.” It was an unending scarlet sea from the entrance near the Croisette to the top of the steps of the Palais. “Walang dugtong. I get to see women like her every time I shoot in depressed areas.” As an actor, she is trained to be a keen observer of life, she acknowledged. “You notice every small detail about human behavior—before you know it, you’re already writing a story or making a short film about the people around you.” To make it in Cannes, she worked nonstop for four days, giving up sleep while shuttling between two GMA 7 shows—the soap opera “The Millionaire’s Wife” and the sitcom “A1 Ko sa ’Yo.” Back to the red carpet, she made it a point to wear a modern Filipiniana gown by Dannavie Chanyongco. “I want to present myself as a proud Filipino woman there,” she said. 12 Comelec proclaims 12 winning senators After a grueling count of the votes, the Commission on Elections (Comelec) on Thursday proclaimed the 12 winners in the senatorial race, including five newcomers who expressed openness to presumptive President-elect Rodrigo Duterte’s plan for a shift to the federal form of government, but were divided on his proposal for the return of the death penalty. The newcomers were Senators-elect Joel Villanueva, , Risa Hontiveros, Sherwin Gatchalian and Leila de Lima. After a nine-day count of the votes by the Comelec serving as the national board of canvassers, the five newbies were proclaimed winners together with old-timers Franklin Drilon, Vicente Sotto III, Panfilo Lacson, Richard Gordon, Ralph Recto, Francis Pangilinan and Miguel Zubiri. All but Sotto and Lacson were present at the proclamation. Election lawyer Romulo Macalintal and former Comelec Chair Sixto Brillantes Jr. accepted the certificates of proclamation on behalf of Sotto and Lacson. Macalintal said he had given the wrong date for the proclamation to Sotto, who was out of the country. All the winners arrived at the Philippine International Convention (PICC) with members of their families and friends for their proclamation. Some people were seemingly disappointed when Pangilinan and Recto showed up without their celebrity wives. The last half of the winning circle were composed of Pacquiao with 16,050,546 votes; Pangilinan, 15,955,949; Hontiveros, 15,915,213; Gatchalian, 14,953,768; Recto, 14,271,868 and De Lima, 14,144,070. ‘Vindication’ Zubiri, who came with his wife, Audrey, and their three children, said his victory was a vindication of sorts for his “rough and tumble” political career. “It’s a vindication of sorts for the work I’ve done and not really because of anything to do with the past—with 2007 and 2013. It’s a vindication that people have seen the work I’ve done when I was there for four years in the Senate,” Zubiri said in an interview with the Inquirer. Zubiri was proclaimed winner in the senatorial election in in 2007 but he resigned in 2011 when it became clear that he benefited from fraud. He ran again for the Senate in 2013, but lost. Zubiri said he was open to discussion on Duterte’s federalism proposal, which he believed would promote competency and efficiency in the country, but might change his mind about his original stand for the reinstatement of capital punishment. “I am open to the possibility of not allowing it if, and only if, we can come up with a national penitentiary where there is full isolation of prisoners,” he said. Hontiveros, who vowed to push for better healthcare for higher compensation for barangay health workers, said the eventual shift to a federal government was welcome, but she would fight against the reimposition of the death penalty. “What the people can expect from me as I work in the Senate is to help make it stronger and independent, especially when there is a need for a check and balance in any overreach whether on the part of the executive or any branch of the government,” she said. Death penalty Pacquiao was reluctant to make known his position on federalism, but he minced no words in voicing his assent to the reinstatement of the death penalty. “I support death penalty as long as our laws are in order because death penalty is biblical. Read Romans 13,” he said, referring to Paul’s epistle on submission to the authorities. Villanueva, the son of evangelist Eddie Villanueva, also said he supported the reimposition of the death penalty. “I am for the death penalty, believe it or not as long as our justice system works, which is very crucial,” he said. 13 Yeng Constantino–lone Asian to sing in ‘Angry Birds’ soundtrack “I still cannot believe it—amazing!” This was Yeng Constantino’s reaction upon learning that she had landed her dream project. Yeng was recently chosen to sing a bonus track for the original soundtrack of the animated flick, “The Angry Birds Movie,” which is based on a popular video game of the same title. She recorded a bubbly, upbeat song, titled “Wonderful Life (Mi Oh My).” “I have never been this happy—and I’m very content with my life right now,” she told reporters at a press conference for the concert, “The Divas Live in Manila,” which is slated for November. The pop-rock artist, who is known for her guitar-driven, Filipino compositions, has every reason to feel elated and blessed. On top of her usual gigs and TV stints, Yeng landed the project via Warner Music Philippines, which contacted the singer’s label, Star Music. “They were looking for an Asian artist for the OST. My record label submitted suggestions and, for some reason, I was selected. It was surprising because most of my songs are in Filipino,” she recalled. She had known about the said project for a while, but opted not to disclose it immediately to her fans, for fear of jinxing it. “It has happened before! 14 PH growth highest in Asia The Philippines is a star in a weak global economy: Its economy grew 6.9 percent in the first quarter, making it one of Asia’s best performers, even outpacing China for the first time in 27 years. In the same period last year, the economy expanded 5.2 percent. The growth, however, did not help the Aquino administration in the May 9 elections, as its presidential candidate lost by a wide margin, an indication that growth was not trickling down to the poor, among other reasons. The Philippines outpaced the growth posted by major Asian economies, such as China’s 6.7 percent, Vietnam’s 5.5 percent, Indonesia’s 4.9 percent and Malaysia’s 4.2 percent, according to the National Economic and Development Authority (Neda). Sustained robust domestic demand coupled with ramped up government spending for public goods and services ahead of the elections pushed economic growth to its fastest pace in over a year. Services grew 7.9 percent and industry recorded its highest growth in five consecutive quarters at 8.7 percent. Investments also boosted the economy, with fixed capital posting 25.5 percent growth. Agriculture contracts The growth came despite a relatively weak exports and a farm sector ravaged by the worst El Niño in 28 years. Agriculture contracted 4.4 percent, the fourth consecutive quarter of decline. With election spending expected to boost second-quarter growth to over 7 percent, Socioeconomic Planning Secretary Emmanuel F. Esguerra on Thursday said the economy was “on track” to reach at least the lower end of this year’s gross domestic product (GDP) growth target of 6.8 to 7.8 percent. It puts the economic expansion during outgoing President Aquino’s six-year term at 6.2 percent, the highest since 1978. “We are pleased to be turning over a strong and stable economy to the next administration,” he said at a news conference, referring to presumptive President-elect Rodrigo Duterte, who takes office on June 30. Philippine Statistics Authority data showed that the first-quarter growth figure matched the 6.9 percent posted in the fourth quarter of 2014. Impact of poll spending Neda has yet to determine the actual impact of poll-related spending on the first-quarter economic output, but Esguerra said previous elections showed a 0.3 to 0.4-percentage point contribution to the GDP during the election season. Other economic managers welcomed the news of the strong economic expansion. Bangko Sentral ng Pilipinas Gov. Amando M. Tetangco Jr. said the first- quarter GDP growth confirmed that policy settings were appropriate right now. “We will, however, continue to be mindful, among others, of weather-related developments. While El Niño seems to be winding down, it could still have residual effects on the crop cycle. In addition, we may see the onset of La Niña by midyear,” Tetangco said in a text message to reporters. Budget Secretary Florencio B. Abad said he remained optimistic that the economy will continue to expand this year. “The country has made unprecedented growth in the past five years and we primarily owe this to the principles of good governance—upholding transparency, accountability and openness, especially in the management of public funds,” he said. Finance Secretary Cesar V. Purisima, for his part, said the next administration would inherit a rapidly growing, vibrant Philippines cushioned by robust foundations built over six years. Much better place Purisima said the Aquino administration was leaving the Philippines in a much better place than when it first found it. “No longer the sick man of Asia, the Philippines emerges more confident and more optimistic than ever, demanding to be governed by even higher standards of governance than before,” he said. Esguerra said that while strong economic growth and investment inflows could be sustained despite a change in administration by midyear, reforms should be sustained and plans fleshed out. “What will happen in the second half will depend on how investors will react to the policies that the incoming administration will be putting in place,” said Esguerra, who is also director general of Neda. Eight-point agenda The Neda chief welcomed the Duterte administration’s eight-point economic agenda, under which the incoming leadership plans to accelerate infrastructure spending, address land administration and management, attract more foreign direct investment flows, expand and improve the conditional cash transfer program, shore up government revenue collection, make tax administration more progressive, modernize the agriculture sector, as well as strengthen the basic education system. “It’s comforting that based on what have been said so far, the business sector largely accepted the agenda. But it’s still in very general terms,” Esguerra said. Neda, as part of the transition committee to ensure smooth transfer of power from the Aquino to the Duterte administrations, will turn over to the incoming leadership policy recommendations, including pending “important” legislation that should be passed to ensure that the gains made thus far in terms of economic reform could not be reversed. Part of the legislative agenda are reforms to further reduce the cost of doing business, bills aimed at closing the infrastructure gap, enforcement of the recently enacted competition law, rationalization of investors’ fiscal perks alongside comprehensive tax reform, and removal of the quantitative restoration or quota on rice imports. Risks Moving forward, Esguerra noted risks to economic growth for the rest of the year. “In particular, the agriculture and fishery sectors will continue to reel from the lingering impact of El Niño though the transition to a normal weather condition is already happening. We should also start preparing for the La Niña, which now has a 75-percent probability of occurrence,” said the Neda chief. Agriculture employs 27 percent of the Philippine labor force. Farmers also comprise a large chunk of the 26 percent of Filipinos who live on $1.30 a day or less. Esguerra called for added state spending to diversify crops, boost community defenses against disasters that also include typhoons and floods, and social protection, including crop insurance. 17 Federer pulls out of French Open, misses 1st Slam since 1999 PARIS — Roger Federer pulled out of the French Open on Thursday, ending his record streak of appearing in 65 consecutive Grand Slam tournaments — every one since the start of 2000. The 17-time major champion, who had a knee operation this year but returned to play at the Monte Carlo Masters in early April, has been dealing with a back problem that has limited his schedule in recent weeks. “I regret to announce that I have made the decision not to play in this year’s French Open,” the 34-year-old Federer said in a statement on his website. “I have been making steady progress with my overall fitness, but I am still not 100 percent and feel I might be taking an unnecessary risk by playing in this event before I am really ready.” He has been in Paris this week, practicing on the red clay and testing his back. 18 Look, Digong: Mandaluyong parents pay for kids’ offenses The local government of Mandaluyong is calling on presumptive President-elect Rodrigo “Digong” Duterte to look at its ordinance that holds parents responsible for offenses committed by minors, saying it has worked as a crime deterrent in the city. Since the implementation of Ordinance No. 538 or the Code of Parental Responsibility in March 2014, crimes involving children have dropped by nearly 75 percent in the city, according to public information chief Jimmy Isidro. Based on data from the women and children’s protection desk of the local police, Mandaluyong recorded 256 cases of crimes involving children, from simple mischief to street rioting and robbery, in 2013. When the ordinance was enforced, the number dropped to 77 in 2014 and 73 in 2015, Isidro said. On Sunday, Duterte announced that under the curfew for minors that he plans to implement nationwide, the police would arrest the parents of children found roaming the streets without adult supervision after 10 p.m. The minors would be turned over to social workers, he said, adding that this policy has been in force in Davao City, where he has governed as mayor for years. Mandaluyong also imposes a 10 p.m. curfew on minors. Isidro noted, however, that the local ordinance punishes the parents not only when their children violate the curfew or get involved in crime, but also when they have deprived their children of education and health services and allowed them to engage in gambling and other vices. “With this ordinance, the family grows closer to the government. They become more aware of their responsibilities and not become too dependent of the government,” Isidro told the Inquirer on Thursday. “We can supplement (Duterte’s) planned curfew with a more holistic policy like our Code.” Under the ordinance authored by reelected Councilor Charisse Abalos, first-time violators are fined P1,000 or jailed for three months. According to Isidro, the measure was seen as Mandaluyong’s response to the rising number of crimes involving children, which the public often blame on the law that exempts offenders aged below 15 years old from criminal prosecution. 20 Duterte can’t just scrap BBL, says MILF The Moro Islamic Liberation Front (MILF) on Thursday said the proposed Bangsamoro Basic Law (BBL) cannot be unilaterally set aside by the government as the incoming Duterte administration pushes for a federal system of government. “It will not happen,” MILF chief negotiator Mohagher Iqbal told the Inquirer by phone, referring to the statement of newly elected Davao del Norte Rep. Pantaleon Alvarez that the peace process with the Moro rebels would go back to square one. “We will continue to insist on the implementation of the peace process,” Iqbal said. Iqbal said it was important to clarify if Alvarez made a “personal point of view” when he claimed that the peace talks with the Moro rebels would be back to square one under presumptive President-elect Rodrigo Duterte or if this was really the incoming administration’s policy. Alvarez is poised to be the next Speaker of the House of Representatives. “My first question is, is this an official policy of the Duterte administration or his personal point of view because if it’s his personal opinion, it won’t hold any significance,” Iqbal said. He said the Philippine government and the MILF signed in 2010 the Declaration of Continuity for Peace Negotiation, which cannot be abrogated. Ironically, a day before Alvarez made the announcement, the MILF published on its website an appeal to the incoming administration to honor the declaration. In a statement on their official website, luwaran.com, the MILF said the essence of the declaration is that “where the parties stopped, as consequence of major obstacles like all-out war or shortness of time of the administration in power like that of President Fidel V. Ramos, they will continue and start from they stopped or forced to discontinue.” “Government cannot just set this aside. It is an obligation by both parties because it was an agreement we both signed,” Iqbal said. Iqbal reminded the incoming administration that negotiations between the MILF and the government have been completed and both parties have already signed the Framework Agreement on the Bangsamoro (FAB) and the Comprehensive Agreement on the Bangsamoro (CAB). The CAB is the essentially the peace agreement between the government and the MILF. The Moro National Liberation Front (MNLF) has also completed its tripartite review of its peace accord with the government. “There are no more negotiations to speak of but the peace process is ongoing,” Iqbal said. The 15th Congress was unable to pass the proposed BBL, which would have created a new Bangsamoro autonomous region as a compromise to the full independence the MILF has fought for decades. The Mamasapano debacle in January last year threw a monkey wrench on the otherwise smooth sailing peace process between the MILF and the Aquino administration, with members of both houses of Congress casting doubt on the sincerity of the Moro rebels. One of the leading dissenting voices to the proposed BBL is Sen. Alan Peter Cayetano, running mate of Duterte. Cayetano has been promised a Cabinet position in the Duterte administration following a yearlong ban for losing candidates to be appointed in government posts.

Roy Taitague Quintanilla, 52, accused Archbishop Anthony Apuron of molestation, reading a letter addressed to the church leader before news media in front of the Archdiocese of Hagåtña Chancery Office in Agana Heights on Tuesday, May 17. Quintanilla alleged that the molestation occurred when he was an altar boy at Mount Carmel Church in Agat where the archbishop was the parish priest, according to a report by the Guam Daily Post . The abuse began after a trip to the movies with all the altar boys of the parish, alleged Quintanilla. After all the other boys were dropped off at their homes, the archbishop allegedly asked him to sleep at his house. The archbishop allegedly told to sleep Quintanilla to sleep in the same room with him and then grabbed his private parts. He he didn’t sleep that night and was too afraid to move because he thought Apuron would do more things to him. He said he curled up and cried, and “never stopped crying.” Quintanilla said he is not sure Apuron remembers him. Quintanilla demanded a public apology and the archbishop’s resignation from his post. Accompanied by family members, he delivered the letter to the Chancery Office. He also asked other victims to step forward. 25 9% of California kids have never seen a dentist PALO ALTO, California – Nine percent of children ages 2 to 11 in 2013-14 had never had a dental visit, according to data from the California Health Interview Survey. The Length of Time Since Last Dental Visit for kids in California survey comes on the heels of the Little Hoover Commission’s scathing report on Denti-Cal, the dental health care program for 13 million low-income Californians. Counties with the highest percent of young children who had never visited a dentist were San Joaquin County at 28 percent, Shasta County at 19 percent and Fresno County at 18 percent. In over 12 additional counties, at least 10 percent of children hadn’t visited a dentist, including Santa Clara County, Sacramento County and Los Angeles County. Tooth decay is the most common chronic disease among children ages 6 to 18. Untreated dental problems, such as cavities and gum disease, can affect a child’s health and quality of life by causing pain, nutritional and sleep problems, impaired concentration and increased school absences, as well as lost work hours for parents. If dental disease is not treated early, it can result in more serious and expensive intervention later on. Tooth decay and other oral diseases disproportionately affect low-income children, children of color, and uninsured children. For this reason, the federal government has set a public health goal focused on improving access to preventive dental services for low-income children. The federal Affordable Care Act (ACA) includes dental health care for children in the essential health benefits that must be covered by all qualified health insurance plans, a major step forward in ensuring access to oral health care for children. According to experts, policy options that could influence children’s dental health include: increasing reimbursement rates for dental providers under public insurance programs; creating incentives for them to treat low-income children; increasing the number of pediatric dentists where Medi-Cal patients live; setting pediatric dental benefits under ACA at affordable rates to allow low-income families to access the services; reinstating state support for children’s dental disease prevention ; and ensuring that all communities have fluoridated drinking water, as evidence suggests that it reduces cavities among children.

26 Fil-Canadian students explore ethnic identity through art TORONTO, Ontario — Filipino-Canadian Catholic high school students from Toronto trooped to Vari Lecture Hall A in York University and were treated to a unique discourse on the complex issues of community and ethnic identity through the medium of art. “Filipino Voices in the Arts and Academia” on May 16 was no ordinary lecture, as youthful Filipino Canadian artists and scholars dazzled with their presentations addressing the questions such as, “What does it mean to be Filipino in Canada?” and “How do parents and their kids think differently about this question?” and “How are these questions tackled by writers, artists and researchers?” Keynote speakers Jennilee Austria, a novelist, journalist and settlement worker and Shirley Camia, broadcaster, producer and poet, shared the microphone and their experience of carving out their identities in Canadian print media (Jennilee) and broadcast journalism (Shirley). Dr. Patrick Alcedo, associate professor and graduate program Director in the Department of Dance at York University, traced the roots of the Filipino festival Ati-Atihan as a way of honoring the ancestors, the Atis of Aklan, and how it morphed into a fiesta celebrating the Santo Nino de Aklan. Dr. Alcedo, assisted by one of his students, performed the “maglalatik” (dance with coconut shells) to end his presentation. Dr. Philip Kelly, professor of Geography at York University and director of the York Center for Asian Research, spoke about Filipino Identity and Second Generation Outcomes in Canada. His recent projects include the Filipino Youth Transitions in Canada, the Halton Pinoy Project and the Canada-Philippines Alternative Transnational Economies (ATE) project. A dual citizen of Canada and the UK (he was born in Liverpool), Kelly is an “honorary citizen of Tanza, Cavite.” Marissa Largo, Toronto-based artist and PhD candidate in the Department of Social Justice Education at OISE (Ontario Institute for Studies in Education), University of Toronto, presented “Unsettling Imaginaries: Filipino Canadian Representations in Contemporary Art.” Marissa is co-editor of the forthcoming book Diasporic Intimacies: Queer Filipinos/as and Canadian Imaginaries. 28 Sandigan orders arrest of ex-PNP chief Purisima Sacked Philippine National Police Director General Alan Purisima and 10 others, including businesswoman Salud Bautista, have been ordered arrested by the Sandiganbayan over a questionable P100-million contract awarded to a startup. In an order dated May 18, which it released on Thursday, the antigraft court’s Sixth Division issued the arrest warrant for Purisima and the others after it found probable cause to proceed with their trial for graft. Purisima, one of President Aquino’s closest personal friends, and his coaccused were indicted for violation of Republic Act No. 3019, or the Anti- Graft and Corrupt Practices Act, involving the contract for the delivery of gun licenses nationwide that the PNP granted to the startup, Werfast Documentation Agency Inc. The Office of the Ombudsman said the contract was given to Werfast without competitive public bidding and despite the company’s lack of track record as a courier. Probable cause “After judicious scrutiny and evaluation of the information and resolution of the prosecutor … the court finds that sufficient grounds exist for the finding of a probable cause and for the issuance of a warrant of arrest against all the accused charged,” it said in a three-page order. It added: “The court has, in fact, independently determined for itself the existence of probable cause as to merit the arrest of the accused, acquire jurisdiction over their persons and to proceed to trial.” In ordering the arrests, the court threw out the separate motions for judicial determination of probable cause filed by Purisima, Bautista and Werfast owner Mario Juan. Bautista, an incorporator of Werfast, is also the registered owner of Philippine Remittance Co., which has been implicated in the laundering in the Philippines of $81 million stolen by hackers from the Bangladesh central bank’s account in the Federal Reserve Bank of New York in February. In a statement, the NUJP said that while Panelo had withdrawn as counsel of Andal Ampatuan Jr., the lawyer’s appointment as presidential spokesperson could have implications on the trial of the former mayor of Datu Unsay town in Maguindanao province and his family. Witnesses have testified that Ampatuan was present at the scene of the massacre of 58 people, including 32 media workers, in the single deadliest attack on the press in history and one of the worst incidents of electoral violence in the country. The group said that while it recognized the right of any accused to a defense, it shared the sentiments of the relatives of the massacre victims. NUJP chair Ryan Rosauro called on Duterte not to let political considerations get in the way of ensuring justice for the massacre victims. “We assure everyone that the NUJP will remain committed to defending freedom of the press and of expression and will closely monitor the incoming administration’s adherence to these rights. 32 Polish City Wants Red Army Monument Removed From Main Square City councilors in the northern Polish city of Szczecin have decided to move a giant stone monument honoring the Red Army out of a central square and into the city's main cemetery. There was no date set for the move of the monument, the head of the council's office, Rafal Miszczuk, told The Associated Press Thursday. It was erected in 1950 when Poland was under communist rule, as a sign of gratitude for the Red Army's victory over Hitler's troops in the city during World War II . 34 Mob Burns Venezuelan Man Alive Over $5 as Justice Fails The mob didn't know at first what Roberto Bernal had done, but he was running and that was enough. Dozens of men loitering on the sidewalk next to a supermarket kicked and punched the 42-year-old until he was bloodied and semi-conscious. When a stooped, white-haired man then told them he'd been mugged, they went through Bernal's pockets and found the equivalent of $5. They doused Bernal's head and chest in gasoline and flicked a lighter. And they stood back as he burned alive. "We wanted to teach this man a lesson," said Eduardo Mijares, 29. "We're tired of being robbed every time we go into the street, and the police do nothing. " Vigilante violence against people accused of stealing has become commonplace in this crime-ridden country of 30 million, once one of the richest and safest in Latin America. The revenge attacks underscore how far Venezuela has fallen, with the lights flickering out daily, and food shortages fueling supermarket lines that snake around for blocks. As the ebbing price of oil has laid bare years of mismanagement, the economy has unraveled, and with it, the social fabric. Venezuela now has one of the highest murder rates in the world, and it's hard to find a person who hasn't been mugged. "Life here has become a misery. You walk around always stressed, always scared, and lynching offers a collective catharsis," Violence Observatory director Roberto Briceno-Leon said. "You can't do anything about the lines or inflation, but for one moment, at least, the mob feels like it's making a difference. " Reports of group beatings now surface weekly in local media. The public prosecutor opened 74 investigations into vigilante killings in the first four months of this year, compared to two all of last year. And a majority of the country supports mob retribution as a form of self-protection, according to the independent Venezuelan Violence Observatory. Bernal lived his whole life in a maze of narrow staircases and cheerfully- painted cinderblock shacks built into the hills above Caracas. The shantytowns draped over the capital have not seen running water for months, and residents have begun raiding passing trucks for food. Bernal had been out of work, and recently confided in his siblings that he and his wife were struggling to feed their three children. A quiet man with a muscular build from his time in the army, Bernal spent the days before his death presiding over his sister's kitchen, preparing Easter stews and candied passion fruit. His six siblings thought of him as the one who made it, attending a cooking school and becoming a professional chef. Many people who grow up deep in the slums assimilate some parts of street culture, sporting tattoos or jewelry, but not Roberto. "He was so on the straight and narrow, he didn't even have a nickname," his aunt Teresa Bernal said. The morning of the beating, he left the family's windowless shack before dawn to go to a bustling thoroughfare near the center of town. Bernal had told his wife he was on his way to a new job at a restaurant. But he stopped near a bank beneath a billboard advertising door-to-door delivery of scarce goods from Miami. A man in his 70s walked out, tucking a stack of bills worth $5 into a baseball cap that he then hid in his jacket. It would have been a lot of money for Bernal. It could have bought his family a week's worth of food. Or a plastic dining table. Or a proper school uniform for his daughter, whom the other kids were calling "stinky. " Bernal grabbed the cash and started running toward a taxi line where dozens of motorcycles were parked, the robbery victim later told investigators. The man pursued him, crying "thief! " People watching from a distance assumed they were racing to get in line to buy groceries. In the meantime, the motorcycle drivers were sitting on a low wall in front of the supermarket, fiddling with cracked cellphones and drinking coffee from small plastic cups. They watched the pair come toward them. When the beating began, workers at the curbside candy stalls and hotdog stands left their booths, not wanting to see what was coming. Other people stayed to watch and cheer. As the smell of burning flesh filled the air, the crowd's shouting turned to silence. Bernal would likely have died there, if not for Alejandro Delgado. The youth pastor arrived for his part-time job as a motorcycle taxi driver just as the frenzy was reaching its peak. Horrified, Delgado whipped off his sooty black jacket and smothered the flames. "These guys I work with every day had turned into demons," he said. "I could hear the man's skin crackling and popping. When I put the fire out, they threw bottles at my head. " Bernal was taken away in an ambulance. Video of the burning spread across social media but drew little condemnation. Even the trauma nurse who attended to Bernal thought a kind of justice had been carried out. "If the people grabbed him and lynched him, it's because he was a thug," said nurse Juan Perez, who has himself been robbed too many times to count. Bernal's eyes were seared shut, and his trachea was so scorched that he could only speak in whispers. He told his wife that the old man had mistaken him for the real thief, and his accusers had not given him time to explain. He died two days later. A month after Bernal's death, public prosecutor Regino Cova charged 23- year-old law school dropout Maickol Jaimez with pouring the gasoline. He told the family that the other men who appeared in the video would now be off the hook. Overwhelmed by a murder rate on par with a war zone, prosecutors can't afford to chase after people for getting in a few kicks, he said. Jaimez lived in the same hillside slum as Bernal and worked next to the supermarket guarding shoppers' parked motorcycles, one of the many security-related jobs that have proliferated amid the violence. Like Bernal, he had never been in trouble with the law before. But co-workers say he'd been upset lately because people had been stealing helmets and motorcycle batteries, and he'd had to pay. Bernal's blood still stains a motorcycle taxi sign above the cracked sidewalk where he was burned. The men here say they won't wash it off; it's their trophy from the time they stood up to one of the criminals who have made city life a cauldron of stress and fear. "People can try to make us look bad," said Francisco Agro, 29, a taxi driver who participated in the beating. "But the truth is, the courts, the police, they don't work. It's not the way things should be, but it fell to us to protect an old man from a thug. " Bernal's wife and children have been sleeping huddled together since the murder, afraid someone might come for them, too. His 11 year-old son has stopped going to school and is spending more time with the older kids in the slum's dirt alleys, wearing fake tattoos on his spindly arms. The family still does not believe Bernal robbed anyone, but they agree with his killers on one point: There is no justice here. "Everyone needs to be scared," said his nephew, Alfredo Cisneros. 35 Justices Back Company Seeking Legal Fees From Government The Supreme Court on Thursday ruled unanimously in favor of an Iowa trucking company that was trying to recover $4.7 million in legal fees from the Equal Employment Opportunity Commission after a class action lawsuit against the company was thrown out. The justices said lawyers for CRST Van Expedited Inc. may be able to recoup the money under a law that awards fees to the winning party. They returned the case to a lower court for further review. The EEOC sought relief for hundreds of female employees who were allegedly sexually harassed at work. An appeals court said the agency erred by suing before properly investigating their claims. The appeals court said the trucking company couldn't recover legal fees because the claims were dismissed without a ruling on the merits. But the high court reversed.

36 Killer Nile crocodiles in Florida? Experts say it’s possible FORT LAUDERDALE, Fla. (AP) - Step aside, Burmese python - you may no longer be Florida’s scariest invasive species. Researchers have confirmed that three Nile crocodiles were captured near Miami, and they say it’s possible more of the man-eating reptiles are still out there, although no one can say for sure. The big question now: How did they get to Florida? “They didn’t swim from Africa,” University of Florida herpetologist Kenneth Krysko said. “But we really don’t know how they got into the wild.” Krysko and his co-authors just published a paper showing that DNA testing proved the three animals captured in 2009, 2011 and 2014 are Nile crocs, a species whose males grow to over 16 feet long and weigh upward of 1,600 pounds. Nile crocs are believed to be responsible for up to 200 fatalities annually in their native sub-Saharan Africa. Compare that with an annual average of six reported shark attack deaths globally. Krysko, who works at UF’s Florida Museum of Natural History, said the captured crocodiles matched genetically, meaning they are related to one another, but didn’t match Nile crocs kept at Disney’s Animal Kingdom and other licensed Florida attractions. That means the crocs probably were brought to Florida illegally by an unlicensed reptile collector who either didn’t contain them properly, allowing them to escape, or, more sinisterly, planted them in the Everglades in hopes they would multiply. The Nile croc, if it became established in the Everglades, would pose another invasive threat to its teetering ecosystem. Through crossbreeding, they could endanger the smaller, less aggressive American crocodiles, which have never been responsible for a confirmed human death in the U. S. About 1,000 American crocodiles live in South Florida, mostly in mangroves and estuaries. Any hybrids would degrade the genetic integrity of the endangered American variety. Nile crocs also are known to attack livestock, which would be bad news for cattle farms that border the Everglades. Krysko and two co-authors, independent wildlife biologist Joe Wasilewski and UF wildlife ecology professor Frank Mazzotti, think more Nile crocs lurk unfound in the Everglades, but they aren’t certain. Allyson Gantt, a spokeswoman for Everglades National Park, where one of the reptiles was found, disagrees, saying no Nile crocs still roam the park. Some Everglades visitors might not be aware of the differences between crocodiles and alligators, complicating efforts to confirm any remaining crocs. Crocodiles have angular snouts, and their lower teeth are exposed when their mouths are closed. Alligator snouts are rounded, with few exposed lower teeth. Nile crocs are usually bronze or brownish yellow; alligators are blackish green. Wasilewsi said people are likely to notice the difference, or at least take photos that researchers can check later. And no, crocs and alligators can’t interbreed. Florida already has more non-native amphibians and reptiles than any region worldwide, according to the UF paper, published April 30 in Herpetological Conservation and Biology. They include Burmese pythons, a menace that quickly reproduced into the thousands and is decimating the Everglades’ small mammal population. Giant toads, iguanas and another species of crocodilian, the spectacled caiman, also live in the state. But that species grows to only about 80 pounds and feeds on fish, crustaceans and the occasional small mammals. 37 James Earl Ray, Osama bin Laden on past 10 Most Wanted lists CHICAGO (AP) - The FBI had hunted dangerous fugitives for years when a United Press International reporter asked in 1949 for the names of the “toughest guys” to catch. The subsequent story about the 10 most dangerous fugitives was such a sensation that FBI director J. Edgar Hoover, understanding a publicity opportunity when he saw one, made the list permanent the next year. The list has been populated by bank robbers, killers, kidnappers, drug traffickers, terrorists and others - many whose names were known around the country and the world, and others who were little known beyond the city limits where their crimes were committed. Some weren’t captured for years, while one guy was on the list for all of two hours before he was captured. Thomas Holden was the first of more than 400 men - there have been just a few women - to be captured after making the list. Holden had killed his wife and her two brothers in Chicago. He made it all the way to Oregon, where he was unlucky enough to be recognized from a photograph in a local newspaper. Among the most well-known names to make the list over the years: - James Earl Ray: Ray was added to the list after he shot and killed the Rev. (AP) - A Michigan man is facing charges after a stripper was paid with a counterfeit $100 bill following a lap dance. Stephen Gidcumb is charged with intentionally passing counterfeit notes. Police tell The Detroit News that fake bills were mixed in with real $100 bills. 40 Man pleads not guilty to making false claim for grazing land PIERRE, S. D. (AP) - An Athol man accused of submitting a false claim for the loss of grazing land under the Livestock Forage Disaster Program has pleaded not guilty. Authorities say 42-year-old Jason Sparling submitted the claim even though he knew he didn’t meet the requirements to qualify for a disaster payment. Sparling is also accused of falsely saying in a document that he had entered into an oral contract with someone else to co-share cattle grazing on land in Fall River County in 2012. If convicted, Sparling faces a maximum penalty of five years in prison, a $250,000 fine and three years of supervised release, plus $100 to the Federal Crime Victims Fund. Restitution could also be ordered. An attorney for Sparling didn’t immediately return a telephone message requesting comment.

Strategies to get water from aquifer storage and subsequent withdrawals increased 350 percent from the 2012 state water plan. Directors of projects can apply for loans using money from the state’s Rainy Day Fund, a move voters approved in 2013.

Then, in another moment, we are nation-builders, working together as a team to create a sustainable future. Many of us are angry. We are frustrated at the status quo. We feel like those in power do not hear our voice, that they only pay attention when someone throws a Molotov cocktail at a school, a clinic, a library, or, sometimes, a councillor's house. By the time this anger dissipates, too much destruction is left in its wake. In Vuwani, 24 schools have been torched, 52000 pupils have lost three weeks of schooling, and the cost of the damage is estimated at R250- million . It is then, when all seems dark, that the other side of South Africa, and South Africans, comes to the fore. We rally round each other. We realise that if we do nothing the already bleak future of thousands of pupils will only be bleaker. We launch crowd-sourcing initiatives that, within hours of going live, generate over R1-million. We pledge to raise more money through the Comrades Marathon on May 29. This is us at our strongest and most admirable. We saw similar examples earlier this year when the Wits Student Representative Council aimed to raise R10-million so that 100 students who did not qualify for state funding could have a tertiary education. Funds came from big banks and celebrities alike. We have the capacity to build rather than destroy a nation. We have done it before. Think back to 1994. This is who we need to be to secure the future. It is compassion and unity that will aid us through crisis and desperation, and serve us far better than anger.

46 The Big Read: The story that broke my heart You perform for about an hour, that time often extended by the obligatory Q&A session, after which wellmeaning people form long queues for you to sign your books they had just purchased. At a poorly managed launch, more than one admirer will engage you in a lengthy conversation about anything, oblivious to the mildly agitated people behind him or her. By this time you no longer hear words, your legs want to give way under you, and you are dying of thirst or hunger or both. But smile you must, for these people made the time to come out and hear you on a cold night and even spent their money on your book. There was, however, something puzzling about the family approaching me on Tuesday last week at a book launch. The wife and mother already seemed to have tears in her eyes. The father stood back, smiling gently. And the daughter, a Wits archaeology student, had six of the expensive books under her arm. Odd, but that was just the beginning. “Would you please sign these books for my children?” asked the now clearly emotional mom. Of course I wondered whether they had television for entertainment; so many kids? But then I remembered a pastor with two small children, barely nine months apart, explaining the effects of loadshedding on his reproductive life. “Sure. What are their names?” Then the South African surprise. The white, Jewish family rattled off a list of African names: Thuso, Sipho, Katlego and on. Curious, I had to ask. Years ago the mother was inspired by what we had done at the University of the Free State to feed hungry students, and that, she says, changed her life. The chocolatiers from Hillbrow then decided to invest their lives in making sure they supported as many poor students as they could afford, putting them through high school and now through our best universities. But they did not simply drop money into private bank accounts; they took care of these youth and when it became clear that accommodation, food and loving support were also required, they renovated their home so that the students became part of a committed family. A book for their biological daughter also meant a book for their other children from places far away. The family is currently setting up a non-profit organisation to collect laptops and provide all forms of assistance including medical aid, food and emotional support to students who require it. The NPO will be called IMMI, which, translated from the Hebrew, means “My Mother” as well as “With Me”. Said the wife: “Ideally, I would like to see other mothers of students taking on kids and embracing them into their families.” Every time I sink into despair as a result of another mind-numbing story of racist students and bigoted judges fished from social media, I come across people like this incredible South African family. They are unlikely to make the headlines, of course. Stories of compassion from unexpected quarters do not make the news as easily as freely available accounts of offensive behaviour. Nor do stories of caring across racial divides matter in an angry but increasingly hostile public culture that dismisses pain from the other side as “white tears” or “black victimhood”. This Johannesburg family are bridgebuilders; they live Mandela’s values and do not scoff at the ideals (and they are just that) that the Rainbow Nation is expected to contain. They know that with privilege comes responsibility, and with our unequal history a sense of duty. They do this not out of political obligation but compassion. They do not wring their hands and ask that question I so often hear: “What can we do to make a difference?” They act. Not with bitterness but a sense of joy. They know the risk and ridicule that come with supporting youth from outside of their social, economic and cultural comfort zones. Yet they love and laugh even as they serve and embrace those around them. The father sent an e-mail while I was tearing up after hearing their incredible story. A Jewish boy rushed home from school and excitedly told his mother that he won a part in the school play. “What part did you get?” asked the overjoyed mother. “I play the part of the Jewish father,” said the boy. The mother scowled at him: “Go back and tell the teacher you want a speaking part!” I love our country, wherever I might be found.

Authorities say the girl used a spare key to escape Wednesday night and was found more than a mile away in Toledo. Officers say a man and his 27-year-old son who were taken into custody early Thursday were apparently trying to flee when they were spotted leaving the home in a van. Police records say they had two younger children and a gun with them in the van. He was once the primary suspect in the case but eventually ruled out by police. Defense attorneys argued in a motion Wednesday, however, that Condit had a “powerful motive” to kill Levy and or cover up her death. Another man, Ingmar Guandique, was convicted of her murder. 57 Girl collapses, dies during field day activities at school PELL CITY, Ala. (AP) - Authorities say a 12-year- old girl has died after collapsing at a school in Pell City. Pell City police spokesman Don Newton tells Al.com the girl was participating in field day activities at Williams Intermediate School when she collapsed. Chief Greg Turley tells WBRC-TV the girl had been playing tug-of-war when she fell to the ground. Newton says nurses began CPR and officials called 911, but the girl was later pronounced dead. Her identity has not been released. The girl’s cause of death is unclear.

58 Settlement in case of Utica, NY refugee students A school district accused of steering older immigrant children away from its high school and into inferior alternative programs will offer a spot in the high school to any 16- to 20-year-old who arrived during the last four years and automatically allow future arrivals to enroll, under a settlement announced Thursday. The New York Civil Liberties Union and Attorney General Eric Schneiderman separately sued the Utica Central School District last year, charging the district’s handling of older students with limited English violated the students’ rights to equal educational opportunities. Students placed in the alternative “Newcomer Program” adopted in 2007 learned English but often had little chance for a diploma. An Associated Press investigation published earlier this month found similar practices at dozens of districts in 14 states where unaccompanied immigrant youth fleeing violence in Central America have been placed. “We hope the new policies for Utica will serve as a model for change for other districts that discriminate against immigrant children,” NYCLU Executive Director Donna Lieberman said. Thursday’s agreement resolves the NYCLU lawsuit, which was brought, along with Legal Services of Central New York, on behalf of six refugee students. Schneiderman’s broader legal action remains pending. Utica school district officials did not immediately respond to phone and emailed requests for comment. “I’m happy and proud to see that others like me will be able to go to school without going through the same obstacles that I faced,” said Patrick Tuyizere, 19, who was placed in a GED program only for English-language learners upon his arrival in Utica from a refugee camp in Rwanda in October 2014. He transferred to Proctor High School after suing. “For me,” Tuyizere said in a statement given through an interpreter, “being able to go to high school has given me more options for my future. 61 White House downplays China’s intercept of U. S. Navy plane The White House had nothing bad to say Thursday about China’s intercept of a U. S. patrol plane, an incident that occurred just days before President Obama will travel to Asia to foster closer economic ties with Vietnam and Japan. “The Department of Defense is addressing this issue through the appropriate channels,” said White House press secretary Josh Earnest . “I would hesitate to ascribe a motive at this point.” The White House took pains not to characterize the incident, with Mr. Earnest saying only that unspecified “initial reports” termed the incident “unsafe.” He seemed more interested in highlighting a similar episode during the George W. Bush administration, which he called “a pretty significant … that resulted in a much more significant geopolitical incident.” In that case in 2001, a mid-air collision between a U. S. Navy signals intelligence aircraft and a Chinese interceptor fighter jet resulted in an international dispute between the United States of America and the People’s Republic of China. President Obama’s spokesman even credited Chinese military pilots with behaving more responsibly recently. “Over the course of the last year, the Department of Defense has seen improvements in the way that Chinese military pilots fly, consistent with the international guidelines and consistent with the way that aircraft can be operated in a safe and professional manner,” Mr. Earnest said. A Navy EP-3 Orion surveillance aircraft was conducting a routine mission Tuesday when J-11 Shenyang fighters intercepted the U. S. spy plane and flew within 50 feet of it. The incident occurred over international waters. Mr. Earnest said the administration has reduced the risk of such incidents by engaging the Chinese military in talks “at multiple levels” under an agreement, and that more talks will be held later this month in Hawaii. “So there is a well-established diplomatic and military channel to work through these kinds of concerns,” he said. “Presumably, in those channels, the Chinese officials can explain their perspective and what exactly occurred.”

62 Utah defends obscenity law in Brewvies case SALT LAKE CITY (AP) - The Utah attorney general says state liquor authorities did not violate a movie theater’s right to free speech when they filed a complaint against the theater for serving drinks while showing “Deadpool.” The state said in court documents filed Wednesday that the obscenity law is meant to protect the public from negative effects that could come from serving alcohol while showing movies with adult content. Brewvies is suing after authorities threatened to pull their liquor license for serving booze during the anti-hero movie that includes simulated sex scenes. The theater says the law is so broadly written that it would apply to Michelangelo’s “David” and the state uses it to intimidate. The law is generally used to regulate alcohol at strip clubs but also allow applies to films with simulated sex or full-frontal nudity.

64 Tom Cotton, GOP lawmaker: Senate’s criminal- justice reform effort ‘dead’ A chief opponent of the sentencing reform package before Congress called this year’s effort to pass criminal justice reform “dead.” “I believe the criminal leniency bill in the Senate is dead in this year’s congress,” Sen. Tom Cotton , Arkansas Republican, during a speech Thursday at the Hudson Institute. The legislation at issue would overhaul mandatory minimum sentencing laws. While the bill has received bipartisan support, as well as endorsement from a number of law enforcement groups, its future has remained in limbo without a commitment by Senate Majority Leader Mitch McConnell to bring up the legislation. As recently as last month a group of senators offered additional concessions on the bill as part of a compromise — banning retroactive applicability to offenders with any serious violent crimes on their records and avoiding inclusion of provisions that would increase criminal intent requirements for prosecutors. Asked why he thought the movement on the reform package is done for the year, Mr. Cotton said there are still a number of lawmakers who believe that releasing more ex-offenders from prison will negatively affect crime rates across the country. “It’s deeply decisive within the Senate and the House as well, in part because there are a large number of senators and congressmen who do not think criminals are victims they think criminals are criminals,” he said. “Not many senators or congressmen want to be responsible for the murder or rape of innocent civilians out on the street.” Noting that the prison population is already on the decline and recent 2016 crime data from major cities is pointing to an uptick in violent crime , Mr. Cotton said he worried that the country “may be at the leading edge of a new crime wave.” “The truth is you cannot decrease the severity and certainty of sentences without increasing crime,” he said. “It’s simply impossible. (AP) - A company offering prescriptions for contacts and glasses based on online eye exams no longer offers the service to South Carolinians. Opternative CEO and founder Aaron Dallek said his company stopped providing prescriptions in the state Thursday after the Legislature overrode Gov. Nikki Haley’s veto. The House’s 98-1 vote immediately made such prescriptions illegal. The Senate voted 39-3 Wednesday to overturn the veto. South Carolina becomes at least the third state to pass a law banning the practice. Chicago-based Opternative launched its online service in South Carolina and dozens of other states last summer. Opternative offers $40 to $60 prescriptions within 24 hours for people ages 18 to 45 with a computer and smartphone. Haley opposed the bill as stifling competition for low-cost eye care. 66 Investigative firm discounts Rutherford harassment claim SPRINGFIELD, Ill. (AP) - An investigator hired by then- state Treasurer Dan Rutherford to review a former employee’s allegations of sexual harassment by the one- time gubernatorial hopeful found no evidence of harassment or retaliation, according to a copy of the review obtained by The Associated Press on Thursday. The former employee, Edmund Michalowski, filed a federal lawsuit outlining the allegations in February 2014. Rutherford quickly ordered a review in an attempt to clear his name just weeks before the March primary election, but the lawsuit detonated his hopes to be the Republican nominee for governor that year. Michalowski’s attorney, Dana Kurtz, said Thursday that her client and other young men were being harassed and he wanted it to stop. “The idea that Michalowski initiated this to try to derail or extort money out of Rutherford is absurd,” she said. The investigation, which Rutherford insisted was an independent review, was conducted by Ron Braver & Associates. The firm concluded that interviews, travel vouchers and text messages didn’t corroborate Michalowski’s claims that he endured Rutherford’s unwanted sexual advances from 2011 to 2013, and that he was passed over for promotions or raises as a result. “It is my opinion that Mr. Michalowski was not retaliated against for not acquiescing to alleged sexual or political pressures,” the report concluded. “It is my opinion, based on the evidence reviewed, that rumors that Mr. Michalowski may be let go from the treasurer’s office after the primary elections play a role in coming forward with these serious allegations and the allegations appear to be released to influence his current election.” Although taxpayers paid $27,000 for the investigation and an earlier inquiry commissioned by Rutherford, the results weren’t released. Rutherford was hamstrung by the federal lawsuit. He and his successor, Democrat Michael Frerichs - who made a campaign promise to disclose the report - subsequently denied requests under the Freedom of Information Act from the AP and other news organizations. Michalowski’s lawsuit is pending in federal court in Chicago. After the judge dismissed other claims, including the allegation of coercion to do political work on the state timeclock, Michalowski filed a fresh complaint last month alleging sexual harassment against Rutherford and four others. Michalowski cites six instances in which he alleges Rutherford made unwanted sexual advances or comments from 2011 to 2013, including an overnight stay at the treasurer’s Chenoa home in which Michalowski claims his host entered his bedroom and touched him sexually. When he complained to his superiors, Michalowski claims he was labeled a troublemaker and passed over for promotions and salary raises. But Braver found that travel vouchers Michalowski submitted for the April 2011 Chenoa incident show that Michalowski drove from his Chicago home to pick Rutherford up in Pontiac, went back to Chicago, returned the treasurer to Pontiac in mid-afternoon and was back in Chicago by 4 p.m. Braver interviewed 16 Rutherford staffers - none of whom is named in the report - and found that while some reported Rutherford occasionally made “uncomfortable” but unspecified remarks, none saw Rutherford act inappropriately toward Michalowski. (AP) - Local and federal authorities are investigating the death of a Haitian farmworker who had complained of heat exhaustion during a two-hour bus ride back to Immokalee from southwest Florida tomato fields. 73 Kerry says will attend Paris conference on Palestinian-Israeli peace The United States plans to attend a June 3 Paris meeting that will launch a French-led peace initiative that would set a framework for renewed talks between Israelis and Palestinians. “I told him [French Foreign Minister Jean- Marc Ayrault] that I would be there,” US Secretary of State John Kerry told reporters on Thursday on the sidelines of a NATO Foreign Ministerial meeting in Brussels. Kerry explained that he and Ayrault had spoken about the initiative, which he “welcomed,” in which over 20 ministers would meet to plan a larger peace conference for the fall. “I will work with the French, I will work with the Egyptians, I will work with the Arab community in good faith in an effort to see if we can find a way to help the parties see their way to come back,” Kerry said. He came to Brussels following a brief trip Tuesday to Cairo to explore a proposal by Egyptian President Abdel Fattah al-Sisi to mediate a reconciliation between the Palestinians and Israelis. The Paris meeting and a public call this week by Sisi for Israelis and Palestinians to take historic steps for peace, are part of renewed surge to break the two-year deadlock in the Israeli-Arab conflict. Israel has welcomed Sisi’s efforts but, so far, has opposed the French initiative, which it has warned would proscribe a solution and give the Palestinians an excuse not to hold direct talks. The Palestinians, in turn, have welcomed both the French and Egyptian efforts. 76 Don't add Kharghar to proposed Panvel Municipal Corp: residents Residents of neighbouring Kharghar suburb have opposed the Maharashtra government's proposal to club the township into the proposed Panvel Municipal Corporation and have written to Chief Minister Devendra Fadnavis seeking a reconsideration on the move. The Maharashtra government last week issued a notification for creation of one more municipal corporation -- Panvel Municipal Corporation-- in the state and plans to incorporate a total of 68 villages, including Kharghar, into it. Co-ordinator of Kharghar Citizens Forum Ravi Shrivastav said the forum has requested the government to analyse the merits and demerits of the proposed move. The forum members have written a letter to the Chief Minister and demanded that either the suburb be clubbed into Navi Mumbai Municipal Corporation (NMMC) or the status quo be maintained. "NMMC's headquarter is 4 km away from Kharghar, while Panvel Municipal Corporation's headquarter would be 12 km away from the suburb. If Kharghar is attached with the PMC, then the public would have to travel 12 km for every civic work," Shrivastav, who is a founding member of Aam Aadmi Party, said, adding that connectivity problems would make the move a "curse". Kharghar, with a population of five lakh, is presently a CIDCO-administered node of Navi Mumbai and its water supply, waste disposal and other public infrastructure is maintained by CIDCO. Despite the suburb having a Gram Panchayat, there are more then 250 high-rise towers, malls, hotels and educational institutions such as ITM, NIFT, YMT, Tata Memorial Hospital and other reputed establishments. Alleging that there is a political axe to grind in the proposed inclusion, Shrivastav said, "If Kharghar is clubbed with the NMMC, the influential local leaders would be able to create space for a mere four to five wards and corporators. But if the suburb is incorporated into the proposed Panvel Municipal Corporation, then they would succeed in adjusting their 80 corporators and wards into the body. "

The department said Thursday that two of the deaths occurred during February and March, but are just now being reported. There have been 13 deaths in the state due to influenza since flu season began in October. Oklahoma and Tulsa counties have each had three flu deaths while Creek, Delaware, Grady, Harper, Le Flore, McClain and Rogers counties have each had one flu death. Six deaths are among people 65 or older and four were 50 to 64-years-old. Two were between 18 and 49 and one was between 5 and 17-years-old. The number of deaths remains sharply lower than the 2015-16 season, when at least 114 people died.

De Villiers said: "There have been a few rumours floating around and in most rumours there is always a little bit of truth. "Free agency is something we've been drawing attention to for three or four years," Irish said yesterday. "This trend is getting stronger , right across the world. It is something we need to be concerned about in South Africa more and more. " The marketability of local players fuels this fire, as does the softening rand and the added pressure on players - even before they are considered prospects at international level - to succeed, despite or because of the way transformation measures are implemented.
