INVERNESS PRESBYTERY – NOVEMBER 1, 2016 4. MINUTES OF MEETINGS ON SEPTEMBER 6, & 9 AND OCTOBER 6, 2016 Having been previously circulated, the Minutes for the meetings on Tuesday Sep- tember 6, September 9 and October 6 2016 were taken as read and were ap- proved.

5. PRESENTATION OF SAFEGUARDING TRAINERS CERTIFICATE The Moderator presented a Safeguarding Trainers Certificate to Annette Clunas and conveyed the congratulations of the Presbytery.

6. VACANCY PROCEDURE COMMITTEE The Clerk intimated that the induction of Rev Robert E Brookes to Cawdor with Croy & Dalcross would take place on Friday November 11 at Cawdor Church; the Presbytery meeting at 6:45pm. The Moderator would preside and induct Mr Brookes, Farquhar Forbes conduct worship, Rev Fiona Smith give the charges, and Rev Alastair Younger to deputise as Clerk in the Clerk’s absence. The Clerk also intimated the parking arrangements for the induction.

7. REPORTS OF STANDING COMMITTEES Business Committee The Business Committee report was presented by the Committee’s Convener, Rev Fiona Smith. The Presbytery: 1. Receive the report; 2. In the indisposition of Rev Peter Nimmo: a. Appoint Rev Alastair Younger to be the Interim Moderator for Old High St Stephen for the duration of the Minister’s absence due to ill health; b. Appoint Rev David Anderson as Interim Moderator for Cawdor with Croy & Dalcross; c. Note the ill health of Rev Peter Nimmo and agree to uphold him and his family in their prayers; 3. In the demission of Clifford Cooke: a. Thank Clifford for his dedication in serving this Presbytery as an elder and as Convener of the Education & Outreach Committee; b. Wish Clifford and his family God’s blessing upon their move to Perthshire; c. Appoint Rev Ian Manson to be the Convener of the Education & Out- reach Committee; 4. Congregational Support Committee The Committee Convener, Rev Alison Mehigan, presented the report for th e Congregational Support Committee. The Presbytery: 1. Receive the Report; 2. Agree to the Local Church Review process commencing with attend- ance at the LCR Training Conference, the date for 2017 being Satur- day 13th May, at Inshes Church; 3. Urge Congregations to make use of Local Church Review resources available on the Church of Scotland website https://www.re- sourcingmission.org.uk/mission/local-church-review#; 4. Note that the Inverness St Columba New Charge 5-year Review has been undertaken by the Ministries Council Joint Emerging Church Group; 5. Noting the challenges that the New Charge continues to face, partic- ularly in finding a building, they continue to offer their support and encouragement; 6. Instruct Kirk Sessions to ensure that everyone engaged in Regulated Work is a member of the PVG Scheme; 7. Encourage Kirk Sessions to have Safeguarding as a standing item of business at their meetings and to receive reports from their Safe- guarding Coordinator(s); 8. Encourage congregations to cherish their youth organisations, partic- ularly Boys' and Girls' Brigade; 9. Remind congregations of the importance of ongoing Safeguarding Training and encourage the use of the valuable resource of Safe- guarding Trainers within Presbyteries; 10. Request Ministers to support their Coordinators in encouraging all volunteers to attend the available courses within the Presbytery; 11. Urge those congregations which have yet to do so to advise the Pres- bytery Contact for Data Protection (Mr Jim Anderson) of the Congre- gation DP contact details; 12. Note the work undertaken to this point to ensure that the Church of Scotland in all its parts operates within the legal requirements of the Data Protection Act and urge Ministers and Congregations to imple- ment advice relating to data protection as issued by the Solicitor of the Church acting as Data Protection Controller for the Unincorporated Councils and Committees. Education & Outreach Committee The Education & Outreach Committee Convener, Clifford Cooke, presented the Committee’s report. The Presbytery: 1. Receive the Report;

Thank the workshop contributors, Inshes staff and Committee mem- bers for their diligence and commitment to the successful “Encour- age, Equip & Enable” conference held at Inshes in September 2016; 3. Encourage congregations to consider making use of “Out of the Box” for holiday club events; 4. Approve the plan for the Committee’s April/May 2017 event designed to show congregations how “Out of the Box” can support their out- reach to primary-aged children, and give ideas of how to do this themselves. Finance Committee Rev Alastair Younger, Convener, presented the Finance Committee report. The Presbytery: 1. Receive the report; 2. Approve the allocations for 2017 (see Appendix 1) and instruct the Clerk to send to the Stewardship and Finance Department of the Church of Scotland; 3. Instruct all congregations to pay by Direct Debit Scheme unless they have approval of Presbytery for other means of payment; 4. Note the Shortfall of £17,518 at Hilton Church and instruct its Finan- cial Court to consider a strategy to ensure its payment; It was moved, seconded and agreed: 5. Instruct the Finance Committee to engage with the minister, Kirk Session and Congregational Board of Hilton Church to consider whether the missional activity of the congregation, including its early involvement in the St Columba New Charge development, should be considered in reducing the Ministry and Mission shortfall attached to the congregation and to report to a future Presbytery meeting; It was moved, seconded and agreed: 6. Instruct the Business Committee to set up a Task Group to review the relationship between mission and stewardship with a view to a pos- sible overture to the General Assembly. Planning Committee The Planning Committee report was presented by Rev Hector Morrison, Con- vener. The Presbytery: 1. Receive the report; 2. Agree to a Draft Plan being presented to and discussed by Presby- tery and resolve to hold a special Conference Day, on Saturday 21st January 2017, to be held at Inshes Church from 10am until 3.30pm. Ministry Committee Rev Dr Peter Donald, Convener, presented the Ministry Committee report. The Presbytery: 1. Receive the report; 2. Remit to the Committee to organise a conference for Ministers of the Presbytery, if possible alongside Ministers of neighbouring Presbyter- ies, on the matter of how support can best be offered to those han- dling situations of trauma or major crisis.

INVERNESS PRESBYTERY – NOVEMBER 1, 2016 Property Committee The Property Committee report was presented by the Convener, Frank McCubbin. The Presbytery: 1. Receive the report; 2. Recommend that the Manse and Glebe at Daviot be marketed through the Church’s Law Department.

The Clerk intimated receipt of notice of a counter-motion in the name of Vivian Roden in respect of section 2: “That the decision regarding the manse and glebe at Daviot be postponed until the full Presbytery plan is known for all alternative solutions for the manse and glebe at Daviot to be fully explored.” The counter-motion was ruled out of order because the Presby- tery had already instructed at the previous meeting that the Manse be disposed of by the charge, which was an instruction ir- respective of Presbytery Planning. There was no requirement for the Glebe to be sold.

An amendment to section 2 was moved, seconded and approved: Recommend that if the decision was to market the Manse and Glebe at Daviot that it be done through the Church’s Law Depart- ment; 3. Remit to the Committee the appointment of Surveyor to inspect the Crown Church and Manse, Old High Church, Hall and Manse, and to determine the order and necessity of surveys; 4. Remit to the Committee organisation of a Safe Buildings Seminar; 5. Note that the Church and Manse Schedules have been updated and instruct congregations to submit the updated versions at the In- spection of Records in March 2017.

The Inverness Presbytery met in hunc effectum on Friday November 11, 2016 at Cawdor Church from 6:45 pm to induct Rev Robert E Brookes to the charge of Cawdor with Croy & Dalcross. The Moderator constituted the Presbytery with prayer.

In the absence of the Clerk, Rev Alastair Younger took the Oath de fideli administratione and acted as Clerk

The Moderator welcomed those who were associating with the Presbytery for the Induc- tion. The Clerk intimated that the Presbytery of Argyll had agreed to release Rev Robert Brookes from his charge of Kilchrenan & Dalavich with Muckairn and notice of the pro- posal to Induct Mr Brookes this day had been served in the face of the Cawdor and Croy & Dalcross congregations and that no objection to Mr Brookes’ life or doctrine had been received. The Presbytery resolved to proceed with the induction without delay.

The Moderator presided over the proceedings in the presence of the congregations and others. Rev Farquhar Forbes conducted worship.

The Clerk gave a Narrative of the vacancy and of the Call to Mr Brookes. After the pre- scribed preamble, the Moderator proceeded to put the required questions to Mr Brookes who answered in the affirmative. Mr Brookes signed the Formula and the Moderator then proceeded to induct him to the Charge, the Presbytery joining the Moderator in extending the right-hand of fellowship to the new minister. Questions were put to the congregation, who also answered in the affirmative. Rev Fiona Smith gave the charges to minister and congregation. The service closed with the Benediction.

The Presbytery resumed meeting.

On behalf of the Presbytery, the Clerk thanked the Moderator, Mr Forbes and Mrs Smith for their parts in the service of induction.

The Presbytery instructed that Mr Brookes be added to the roll of the Presbytery and that a letter be sent to the Cawdor and Croy & Dalcross Sessions instructing them to inscribe Mr Brookes’ induction to the Charge in the Session Minutes before the next entry.

Rev David Anderson was thanked and discharged as present Interim Moderator, and Rev Peter Nimmo, indisposed from acting as Interim Moderator.

In an ideal world, this would equal 3(b) above, but only when the destination of all of those moving is known. III Number of persons on Supplementary Roll The Supplementary Roll consists of names of people who have been removed from the Communion Roll without a Certificate of Transference and who continue to reside in the parish. IV Involved in Life of Congregation (a) Children, aged 17 or under a.
