Tel: +886-9-23500917 e-mail: [email protected] Abstract Under the circumstances derived by the western cultural policy, Taiwan was impelled to propose the cultural industry in 1995, and continued proposing the cultural intention industry in 2002. It not only explored Taiwan among cultural policies, but economical theory has constant enhancement, and the economic industrial policies have combined closely. According to the civilization and constriction council, in the nearly eleven years from 83 to 93, a run-up in relevant festival celebration of culture activities, It has the tendency to increase gradually in influencing on crowd and consumption capacity. Especially, the degree of consumption of the culture goods is the focus for paying attention to. Because the culture goods are process ways for the local industry and national economy combination, so our country needs to pay attention to this topic even more. The town Caotun, Nantou County, Taiwan, positively derived local industry to develop the culture industry. Although the people in the town positively tried to develop the local culture industry by holding variety cultural festival celebrations to promote the cultural business opportunity with the accumulated cultures and experience in managing the local industry in decades, it seems unable to reach the goal of 'culturalization of the products, and commercialization of the culture'.

  • Planning the Collection and Transportation of Rice Straw in Nantou County, Taiwan
PLANNING THE COLLECTION AND TRANSPORTATION OF RICE STRAW IN NANTOU COUNTY, TAIWAN Y.-C. Chiu, S.-J. Guo, S. Chen, C.-Y. Tsai, J.-M. Tsai ABSTRACT. The purpose of this study was to design a rice straw collection and transportation method. Four bale forms were designed for processing 75,474 tons of rice straw produced in Nantou County: large large-round bale, small large- round bale, large small-round bale, and small small-round bale. Nine trucks, individually weighing 2, 3, 3.49, 6.2, 7.5, 11, 15.5, 17, and 24 tons, were used for transportation analysis. This study proposed six hypothetical scenarios for rice straw collection and transportation. For each scenario, centralized and noncentralized transportation were implemented, in which centralized transport involves a route from various townships to neighboring farmers’ associations to the final rice- straw treatment site, and noncentralized transport is direct delivery from various townships to the final treatment site. A geographic information system was consulted to construct a map for the locations of various townships and to assess the optimal routes for rice straw collection and transport. Considering the trucks of varying weights, the transportation costs of various rice straw delivery methods were calculated to determine the optimal collection and transportation locations. The results revealed that the optimal plant locations for rice straw processing and distribution are the rice straw production areas in Caotun Township, Nantou, Mingjian Township, and Jhushan Township. A centralized transportation of small large-round bale was the optimal method and form. The cost of rice straw collection and transportation is US$31.66 and US$20.7 per ton, respectively.

  • Hazard Ratings of Debris Flow Evacuation Sites in Hillside Communities of Ershui Township, Changhua County, Taiwan
water Article Hazard Ratings of Debris Flow Evacuation Sites in Hillside Communities of Ershui Township, Changhua County, Taiwan Szu-Hsien Peng Department of Spatial Design, Chienkuo Technology University, No. 1, Chieh-Shou N. Rd., Changhua City 500, Taiwan; [email protected]; Tel.: +886-4-711-1111 (ext. 2256); Fax: +886-4-711-1126 Academic Editor: Miklas Scholz Received: 9 October 2015; Accepted: 1 February 2016; Published: 6 February 2016 Abstract: Global warming in recent years has resulted in climate change. To cope with future climate change and natural environment changes, much of our planning and thinking needs to be adjusted. To this end, safety and rapidness of evacuation have become primary research goals. In this study, geographic information and fuzzy expert systems are applied to debris flow evacuation sites in Ershui Township, Changhua County, for evaluating their hazard ratings. After a geographic information system is used to overlay the environmental sensitivity, FLO-2D is applied to simulate debris flow situations, and the results are utilized to establish a fuzzy expert system that successfully evaluates the hazard ratings of such sites in hillside areas. For future applications, another evaluation reference based on original evacuation sites and routes or evacuation mechanisms and disaster prevention models is proposed as a source of essential assistance to relevant sectors. Keywords: hazard rating; debris flow evacuation site; environmental sensitivity; fuzzy logic system; geographic information system (GIS) 1. Introduction The phenomenon of global warming and its climate change impacts are becoming increasingly apparent. Taiwan was seriously affected by Typhoon Morakot in August 2009 [1–4].

Journal of Energy Technologies and Policy www.iiste.org ISSN 2224-3232 (Paper) ISSN 2225-0573 (Online) Vol.3, No.11, 2013 – Special Issue for International Conference on Energy, Environment and Sustainable Economy (EESE 2013) Separation, characterization and leaching behaviors of heavy metals in contaminated river sediments Yi-Kuo Chang 1* Zh-Hong Hu 1 Zhen-Wei Hong 1 Tsung-Yen Wu 1 Chun-Chang Cheng 2 1. Department of Safety Health and Environmental Engineering, Central Taiwan University of Science and Technology, Taichung 40601, Taiwan 2. Institute of Engineering Science and Technology, National Kaohsiung First University of Science and Technology, Taiwan *Email address of corresponding author: [email protected] Abstract In this research, the sequential extraction test was conducted to understand the characteristic of heavy metals in the sediment. Subsequently, the pH-dependent leaching test, percolation test were subjected to explore the possible leaching of heavy metals and stabilizing mechanism. Finally, based on the resuts of pH dependent test, the acid/chemical washing were applied to predict long-term, leaching characteristics. The results from the sediment characteristic analyses showed that the concentrations of heavy metals (such as Cu, Pb, Zn, Ni, and Cr) in river sediments exceeded the upper limit of Sediment Quality Standard of Taiwan, implying further decontamination works should be addressed. Results from the chemical washing (extraction) showed that the heavy metal removal efficiency was good when washed with 2N HCl for 120 minutes; the order of removal efficiency was Ni 90% > Zn 87% > Pb 85% > Cu 83% > Cr 70%. For chelation extraction, the suitable operating condition was achieved with 0.5M Citric Acid after 120 minutes contact; the order of heavy metal ion capturing efficiency was Zn 61% > Ni 54% > Pb 40% > Cu 36% > Cr 24%.

Raaijmakers et al. [2] also applied multi- method to assess the hazard rating of potential debris flows objective evaluation to examine flood risk perception and in Changhua County of Taiwan based on field investigation mitigation, and Boamah et al. [3] used Generalized and numerical simulation. Taking 7 potential debris flow Linear Models (GLM) to examine how personality areas in Changhua County as the research objects, linear combination is utilized to evaluate the hazard rating of disposition, social network, and socio-demographic debris flow disaster in disaster-prone areas. In addition, factors mitigate the complex relationship between Analytic Hierarchy Process (AHP) is applied to design the stressful life experiences of floods and the adoption of expert questionnaire for determining the factor weight, and coping strategies among communities in Nigeria and pair-wise comparison is used to calculate the eigenvector as Tanzania. As for debris flow disasters, a multi-criterion the weights of criteria. The calculated weights are further decision analysis method and fuzzy synthetic evaluation used for the hazard assessment.
