Shogan Deputy Director and Senior Specialist November 26, 2012 Congressional Research Service 7-5700 www.crs.gov RL30261 CRS Report for Congress Prepared for Members and Committees of Congress Women in the United States Congress: 1917-2012 Summary Ninety-four women currently serve in the 112th Congress: 77 in the House (53 Democrats and 24 Republicans) and 17 in the Senate (12 Democrats and 5 Republicans). Ninety-two women were initially sworn in to the 112th Congress, two women Democratic House Members have since resigned, and four others have been elected. This number (94) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 278 women have served in Congress, 178 Democrats and 100 Republicans. Of these women, 239 (153 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Currently serving Senator Barbara Mikulski (D-MD) holds the record for length of service by a woman in Congress with 35 years (10 of which were spent in the House). -

Democracy in the United States The United States is a representative democracy. This means that our government is elected by citizens. Here, citizens vote for their government officials. These officials represent the citizens’ ideas and concerns in government. Voting is one way to participate in our democracy. Citizens can also contact their officials when they want to support or change a law. The process required to become a citizen is called naturalization. To become a U.S. citizen, you must meet legal requirements. You must complete an interview with a USCIS officer. You must also pass an English and Civics test. Then, you take the Oath of Allegiance. This means that you promise loyalty to the United States. Saretzky, Curator Eugene Osovitz, Preparer Produced by the Monmouth County Archives 125 Symmes Drive Manalapan, NJ 07726 New Jersey in Focus: The World War I Era, 1910-1920 About one hundred years ago, during the 1910-1920 decade in America, the economy boomed and the Gross National Product more than doubled. Ten million Americans bought automobiles, most for the first time. Ford’s Model T, produced with then revolutionary assembly line methods, transformed family life for owners. Such personal “machines” led to paved roads and the first traffic light, reduced the need for blacksmiths and horses, increased the demand for auto mechanics and gas stations, and, when not caught up in traffic jams, sped up daily life. Some owners braved dirt roads to drive to the Jersey Shore, where thousands thronged to see the annual Baby Parade in Asbury Park. While roads at the start of the decade were barely adequate for travel in the emerging auto boom, New Jersey became a leader in the advocacy and construction of improved thoroughfares. Better road and rail transportation facilitated both industrial and agricultural production, bringing such new products as commercially grown blueberries from Whitesbog, New Jersey, to urban dwellers. In the air, history was made in 1912, when the first flight to deliver mail between two government post offices landed in South Amboy. -

Robert McClure Interview on Helen S. Meyner John Kincaid (JK): Good afternoon. We’re at the Meyner Center with Robert McClure, who worked with Helen Meyner. It is Friday, September 28, 2018, at five after two in the afternoon. Also present is Diane Shaw, who is director of special collections at the library of Lafayette College. Edwin C. Landis, former law partner and friend of Robert Meyner, is here too. I’m John Kincaid, the Meyner Professor and director of the Meyner Center for the Study of State and Local Government. And so Bob, maybe you could begin by just giving us a brief bio so we can situate your work with Helen within the context of your life. Robert McClure (RM): Fair enough. I graduated from Lafayette in May of 1974. My first job out of college was as a cab driver over in Phillipsburg, where my parents lived. Within a week, I, through a family connection and some serendipity, had an interview with Governor Bob Meyner in his Phillipsburg office. Governor Meyner kept Friday morning hours in Phillipsburg even though his main law office with Mr. Landis was in Newark. He would also not only keep law hours but he was on the board of the Phillipsburg National Bank, and they would have board meetings then. So, I go down and I’m interviewed by Governor Bob and, lo and behold, I am hired. RM: I then spent a good portion of the next four-and-a-half years working for Helen. I became the coordinator of the Helen Meyner 1974 congressional campaign for Warren and Sussex counties. -

Idaho Office of Lt. Governor Data Sheet As of July 21, 2016 History of Office The Office of the Lt. Governor of Idaho was created in 1890.1 Origins of the Office The Office of the Lt. Governor of Idaho was established in the Constitution of 1890 with statehood.2 Qualifications for Office The Council of State Governments (CSG) publishes the Book of the States (BOS) 2015. In chapter 4, Table 4.13 lists the Qualifications and Terms of Office for lieutenant governors: The Book of the States 2015 (CSG) at www.csg.org. Method of Election The National Lieutenant Governors Association (NLGA) maintains a list of the methods of electing gubernatorial successors at: http://www.nlga.us/lt-governors/office-of-lieutenant- governor/methods-of-election/. Duties and Powers A lieutenant governor may derive responsibilities one of four ways: from the Constitution, from the Legislature through statute, from the governor (thru gubernatorial appointment or executive order), thru personal initiative in office, and/or a combination of these. The principal and shared constitutional responsibility of every gubernatorial successor is to be the first official in the line of succession to the governor’s office. Succession to Office of Governor In 1890, Governor George L. Shoup resigned to take an elected seat in the U.S. Senate and Lt. Governor N. B. Willey served as Governor for the remainder of the term. In 1945, Governor Charles C. Gossett resigned to let Lt. Governor Arnold Williams succeed to Governor, who then appointed Gossett to the U.S. Senate. 3 In 1977, Governor Cecil D. -
The 2020 Presidential Election: Provisions of the Constitution and U.S. Code
PREFACE The National Archives and Records Administration (NARA) is proud to acknowledge its role in the Presidential election pro- cess. NARA’s Office of the Federal Register (OFR) acts as the administrator of the Electoral College and carries out the duties of the Archivist. In this role, the OFR is charged with helping the States carry out their election responsibilities, ensuring the completeness and integrity of the Electoral College documents submitted to Congress, and informing the public about the Presidential election process. The Electoral College system was established under Article II and Amendment 12 of the U.S. Constitution. In each State, the voters choose electors to select the President and Vice President of the United States, based on the results of the Novem- ber general election. Before the general election, the Archivist officially notifies each State’s governor and the Mayor of the District of Columbia of their electoral responsibilities. OFR provides instructions and resources to help the States and District of Columbia carry out those responsibilities. As the results of the popular vote are finalized in each state, election officials create Certificates of Ascertainment, which establish the credentials of their electors, that are sent to OFR. In December, the electors hold meetings in their States to vote for President and Vice President. The electors seal Certificates of Vote and send them to the OFR and Congress. In January, Congress sits in joint session to certify the election of the President and Vice President. In the year after the election, electoral documents are held at the OFR for public viewing, and then transferred to the Archives of the United States for permanent retention and access. -
The Jersey Hustle
December 15, 2013 Opinion: The Jersey hustle OLDER New Jerseyans may well remember the basis of a new film — “American Hustle” — that opened last Friday. It is a fictionalized account of Abscam, the FBI stinG operation in the late 1970s and early 1980s that resulted in the conviction of three key New Jersey politicians, includinG a U.S. senator, a state senator and a member of the House of Representatives, as well as several other officials on charges including bribery and conspiracy. Abscam put New Jersey on the map as hotbed of political corruption, a reputation that we maintain today. The movie, directed by Philadelphia native David O. Russell, tells the story of a clever con man, IrvinG Rosenfeld, and his partner, Sydney Prosser, who are forced to infiltrate the wild arena of New Jersey politics and orGanized crime in the 1970s by FBI aGent Richie DiMaso. “American Hustle,” which last Thursday picked up seven Golden Globe nominations includinG best movie, actor and director, is a “fictionalized” account of “Abdul Scam” or Abscam, the FBI stinG operation, which consisted of a fictional middle eastern sheikh named Karim Abdul Rahman (thus the “Abdul” scam moniker) offerinG bribes to political leaders in eXchanGe for political asylum, money launderinG and investment opportunities. The real-life con man that the FBI hires to play the sheik, Melvin WeinberG, is the character IrvinG Rosenfeld in the film, played by Christian Bale. Included in the corruption miX were New Jersey’s Sen. Harrison A. Williams, Rep. Frank Thompson Jr., and Camden Mayor AnGelo Errichetti, all of whom were convicted and served prison time for acceptinG bribes and conspiracy. -

Historically speaking, however, New Jersey’s governors exercised less influence than met the eye. In the colonial period few proprietary or royal governors were able to make policy in the face of combative assemblies. The Revolutionary generation’s hostility to executive power contributed to a weak governor system that carried over into the 19th and 20th centuries, until the Constitution was thoroughly revised in 1947. -

The outdoor recreation economy is an essential part of our country’s well-being. According to a 2018 report by the Bureau of Economic Analysis, the outdoor recreation economy accounts for 2.2% of the American economy and supports 4.6 million jobs. In Idaho alone, it is responsible for $7.8 billion in consumer spending and 78,000 jobs. Many of these jobs are in rural areas that rely on Idaho’s accessible outdoor infrastructure and healthy wildlife habitats. You said it best in your recent State of the State address—Idaho’s public lands and waters are surely one of the state’s greatest assets. We applaud your commitment to expanding access, improving visitor experiences and addressing threats to Idaho’s outdoor treasures. As Governor, Kean was rated among America's five most effective state leaders by Newsweek magazine; noted for tax cuts that spurred 750,000 new jobs; a federally replicated welfare reform program; landmark environmental policies, and over 30 education reforms. -
