FOREWORD Time and its measurement is, simultaneously, very familiar ands very m sth, rioup. I suspectwe' all believe that the readings of our clocks and watches are somehow related to the sun's' position. However, as science and;technology developed, this relationship has come to be determined bya very complex system involving--,jiist to name a fewastronomers, physicists, electronic engineers, and statisticians. And because .time is both activel3f and precisely coordinated among all of the technologically advanced nations of the world, international orgNa-nizations are also involved. The standard time-of-day radio broadcasts of all countries are controlled to at least 1/1000 ofa second., of each other; most time services, in fact, are cont olled within a very few millionths ofa second! The NationalBureau of Standards (NBS) mouna major effort in developing and maintaining. standards for time and frequency. This effort ten s to be highly sophisticated and perhapseven esoteric at times. Of course, most of the publications generated appear in technical journals aimed at,specidlized, technically sophisticated audiences. I have long-been convinced, however, that it is very importat to provide a descriptive book, addressed to a much wider audience, on the subject of time. There are many reasons for this, and .4-I will give two. First, it isvery simplya fascinatingsubject. Again, we often have occasion to explain' the NBS time program to interested people who do not have a technical- background, and such a book, would be an efficient andhopefully--intereting means informing them. ANAND, B.A. KAGALI* Department of Physics, Bangalore University, Bangalore 560056 *email: [email protected] ABSTRACT Time was historically measured using the periodic motions of the sun and stars. Various types of sun clocks were devised in Egypt, Greece and Europe. Different types of water clocks were assembled with ever greater accuracy. Only in the seventeenth century did the mechanical clock with pendulums and springs appeared. Accurate quartz clocks and atomic clocks were developed in the first half of the twentieth century. Now we have clocks that have better than microsecond accuracy. This article gives a brief account of all these topics. Introduction – There are many methods used to keep time, each having its own special use and advantage. Until recently, when atomic clocks became available, time was reckoned by the Earth's motions: one rotation on its axis was a "day" and one revolution about the Sun was a "year." An hour was one twenty-fourth of a day, and so on. It was convenient to use the position of the Sun in the sky to measure the various intervals. Apparent Time This is the time kept by a sundial. It is a direct measure of the Sun's position in the sky relative to the position of the observer. Since it is dependent on the observer's location, it is also a local time. Being measured according to the true solar position, it is subject to all the irregularities of the Earth's motion. The reference time is 12:00 noon when the true Sun is on the observer's meridian. Mean Time Many of the irregularities in the Earth's motion are due to its elliptical orbit. In order to add some consistency to the measure of time, we use the concept of mean time. Mean time uses the position of a fictitious "mean Sun" which moves smoothly and uniformly across the sky and is insensitive to the irregularities of the Earth’s motion. A mean solar day is 24 hours long. The "Equation of Time," tabulated in almanacs and represented on maps by the analemma, provides the correction between mean and apparent time to allow for the eccentricity of the Earth's orbit.

DST begins on the second Sunday in March and ends on the first Sunday in November. The beginning and ending dates are set in statute. Congressional interest in the potential benefits and costs of DST has resulted in changes to DST observance since it was first adopted in the United States in 1918. The United States established standard time zones and DST through the Calder Act, also known as the Standard Time Act of 1918. The issue of consistency in time observance was further clarified by the Uniform Time Act of 1966. These laws as amended allow a state to exempt itself—or parts of the state that lie within a different time zone—from DST observance. These laws as amended also authorize the Department of Transportation (DOT) to regulate standard time zone boundaries and DST. The time period for DST was changed most recently in the Energy Policy Act of 2005 (EPACT 2005; P.L. 109-58). Congress has required several agencies to study the effects of changes in DST observance. In 1974, DOT reported that the potential benefits to energy conservation, traffic safety, and reductions in violent crime were minimal. In 2008, the Department of Energy assessed the effects to national energy consumption of extending DST as changed in EPACT 2005 and found a reduction in total primary energy consumption of 0.02%.

It is amazing how the general architecture of clocks has remained almost unchanged in practice to date from the Middle Ages. However, the foremost mechanical developments in clock-making date from the seventeenth century, when the discovery of the isochronism laws of pendular motion by Galilei and Huygens permitted a higher degree of accuracy in the time measure. Later on, the measure of time began to assume a rudimentary technical connotation and to benefit from the use of more or less ingenious devices.
